National Campaign against Gender-based Violence – ‘Nayi Chetna – 2.0’

 In an inter-ministerial meeting which saw participation of nine line ministries, DAY-NRLM(Deendayal Antyodaya Yojana – National Rural Livelihoods Mission), Ministry of Rural Development announced its plans for the second year of its National Campaign Against Gender-Based Violence – ‘Nayi Chetna – 2.0’. The meeting held yesterday, was chaired by the Additional Secretary, MoRD Charanjit Singh. The Joint Secretary, Rural Livelihoods, Smriti Sharan, introduced the campaign to the gathered delegates. It was organized to foster convergence to collectively strengthen redressal mechanisms for survivors of GBV.

The campaign is to be launched on 25 November which is the International Day for the Elimination of Violence against Women. It will be observed across 34 Indian states and UTs till 23 December. The annual campaign will be led by DAY-NRLM’s self-help groups network of over 9.8 crore rural women members with the spirit of a Jan Andolan or people’s movement.

Data from NFHS – 5 show that more than 77% women still do not report or talk about their experience of violence. Such findings, as well as experiences of violence of women SHG members across the country is what encouraged this initiative. The Nayi Chetna Campaign aims to advance the rights of women and gender-diverse individuals, for a life without fear, and gender-based discrimination and violence. Campaign activities will deepen awareness on gender-based violence (GBV) amongst self-help group members and encourage GBV reporting. It will also address social norms which sanction and help such forms of violence to prevail.

Through the deliberations, various ministries shared their interest and highlighted specific areas of support that could be provided. A key activity will be sensitization of service providers on their role in supporting survivors of gender-based violence. This will go a long way in creating a conducive environment for survivors to speak up and seek support and justice. Participating ministries included Ministries of Panchayati Raj, Women and child development, Home Affairs, Law and Justice, Information and Broadcasting, Youth Affairs and Sports, Education and Literacy, Social Justice and Empowerment, as well as Health and Family Welfare.

This campaign will compliment DAY-NRLM’s ongoing programmatic efforts to address GBV. In addition to multiple targeted activities which enhance women’s decision making, and agency, DAY-NRLM has been establishing Gender Resource Centres (GRC) at block level. These are to provide a community managed platform from where inequalities and discrimination on the basis of gender can be protested, and where survivors can seek redressal through the support of other departments and agencies working on those issues. More than 3000 GRCs have been established across the country till date, and measures are being taken to set up more.

This campaign is an attempt to bring together, and give impetus all initiatives aimed at fostering a societal level change with regards to gender-based violence.

PAN INDIA LAUNCH OF MERI MAATI MERA DESH CAMPAIGN

 Nation -wide “Meri Mati Mera Desh” Campaign will be launched tomorrow on 9th August 2023, to pay tribute to the ‘Veers’ who laid down their lives for the country. From 9th to 30th August , 2023, the ‘Meri Maati Mera Desh’ campaign will include programs at the village, and block levels , by local urban bodies, as well as state and national level.

The campaign will include various programs across the country to remember the bravehearts (Veers). Shilaphalakams (memorial plaques) commemorating them will be installed in village panchayats. This campaign is the concluding event of the ‘Azadi ka Amrit Mahotsav,’ which began on 12th March , 2021, and has witnessed widespread public participation(Jan Bhagidari) with over 2 lakh programs organized across India.

Prime Minister of India, Shri Narendra Modi, recently announced this campaign during his Mann Ki Baat broadcast. The campaign aims to honour the brave freedom fighters and bravehearts who sacrificed their lives for the country .

The campaign will feature programs like the establishment of Shilaphalakams dedicated to freedom fighters and security forces, as well as initiatives like Panch Pran Pledge, Vasudha Vandan, Veeron ka Vandan which venerates the gallant sacrifices of our bravehearts. Shilaphalakam or Memorial plaques saluting the spirit of sacrifice of local bravehearts from the village, panchayat, block, town, city, municipality etc. are to be erected across urban and rural areas. It will have Prime Minister’s message with the names of those who have laid down their lives for the nation belonging to that region.

An ‘Amrit Kalash Yatra’ will be conducted, carrying soil from all corners of the country in 7500 kalash to create an ‘Amrit Vatika’ in Delhi. This ‘Amrit Vatika’ will symbolize the commitment to ‘Ek Bharat Shreshtha Bharat.’

To encourage mass participation (Jan-Bhagidari), a website, https://merimaatimeradesh.gov.in, has also been launched where people can upload selfies holding soil or an earthen lamp. By doing so, they take the pledge of Panch Pran, with focus to make India a developed country, eliminate the mentality of slavery, be proud of our rich heritage, uphold unity and solidarity, fulfil duties as citizens, and respect those who protect the nation. Once the pledge is taken, a digital certificate of participation can be downloaded from the website.

The nationwide campaign will start on 9th August, with scheduled programs until Independence Day on 15th August 2023. Subsequent events will take place from 16th August , 2023 onwards at block, municipality/corporation, and state levels. The closing ceremony is scheduled for 30th August , 2023, on the Kartavya Path, New Delhi in the presence of dignitaries. Last year, “Har Ghar Tiranga” programme, became a grand success owing to participation of one and all. This year too, Har Ghar Tiranga will be celebrated between 13th -15th August, 2023. AATMNIRBHAR BHARAT

Aatmnirbhar is a Hindi word which in English means self-sufficient and no one should depend on others for their success in life. In other words, one should neither depend nor expect help from others in order to run their livelihood. One must be self dependent and self reliant as the person who depends on others never succeeds in life.

Post independence, India was still dependent on others for various resources but today India is becoming self dependent in every field. In May 2020, Narendra Modi, the Prime Minister of India announced a Rs 20 crore economic package under the Aatmnirbhar Bharat Abhiyan in order to avert the probable economic decline during the global Covid-19 pandemic and to spin the catastrophe into opportunity. The self sufficient mission was launched in pursuance to address the pandemic crises and the economy falloff due to subsequent lockdown in India.

The Aatmnirbhar Bharat Abhiyan was promulgated with the aim to make India self-dependent and also apportioned boost to the economy that had slowed down by the pandemic. This package is approximated to be GDP’s 10 percent.

Benefits of Aatmnirbhar Bharat

It aims at aiding India to a become self-reliant nation. The unemployment in the nation will be terminated and growth will be seen in the industries. Thus, ensuring decline in the rate of poverty and will also result in strengthening the economy of the nation. Every citizen of the country will be benefitted by the self reliance. The dependency of India on other countries for different resources will also decreases rapidly. It also aims at making and promoting local products and providing assistance to Indian companies to compete in supply chains globally. Thus, focusing on the idea of ‘ Vocal for Local’. The foreign exchange will also be saved by the import reduction and by exporting additional goods, more foreign exchange could be earned. In order to provide employment and shelter to the migrants, an additional Rs 40,000 crore was allotted to the MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act 2005). More number of labs and health institutions will be instituted. The industry of Indian Space will also be benefitted by the opening of space exploration for the private sector. The needs and requirements of various sections such as industries, small business, laborers, etc. will all be catered by this economic package.

Criticism

The Aatmnirbhar Bharat Abhiyan is mainly criticized for being somewhat similar to the ‘ Make in India’ campaign. It is argued by the critics that it is the same plan, just implemented with a different name. The fundings allocated are mostly in the same way as the budget in general. The critics believe that the package will not be beneficial enough to rejuvenate the economy of the nation. The employment in the Urban region is seemingly ignored in this package.

It can be concluded that there are a number of challenges before the Aatmnirbhar Bharat Abhiyan but its approach of the target postulates growth inclusively including development in every field and promoting equality and being ready to face all the problems coming ahead.
