A Legal Luminary And A Political Stalwart Passes Away

I have just no words to express my boundless dismay and dejection on first learning that a great legal luminary and a political stalwart whom we all know by the name of Arun Jaitley has finally left us and left for his heavenly abode on August 24! Earlier we saw how another legal luminary and political stalwart – Sushma Swaraj too similarly left us in this month of August itself! Their space can never be filled up! 

Let me be candid enough to confess that I have never met Arun Jaitley in person but I always enjoyed reading his enlightening and enriching articles in magazines like Uday India apart from newspapers also! It will take some time to come to terms with the stark truth that Arun Jaitley just like Sushma Swaraj too has left us and just like her, he too had expressed his utmost happiness on scrapping Article 370 and Article 35A and ensuring the full and final merger of Jammu and Kashmir with India! The Supreme Court Bar Association too has expressed its deepest condolences on the sad demise of Arun Jaitley just like Sushma Swaraj! 
As we all know, Jaitley had not been keeping good health since quite some time. He had been admitted in All India Institute of Medical Sciences (AIIMS) on August 9 after complaining of uneasiness and breathlessness and was under the care of a multi-disciplinary team of senior doctors. He had been unwell for the past two years. In 2014, he underwent a bariatric surgery to correct the weight that he had gained because of a long-standing diabetic condition. In 2018, he underwent a kidney transplant surgery at AIIMS. Earlier this year, in January, he was diagnosed with a rare form of soft tissue sarcoma which is a form of ancer.
No doubt, his exemplary conduct won him admirers not only from within his party but also across the party lines! He received his LLB degree from Delhi University in 1977. He began practicing law in the Delhi High Court and the Supreme Court in 1987. He was designated a senior lawyer by the Delhi High Court in 1990 when he was just 38 years of age.
It is rightly said that the proof of the pudding is in the eating. The same holds true for Arun Jaitley also! One can gauge his huge potential from this very irrefutable fact that he was appointed the Additional Solicitor General at the age of 37 by the then PM VP Singh even before he was designated a senior lawyer! It cannot be lightly dismissed that it was during his tenure as Additional Solicitor General that he played the key role in putting together the papers leading to the Bofors investigation in 1989. As Additional Solicitor General, Jaitley headed a high-powered team that visited Switzerland and Sweden to unravel the components of payments made to middlemen in the purchase of 158mm howitzer guns. His clients included big political stalwarts like PM Narednra Modi, present Union Home Minister Amit Shah, Sharad Yadav, late Madhavrao Scindia and LK Advani among others. He also represented large corporations like PepsiCo and Coca-Cola.
It also cannot be lightly dismissed that he was appointed Minister of State for I&B and minister of state for disinvestment which was a new ministry then in 1999 when Atal Bihari Vajpayee was the Prime Minister. There was no looking back for him since then! He was elevated to the Cabinet as Union Minister of Law, Justice and Company Affairs after another legal luminary – Ram Jethmalani resigned in 2000. He performed all his task with distinction and vindicated the huge faith posed by the then PM Atal Bihari Vajpayee in him! In 2003, he was appointed as Minister of Commerce and Industry also!
It goes without saying that he played the most instrumental role along with former Goa Chief Minister and ex-Defence Minister – late Manohar Parrikar in forwarding the name of Narendra Modi as Prime Minister at the BJP national executive meet at Goa in 2013 as he felt he was the most popular choice of party workers and asked his followers and leaders also including LK Advani to refrain from projecting him as PM. This alone explains that why PM Narendra Modi too was most upset on hearing the tragic news of his death while on foreign trip to UAE on an official tour and very rightly described him as a “valuable friend” whose insights and nuanced understanding of matters had “very few parallels”. PM Narednra Modi minced no words in candidly admitting that, “With the demise of Arun Jaitley Ji, I have lost a valued friend, whom I have had the honour of knowing for decades.” PM Modi rightly said that, “The former Finance Minister was full of life, blessed with wit, a great sense of humour and charisma.” In a series of tweets, PM Modi also said that, “Mr Jaitley was admired by people across all sections of society, adding that he was multi-faceted, had impeccable knowledge of India’s Constitution, history, public policy, governance and administration.” 
In PM Narendra Modi’s first term as PM, it was mostly Arun Jaitley who mainly handled the key portfolios like Defence and Finance! In 2009, he was chosen as Leader of Opposition in the Rajya Sabha, after which he stopped practicing law. But he continued advising leaders in his private capacity on all legal issues! Even senior and eminent lawyers from other parties like Kapil Sibal who too is a renowned legal luminary and he too has handled key portfolios of Law, Science and Technology and others just like Arun Jaitley admired the sharp legal acumen of Jaitley and made sure that he accompanied Jaitley in his funeral procession also! This speaks for itself as to how much respect and admiration he commanded cutting across party lines!
Let me say this most bluntly: Those who criticize him for not winning elections and lambast him for not being a mass leader don’t know the ground reality! It is not necessary that only those who win elections are mass leaders! We all know that former PM Manmohan Singh could not win elections due to which some leaders even took jibes at him just like others took jibes at Jaitley but can anyone deny the immense popularity they enjoyed both in the eyes of the common man? Certainly not!
Who does not know that he opposed the Emergency imposed by late Mrs Indira Gandhi tooth and nail and opted to stay in jail for 19 months instead of kowtowing in front of her as she was then the most powerful PM while he was still a student in a college and was about 25 years of age? It was Arun Jaitley who when he was just aged 33 years attracted national limelight when in a 1980 case involving the Indian Express building land on Bahadur Shah Zafar Marg in Delhi he fought the case with brilliance! In the Express case, Arun Jaitley strongly drove home the valid point before the Supreme Court that right to freedom of expression, intrinsic to publication of newspapers needed to be protected from the machination of powerful; and tyrannical forces who were wanting to harass newspapers into submission so that they don’t publish any adverse news which affected their political interests in the longer run! 
It must be also pointed out here that Jaitley won the case for The Indian Express and a portion of the building was saved from being demolished as the Supreme Court on October 7, 1985, struck down as order from the then Lt Governor Jagmohan for alleged violation of floor area ratio (FAR)! In 1998, the President had sent a reference under Article 143 raising questions about the procedure laid down by the Supreme Court for appointment of Judges to the High Courts and the Supreme Court. As we all know, it was this reference which is popularly known as the Third Judges case, which firmly entrenched the collegiums system for the appointment of constitutional court Judges and the Supreme Court opinion very rightly records gracefully the immense contributions of Jaitley which he rendered in this regard! 
One more interesting point also must be mentioned here regarding Jaitley. In the aftermath of 2002 post-Godhra ritos, the then Gujarat Chief Minister Narendra Modi had recommended the dissolution of the State Assembly and the Governor had accepted it. Since the last sitting of the Assembly was on April 3, 2002, and the Constitution did not permit a gap of more than six months between two sittings, polls were required to be held and results were declared before October 3, 2002. But the Election Commission put a spoke in the wheel and expressed its sheer inability to hold free and fair elections prior to October 3, 2002 citing law and order issues which they argued were not conducive for holding elections. The President sent a reference to the Supreme Court. Arun Jaitley argued exceptionally well for his party BJP and the Supreme Court very rightly accepted his logical contention that the Election Commission had to hold polls and ensure that not more than six months lapse between two sittings. The rest is history. The Election Commission had to hold elections and Narendra Modi romped home comfortably to once again become the Chief Minister of Gujarat.
Who does not know that it was sheer legal acumen of Arun Jaitley which saved both Pm Narendra Modi as also Union Home Minister Amit Shah when both faced the wrong end of the stick from CBI pertaining to post-Godhra riots cases and later encounter killing cases as in the case of Sohrabuddin? Who can question that as a senior advocate, Jaitley has left a long list of junior lawyers many of whom have now become senior who have learnt the art of advocacy from him and very rightly owe a lot to him? Who can deny that it was Jaitley who most bravely answered all troubling questions most cheerfully in Parliament for BJP and it is here that his legal skills as lawyer came in extremely handy for him as well as his party? Who can deny that he contributed even in sports while he was President of Delhi and District Cricket Association (DDCA) and eminent former batsmen Virender Sehwag who is also a member of DDCA said rightly while paying his rich tributes that, “He focused on ensuring the best facilities for sportspersons. It was he who initiated the upgrading of Feroz Shah Kotla stadium”? 
On a concluding note, let me say that it was Arun Jaitley who handled everyone with dexterity, calmness and skill that is unparallel! He may have left us physically but the unremitting and unrelenting work which he did just like Sushma Swaraj in various capacities both as a lawyer and as a Union Minister and as a Member of Parliament can never be forgotten by anyone! It was Jaitley who ensured that GST was rolled out and it was his unremitting focus that reshaped the Indian economy! It was in jail that he continued his studies while he as imprisoned during Emergency and still got first division in Law which speaks for itself the immense talent that he had right from the start in his life! 
His immense popularity can be gauged from this that Sonia Gandhi who is UPA Chairperson too expressed her huge grief by saying that, “I am deeply saddened. Jaitley had a long innings as a public figure, Parliamentarian and Minister and his contributions to public life will forever be remembered.” Ram Nath Kovind who is our President too rightly said that, “Shri Arun Jaitley possessed a unique ability of discharging the most onerous responsibility with poise, passion and studied understanding. His passing leaves a huge void in our public life.” May his soul rest in peace!

Death of Netaji Subhas Chandra Bose

 One of the
greatest selfless leaders with vision during freedom movement was Netaji Subhas
Chandra Bose. It is believed that he died on 18 August 1945 (today’s date) after
his Japanese plane crashed in Japanese-occupied Formosa (now Taiwan). However,
many Indians refused to believe the circumstances of his death.
 Conspiracy theories appeared within hours of
his death and have persisted since then, keeping alive various myths. Whether
he died in plane crash or not but considering his date of birth, 23 January
1897 now his chance of survival is bleak.

Netaji Subhas with heart and soul was
Indian and he never tolerated any foreigner talking against Indians. In this
context an incident may be mentioned. He beat a British Professor E.F. Otten in
the Presidency College of Calcutta in 1916 for Prof Otten’s racist remark
against Indians and for this Subhas Chandra had to suffer also, however with
the intervention of Indian scholars and others, the matter was resolved. Subhas
Chandra was a brilliant student and his brilliancy may be assumed when he went
to England in 1919 to compete Indian Civil Service (as desired by his parents)
and subsequently in 1920, he came out fourth in order of merit with highest
mark in English but he was deeply disturbed by the Jallianwalla Bagh massacre
and left his Civil Service probation in midway and returned India. After
returning, Subhas Chandra joined Indian National Congress subsequently, he started
working under Deshbandhu Chittaranjan Das, whom he always respected as
political mentor. In those days Netaji and other youth leaders were in favour
of complete freedom but other  leaders
were in favour of
  “dominion status
for India within the British rule” and this difference sharply cropped up
in
  1928 Gauhati (now Guwahati) Session
of the Congress.

    While Subhas Chandra Bose was Congress President
many admired him for his vibrant role and that is why he was elected President
of Indian National Congress for two consecutive terms but had to resign in the
mid of second term due to ideological difference with Gandhiji as Mahatma
Gandhi’s preferred candidate Pattabhi Sitaramaiah was defeated.  Total votes pulled by Subhas Chandra were
1580 against 1375 by Sitaramaiah. Gandhiji was upset for his candidate’s defeat
and openly ventilated his dissatisfaction albeit
Subhas Chandra was democratically elected. It is believed that albeit Pattabhi Sitaramaiah was a Telugu person
hailing from southern part of India but many persons of southern region of
India voted in favour of Netaji Subhas. Anyhow, while Netaji was Congress
President many remarkable works were carried out under his leadership – one was
his initiative to keep Assam with India as then Muslim League leaders’ had
different game plan. In 1938, Assam was passing through a great political
turmoil as there was a serious political problem – Muslim League vs. Congress.
During that time, Gopinath Bordoloi invited Subhas Chandra Bose (President of
Congress that time) to visit Assam so that chaotic political situation is
settled. Subhas Chandra immediately rushed to Assam and strongly advocated the
formation of the ministry under the leadership of Gopinath Bordoloi.  As a sequel, Assamese youths were happy and a
booklet on Subhas Chandra was published by some enthusiastic students of Cotton
College in 1939, under the umbrella of All Assam Progressive Youth Association
(AAPYA, formed that time). Further, they decided to invite Subhas Chandra Bose
to inaugurate the association, which he gladly accepted.
   While Netaji Subhas Chandra Bose was Head of
Indian National Army (INA) or Azad Hind Fauj, Dr. (Mrs.) LakshmiSwaminathan met
him in Singapore and decided to join in the freedom movement as she was
impressed with the charismatic speech of Netaji Subhas. She as   Captain Lakshmi    headed a regiment called Jhansi Rani Laxmi
Bai Regiment.  It was the first regiment
headed by a lady in Asia. Later on, she married to Colonel Prem Kumar Sahgal
(leading personality of INA) and subsequently known as Dr. Lakshmi Sahgal.  From historical documents etc. it is evident
that Netaji’s contribution in freedom movement is immense. In this context Clement
Richard Attlee, who was the Prime Minister of the United Kingdom from 1945 to
1951 and the Leader of the Labour Party from 1935 to 1955 may be quoted, “Netaji
was the toughest challenge to the British Empire faced”.

National Youth Awards for excellent work and contribution in different fields of development and social service

The
Union Minister for Youth Affairs & Sports (I/C) Shri Kiren Rijiju
here today conferred the National Youth Awards on individuals (aged
between 15-29 years) and organizations for excellent work and
contribution in different fields of development and social service, such
as health, promotion of human rights, active citizenship, community
service etc.
The
objective of the awards given by the Ministry of Youth Affairs and
Sports, Department of Youth Affairs is to motivate young persons to
achieve excellence in the field of national development and social
service, to encourage young people to develop a sense of responsibility
to the community and thus to improve their own personal potential as
good citizens and to give recognition to the outstanding work done by
voluntary organizations working with the youth for national development
including social service.
During
the National Youth Awards Function, Shri Kiren Rijiju also inaugurated a
Photo Exhibition on “China through Eyes of Indian Youth – 2019”. It was
an exhibition of photos taken by youth delegates who participated in
the recent Youth Exchange Program to China.

The
individual award comprises of a medal, a certificate and a cash prize
of Rs. 50,000/-. The award to a youth organisation includes a medal, a
certificate and a cash prize of Rs. 2,00,000/-. In addition, 3 awards
were also conferred to individuals for the Photo Exhibition on “China
through Eyes of Indian Youth – 2019”.
Congratulating
the winners of the awards and greeting everyone on the occasion of the
International Youth Day, Sh Rijiju said that the Ministry is organizing
various programmes to motivate youth, under the guidance of Hon’ble
Prime Minister, Shri Narender Modi ji. The National Youth Awards
Function is one such programme. He stressed that India is a young
country filled with immense potential. The development of the country is
in the hands of youth who can shape its future. If the energy of youth
is channelized in right direction, the progress of country in various
fields can gain momentum, and youth can become prosperous. The Minister
said that the youth are idealistic, aim high and when they achieve their
goals through their efforts, it becomes necessary to grant recognition
to their efforts, which has been attempted through this program. Sh
Rijiju said that the awards give recognition as well as encouragement to
the winners, but at the same time gives them onerous responsibility to
carry forward the good work being done by them. He said that one should
not age in thoughts and action, and should remain young at heart.

Development of North East Region is priority of the Government

The
Union Minister of State for Development of North Eastern Region (I/C),
Prime Minister’s Office, Personnel, Public Grievances & Pensions,
Atomic Energy and Space, Dr Jitendra Singh, has said that
the
Government led by the Prime Minister Shri NarendraModi has given a lot
of importance to the development and progress of the North Eastern
Region (NER). He was addressing as the Chief Guest at the “North East
Youth and Students Peace Assembly” organised on the occasion of the
United Nations International Youth Day,here today. The function was
organized by the Youth and Students for Peace-India, an initiative of
the Universal Peace Federation (UPF), and the North East MPs’ Forum.

Dr
Jitendra Singh said that the focus has been on brining the rest of
India closer to North east, as compared to the earlier focus of brining
only North East India closer to the mainstream. This has helped in the
integration and development of this region, he said. He said that the
DoNER Ministry has taken various initiatives for the security of the
students of NER who are studying in Delhi and other parts of the
country. The Minister said that a hostel for the North Eastern girl
students of Bangalore Universitywas inaugurated by the Prime Minister
recently. He also said that the work for building a hostel for North
East students in JNU has started. Another hostel in Rohini is also
coming up for the students studying in institutions affiliated to Delhi
University.
The
DoNERMinister said that more than 70% of the population in India is
below the age of 40 years. They have tremendous power and capacity that
needs to be channelized, he added. This huge youth power has proved to
be a decisive power, he added.He said that due to technology, now the
prospects for the youth have changed and now youth from all backgrounds
are making it to the prestigious exams. He encouraged the youth to
utilise the untapped potential of north east by having the benefit of
Venture funds for start-ups in NE region. The North East has become a
favourite destination for all, he added. He said that NE has unexplored
potential for tourism, handlooms, and other areas, which the youth
should explore. The DoNER Minister said when Government gives impetus to
the Act East policy, it will be the north east region that will be
benefited, due to its proximity to these neighbouring countries. This
will not only enrich NE, but will also enrich whole India, he said.
Dr
Jitendra Singh added that there is much more to learn from North east
youth and they are leading in all spheres of life. Earlier the
connectivity used to be a barrier for development, but now Government’s
focus on rail, road and air connectivity has led to the physical
proximity, which has in return broken the psychological barriers. The
Minister said that Prime Minister has encouraged to give special focus
to the North East region. During the first term of the Government, the
Prime Minister has paid more than 30 visits to the NE region, the
Minister added.
Earlier,
addressing the gathering after inaugurating the function, MoS for Youth
Affairs and Sports (I/C) and Minority Affairs, Shri KirenRijiju said
that it is the role of every individual to contribute to the society and
its well being. It is the responsibility of the whole society to work
together, he emphasized. He said that participation of the youth is very
important for the success of these initiatives. He added that it
doesn’t matter if we belong to different sections of society, we have to
be united and strive for peace. Shri Rijiju said that India must start
sending more volunteers to the United Nations and contribute much more
to the initiatives of UN. He said that Prime Minister Shri NarendraModi
has very focused attention towards youth development. Youth are the most
crucial component of the society, the Minister said. The youth
population is our most important asset and their energies should be
utilised in right direction, he added.

Children to play a leading role in making ‘New India’

Raksha
Rajya Mantri Shri Shripad Naik today encouraged children to take
inspiration from Prime Minister Shri Narendra Modi in taking India to
newer heights. Raksha Rajya Mantri was addressing 3,500 children from 41
government schools, who will display ‘Naya Bharat’, as well as 700 NCC
cadets who will participate in the Independence Day celebrations at the
majestic Red Fort here on August 15, 2019. Shri Shripad Naik called upon
the students to imbibe the virtues which will be shared by the Prime
Minister during his Independence Day address.

Raksha
Rajya Mantri also lauded the children for their determination by
sitting for long hours for the last few days in challenging weather in
the run up to the celebrations. Therefore, it gives me immense pleasure
to give you mementos for your hard work, he added.
Later,
Raksha Rajya Mantri gave away souvenirs to one teacher & one
student from each participating school and Unit-in-Charge of the NCC
group and a cadet on behalf of all participating children/cadets.

‘Listening, Learning and Leading’ book chronicling Vice President`s two years in office released by Union Minister for Home Affairs

Vice President Shri Venkaiah Naidu has said that abrogation of
Article 370 is in the interest of the Nation. Speaking at a function, to
release a book titled “Listening, Learning and Leading” chronicling his
two years in office as Vice President, Shri. Naidu said abrogation of
Article 370 should not be considered as a political issue but a bold
move taken in the interest of security of the nation and the future of
people of Jammu and Kashmir.
Stating that people must always learn from history and move forward,
the Vice President said it is at this juncture that we should stand by
the people of Kashmir and restore normalcy.
     The Book “Listening, Learning and Leading” was released by Union
Minister of Home Affairs Shri Amit Shah. Vice President Shri Venkaiah
Naidu received the first copy.   The event was hosted by Ministry of
Information and Broadcasting. 
Recalling the Government’s move in bringing the bill for abrogation
of the article in the Rajya Sabha, Vice President  said  after views of
the cross section of the polity in the Upper house was heard, the bill
after proper vetting was passed by the house with a two third’s
majority.
   Reminiscing his days as a student leader from a humble farmer’s
family, he said commitment, dedication, sincerity to a cause in which he
believed had helped him achieve great heights both in the BJP and in
the Government.  He praised Prime Minister Narendra Modi for his mantra
on Reform Perform and Transform which brought about a massive change in
the mindset of the people on development and had put India in  a
pedestal receiving global attention.
   Urging Parliamentarians to refrain from dysfunctional behavior and
stop acrimony and emotional outbursts which disrupted the effective
functioning of the esteemed Upper House, Vice President called on
legislators to realize the dreams of the Constitution makers.
     Appealing to the Government to bridge the gap between policy
intent and implementation, he said there is serious introspection that
is needed to improve the quality of service delivery, to benefit the
people at large. Result based management system should become the norm,
he said.
      Listing a series of measures needed to reform the Judicial
system, the Vice President said that justice dispensing structures must
be accessible, credible, equitable and transparently even- handed . He
urged the government to take steps to set up a Bench of the Supreme
Court in Chennai, besides in the East and the West.
    Referring to the shortfalls in the anti-defection law, he said
the law was not implemented in letter and spirit .  He said because of
the  inaction of the Speaker or Chairman, the defecting legislators
continue in the new party, which is a kind of travesty of justice, which
should not be tolerated.
     Union Minister for Home Affairs Shri.Amit Shah  in his address
said he strongly believes that Article 370 would bring terrorism to an
end and will take Kashmir forward in the path of development. Stating
that Article 370 should have been abrogated a long time ago, Shri. Amit
Shah said he had no confusion in his mind that it scrapping of Article
370 was in the interest of the people of Kashmir.
He said Vice President and Chairman of Upper House, acumen led to
abrogation of Article 370  after taking into consideration the views of
all parties.  The Home Minister recalled Shri.  Venkaiah Naidu’s days as
a student leader, who had led an agitation against Article 370, and it
was sheer coincidence that he presided over the Rajya Sabha when the
Article 370 was abrogated.
     Paying accolades to the self less service of Vice President to
the Nation, he said Mr Venkaiah Naidu worked his heart out to turn his
vision for urban and rural development into reality.
     Union Minister for Information & Broadcasting and
 Environment, Forests & Climate Change, Shri Prakash Javadekar said
Vice President personal rapport with Parliamentarians was above party
affiliations,   ensuring functioning of the Upper House smoothly,
resulting in passage of record number of bills in the last session.
 Vice President Venkaiah Naidu’s popular alliteration and witty remarks,
created a cordial atmosphere in the Rajya Sabha, where the opposition
has its say, even as the Government had its way, in clearing legislative
businesses.  
      Tamil Nadu Governor Shri. Banwarilal Purohit, Chief Minister

President of India Presents Bharat Ratna Awards 2019

The President of India, Shri Ram Nath Kovind, presented Bharat Ratna Awards to Shri Nanaji Deshmukh (posthumously), Dr Bhupendra Kumar Hazarika (posthumously) and Shri Pranab Mukherjee at an Investiture Ceremony held at Rashtrapati Bhavan today (August 8, 2019).

Union Home Minister Amit Shah to release Vice President’s book on two years in office

A book chronicling two years in the office of the Vice President Shri M Venkaiah Naidu will be released at the Kalaivanar Arrangam, Chennai on August 11, 2019, by Union Home Minister Shri Amit Shah.
The function is being hosted by Shri Prakash Javadekar, Union Minister of Environment & Forests & Climate Change and Information and Broadcasting. The book titled “LISTENING, LEARNING & LEADING” captures a few glimpses of the Vice President’s 330 public engagements in all the States and Union Territories of our country during the last two years.

Crisscrossing the length and breadth of our vast country, the Vice President has delivered 61 convocation addresses, interacted with students on 35 occasions, visited 97 scientific and technological research institutions and delivered 25 special lectures.
The book contains Shri Naidu’s important diplomatic engagements including his visits to 19 countries in 4 continents. He was the first Indian Vice President to visit Panama, Guatemala, Costa Rica, and Malta.
The book will showcase his achievements as Rajya Sabha Chairman and his initiatives to enhance effectiveness, and promote the efficiency of Rajya Sabha.

National Informatics Centre pays Tribute to Founder Director General Dr. N. Seshagiri

National
Informatics Centre (NIC) is a key organization under Ministry of
Electronics & Information Technology and plays a pivotal role in the
promotion of e-Governance and provisioning of ICT infrastructure,
platforms, products & services for the Government.
The
vision behind the establishment of NIC was of Dr. NarasimaiahSeshagiri,
Founder Director General, NIC and former Special Secretary to the
Government of India under whose dynamic and visionary leadership during
the 25 year period spanning 1976 to 2000, NIC established an extensive
IT infrastructure and service delivery system across the Government
establishments – covering Ministries, Departments, State Government
establishments up to the districts.

To pay tribute to the visionary, NIC organised the “Dr. N. Seshagiri Memorial Lecture – 2019” on 5th August, 2019
at VigyanBhawan, New Delhi, where the keynote address was delivered by
Shri Narayana Murthy, Founder – Infosys Limited, in the august presence
of Sh. Sanjay Dhotre, Hon’ble Minister of State for HRD, Communications
and Electronics & Information Technology, Sh. Ajay Swahney,
Secretary, MeitY and a large number of Senior Government Officials,
eminent personalities from Government and Private organizations.
Hon’
bleMoS for HRD, Comm. & EIT praised Dr N Seshagiri for guiding NIC
in becoming the IT arm of the Government and providing global solutions
for Digital India.
He also lauded the role of NIC for transforming the Government services through  the use of its physical and human network.

Ajay Swahney, Secretary, MeitY described Dr. Seshagiri as the doyen of
Indian IT revolution, an institution builder, visionary, and credited
with creation of a Nation-wide Satellite Network connecting all
districts 30 years ago, which was a great feat.

Narayana Murthy, Founder of Infosys Limited, in his Memorial address
titled “The role of education and research in accelerating the growth of
Indian Software Industry “, emphasized on the need for improving the
quality of our educational institutions imparting engineering and
technical education, which should be supplemented by on-job mechanism
for enhancing knowledge and skills. Sh Murthy also remembered his close
association with Dr. Seshagiri which went back as far as 1982. He
described Dr. N Seshagiri as a first rate patriot with a combination of
academic excellence, administrative acumen and a sense of quick decision
making.
The
family of Dr. Sheshagiri was felicitated during the ceremony. A film on
the life and work of Dr. Seshagiri was also screened.
The
event ended with the vote of thanks by Dr Neeta Verma, Director
General, NIC. She paid tribute to the founder of the organisation by
stating that what we see as e-Governance
today,
is the outcome of his vision and its translation through the decades of
80s and 90s. She expressed her gratitude to the great leader of Indian
IT Industry Sh. Narayana Murthy for gracing the occasion and
enlightening all with a very insightful talk. She expressed her sincere
thanks to the Hon’ble Minister of State, Secretary MeitY, family of Dr.
Seshagiri, all senior officers and dignitaries, Print and Electronic
Media and last but not the least, her fellow NIC officials for making
the function a great success.

Nepali and Santhali languages in the Scheme for grant of Senior/Junior Fellowships of Culture Ministry

The
Union Minister of State for Culture and Tourism, Shri Prahlad Singh
Patel has announced to include the remaining 02 languages from the 8th 
Schedule of the Indian Constitution i.e. Nepali and Santhali in the
Sub-Field of Field “Literature” in the scheme component ‘Award of
Senior/Junior Fellowships to Outstanding Artistes in the Fields of
Culture’. The announcement was made by the Culture Minister during an
interaction with media in New Delhi today.

The
Ministry of Culture administers a scheme component namely Award of
Senior/Junior Fellowships to Outstanding Artistes in the Fields of
Culture. The fellowships are awarded for undertaking research oriented
projects.
Centre
for Cultural Resources and Training (CCRT), Dwarka is the Nodal
institute for handling the Scheme of Sr. /Jr. Fellowship till selection
process. “Literary Arts” is one of the Fields under this Scheme where
candidates can apply for research in 22 languages as their Sub-Field.
These 22 languages include the following 20 languages from the 8th Schedule of Articles 344(1) and 251 of the Indian Constitution along with English and Khasi:-

Shri Prakash Javadekar launches several e-projects of Publications Division

Union
Minister Shri Prakash Javadekar launched several e-projects of
Publications Division including its redesigned dynamic website, mobile
app “Digital DPD”, e-version of Rozgaar Samachar and  e-book “Satyagrah
Geeta” during his visit to Book Gallery at Soochna Bhawan in Delhi
today.
Speaking
on the occasion, Shri Javadekar said that in line with PM Modi’s call
to citizens in ‘Mann Ki Baat’ 2.0 programme, to make reading a habit, we
should revitalise the reading culture. He also urged for the creation
of Reading Clubs in the neighbourhood to improve the reading culture. He
added that the role of Rozgar Samachar can be improved when all the job
listing including the private jobs are listed in the newspaper. He
suggested that Rozgar Samachar when distributed in the Colleges will
help the students to improve their skill sets and make them better
suited for the job market. He said that the revamped website of
Publications Division looks attractive and dynamic, updating it daily
would make the people visit the site frequently. He was happy for the
launch of a mobile app for Publications Division which would help in
improving the reading habits of people in the era of e books and Kindle.
The details of the e-projects launched is as under:
1. Redesigned Dynamic Website: The newly revamped dynamic website (www.publicationsdivision.nic.in)
with integrated payment gateway is capable of providing real time
purchase facilities as well as updated information about Publications
Division’s books and  journals. The website will facilitate ease of
purchase. All books are available on the website for sale via payment gateway of Bharatkosh.
The website has an attractive look and feel and a well planned architecture. Catalogue of books and updates
and new books’ releases are displayed prominently for effective
engagement with aesthetic layout, soothing colour, well-designed icons
with good contrast between background and text for easy viewing. The
information is organised into different sections and categories,
catering to all stakeholders, viz. readers, authors, other publishers,
printers, agents etc.,in neatly stacked lists, with proper visual
material which is easy to understand.
The website is user-friendly with easily accessible Social Media tools. It is clutter-free with effective search feature and informative menus and sub-menu. The smooth
interface provides easy interactivity in English and Hindi. It is
accessible to everyone including specially-abled persons (with a screen
reader). Easy interface for feedback and suggestions with
Facebook and Twitter links for connecting with the organisation on Social Media have also been provided.
It has a special section on Gandhi@150. This
section details with the work undertaken with special features
including special Gandhi Catalogue, link to Gandhi Heritage Portal for
reading volumes of Collected works of Mahatma Gandhi and other Gandhian
publications.
2. Mobile App “Digital DPD”:  It
is available for free download on Google Play Store and will facilitate
tapping into the growing mobile commerce potential. The Mobile App is
synced with the Digital Rights Management System to keep a check on a
piracy and integrated with the Bharatkosh payment gateway for the ease
of payments.
3. e-version of Rozgar Samachar:
Rozgar Samachar,  a corresponding version of Employment News (English),
is a prominent job journal in Hindi  providing  information about job
opportunities in Central Government including  Public Sector
Enterprises.  It also provides information and guidance about admission
and career opportunities in various streams through career-oriented
articles by experts. 
The
e-Rozgar Samachar will provide the journal in digital form and is
available @ Rs.400 for yearly subscription The e- Rozgar Samachar is
expected to fulfil the growing needs of young readers, turning to
electronic modes of communication.
4. e-book “Satyagraha Geeta”:
The heritage value book written by eminent poet Dr Kshama Rao in 1930s
in Sanskrit verses presents the life and activities of Gandhiji. As part
of Gandhi@150 commemoration, DPD procured a PDF version of the book and
prepared the e-version of the book. English translation has also been
added to ensure wider reach.  Divided in eighteen chapters (like Adhyays of Bhagwat Geeta),
Satyagraha Geeta presents Gandhi’s ideas, philosophy of life and his
methods of action in Sanskrit verse form, capturing Gandhian ethos and
tenets.

Central government has set a target to achieve 100 per cent digitisation of Waqf properties

Union
Minority Affairs Minister Shri Mukhtar Abbas Naqvi today inaugurated a
national conference of Central Waqf Council (CWC), organised at NDMC
Convention Centre in New Delhi. Shri Mukhtar Abbas Naqvi said here that
the Central Government has set a target to achieve 100 per cent
digitisation of Waqf properties across the country in its first 100
days. There are more than 6 lakh registered Waqf properties across the
country.

         
Shri
Naqvi awarded 8 Mutawalis under “Qaumi Waqf Board Taraqqiati Scheme”
for better management of Waqf properties in their respective state Waqf
boards. This is for the first time that Mutawalis have been encouraged
and awarded for better utilisation of Waqf properties especially for
socio-economic-educational empowerment of needy.
Shri
Naqvi said that Mutawalis are “Custodian” of the Waqf properties and
it’s their responsibility to ensure safety and better utilisation of
Waqf properties.
Secretary,
Ministry of Minority Affairs Shri Shailesh, other senior officials,
Central Waqf Council Secretary, CWC Members, senior officials of the
council, Chairmen/CEOs of state Waqf boards attended this national
conference. 
Shri
Naqvi said that a programme on war footing has been launched for 100
per cent Geo tagging and digitalisation of Waqf properties across the
country to ensure these properties can be utilised for welfare of the
society. Central Waqf Council is providing financial help and technical
assistance to state Waqf boards for digitalisation, GI Mapping/Geo
Tagging of Waqf properties so that state Waqf boards can complete
digitalisation work within decided timeframe.
GIS/GPS
mapping of the Waqf properties has been initiated with the help of IIT
Roorkee and Aligarh Muslim University. The Central Waqf Council has
provided video conferencing facilities to 20 state Waqf boards and it
would be provided in the remaining state Waqf boards by the end of this
year. 
Shri
Naqvi said that for the first time since Independence, Prime Minister
Shri Narendra Modi led Government is providing 100 per cent funding to
develop schools, colleges, ITIs, polytechnics, hospitals, multi-purpose
community hall “Sadbhav Mandap”, “Hunar Hub”, common service centres,
employment oriented skill development centres and other basic
infrastructure on Waqf land under Pradhanmantri Jan Vikas Karykram
(PMJVK) for weaker sections and needy especially girls in those backward
areas which had been deprived of these basic facilities. 
Shri
Naqvi said that while only 90 districts of the country had been
identified for Minority communities’ development earlier; Prime Minister
Shri Narendra Modi led Government has expanded development programmes
for Minorities in 308 districts, 870 blocks, 331 towns and thousands of
the villages of the country.
Shri
Naqvi said that the report of a five-member committee, constituted to
review Waqf properties lease rule, headed by Justice (Retd) Zakiullah
Khan, has been submitted. The recommendations of the committee will
ensure that Waqf rules are made easy and effective for better
utilisation of Waqf properties and to free these properties, several of
these entangled in disputes for several decades, from disputes.  The
Central Government, in consultation with the state governments, is
taking necessary action on the recommendations of the committee.

10 historical Monuments across the country will remain open till 9 pm for common public

Union
Culture Minister (IC) Shri Prahlad Singh Patel announced that opening
hours of 10 historical Monuments across the country has been increased
and now these Monuments will remain open from Sunrise to 9 pm for common
public. The decision made public by Culture Minister while talking to
media in New Delhi. Earlier these monuments used to open from 9am to
5.30 pm for general public. Shri Patel said that this decision has been
made for the benefit of general public/tourists who can visit and
appreciate the beauty of such historical sites for long hours.

The
Minister also informed that other than these 10 monuments some other
historical monuments are also under consideration for long opening hours
for visitors. These 10 Monuments have been selected in first phase, he
added.
