 Professor Ajay Kumar Sood, Principal Scientific Adviser to the Government of India and Dr. Parvinder Maini, Scientific Secretary, today (June 25, 2024) attended the 23rd Foundation Day of the Society for Electronic Transactions and Security (SETS) in Chennai. Prof. Sood also inaugurated the Quantum Security Research Lab on the occasion.

Conceived by Dr. A.P.J. Abdul Kalam in 2002SETS, an initiative of the Office of Principal Scientific Adviser to the Government of India, is a cybersecurity R&D organization pursuing research in the core areas of cyber security, cryptology, hardware security, quantum security, and network security.

The celebration kicked off with Dr. N Subramanian, Executive Director, SETS extending a warm welcome and delivering a brief on SETS’ research and development activities. He mentioned that SETS has developed futuristic solutions like Post Quantum VPN, Quantum Random Number Generator (QRNG), Key Distillation Engine (KDE) for Quantum Key Distribution, PKI solution, Ransomware Early Detection Solution, Security for Blockchain, etc. SETS is working with various academic institutions including IITs and IISc Bangalore, government agencies, national R&D organizations, and user agencies such Department of Atomic Energy (DAE), Department of Defense Research and Development Organisation (DRDO), and state governments for collaborative research and innovation.

Delivering the presidential address, Prof. Sood congratulated SETS for their efforts in developing and deploying indigenous cybersecurity solutions in areas such as cryptography, secure quantum communication, hardware security, and network security. He also lauded SETS’ success in translating lab research into field applications, including the deployment of VPNs for the strategic sector and the Quantum Random Number Generation (QRNG) solution for industry and strategic agencies.

Prof. Sood encouraged SETS to leverage its expertise to lead national efforts in Post Quantum Cryptography and to deepen the collaboration with industry, R&D labs, and academia to ensure the nation’s computing and communication infrastructure is quantum-safe. He emphasized on scaling up successful projects like hardware security testing and post-quantum cryptography.

In her special address, Scientific Secretary Dr. Maini commended the scientists and staff of SETS for their impactful contributions. She stressed the importance of continuously upgrading cybersecurity measures to address new vulnerabilities and dynamic threat landscapes, citing recent cyber threat incidents. Dr. Maini recognized recent enhancements in SETS’ infrastructure for undertaking the upcoming challenges as these advancements are crucial for SETS to effectively tackle cybersecurity challenges and develop robust solutions.

Dr. Maini also noted SETS’s involvement in cutting-edge projects, including AI for cybersecurity under the National Supercomputing Mission. She asserted the importance of standard-based development for international collaborations in areas like quantum communication and 6G. She also highlighted the need for SETS to collaborate with industry to advance its technologies from research to field deployment.

Dr. Sanjay Bahl, Director General, Indian Computer Emergency Response Team, Ministry of Electronics and Information Technology (MeitY), in his address, mentioned the evolving concerns of cybersecurity in the context of AI, the proliferation of the Internet of Things (IoT), and drones. He urged that SETS should evolve a roadmap to address these challenges and develop innovative solutions.

This was followed by Prof. Sood inaugurating the Quantum Security Research Lab of SETS. He appreciated the demonstrations carried out by the SETS team on QRNG, post-quantum implementation in Arm-Cortex, True Random Number Generator (TRNG), and KDE. The team also demonstrated the Metro Area Quantum Access Network (MAQAN), jointly being implemented by SETS, IIT Madras, and the Centre for Development of Advanced Computing (C-DAC).

The Foundation Day celebration also witnessed Technology Sessions hosted by SETS’ scientists and provided a technical deep dive into topics including post-quantum cryptography, side-channel analysis & hardware security, quantum communication security, security for blockchain, and network & IoT Security areas.

62 desiccation-tolerant vascular plant species in India's Western Ghats

 India’s biodiversity hotspot, the Western Ghats, is home to 62 Desiccation-Tolerant Vascular Plant Species which could have applications in agriculture, particularly in areas with scarcity of water.

Desiccation-tolerant vascular (DT) plants are able to withstand extreme dehydration, losing up to 95% of their water content, and they revive themselves once water is available again. This unique ability allows them to survive in harsh, arid environments that would be uninhabitable for most other plants. DT plants have been studied for their possible applications in agriculture, particularly in areas with limited water resources. In tropical regions, they are the predominant occupants of rock outcrops. 

In India, DT plants have been relatively understudied. Although rock outcrops are common landscapes in the Western Ghats (WG), knowledge of DT plants in the region is poor.

A recent study by scientists from Agharkar Research Institute (ARI) Pune, an autonomous institute of the Department of Science and Technology (DST), has identified 62 DT species in the Western Ghats, many more than the earlier known nine species.

The research published in the Nordic Journal of Botany provides an overview of Indian DT plants, with a special focus on the WG, and includes an inventory of species with their habitat preferences.

In the inventory of 62 species, 16 are Indian endemic, and 12 are exclusive to the Western Ghats outcrops, highlighting WG’s importance as a global DT hotspot. In addition to rock outcrops, tree trunks in the partially shaded forests were also found to be crucial habitats for DT species, as per the study.

The team of researchers scrutinized outcrop species for their DT properties by seasonal field observations, followed by relative water content estimation protocols. Nine genera of DT plants are reported as new, also in a global perspective, with Tripogon capillatus representing the first record of an epiphytic DT angiosperm. The study also provides the first field observation-based proof of DT properties of the gesneriad Corallodiscus lanuginosus. Time-lapse video records the hydration process of this species.

The team led by Dr. Mandar Datar and involving Smrithy Vijayan, Aboli Kulkarni, and Bhushan Shigwan collaborated with Dr. Stefan Porembski from Rostock University Germany, who is recognized as an expert of tropical rock outcrops.

The findings of the study can provide valuable insights into the biodiversity and ecology of the Western Ghats and aid in the conservation of DT plant species. Besides, understanding the mechanisms by which DT plants can tolerate dehydration could lead to the development of crops that are more drought-resistant and require less water.

Three-quarters of millennials (76%) believe that stress can have a very high or high impact on health; this percentage rises steadily to 80% Gen Xers, 87% Boomers, and 92% adults. The American Psychological Association (APA) Stress in America 2020 report found that, on average, Gen Z adults reached a stress level of 6.1 out of 10 in the last month, with 10 being above. Americans aged 18 to 23, also known as Generation Z adults, report the highest stress levels of any generation in the country, according to the survey. Generation Z faces chronic stress from many environmental factors, including gun violence, harassment and abuse, anxiety about financial insecurity, politics, and even social media.

India before independence was very different from the India that we see today. Of course, it is common knowledge that pre 1947 India consisted of modern day, Pakistan and Bangladesh. The after-independence chase of India faced major developments and changes that we can see today. India has an impressive array of achievements in the development of space transport as well as aviation industry for various applications. From a humble beginning with a small RH 75 rocket in the sixties to the successful launch of PSLV-D2 with 804 kg IRS-P2 in October, 1994, the Indian space programme has made remarkable progress through a well-integrated, self-reliant programme. On the other hand, the civil aviation industry of India has emerged as one of the fastest growing industries in the country during the last three years. India has become the third largest domestic aviation market in the world and is expected to overtake UK to become the third largest air passenger market by 2024.

Every country’s success depends upon its government. The way it handles the whole economy largely affect its economic environment. In such a globalized environment, the governmental policies act as the key factor in determining its real success, be it in field of aviation, space technology or any other. The government however has reviewed its aviation policies from time to time and tried to make it friendlier however it lagged in certain jurisprudence. In the recent past, the outlook of the government of India has undergone substantial change. It has tried to adopt emerging trends and include different terminologies, ownership of private companies, more new projects, financing, hassle free management and its operations. The government has increased its investment in this sector. Moreover, it has tried to devise the privatization method to solve many problems attached to this sector. Privatization is needed for solving the problem of “distressed state syndrome”. The complete or partial privatization will give positive impact on efficiency, productivity and profitability. Trends of privatization is rising all around the world and it is important to analyze all consequences and specific results, which will be helpful to understand better difficulties and structural changes.

During the COVID time, there was a dramatic drop in demand for passenger air transport. This threatened the viability of many firms, putting many jobs at stake. While the aviation industry has often been a target of government policies, the COVID-19 crisis has precipitated a new suite of loans, loan guarantees, wage subsidies and equity injections, raising concerns about efficient use of public resources. The COVID-19 crisis has hit hard to the economy.

Although the aviation and space sector contribute a lot to the economy, however every coin has two sides. The other side of the story is that we have grown, but grown at the cost of our mother nature. The question that we need to dwell into is: “Do we belong to this earth or does this earth belong to us”. Commercial aviation is experiencing dramatic growth in various regions throughout the world but at the cost of what. It is leading to the pollution of the environment. Over the past 50 years global demand for air travel has risen by 9 per cent per annum. The environmental impact it has caused is very degrading. This has become a cause of concern.

INVESTMENT

According to the data released by Department for Promotion of Industry and Internal Trade (DPIIT), FDI inflow in India’s air transport sector (including air freight) reached US$ 2.79 billion between April 2000 and June 2020. The government has allowed 100% FDI under the automatic route in scheduled air transport service, regional air transport service and domestic scheduled passenger airline. However, FDI over 49% would require government approval.

India’s aviation industry is expected to witness Rs. 35,000 crore (US$ 4.99 billion) investment in the next four years. The Indian Government is planning to invest US$ 1.83 billion for development of airport infrastructure along with aviation navigation services by 2026.

Key investments and developments in India’s aviation industry includes:

  • In October 2020, Zurich Airport International signed the concession agreement for the development of Jewar Airport on the outskirts of Delhi. The agreement has granted Zurich Airport International the license to design, build and operate Noida International Airport (NIAL) for the next 40 years.
  • In October 2020, the Airports Authority of India (AAI) announced plan to upgrade runways at seven airports across the country by March 2022.
  • In January 2020, IndiGo became first Indian carrier to have an aircraft fleet size of 250 planes and became the first airline to operate 1,500 flights per day.
  • In December 2019, AAI announced its plans to set up India’s first three water aerodromes in Andaman & Nicobar.
  • As of December 2019, France-based Safran Group planned an investment of US$ 150 million in a new aircraft engine maintenance, repair and overhaul (MRO) unit in India to cater to its airline customers.
  • AAI plans to invest Rs. 25,000crore (US$ 3.58 billion) in next the five years to augment facilities and infrastructure at air transport.

THE NEED FOR SPACE LEGISLATION

What we can sketch out is that there’s a greater need for space legislation. With no legal obligation, the dream of ‘DIGITAL INDIA’ can’t be achieved. A robust legal regime would instill investor confidence, attract FDI and new technologies, reduce administrative and regulatory uncertainties, provide clarity on stamp duty, registration requirements, insurance, transfer of property, contractual obligation, space debris liability and intellectual property rights concerning space-related issues, and flourish space entrepreneurship by providing a level playing field to the private entities. 

The policymakers need to resolve the following issues in virtue of requisite space legislation:

·       Single Independent Regulator – In contradiction to the present multiple ministries, agencies and departments, namely, the Ministry of Home Affairs, the Department of Space, the satellite divisions of Department of Telecom, the Department of Telecommunications, the Telecom Engineering Centre, the Network Operation and Control Centre, the Ministry of Defense, and the Ministry of Defense, a single independent regulator is required to perform regulatory processes including the issuance of a place in orbit to launch a satellite and/or rocket, mandatory licenses to launch it, spectrum to communicate with it, and clearance for the technology and/or space equipment to be used. 

·       Space debris – Space debris or space junk encompasses both man-made and natural (meteoroid) particles that enhance the probability of disastrous collision that may cause damage to space vehicles. Although there is no specific international treaty or convention dealing with the imposition of liability, some long-standing guidelines were issued by NASA, on ‘how to deal with space debris’ which were later adopted by the UN General Assembly and COPUOS. However, well-defined provisions on liability of the launching state need to be formulated to reduce the persisting or potential conflicts among countries.

·       Security measures – With the rising threats to national peace and security by potential space and cyber warfare possibilities, countries need to invest adequately in adopting cyber and military security measures. Rules and regulations on lines with the Data protection laws need to be formulated to ensure that adequate cyber security measures are in place.

·       Granting of license – The process for granting a license is yet to be developed, but section 5 of the Bill envisages that there will be eligibility criteria, and a fee to pay, without giving any detail or indication as to what those criteria or fees might be. In particular, it sets out the obligation to provide a financial guarantee or insurance, which essentially addresses the broader liability question and the principles of liability that flow under the international space regime.

·        Intellectual property rights- Section 25 of the Bill states, Any invention, or other form of intellectual property rights, developed, generated or created during the course of any space activity shall be protected by any law for the time being in force, with the primary objective of safe guarding national security. such a provision might deter the potential participation of the private sector in the Indian space industry and thus needs to be looked into by the policymakers to enable innovation in the space industry.

It’s the need of the hour to grab these opportunities and the government should deeply involve in this process by making key changes in its policy and legal framework. A single policy should be adopted. In aviation industry, a lot of digital transformation is required. A big vision and strategy are needed to get through stormy waters. Cost pressure should be taken into account. New technology should be adopted. With the increase in competition and entry of private players, only the companies who do best will be able to survive. On the other hand, in space industry, policy changes are needed to make the space sector more accessible to private players. There’s a need of single space legislation. Changes are needed in New Space India Limited (NSIL). Last year, the finance minister announced the opening up of the ISRO’s facilities to the country’s private sector as part of its COVID-19 special economic stimulus. This was an early but a commendable step. Many a thing have changed since COVID.

As it is said, “Every cloud has a silver lining.” We should also hope for the best. It is at these times when the government was able to realize its incapability and failure and hopefully it has started considering legal and policy aspect that needs deeper consideration


The Shark that glows in the deep,dark sea

The world is full of mysterious and interesting creatures and this year is proving especially lucky for scientists to identify unique organisms. In February, a rodent named Springshare was identified, which glows pink and orange in ultraviolet rays. Living in the savannah forests of East Africa, this organism produces this color with the help of the porphyrin pigments present in its hair.

Recently, the world’s largest luminous vertebrate has been identified near New Zealand. This blue glowing creature is a kitefin shark (Biological name- Dalatias licha), which can grow to be around six feet tall. It shows the property of bioluminescence. Scientists have published an article about it in the Frontier Marine Science Journal, however they have not yet found what process it uses to shut off or turn on its luminescence.

Bioluminescence is the production and emission of light by a living organism. It is a form of chemi-luminescence i.e. using chemical substances to produce light. Bioluminescence occurs widely in marine vertebrates and invertebrates, as well as in some fungi, microorganisms including some bioluminescent bacteria, and terrestrial arthropods such as fireflies.

Scientists at the Catholic University of Belgium conducted a sea search expedition to identify kitefin sharks. According to Jerome Melfet, he was successful in taking a picture of a living shark. Their samples were also taken to research about the science behind the bioluminescence the shark shows.

According to scientists, bioluminescence is advantageous to this creature as this glow is meant to dodge big enemies. The blue glow of these sharks helps them to camouflage in the blue light coming from the sky and hide to avoid becoming the food of bigger fishes.

The hormone that helps us sleep makes the shark glow. This glow is not caused by hormones, but from their brain or nervous system. This hormone is melatonin, which helps us sleep, but gives shine to the sharks. However, it is not very clear whether these hormones have anything to do with the brightness of the shark.

An massive iceberg, approx. the size of New Delhi broke off in Antarctica

An iceberg of 1270 sq. km in size has broken off from Antarctica. This happened in the Burnt Ice Shelf, the Iceberg is apparently is of the shape of Indian capital New Delhi. According to the reports it was breaking at the rate of 1km per day.

Icebergs are pieces of ice that have broken off from glaciers or ice shelves and are now floating in open water, according to the National Oceanic and Atmospheric Administration.

The North Rift crack grew toward the northeast at a rate of about 0.6 miles (1 km) per day in January; but on the morning of Feb. 26, the crack widened a couple hundred meters in just hours. This ice split happened due to a natural process, and there’s no evidence that climate change played a role, according to the statement. The Brunt Ice Shelf, a 492-foot-thick (150 meters) slab of ice, flows west at 1.2 miles (2 km) per year and routinely calves icebergs.

The thickness of the iceberg is 150 meters. A picture of this has also been released by the British Antarctic Survey. According to scientists the incident occurred in the Burnt Ice Shelf area. This disintegration is called ‘calving’, in which vast icebergs separate from the frozen area.

The current calving was first recorded in November 2020. By January 2021, the speed of its breakdown had reached one km per day, on Friday it was eventually declared broken. There is so much snow on Antarctica that if it breaks and melts in the sea, the water level will rise by 70 meters. Many cities and islands will be completely submerged.

Ice calving, also known as glacier calving or iceberg calving, is the breaking of ice chunks from the edge of a glacier. It is a form of ice ablation or ice disruption. It is the sudden release and breaking away of a mass of ice from a glacier, iceberg, ice front, ice shelf.

According to researchers “Our teams at B.A.S.(British Antarctic Survey) have been prepared for the calving of an iceberg from Brunt Ice Shelf for years,” Dame Jane Francis, the director of the B.A.S., said in a statement. “Over coming weeks or months, the iceberg may move away; or it could run aground and remain close to Brunt Ice Shelf.”

Why do icebergs melt?

When an iceberg reaches warm waters, the new climate attacks it from all sides. On the iceberg surface, warm air melts snow and ice into pools called melt ponds that can trickle through the iceberg and widen cracks. At the same time, warm water laps at the iceberg edges, melting the ice and causing chunks of ice to break off. On the underside, warmer waters melt the iceberg from the bottom up. This phenomenon of ice-calving happens over a long period of time but the fast paced climate change had accelerated the process.
