Productive Expenditure vs. Unproductive Expenditure in WB: A Glimpse

 For the welfare of the people the Union Government or State Government has to incur expenditures. The expenditures are important for the development of an economy. There are two types of expenditures incurred by the Government – one is Productive and other one is unproductive. In general productive expenditures increase productive capacity in the economy and bring income to the government. Some examples are expenditure on infrastructure development, public enterprises or development of agriculture etc. which increase productive capacity in the economy and bring income to the government. On the other hand, unproductive expenditures means which do not create any productive asset or can bring income or returns to the nation. As examples few are interest payment, donations to clubs, and allowances to religious leaders etc. Unproductive expenditures arise because of many factors, including uncertainties, the lack of a well-trained civil service, inadequate checks and balances in the political and budgetary process, and corruption. In this article, few cases are presented with supporting data about the unproductive expenditures in West Bengal.  

  In West Bengal unemployment is serious now. The data collected from the Centre for Monitoring Indian Economy (CMIE) speaks the truth. In January 2016 West Bengal had an unemployment rate of 9.0 percent against the all India average of 8.7 percent. In May 2021, the unemployment rate in the State was 19.3 percent against the all India average of 11.9 percent. And in the month of June 2021 the same (unemployment rate) in West Bengal was 22.1 percent against all India average of 9.2 percent (unemploymentinindia.cmie.com). On the other hand the State Government has been spending more and more on unproductive expenditures. The Government of West Bengal had given more than Rs 1,300 crore to various clubs across the State which is purely an example of unproductive expenditure; of course, it may fetch an easy vote. “In 2012, one year after coming to power, the State Government had given an amount of Rs. 2,00,000 to 26,000 clubs across the State. Since then, these clubs have received grants worth Rs. 1,00,000 every three years” (NEWS Click, 14 Mar 2020). In the month of August 2021, a very unfortunate incident took place in West Bengal. The teachers who are great assets to the society were dealt badly by the concerned authority as sequel five women teachers consumed poison as suicide attempt. Why teachers were badly treated in a State which is considered as ‘Culturally advanced’. Another example of unproductive expenditure is allowances to the religious leaders. Recent case of unproductive expenditure is the launching of Lakshmi Bhandar Scheme. The Scheme provides basic income support to the female heads of the family. Through this scheme, the Government is going to provide Rs 500 per month to general category families and Rs 1000 per month to SC/ST families.

With so many unproductive expenditures involving huge amounts of money, I am worried about the future of West Bengal in the economic front as with the huge unemployment rate both in absolute number and relative terms the people of the State may suffer from law and order issues in the near future.

This beautiful book “The Boy, the mole, the fox and
the Horse” written by Charlie Mackery, comprises of beautiful quotes which
according to me can help anyone to look life from a positive and a beautiful
perspective.

According to me, the best part of the book was that it
could be read by anyone, whether a 7-year-old boy or an 88-year-old grandma!
Even those people like me who are not fond of reading, it is meant for them too
and I would recommend everyone to give it a shot!

 Another interesting
thing about the book is that for those people like me and the author as well
who are not fond of reading books because books are lengthy or some of us like
author who needs pictures, this book has it all which makes even more fun to
read!

 

Summary of the book

The book unfolds the sweet and simple story of friendship
between the four main protagonists: The Boy, the mole, the fox and the Horse.

If one talks about the protagonists, one can observe
that the boy is lonely and is full of curiosity. He asks a lot of questions
about himself, his friends (the mole, the fox and the Horse) and about life.

                                                                

The mole according to me was the wisest person among
their group who was a die-hard fan of cake!

                                                             

The horse was a kind friend who was always there for
his friends. He too had a beautiful way of looking life and encouraged the boy
to do the same whenever the boy felt sad and hopeless about himself.


                                                               


The fox is a silent friend and wary as according to
the author he has been hurt by life.

The author mentions in his introduction that the boy
was lonely when the mole first surfaces. Both of them spend their time in wild.
In their wanderings, they meet fox who as mentioned above who was silent most
of the time, but towards the end of the story he too begins to warm up and
express himself more.

During their adventures in the Spring field, they
encounter horse as well who was gentlest friend among the group.

As one continues to read the adventures of the four friends,
the most beautiful thing that anyone could observe that all of them are different
and have their own strengths, weaknesses and fears. All four of them don’t
judge each other, help each other and motivate each other to look at a positive
and a beautiful way of living life whenever one of them feels lonely, sad, hurt
or unloved.

                                                         

They teach  each  other how to love themselves and treat life
with a little more kindness and embrace it with more love.

                                                               

For example: There was a scene wherein the boy was fearful that his friends would not accept him for who he was. The wise mole had an exceptional answer.

                                                                   



Finally, I would
strongly recommend everyone to read this beautiful book and like me , embark on
the beautiful journey with the four protagonists! As one can say action speaks
louder than the words, or a picture can represent thousand words, according to
me, in this book , only two or three lines can show you a whole new way of
living life!

A person who has not encountered difficulties in life can never achieve success.Difficulties test the courage, patience, perseverance and true character of a human being.

Adversity and hardships make a person strong and ready to face the challenges of life with equanimity. There is no doubt that there can be no gain without pain. It is only when one toils and sweats it out that success is nourished and sustained.Thus, life is and should not be just a bed of roses; thorns are also a part of it and should be accepted by us just as we accept the beautiful side of life.

The thorns remind one of how success and happiness can be evasive and thus not to feel disappointed and disheartened rather remember that the pain of thorns is short-lived, and the beauty of life would soon overcome the prick of thorns.Those, who are under the impression that life is a bed of roses are disillusioned soon and become victims of depression and frustration. One who faces difficulties with courage and accepts success without letting it go to its head is the one who experience real happiness, contentment and peace in life.

Those, who think, that good times last forever, easily succumb to pressure during difficulties. They do not put in required hard work and efforts because they break down easily.You can take the example of a student, who burns the mid night oil, makes sacrifices and resists temptations so that he can perform well.

Similarly, a successful executive has to face the ups and downs of life, not forgetting that life is a mix of success and failure, joy and sorrow.If he loses hope during difficult times, he would not achieve success and would be replaced by others. Even the strongest Kings and Emperors have had their cup of woes.

ENVIRONMENT

A gift is given by nature to nurture life on earth. It is everything we use in our life related to the environment such as water, wind, sun, land, plants, animals, forests and other natural things.Our environment plays a very important role in making the existence of healthy life on earth.However, due to man-made technological progress in the modern era, our environment is deteriorating day by day.

Thus, environmental pollution has become the biggest problem facing us today.Environmental pollution is negatively affecting our daily lives socially, physically, economically, emotionally and intellectually in various aspects of life.Contamination of the environment leads to many diseases from which humans can suffer throughout life.It is not a community or city problem, it is a worldwide problem that cannot be solved by anyone’s efforts, if it is not addressed properly, it may one day end the existence of life.

Every common citizen must join the environmental protection program initiated by the government.We should correct our mistakes and selfishness towards our environment to make us healthy and safe from pollution.It is hard to believe, but only a little positive action by everyone can indeed bring about a drastic change in the environment.Air and water pollution is endangering our health due to various diseases and disorders.

Nothing can be said healthy in a day because what we eat is already affected by the bad effects of artificial fertilizers which reduce and weaken our body’s immunity to fight disease caused by microorganisms.Therefore, anyone of us can be sick anytime, even after being healthy and happy.It is a major issue around the world that must be resolved by the continuous efforts of all.We must participate in the World Environment Day campaign to actively participate in the environmental protection program.

SOLDIERS

Soldiers are one of the greatest assets of any country. They are the guardians of the nation and protect its citizens at all costs. Moreover, they are a very selfless lot who put the interest of the country above their personal interest.

A soldier’s job is one of the toughest things to do in the world. They are supposed to fulfill challenging duties and possess exceptional qualities to become a great soldier. A country sleeps peacefully as the soldier performs its duties. The first and foremost duty of a soldier is to serve their country without any selfish motive. A person usually joins the army out of love for his motherland and to protect it. Even though they know they will have to face numerous problems, they still do so for their country.

Furthermore, a soldier safeguard’s the honour of his country. They do not step back in the face of adversaries instead they give there best. It does not matter if they have to give their life for the country, they are willing to do so happily. Besides, soldiers also have to be alert at all times. He is never off duty, whether he is sleeping or on the battlefield, he stays vigilant throughout.

Most importantly, a soldier’s duty is to maintain the peace and harmony of the country. He takes on the responsibility of ensuring a safe environment for all. In addition to guarding the border, they are also always there in case of emergencies. They learn how to handle every situation carefully whether it is a terrorist attack or natural calamity. In other words, the local authorities need them to bring the situation under control.

ILLITERACY

Illiteracy means “lack of education’ inability to read and write” which is destroying societies like a scourge. Illiteracy is no doubt a curse for a living nation. Nations can come to end if the percentage of illiteracy is higher. An illiterate person is unable to find right way for him; as a result he becomes the slave of others who use him like a puppet. Instead, a literate person can understand that what is right for him and what is wrong. A main cause of poverty is also illiteracy because poverty born from an illiterate society.

Nothing is important than education because an educated and literate person can mange things more precisely. Our society must understand this fact. Many tribes and illiterate societies restrict girls to learn reading and writing, such societies are actually a scourge for the whole nation. Many poor nations are now slaves of other nations just because of very low literacy level. An illiterate man is more vulnerable to poverty, hunger, slavery and diseases. Diseases spread due to unawareness and unawareness is the result of illiteracy.

The effects of illiteracy are infinite, there is no limitation of harms of illiteracy but the problem is that people don’t understand it well. Even the educated people do not want their daughters and sister to get necessary education. No doubt that world literacy level is increased but still there are some countries where literacy level is below the average.

These countries are more vulnerable to war and slavery. Some developed countries have also such areas where literacy level is very low. This is the responsibility of government to start literacy programs that guide the people about the importance of literacy and convince them to send their children to school.

There also some social work societies who are working for adult education and they are trying to educate people from different age groups.

PEACE

The forces of peace can rule over ignorance and superstition, over illiteracy and immorality, over disease and physical suffering over poverty and governmental oppression. The conquests of peace are nonviolent and bloodless. They cause no grief to humanity and do not donate life or property.

War causes streams of blood and untold havoc. Only the victories of peace leave no maimed limbs or mutilated bodies, no ruined cities or searched fields. Even a superficial glance at the course of the two world wars will tell us that their victories were gained at an incalculable cost. The triumph of the First World War proved to be of a short duration.

The victory itself sowed, in fact, the seeds of the Second World War. Who knows that the victory of World War-II may also prove to be of equally short duration and a third global war may even now be in the offings.

The victories of peace, however, are everlasting. They do not rankle in the mind of any nation and their fruits are enjoyed by all people. The example is the occupation of Germany and Japan by the forces of the Allied countries. If the Axis Powers had won the war, they would have exploited the Allies in the same, if not in a worse way.

PLIGHT OF WOMEN IN AFGHANISTAN

The Afghan women, maybe more than anybody else, have dreaded the Taliban’s return. There have been many advances in women’s rights over the last 20 years, which appear to be set to erase nearly overnight.

A quick lesson from history…

The Taliban, a political and military force, is said to have started in Islamic schools in Northern Pakistan in the early 1990s. Its aim was to restore order in Afghanistan following the withdrawal of Soviet troops in 1989, as well as to impose a harsh form of Sharia law. By 1998, the organisation had seized 90% of Afghanistan’s territory.

Once in control, the organisation garnered worldwide condemnation for a slew of human-rights violations. The ban on female education above the age of ten as well as harsh limitations on day-to-day liberties, were among the stringent mores imposed on women and its influence has frequently threatened to expand beyond, to places like Pakistan, where the organisation memorably shot teenager Malala Yousafzai in 2012. Women were treated worse than at any previous period or by any other culture throughout its rule (1996–2001). They were prohibited from working, leaving the house without a male escort, seeking medical assistance from a male doctor, and being compelled to cover themselves from head to toe, including their eyes. Women who had previously worked as physicians and teachers were compelled to become beggars or even prostitutes in order to feed their families during the Taliban’s rule.

Following the 9/11 attacks, it was thought that the Taliban were harbouring Al-Qaeda soldiers, thus an US-led international operation was started against Afghanistan. As a consequence, the Taliban were deposed from power, an Afghan government was established, and soldiers occupied the country for 20 years. It destabilised several regions of the nation due to battles with US and UK forces on a regular basis, and Afghan people were continued to be assaulted. Many would agree that the political and cultural status of Afghan women had improved significantly since the Taliban’s collapse in late 2001.

The Bush administration’s acceptance of women’s rights and empowerment as rationale for its assault on the Taliban is long gone. So it was under the Barack Obama administration, when then-Secretary of State Hillary Clinton stated that the Taliban’s repudiation of al-Qaida and promise to support the Afghan constitution and safeguard women’s rights were preconditions for US discussions with them. The rejection of al-Qaida has yet to be declared openly and publicly less than 10 years later; the constitutional order and women’s rights are still subject to intra-Afghan talks and will be influenced by the changing balance of military power.

In February 2020, US-Taliban peace talks were concluded, with the US pledging a quiet departure in exchange for an end to hostilities. Afghan leaders and top military generals have warned that the government will collapse without foreign assistance. It looks like the worst has transpired only weeks before Biden’s deadline of September 11th.

The Taliban rule wreaked havoc on the institutions and the economy, which had already been ravaged by decades of conflict and the Soviet scorched-earth counterinsurgency policy.

The post-Taliban constitution of 2004 granted Afghan women a wide range of rights, and the political epoch brought social and economic progress, which greatly improved the socioeconomic situation. From a crumbling health-care system with almost no healthcare available to women during the Taliban years, the post regime built 3,135 functional facilities by 2018, giving more than 80 percent of Afghans access to a medical facility within two hours’ drive.

 Less than 10% of females were enrolled in elementary schools in 2003; by 2017, that figure had risen to 33%, while female secondary school attendance increased from 6% to 39%. As a result, 3.5 million Afghan females were enrolled in education, with 100,000 of them enrolled in academic institutions. Women’s life expectancy increased from 56 to 66 years in 2017 and maternal mortality fell from 1,100 per 100,000 live births in 2000 to 396 per 100,000 in 2015. By 2020, women made up 21% of Afghan public workers, including 16% of top management positions, and 27% of Afghan parliamentarians.

 These benefits for women have been dispersed inequitably, with women in metropolitan areas benefiting considerably more than women in rural regions. Despite formal legal empowerment, life for many rural women has not improved much since the Taliban era, notably in Pashtun regions but also among other rural minority groups. Many Afghan males are staunch conservatives. Families often let their daughters to complete a primary or secondary education before proceeding with planned marriages. The burqa is worn by the majority of Afghan women in rural regions without any pushing from the Taliban.

What is the situation for women in Afghanistan now?

Women’s rights in Afghan had arguably maintained pace with many other Western countries prior to the 1970s. Women were granted the right to vote in 1919, one year after women in the United Kingdom. In the 1950s, gender segregation was eliminated, and in the 1960s, a constitution was enacted that included women in political life. As the region became more unstable in the 1970s, these rights were steadily eroded.

Only 38% of the international humanitarian response plan for Afghanistan is financed as of August 2021. This gap might result in the loss of specialised protection services for 1.2 million children, putting them at risk of abuse, recruitment, child labour, early and forced marriages, and sex abuse. About 1.4 million females, many of whom are survivors of domestic abuse, would be left without access to safe spaces where they may receive full care.

Females, who have experienced life with rights and freedoms, are among the most exposed as a result of the Taliban’s fast progress in Afghanistan. As the Taliban capture control of Kabul, they risk losing their hard-won achievements.

Those cries for aid may be too late as the capital city falls into the clutches of Islamist rebels. There have been several stories of the Taliban going door-to-door and compiling a list of women and girls aged 12 to 45 who are then compelled to marry Taliban warriors. Women are told that they cannot leave the house without a male escort, that they cannot work or study, and that they cannot wear anything they want. Schools are also being shuttered.

There is a lot to lose for a whole generation of Afghan women who entered public life – legislators, journalists, local governors, physicians, nurses, teachers, and public administrators. While they worked alongside male colleagues and in communities that were unfamiliar with people in positions of power to help establish a truly democratic civil society, they also wanted to pave the way for future generations to follow in their footsteps.

The Taliban offers itself a broad range of possibilities by claiming that they will “protect” women’s rights under sharia but refusing to explain how women’s rights and life in Afghanistan will alter if they achieve their goals. Even if the government did not openly adopt as cruel a system for women as in the 1990s, the Taliban’s dispositions are quite likely to undermine women’s rights, impose cultural prohibitions on women, and reduce socio-economic possibilities for them.

In summary, even with this change in behaviour, the Taliban in power would almost certainly strive to curtail Afghan women’s legal rights, exacerbating their social, economic, and political circumstances. How much and in what manner, is the question.
