SCRAP POLICY 2021

The topic for today’s article is scrap policy in India. Now the question is what is meant by scrap? The answer to this is – to remove an unwanted covering or a top layer from something. Scrap consists of recyclable materials left over from product manufacturing and consumption, such as parts of vehicles, building supplies, and surplus materials.

Unlike waste, scrap has monetary value, especially recovered metals and non-metallic ,especially are also recovered for recycling. And the much -awaited draft policy on vehicle scrapping is finally out.

The policy outlines the criteria for defining end -of-life vehicles and scrapping them. It also makes provision for scrapping facilities for safe disposal of waste and material recovery. This policy has only “advised” the state governments and the automobile industry to provide voluntary incentives to the owners of the vehicles.

This proposed policy seeks to phase out unit vehicles to reduce vehicular pollution, meet the climate commitments, improve road safety and fuel efficiency, formalise informal vehicle scrapping industry and recover low cost material for automotive, steel and electronics industry. The vehicle scrapping scheme is likely to usher in significant change and is expected to generate demands for new vehicles.

The policy says, commercial vehicles of more than 15 years and passenger vehicles of more than 20 years will have to be mandatorily scrapped if they don’t pass the fitness and emission tests. Vehicle owners who would voluntarily scrap their vehicles will get a rebate on road tax in the range of 15% to 25% and complete waiver of registration fees on the next vehicle purchase.

The government has envisaged investments worth Rs 10000 core for establishing vehicle fitness centers. Most likely scrapyards are to be established in the four zones and they will also supply scrap steel to automobile manufactures and other industries. The milestones set in the draft policy require the rules for fitness tests and scrapping to be in place by October 1, 2021. All government and PSU -owned vehicles older than 15 years will be scrapped by October 1, 2022. The same will be done for other vehicles by 2023 and 2024.

RECYCLING

Recycling is the process of converting waste materials into new materials and objects. The recovery of energy from waste materials is often included in this concept. The recyclability of a material depends on its ability to reacquire the properties it had in its original state. It is an alternative to “conventional” waste disposal that can save material and help lower greenhouse gas emissions. Recycling can prevent the waste of potentially useful materials and reduce the consumption of fresh raw materials, thereby reducing: energy usage, air pollution (from incineration), and water pollution (from landfilling).

Recycling is a key component of modern waste reduction and is the third component of the “Reduce, Reuse, and Recycle” waste hierarchy. Thus, recycling aims toward environmental sustainability by substituting raw material inputs into and redirecting waste outputs out of the economic system. There are some ISO standards related to recycling such as ISO 15270:2008 for plastics waste and ISO 14001:2015 for environmental management control of recycling practice.

Recyclable materials include many kinds of glass, paper, cardboard, metal, plastic, tires, textiles, batteries, and electronics. The composting or other reuse of biodegradable waste—such as food or garden waste—is also a form of recycling. Materials to be recycled are either delivered to a household recycling center or picked up from curbside bins, then sorted, cleaned, and reprocessed into new materials destined for manufacturing new products.

In the strictest sense, recycling of a material would produce a fresh supply of the same material—for example, used office paper would be converted into new office paper or used polystyrene foam into new polystyrene. This is accomplished when recycling certain types of materials, such as metal cans, becoming a can again and again, indefinitely, without losing purity in the product. However, this is often difficult or too expensive (compared with producing the same product from raw materials or other sources), so “recycling” of many products or materials involves their reuse in producing different materials (for example, paperboard) instead. Another form of recycling is the salvage of certain materials from complex products, either due to their intrinsic value (such as lead from car batteries, or gold from printed circuit boards), or due to their hazardous nature (e.g., removal and reuse of mercury from thermometers and thermostats).

It makes a huge difference to our environment, our quality of life, and our country’s future.

Waste Generation Increases

In 2014, Americans generated about 258 million tons of trash and recycled 66.4 million tons and composted 23 million tons of this material, equivalent to a 34.6 percent recycling rate. On average, we recycled and composted 1.51 pounds of our individual waste generation of 4.44 pounds per person per day.

The state of the economy has a strong impact on consumption and waste generation. Waste generation increases during times of strong economic growth and decreases during times of economic decline. If you look at the big picture of what it takes to create a product from scratch — to get the raw materials, transport them, process them and manufacture them — making goods with recycled material like paper, plastic, glass, and metal is a major energy saver.

Seattle economist Jeffrey Morris estimated that manufacturing one ton of office and computer paper with recycled paper stock can save nearly 3,000 kilowatt hours over the same ton of paper made with virgin wood products.

A ton of soda cans made with recycled aluminum saves an amazing 21,000 kilowatt hours by reducing the virgin bauxite (bozite) ore that would have to be mined, shipped, and refined. That’s a 95% energy savings.

A ton of PET plastic containers made with recycled plastic conserves about 7,200 kilowatt hours.

The San Diego County Office of Education has figured out that recycling one glass bottle saves enough energy to light a 100 watt light bulb for four hours.

No. Their mistake was to believe that the pandemic a conspiracy by some nation against them, their mistake was to accept the fact that covid is dangerous, their mistake was socializing when government even rolled out advisory, their mistake was that they left their home and their mistake was that they were naive enough to commit these stupid mistakes.

Now, as the world is getting towards normalcy, as the citizens are getting back at their lives as did before the pandemic hit the world, they want to believe that everything will be all fine, they want to have faith and hope in their lives ahead. Though it is difficult to even think of lives without our loved ones in it, it is far more difficult to even live the pain, but they will have to. Life has always been beautiful for one or the other reason, they had always been able to cope in one way or the other but this time it might be different but they have to for this is the right thing. They have to live on, for themselves, for their loved ones, for they live within them and live through them. They are allowed to miss them for they love them, but aren’t allowed to step back, to become fragile and lose what they are left with. The lockdown imposed by the countries has shaken different economic sectors to its core and one of the most affected and devastated sector is tourism industry. According to the report of World Travel and Tourism Council (WTTC), 100.8 million people lost their jobs which is 31% of the total jobs in this sector due to Covid-19 pandemic. It contributed 10.3% to the global economic GDP which is expected to lower down by 31%. It restricted the movement of various modes of transports such as aviation, railways, buses etc. It has caused reduction in human activities which in turn has affected the hospitality sector that goes hand in hand with the tourism industry.


Talking of Indian Tourism Industry, it is one of the largest service sectors including transportation, hospitality, food and beverage and associated tourism products which is famous for it’s hospitality, welcome, cultural heritage, lifestyles, variety of food and varied geography. The foreigners are largely attracted with the heritage and religious buildings, coastal areas, beaches, temples and a lot many which are yet to be discovered. Apart from these natural sight-seeing, many associated activities are also created so that people coming to this place also give a look at these such as adventure sports. It fascinates the tourists and also give them an enriching and life time experience. It may look as a very side-lined activities but contributes hugely in the promotion of tourism industry in India.


Covid affected this industry very badly which contributed to the global economy significantly and provided employment. Before the pandemic, it was flourishing day by day and touching new heights. The nationwide lockdown imposed by government of India restricted people to roam around freely and gather at one place to control the spread of severe acute respiratory syndrome Coronavirus 2. It also suspended all tourist visas which is now changed time to time with different terms and conditions. The rules and regulations are now not that stringent but there are personal preferences and choices also which matter a lot. It largely depends that how people perceive of that place which they are yet to visit or are visiting. They may think like this that maybe the country they want to visit has lifted all the restrictions but that was the hub of the infection in past times. It was the most affected nation with the novel coronavirus and the healthcare services and system provided are also not that advanced. Also, people present and residing there are also not fully vaccinated which creates the chances of getting contracted with the virus. All these factors are summed up and creates fear in their mind and their fear does not allow them to visit that place.


This is may vary with other countries who have advanced healthcare services, fully vaccinated citizens and which was also not very badly affected with the virus but then there are people who don’t want to take any chances even the slightest one.


So, the conclusion which comes out from considering all the facets, it will not be wrong to say that tourism industry suffered badly. There are many people who lost their jobs, livelihood and much more in these difficult times which cannot be put into words. The suffrage of these people cannot be felt and articulated. Only they know the struggles which are happen to take place every day and the pain it causes. Apart from all these, there are also people who now fear to take a tour which is obvious also. The fear will not be vanished in a day or two. It will take time and so its revival largely depends upon the methods opted by their country officials and the country which they want to visit. The origin of Glass- Why they are transparent?

Archaeological findings suggest that glass was first created during the Bronze Age in the Middle East. To the southeast, in Egypt, glass beads have seen found dating back to about 2500 B.C.E. Glass is made from a mixture of silica sand, calcium oxide, soda, and magnesium, which is melted in a furnace at 2,730°F (1,500°C). Most early furnaces produced insufficient heat to melt the glass properly, so glass was a luxury item that few people could afford. This situation changed in the first century B.C.E. when the blowpipe was discovered. Glass manufacturing spread throughout the Roman Empire in such quantities that glass was no longer a luxury. It flourished in Venice in the fifteenth century, where soda lime glass, known as ‘cristallo’, was developed. Venetian glass objects were said to be the most delicate and graceful in the world.

How glass was made?

It all begins in the earth’s crust, where the two most common elements are silicon and oxygen. These react together to form silicon dioxide, whose molecules arrange themselves into a regular crystalline form known as quartz. Quartz is commonly found in sand, where it often makes up most of the grains and is the main ingredient in most types of glass. You probably noticed that glass isn’t made of multiple tiny bits of quartz and for good reason. The edges of the rigidly formed grains and smaller defects within the crystal structure reflect and disperse light that hits them. But when the quartz is heated high enough, the extra energy makes the molecules vibrate until they break the bonds holding them together and become a flowing liquid, the same way that ice melts into water. Unlike water, though, liquid silicon dioxide does not reform into a crystal solid when it cools. Instead, as the molecules lose energy, they are less and less able to move into an ordered position, and the result is what is called an amorphous solid. A solid material with the chaotic structure of a liquid, which allows the molecules to freely fill in any gaps, this makes the surface of lass uniform on a microscopic level, allowing light to strike it without being scattered in different directions.

How glass is transparent?

Why light is able to pass through glass rather than being absorbed as with most solids? You may know that an atom consists of a nucleus with electrons orbiting around it, but you may not know that an atom has a lot of empty space. So, light passes through these atoms easily without hitting any of these particles. Then why aren’t all materials transparent? This is because, the different energy levels those electrons in an atom can have. Consider an atom of an iron, an electron in it initially assigned to move in a certain orbit. But if it had the enough energy; it could reach the exited state and jump to a closer orbit. So, one of the light photons passing through can provide the needed energy. But there is one thing; the energy from the photon has to be the right amount to get an electron to the next orbit. Otherwise, it will just let the photon pass by, and it just so happens that in glass, the electrons are placed so far from each other, that the photons of visible light can’t provide enough energy for an electron. Photons from ultra violet light give just the right amount of energy, and are absorbed. That’s why you can’t get a suntan through glass. This amazing property of being both solid and transparent has given glass many uses throughout the centuries.

In the 1950s Sir Alastair Pilkington introduced ‘float glass production”, a revolutionary method still used to make glass. Other developments have included safety glass, heat resistant glass, and fiber optics, where light pulses are sent along thin fibers of glass. Fiber optic devices are used in telecommunications and in medicine for viewing inaccessible parts of the human body.

The importance of sex education increases in this scenario, as the teachers are not willing to take up topics related to sexuality, even though these topics are present in the curriculum and adolescents gather information about sexuality from other ways. This is harmful for them. To tackle this misinformation and ignorance, young students need to get an awareness about sexuality and sexual orientation. They should also be aware about different gender minorities, LGBTQIA, like trans- sexual people, homosexual communities like gay, lesbians etc. They should also respect every gender. Sex education also provides the knowledge to differentiate between ‘sex’ and ‘gender’, as one is the biological aspect and another one is socio cultural to oneself. Gender is the identity one perceives apart from the biological aspect. Sex education is important to know diverse communities and also it enables one to understand about one’s own body. In this way sex education also helps to decrease crimes related to sex.

So sex education is a very important factor in the development of a society. It helps citizens to understand about themselves and others and provides knowledge which helps to decrease many crimes related to sex. As sex is the vital factor in the development of a society, sex education is also vital.

President of India is also the Commander in Chief of all the Indian forces i.e. Indian Army, Indian Navy, and Indian Air force.

PRIME MINISTER OF INDIA:-

Prime Minister is the chief of the Central government of India and also acts as the advisor of President. He is also head of the Council of Ministers and is responsible for appointing or dismissing any minister from the council. In case Prime Minister resigns from his office or dies during his tenure then the cabinet will automatically dissolve.

UNION CABINET:-

Union Cabinet consists of the Prime Minister and Cabinet Ministers. This is the decision making body in the central government.The Cabinet Minister cannot make a law concerning his department on its own, he can only propose the decision and then the Union Cabinet will make the final law.

COUNCIL OF MINISTERS:-

Council of Ministers works under the Union Cabinet. All the members of the Union Cabinet are members of the Council of Ministers and here the Minister of States appointed by the President on the advice of the Prime Minister.

BUREAUCRATS:-

Bureaucrats are selected and appointed by Union Public Service Commission and for states there is a State Public Service Commission. They are responsible for implementing the laws and all the other functions of government. Bureaucrats consist of IAS, IPS, IFS and other officials leading various government agencies.

DISTRICT COURT:-

District court or sub-ordinate courts function under High court. They maintain rule of law in a particular district or locality in which they function. They look after the civil and criminal matters of that particular region.
