New health warnings for all tobacco products to come into effect from 1st December

Union Health Ministry has notified new sets of health warnings for all tobacco products by making an amendment in the Cigarettes and other Tobacco Products (Packaging and Labeling) Rules, 2008.

In a statement, Union Health Ministry said, the new warnings will come into effect from 1st December this year. 

The text messages that will be printed on the packs are – ‘tobacco causes painful death’.

It said, any person engaged directly or indirectly in the manufacture, production and supply of cigarettes or any tobacco products will ensure that all tobacco product packages shall have the specified health warnings exactly as prescribed.

The images, details of the specified health warnings and the Rules are available at www.mohfw.gov.in.

The Ministry said, violation of the provision is a punishable offence with imprisonment or fine as prescribed in the Cigarettes and Other Tobacco Products act.

CPCB issues fresh guidelines on disposal of COVID-19 waste

Central Pollution Control Board, CPCB has issued fresh guidelines on disposal of COVID-19 waste. It has directed that masks and gloves used by everyone, whether infected or not, should be cut and kept in paper bags for minimum 72 hours before disposing off them.
 
The CPCB also directed commercial establishments shopping malls, institutions and offices to follow the same procedure with discarded protective personal equipment,PPE from general public.
 
It asked to ensure that general solid waste and biomedical waste generated from quarantine centres and quarantine homes is not mixed and they should be collected separately.
 
It added that leftover food, empty juice bottles or tetra packs, empty water bottles, packaging material, and any other items, generated or handled by COVID-19 patient should be collected along with other general solid waste in bags securely tied for handing over to waste collectors.
 
The CPCB also recommended use of bio-degradable or non-disposable cutlery to minimize waste generation.
 
It directed that isolation wards, including temporary healthcare facilities like rail coaches, must keep separate colour coded bins to maintain segregation of waste and use a dedicated bin to collect and store COVID-19 waste and keep it separately.
 
From COVID-19 isolation wards, used PPEs such as goggles, face-shield, splash proof apron, plastic coveralls, hazmat suits, nitrile gloves must be collected into a red bag.

Record number of over 29 thousand people cured from Corona virus in a single day in country

The Central Government has said that a total of 7,82,607 people have recovered from Corona virus so far and with this the recovery rate has reached 63.18 per cent in the country.

The Health and Family Welfare Ministry said yesterday, a record 29,557 people have recovered in the past 24 hours.

This is the highest number of recoveries in one day since the outbreak of COVID-19 in the country.

The Health Ministry said, the highest number of 45,720 new cases of COVID-19 were reported in the country within last 24 hours taking the total number of cases to 12,38,635.

Presently, the total number of active Corona cases in the country is four lakh 26,167.

In a single day, one thousand 129 deaths were reported taking the nationwide toll to 29,861.

However, the case fatality rate is continuously declining in the country and it has reached 2.41 per cent.

Govt imposes restrictions on public procurement from countries sharing land border with India on security ground

Government has imposed restrictions on public procurement from the countries which share a land border with India to strengthen the defence and national security.
 
The Department of Expenditure in a detailed Order said the Government has amended the General Financial Rules 2017 to enable imposition of restrictions on bidders from countries which share a land border with India on grounds of defence of India, or matters directly or indirectly related thereto including national security.
 
As per the order, any bidder from such countries sharing a land border with India will be eligible to bid in any procurement whether of goods, services including consultancy services and non-consultancy services or works including turnkey projects only if the bidder is registered with the competent authority.
 
The competent authority for registration will be the registration committee constituted by the Department for Promotion of Industry and Internal Trade, DPIIT.
 
Political clearance from the External Affairs Ministry and security clearance from the Home Ministry will also be mandatory.
 
The order also takes into its ambit public sector banks and financial institutions, Autonomous Bodies, Central Public Sector Enterprises and Public Private Partnership projects receiving financial support from the government or its undertakings.
 
The Central government has also written to State Chief Secretaries for the implementation of this Order in procurement by them and their undertakings.
 
The Finance Minister said the relaxation has been provided in certain limited cases, including for procurement of medical supplies for containment of COVID-19 global pandemic till December this year.
 
The Ministry said the new provisions will apply to all new tenders. In respect of tenders already invited, if the first stage of evaluation of qualifications has not been completed, bidders who are not registered under the new Order will be treated as not qualified.
 
If this stage has been crossed, ordinarily the tenders will be cancelled and the process started de novo.
 
The Order will also apply to other forms of public procurement. The Ministry said it does not apply to procurement by the private sector.

The #blacklivesmatter movement and protests can be seen happening all around the world after the death of George Floyd by a police officer outside a shop in Minneapolis, following many more deaths of black people by the police in the US. People around the world also started taking part in this movement by peacefully marching and making donations to organizations that work to support this movement. However, it was us who started discrimination in the first place by believing that people can be divided based on their race and ethnicity. In Nazi Germany, there was discrimination between the Jews and the Germans, so much so that there were different schools for the Jews and the Germans. The Jews were considered to be sub-humans to the Germans and were deprived of their civil services, Jewish businesses were boycotted, anti-Jewish laws were legislated, and only Germans were subjected to the civil and political rights whereas Jews were just mere subjects of the state. 

This is just one of the many examples of racial discrimination around history. In North America and South Africa, during the apartheid movement, it was established that there should be segregation of the races, i.e. the blacks and the whites. They should have their churches, schools, hospitals, etc. and it was considered unnatural for the people to marry someone outside their race. During colonial India, there was a clear distinction between the whites (the colonial leaders) and the blacks (the Indians). There were separate towns for the British and the Indians to live. 
With modern times and the new generations, there is racial tolerance in people and we see people mingling with others around them irrespective of their race and ethnicity. In the Indian constitution, one of the fundamental rights i.e. Article 15, prohibits discrimination of Indians based on religion, race, caste, sex, or place of birth. It implies that every person has an equal right on all the opportunities and no one can prohibit a person from doing something on the grounds mentioned in the article. 
However, there are still many cases in India, where some people make fun of others because they belong to a particular race. For instance, the people in the northeast are made of fun because of their looks and called names. There is also constant competition between the north Indians and the south Indians to prove that either of them are the best kind of people. There is a common perception in people’s minds that if a person is fair skinned then he/she is from north India and if they are dark-skinned then they are from south India. It is also believed that people from south India are extremely intelligent, which might be true; but north Indians are equally intelligent too. All these misconceptions are created by us only, however, what was started as a joke has now become a serious problem that has been rooted deeply in the minds of the people. Due to the spread of the Covid-19, the people of the northeast are facing another set of remarks being aimed at them like, ‘Are they from China’ or ‘have they got their country’s disease’. Many times, people belonging to the northeast are refused accommodations if they travel to another state for their studies. African people in India also face a similar kind of a situation as they are being made fun of, pointed out in the public, or are called names. The prejudice around Africans is that they are poor or that they come from a country that has a history of slavery. People think that calling an African a “negro” or a northeastern “chinki” is just a matter of fun and not something that needs to be taken too seriously; however what they don’t understand is that these types of jokes are the first stepping stone towards racial discrimination, which not only affects the other person but also creates conflicts between people. 
HOW CAN WE STOP RACISM?
Stopping racism is our responsibility and each one of us should make an effort on our part to stop ourselves from commenting about others as well as stop others from doing the same thing. The most important step to stop racism is that we need to be ANTI RACIST not NON RACIST. We need to strongly oppose racism and promote the idea of racial tolerance among people. There is also a need for strong laws against discrimination towards people who belong to different races. It is the responsibility of the person who is abused to not sit silently rather they should report it to their higher authorities or if necessary, then they must opt for legal action. Also, it is our responsibility to support our friends or any other person who faces racial discrimination and helps them to take necessary legal actions for the same. But if a person thinks that they have a right to not face any racial discrimination, then they should also know that it is also their responsibility to never discriminate other people if they belong to a different race.
The changes that we want to see in the world will only be made once we decide to change ourselves!  

How to deal with whatssap messages in COVID 19 pandemic?

I came across a forwarded message on my WhatsApp. Take a look-

Group admin is requested to close group for 2 days as police can take action against admin & group members vide section 68, 140 & 188 if anyone even by mistake posts joke on corona. Everyone could be in trouble. Hence I draw the attention of group admin to take necessary steps.

This message claims that Supreme court of India made an order against sharing of information on social media regarding COVID-19 and if found guilty, WhatsApp admins will be watched by police.

During such pestilence, we must cover our ears along with mouth from masks to avoid such fake messeges. Using some intelligence, we can figure out what’s fake and what’s authentic.

The second part of the message reads-

Tonight 12 ( midnight) onwards Disaster Management Act has been implemented across the country. According to this update, apart from the Govt department no other citizen is allowed to post any update or share any forward related to Corona virus and it being punishable offence.

This message talks about the update from a goverment department. Before believing the message, you should ask- Which department? Is it mentioned? I searched some reliable sources to check the authenticity of this messege .

According to The Times of India fact check on April 7, 2020, the claims came out to be fake. Talking about the Disaster Management Act, 2005, it was invoked amid nationwide lockdown that was announced on 24 March 2020. But the act has no provisions which says only the government, and not the citizens can share COVID-19 updates/information. The Supreme Court, however, do mentions that “section 54 of the Disaster Management Act, 2005” provides punishment to a person who makes or circulates a false alarm or warning which may led to panic. Such persons shall be punished with imprisonment that may extend to an year or with fine.

This is just an example of one fake messege on WhatsApp. Every second tonnes of fake and misleading information is being shared on the social media. To which, I recommend that before sharing such doubtful, remember this breif saying- “When in doubt, check it out!”

During such situations, you should don’t share anything before you’re sure about it. Every misleading information call for trouble. Don’t create panic during such crucial times.

Right now all the efforts and attention of the government is in containment and mitigation of this pandemic, and the responsibility is on our shoulders to follow the instructions by the authorities and verify the information from a number of sources.

Section 377

Section 377 of Indian penal code criminalizes homosexuality and says whoever voluntarily has carnal intercourse against the order of nation with any man; woman or animal shall be punished with imprisonment for life. However, the Supreme Court on 6 September, 2018, decriminalized the section 377 of IPC. The sc said that it is natural and people have no control over it. Being homosexual is not a disease but people in India still don’t accept. Before moving further we need to know what homosexuality is.

It is basically same sex attraction and attraction can physical, emotional or psychological of the same sex.LGBT means lesbian, gay, bisexual, transgender. The LGBT community is harassed now also they still are not respected in our society even after law has accepted. Their human rights are violated. These people suffer a lot they even can’t approach to police station if there is any case of sexual assault and rape on them. HIV AIDS are mostly found in same sex but they are neither provided with proper heath facilities nor aware about these diseases transmission. There are separate schools for them that are discriminatory. They are prevented from seeking legal protection from violence just because they are attracted to same sex people. A culture of silence in society is created about homosexuality that results to their denial and rejection at home as well as discrimination in workplaces and public places. They are people like us so why to treat them like this. They are called by different names like chakka, hijra and many others. They too have the same right to live in society with all dignity and respect. We all must respect them as they faced a lot in this society.

Our law has decriminalized this section 377 but society didn’t accept this. We must give time to each other for this acceptance.

1.       To decriminalize sexual intercourse in private between consenting adults

2.       The age of consent should be 18 or above

3.       The phrase ‘against the order of nature’ should be removed because it is not against nature, it is a natural process.

One has to understand that fight cannot be achieved only through legal amendments but you should ask yourself if you are able to accept this orientation in which one female is attracted to another female or vice versa. So it should be accompanied by awareness campaigns to educate parents, children. To adopt a healthy and supportive attitude towards homosexuals and to have broader approach to gay lifestyle or lesbian lifestyle or any other lifestyle should be considered normal.

A new version of Durga Puja

If anyone manages to come to Kolkata during the upcoming festive months of Durga Puja, one would definitely feel very lucky to watch tall brightly coloured idols with crowds dressed in their best attire and swarming through the streets. But it is all gone now, at least for this year.

Usually for each year, all the orders for idols used to come during Rath-yatra and the days following that. And there existed a countdown for the final day. And not to forget about the markets, which always remained overcrowded for at least three months before the actual occasion. There was a feeling of joy and celebration in the air with people in extremely good mood. But this year is going to markedly very different from all the previous years. As per the sources, orders to Kumartuli have slashed by a great percentage this year. At the same time, the delay in the orders is quite noticeable. This year, even the big budget Durga Puja clubs have not yet placed the orders and even if some of them did, the height of the idols have reduced drastically. Previously, the normal height used to range from 12 to 15 feet and that too added with expensive clothes and ornaments. But this year, sources verify that the height ranges somewhere between 8 and 10 feet, with none exceeding 10 feet. Many clubs who usually hosted such big budget idols are very much sceptical whether they should go for it considering the financial stress and social isolation issue. Some are outright enough to cancel the celebrations and others who are hopeful that the situation will subside eventually have gone for placing the orders.

But this is not just all. The Forum of Dugotsab which is a committee of 350 Durga Puja Committees have passed certain rules to make this a safe festive season. Some recommendations which are passed include thermal screening of visitors, wearing of masks is mandatory, regular sanitisation of structures and finally there should be only 25 people inside a marquee at any point of time. But just to ensure that every devotee gets to enjoy the festival, the authorities have also ensured to place screens outside or podiums so that the devotees can at least view the idols. As per the Puja committees, they have specified that they will strictly adhere to the safety guidelines and that that they will celebrate keeping in mind the safety and livelihood of thousands of individuals.

But recent concern is that due to such economic constraints, the Kumartuli artisans have asked for the advance payment of 50% of the total idol making cost at the time of booking the idol. They are fearing that they will incur heavy losses owing to the lockdown and the destruction caused due to the Amphan Cyclone. Kumartuli artisans are sceptical because they have made the idols for Basanti Puja, but because of the onset of lockdown they could not sell those and thus had to suffer huge losses. So according to them they want to be sure for this time.

Durga Puja which is the most quintessential celebration of the Bengalis, will be celebrated in a completely different way. But whatever it is, we just wish for our Ma Durga to abode on this earth with her children and demolish the COVID-19 Rakshash with her Trishul.

China has fitted the aircraft with indigenous weapons, including PL12 and PL15 air-to-air missiles.
