Government e-Marketplace surpasses INR 1 lakh crore Gross Merchandise Value

 Accelerated growth, increased efficiency and unwavering trust propel Government e-Marketplace (GeM) to achieve an impressive milestone, crossing INR 1 lakh crore in Gross Merchandise Value (GMV) within a remarkable span of 145 days in the current financial year, FY 2023-24. This outstanding achievement underscores GeM’s commitment to revolutionizing government procurement and signifies a substantial improvement compared to the previous year, where this GMV landmark was reached in 243 days. The average GMV per day has also witnessed significant growth from INR 412 crore per day in FY 22-23 to INR 690 crore per day in FY 23-24.


This notable milestone firmly establishes GeM as one of the largest public procurement portals globally, both in terms of transaction value and the breadth of the buyer-seller network within its unified digital ecosystem. Since inception, GeM has crossed INR 4.91 Lakh Crore in GMV and has facilitated over 1.67 crore orders on the platform.

Among the noteworthy contributors to this remarkable GMV achievement, the contribution of  Central Public Sector Enterprises (CPSEs) , Central Ministries and State Governments has been 54%, 26% and 20% respectively.

Central Consumer Protection Authority

 The National Consumer Disputes Redressal Commission (NCDRC) has dismissed an appeal filed by Cloudtail India Pvt. Ltd. challenging the Order passed by the Central Consumer Protection Authority (CCPA) with regard to violation of the rights of consumers by the company for sale of domestic pressure cookers to consumers in violation of mandatory BIS standards.

In its Order, CCPA had directed the company to recall the 1,033 units of domestic pressure cookers sold by it to consumers and reimburse the prices of the recalled pressure cookers to consumers and submit a compliance report within 45 days. The company was also directed to pay penalty of ₹1,00,000 for sale of pressure cookers in violation to QCO and violating the rights of consumers.

Cloudtail India Pvt. Ltd. is the seller of pressure cooker namely “Amazon Basics Stainless Steel Outer Lid Pressure Cooker, 4 L (does not give pressure alert by whistle)”. The pressure cooker was being offered for sale to consumers on Amazon e-commerce platform at the URL https://www.amazon.in/AmazonBasics-Stainless-Steel-Pressure-Cooker/dp/B071G5KNXK.

As per the QCO which came into force on 01.02.2021, domestic pressure cookers are mandated to conform to Indian Standard (IS) 2347: 2017 and bear the standard mark under a license from the Bureau of Indian Standards (BIS) as per Scheme-I of Schedule II of Bureau of Indian Standard (Conformity Assessment) Regulations, 2018.

Pertinently, domestic pressure cookers are among the most commonly used everyday items in households, and are present in the immediate vicinity of family members. Therefore, a domestic pressure cooker, which violates the mandatory requirements of the QCO can prove to be extremely fatal and dangerous for the life and safety of consumers and public at large.

In the present case, Cloudtail was observed to be selling domestic pressure cookers to consumers without conforming to the prescribed mandatory standards and without the standard (ISI) mark under the license from the BIS. The non-certified pressure cooker was being sold by Cloudtail to consumers in India even after the QCO came into force.

Cloudtail had submitted in its reply to CCPA that after the QCO came into force, it had suspended the import of the pressure cookers. It was observed by CCPA that though import was suspended, the company had not stopped the sale of such pressure cookers to consumers. In fact, this submission evidently indicated that despite being aware of the QCO, the company was still selling such pressure cookers to consumers at large.

The Order passed by CCPA was challenged by Cloudtail in its appeal before the NCDRC. The appeal was dismissed by the NCDRC today.

ASTRA Beyond Visual Range air-to-air missile off Goa coast

 Tejas, Light Combat Aircraft (LCA) LSP-7 successfully fired the ASTRA indigenous Beyond Visual Range (BVR) air-to-air missile off the coast of Goa on August 23, 2023. The missile release was successfully carried out from the aircraft at an altitude of about 20,000 ft. All the objectives of the test were met and it was a perfect text book launch.

The test launch was monitored by the Test Director and scientists of Aeronautical Development Agency (ADA), Defence Research and Development Organisation (DRDO), Hindustan Aeronautics Limited (HAL) along with officials from Centre for Military Airworthiness and Certification (CEMILAC) and Directorate General of Aeronautical Quality Assurance (DG-AQA). The aircraft was also monitored by a Chase Tejas twin seater aircraft.

ASTRA, a state-of-the-art BVR air-to-air missile to engage and destroy highly maneuvering supersonic aerial targets, is designed and developed by Defence Research and Development Laboratory (DRDL), Research Centre Imarat (RCI) and other laboratories of DRDO. The indigenous Astra BVR firing from home grown Tejas fighter is a major step towards ‘Aatmanirbhar Bharat’.

Raksha Mantri Shri Rajnath Singh has complimented ADA, DRDO, CEMILAC, DG-AQA and the industry for the successful firing of the missile from Tejas-LCA. He said the launch would significantly enhance the combat prowess of Tejas and reduce the dependency on imported weapons.

Secretary, Department of Defence (R&D) and Chairman DRDO has also congratulated the teams involved in the successful launch.

CAS REVIEW OF LCA PROGRAMME

 The Chief of Air Staff (CAS) Air Chief Marshal VR Chaudhari reviewed the status of the Light Combat Aircraft (LCA) programme in Air Headquarters yesterday. Also in attendance were senior functionaries from the Ministry of Defence, DRDO, HAL and ADA. Opening the proceedings, the CAS brought out that the LCA has been the flag bearer of the Indian Air Force’s (IAF) efforts towards indigenisation of its aircraft fleet. He said that given the nature of this project of national importance, it is required that all stakeholders adopt a collaborative approach towards its success. The programme has been the harbinger of Atmanirbhar Bharat and Make in India initiatives of the nation. More importantly, it is a flag bearer of India’s self-reliance in the aerospace sector.

During the review, it was brought out that all contracted fighter variants of the LCA Mk 1 had been delivered to the IAF. Representatives of HAL assured the CAS of the timely delivery of the contracted twin-seaters in the coming months, as well. Further to the LCA Mk 1, 83 LCA Mk-1A aircraft have also been contracted by the IAF in 2021. The Chairman & Managing Director of HAL assured those present that the deliveries of this advanced variant of the LCA would commence by Feb 2024.

While complimenting HAL, the CAS indicated that based on these assurances, the LCA Mk 1A could be inducted in a newly raised squadron in one of the IAF’s operational bases, early next year. Notwithstanding the project delays that were brought out during the course of the review, the CAS lauded the efforts of all stakeholders and emphasized on the need to incorporate the lessons learnt from the LCA programme into future indigenous Design & Developmental projects. With timely deliveries of the more capable variant, the LCA Mk 1A is likely to see increased deployments at forward bases, besides participation in International exercises in the days to come.

 Chandrayaan, India’s lunar exploration program, has been a trailblazing endeavour launched by the Indian Space Research Organisation (ISRO). As India’s Chandrayaan- 3 mission approaches a crucial milestone – a successful lunar landing, National Level Workshops were organized under the aegis of Ministry of Ports, Shipping and Waterways (MoPSW) by the National Technology Centre for Ports, Waterways and Coasts,(NTCPWC) IIT Madras and Centre for Inland & Coastal Maritime Technology, (CICMT) IIT Kharagpur to increase awareness, understand the significance and delve into the intricacies of Chandrayaan-3 mission. The workshop aimed to shed light on the profound importance of India’s lunar mission in advancing scientific knowledge and technical innovation in the realm of space exploration.  The workshop was attended by participants from all walks of life including scientists, researcher, academicians, students, government officials and general public.

The distinguished speakers, including Dr. Syed Maqbool Ahmed, Mr. Leo, Dr. K. Muthukkumaran, and Dr. Tapas Kumar Nandi, shared insights gained from previous Chandrayaan missions, discussed the complexity of the current mission and its propulsion systems, and highlighted India’s achievements in planetary science and technological innovation.

INS SUNAYNA ENTERS DURBAN, SOUTH AFRICA

 INS Sunayna entered port of Durban, South Africa on 21 Aug 23. The ship undertook passage exercise with South African Navy Ship SAS King Sekhukhune I off Durban. Post exchange of pleasantries at sea, the ship entered Durban harbour. The ship was received by Cdr Kenneth Singh officiating Flag Officer Commanding Naval Base Durban and HCI Pretoria Officials.

The visit apart from commemorating 30 years of diplomatic partnership between India and South Africa is aimed at enhancing interoperability, jointness and mutual cooperation between both Indian Navy and South Africa Navy. During the port call, the two navies will share best practices and experiences through professional interactions, subject matter expert exchanges and cross deck visits, additionally social interactions with senior military and civil dignitaries are also planned.

KVI activities in Tamil Nadu

 Chairman, KVIC Shri Manoj Kumar inaugurated several KVI activities during  Tamil Nadu visit  and interacted with Khadi workers during this visit. Presiding over a Khadi Karigar Sammelan held on August 19, 2023, at SITRA, Coimbatore,  he  expressed gratitude for the love and care extended by the Tamil people over the last 2 days. He emphasized that this event is not only a Khadi Karigar Sammelan but also a heartfelt interaction (“Man Ki Baat”) between him and the rural artisans. He said  Khadi serves as a weapon against poverty, starvation, and unemployment, while also contributing to development in villages and promoting women’s empowerment.

The Chairman honored the best-performing spinners and weavers by presenting them with certificates and momentum awards, in addition to distributing tool kits and equipment to around 40 Wood Craft artisans who have successfully completed the Training Programme on Waste Wood Craft which was attended by 800 rural artisans. During the event, a booklet showcasing success stories of the PMEGP beneficiaries was unveiled by the  Chairman.

In his  address Shri Kumar said according to data released by Niti Ayog, 13.05 Crore people have been lifted from poverty, and the dreams of the people are turning into reality under the leadership of Prime Minister Shri Narendra Modi.

While Khadi was the pride of the national movement under the leadership of Mahatma Gandhi, it now stands as the symbol of ‘Atmanirbhar Bharat’ under the guidance of Prime Minister,Shri Kumar said. “Like Gandhiji who used Khadi as a powerful weapon against the British rule, Prime Minister Modi has transformed Khadi into a potent and successful weapon for eradicating poverty, empowering artisans, ensuring food security, uplifting social status of women, and overcoming unemployment,” he said.

The Chairman said Prime Minister Shri Narendra Modi has called on many occasions from national and international forums to buy Khadi and Village Industries products and has mentioned about promoting this sector which since 2014 has seen tremendous growth. He said for the last 9 years, production of Khadi has augmented 260%, while sales of Khadi has increased 450%.  He said that the Khadi Institutions in Tamil Nadu have registered a production of Rs.262.55 Crore and sales of Rs.466.77 Crore during the year 2022-23, which has helped to provide continuous employment to 14,396 artisans.  Further, he informed that it has been proposed to increase the production to Rs.303.39 Crore and sales to Rs.477.02 Crore.   He said KVIC through various schemes such as Khadi Vikas Yojana, Gramodyog Vikas Yojana, PMEGP, Scheme of Fund Regeneration of Traditional Industries (SFURTI) has generated more than 9.5 Lakhs employment. Earlier in his visit  Chairman, KVIC inaugurated the PMEGP unit at Kalapet, the newly Renovated Sales outlet at Gandhigram Khadi Village Industries Public Charitable Trust at Gandhigram, Dindigul and  a Common Facility Centre (CFC) of Yarn dying unit under KRDP Scheme of KVIC at the newly constructed workshed of Ramanathapuram District Sarvodaya Sangh, Srivilliputhur . He distributed tool kits and equipment to 25 Waste Wood Craft artisans and Pedal Operated Agarbathi Machines to 10 artisans under Gramodyog Vikas Yojana on 17th august 2023 and 18th August, 2023 respectively.  The Chairman interacted with Khadi spinners and weavers during the Khadi Artisans’ meet, and visited Khadi Gramodyog Bhavan of Madurai District Sarvodaya Sangh at Madurai.

            The Prime Minister Employment Generation Programme is a flagship scheme of Ministry of MSME, Govt. of India, providing sustainable employment both in Rural and Urban areas in setting up of micro and small units. Steps taken by Government of India to improve Women’s Health

Government of India implements various schemes/initiatives  to make healthcare more accessible to all  throughout the country including women, rural and SC/ST population.These schemes/initiatives include:

Comprehensive Primary Health Care (CPHC) through Ayushman Bharat- Health and Wellness Centres (HWCs):In February 2018, the Government of India announced 1,50,000 Ayushman Bharat- Health and Wellness Centres (AB-HWCs) to be established across the country by December 2022. The existing Sub- Health Centres (SHC), Primary Health Centres (PHC) and Urban Primary Health Centres (UPHC) are transformed into AB-HWCs to deliver Comprehensive Primary Health Care (CPHC) that includes preventive, promotive, curative, palliative and rehabilitative services which are universal, free, and closer to the community. As on 31.07.2023 a total of 1,60,816 AB-HWCs have been operationalized across the country.

  • Health Melas are organized at the level of AB-HWCs to optimize utilization of health care services and generate awareness. Ayushman Health melas are ‘one-stop’ platforms to address a comprehensive range of health issues have proven to be an effective strategy to reach the masses and augment the utilization of healthcare services.
  • Teleconsultation services, through eSanjeevani, are available at functional AB-HWC to ensure specialist services closer to the people. As on 31st July 2023, more than 14.35 crore Teleconsultations have been provided via eSanjeevani portal.  Screening of women is also being done at AB-HWCs for breast cancer, oral cancer and cervical cancer.
  • National Free Drugs Initiative: States/UTs are supported to provide essential drugs based on the level of public health facilities free of cost to all who access these facilities.
  • Free Diagnostics Initiatives. (FDI): Under the initiative, support provided to States/UTs to provide a set of essential diagnostics (14 tests at Sub Centre/ Health and Wellness Centre level, 63 tests at PHC/ PHC-HWC level, 97 tests at CHC level, 111 tests at SDH level and 134 tests at DH level) at various levels of care, free of cost.
  • National Ambulance Services (NAS) –  Under the NHM, technical and financial support is provided for emergency medical services in States/UTs through a functional National Ambulance Service (NAS) network linked with a centralised toll-free number 108/102.
  • National Mobile Medical Units (NMMU) – are supported to facilitate access to public health care at the doorstep particularly to people living in remote, difficult, under-served and unreached areas to provide primary care services.

Apart from above mentioned schemes,Government has also implemented following schemes especially for pregnant women:

  • Surakshit Matritva Aashwasan (SUMAN) provides assured, dignified, respectful and quality healthcare at no cost and zero tolerance for denial of services for every woman and newborn visiting public health facilities to end all preventable maternal and newborn deaths.
  • Janani Suraksha Yojana (JSY), a demand promotion and conditional cash transfer scheme for promoting institutional delivery.
  • Under Janani Shishu Suraksha Karyakram (JSSK), every pregnant woman is entitled to free delivery, including caesarean section, in public health institutions along with the provision of free transport, diagnostics, medicines, blood, other consumables & diet.
  • Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) provides pregnant women a fixed day, free of cost assured and quality antenatal check up by a Specialist/Medical Officer on the 9th day of every month.
  • LaQshya improves the quality of care in labour room and maternity operation theatres to ensure that pregnant women receive respectful and quality care during delivery and immediate post-partum.
  • Functionalization of First Referral Units (FRUs) by ensuring manpower, blood storage units, referral linkages to improve the access to quality of care for pregnant women
  • Outreach camps are provisioned for improving the reach of health care services especially in tribal and hard to reach areas. This platform is used to increase the awareness for the Maternal & Child health services, community mobilization as well as to track high risk pregnancies.
  • IEC/BCC campaigns: One of the key focus areas of Maternal Health is to generate demand through Information Education & Communication (IEC), Inter-personal Communication (IPC) and Behaviour Change Communication (BCC) activities.

 Prime Minister Shri Narendra Modi inaugurated the new integrated terminal building of Veer Savarkar International Airport today, in the presence of Union Minister of Civil Aviation and Steel, Shri Jyotiraditya M. Scindia, Gen. Vijay Kumar Singh (Rtd.), MoS, Ministry of Civil Aviation, Admiral D. K. Joshi (Rtd.), Lt. Governor, Andaman & Nicobar Islands, and Shri Rajiv Bansal, Secretary, Ministry of Civil Aviation.

The new terminal building of the airport is built at a cost of Rs. 710 Crore, on a 40,837 square meters area, and is capable of serving 1200 passengers during peak hours, which is more than three times the current capacity. Inspired by the rich biodiversity of the picturesque islands, the Port Blair Terminal building is an oyster-shaped structure that reflects the beauty of the sea and the island. The terminal building has been designed in such a way that the terminal is fully lit naturally during the daytime. A Statue of freedom fighter, Veer Savarkar is also erected at the Airport.

The event was organized in hybrid mode. Prime Minister inaugurated the terminal building by pressing a remote button through video conferencing and other dignitaries were present at the airport. As a tribute to the great freedom fighter, Minister of Civil Aviation and Steel, Shri Jyotiraditya M. Scindia along with MoS Gen. Vijay Kumar (Rtd.) and other dignitaries unveiled statue of Vinayak Damodar Savarkar (Veer Savarkar) inside the premises of the airport.

Speaking on the occasion, Minister of Civil Aviation and Steel, Shri Jyotiraditya M. Scindia said “Andaman & Nicobar is among the most beautiful gems of our country. It has witnessed major significant events in the history of Indian Independence. Veer Savarkar International Airport represents the incredible biodiversity of flora and fauna. Designed in the shape of an oyster, this airport doesn’t need an external source of light during the daytime. In terms of sustainability, this airport has double insulating system, LED lighting, Rainwater catchment, and Solar water plant.”

He further said “Apart from this airport, 3 additional airports in Shibpur, Car Nicobar, and Campbell, as well as 4 water aerodromes in Shaheed Dweep, Swaraj Dweep, and Port Blair, will be established by the Govt. of India with the investment of Rs. 150 crores. Under the leadership of Prime Minister Shri Narendra Modi, we are dedicated to the sewa, sushashan and garib kalyan. In the coming time, this airport will be the gateway to employment, education, and investment.”
