GANGA DUSSEHRA

Ganga Dussehra, also known as Gangavataran, is a Hindu festival celebrating the avatarana (descent) of the Ganges. It is believed by Hindus that the holy river Ganges descended from heaven to earth on this day. Ganga Dussehra takes place on Dashami (10th day) of the waxing moon (Shukla Paksha) of the Hindu calendar month Jyeshtha. The festival celebration lasts ten days, including the nine days preceding this holy day.

Ganga Dussehra is observed by Hindus mainly in the states of Uttar Pradesh, Uttarakhand, Bihar, and West Bengal, where the river flows. Haridwar, Varanasi, Garhmukteshwar, Rishikesh, Prayagraj, and Patna are the main locations of the celebrations, where devotees gather at the banks of the Ganges and perform aartis (a religious ritual in which a light lamp is moved clockwise circularly in front of a deity as a part of prayer) to the river. Taking a dip in the river on this day is believed to bring the devotee to a state of purification and also heal any physical ailments he may have. In Sanskrit, dasha means ten and hara means destroy; thus bathing in the river during these ten days is believed to rid the person of ten sins or, alternatively, ten lifetimes of sins.

On the same day, the river Yamuna is also worshipped and kite-flying events are organized. Devotees take a holy dip in the Yamuna at places like Mathura, Vrindavan, and Bateshwar, and give offerings of watermelon and cucumber They distribute drinks such as lassi, sharbat and shikanji.

In 2017, an estimated 15 lakh people celebrated the festival in Haridwar. At the Dashashwamedh Ghat in Varanasi, several rituals such as deep daan (offering of floating diyas to the river) and maha aarti are conducted. In Patna, a grand aarti is performed in the evening by priests at Gandhi Ghat and an 1100m garland is offered to the river at Adalat Ghat.

Dinman Hardoul Singh

Dinman Hardoul Singh or Lala Hardoul is a Hindu folk deity of Bundelkhand in India. He was the prince of Orchha and the son of maharaja Vir Singh Deo and the brother of Jhujhar Singh. He was born in 1664 and died in 1688 at the age of 24. A temple of Hardoul in Bundelkhand is a centre for pilgrims and according to local beliefs he is still alive and is worshipped as a deity.

He is sometimes considered to be a nephew of Alha and Udal of Mahoba (see Alhakhand), however Alha and Udal were Banaphars during Chandela rule, where as Lala Hardoul was a Bundela.

Local legend states that prince Hardoul, was resented by Jhujhar Singh (Hardoul’s elder brother) who suspected his wife of having an extra-marital affair with Hardoul. Jhujhar ordered his wife to poison Hardoul in order to prove her innocence, with Hardoul willingly accepting it.[1]

The legend further goes that when Jhujhar’s (now the king) sister asked for aid in getting her daughter married; he sarcastically asked her to seek the help of the dead Hardoul. The dead prince is then said to have not only attended the wedding but served the guests as well.[1]

It is still believed by the local people that Hardoul attends weddings he is invited to and people leave him a wedding card to seek his blessings

The legend of Lala Hardoul is popular locally and is performed as street theatre in Bundelkhand. Chundri Odhasi Mahro Bir (also released as Lala Hardaul) is a 2012 Indian historical drama film, based on the folklore, directed by Nishant Bhardwaj and produced by Cair Saangri.[3] It stars Sachendra Choubey as Hardaul, Divyanka Tripathi as Padmavati (the queen and wife of Jhujhar Singh) and Devendra Bhagat as the king Jhujhar Singh.

Okhla waste-to-energy plant gets Centre’s notice over violations

Consequently, the Union Ministry of Environment, Forest and Climate Change (MoEF&CC) has issued a notice to the operator of the Okhla waste-to-energy (WTE) plant in southeast Delhi, requesting an explanation as to why the Environmental Clearance (EC) granted in 2007 should not be temporarily suspended. The notice, dated April 16 and signed by S Kerketta, director with the MoEF, invokes the powers vested under Section 5 of the Environment Protection Act, 1986, directing the company, M/s Timarpur Okhla Waste Management Company Pvt Ltd, to provide a response within 15 days. The EC is a prerequisite for the operation of a WTE plant.

The issuance of the notice follows a thorough inspection of the Okhla plant on December 15, 2018, which revealed numerous violations of the granted EC. The inspection team, led by Navin Chandra, chairman of the Expert Appraisal Committees (EAC), Thermal Power Projects, was formed by the MoEF in November 2018.

Citing non-compliance with the terms and conditions of the Environmental Clearance, the MoEF notice highlights concerns such as an increase in waste input, a rise in installed power generation, unauthorized construction of a new chimney, failure to establish a bio-methanation plant at Okhla, and the absence of an RDF plant at Timarpur.

The report submitted by the inspection team raised further issues, including overloading of municipal solid waste to the incinerators, the non-existence of the proposed bio-methanation plant at Okhla, and the failure to install a waste processing unit to generate RDF fluff at Timarpur. Additionally, the report noted deviations such as the installation of two stacks of 50 m height instead of the sanctioned single stack/chimney of 60 m height and the incomplete closure of waste storage pit gates, causing odour leakage in the area.

The Okhla WTE plant, serving areas under the jurisdiction of the South Delhi Municipal Corporation (SDMC) and the New Delhi Municipal Council (NDMC), has faced prolonged protests from locals due to alleged emissions violations and environmental pollution. Despite these concerns, the general manager of the Okhla plant, Sandip Dutt, claims that operations are in compliance, stating that they have not received any letter from the MoEF.

The notice reflects the acknowledgment of long-standing concerns by residents, as evidenced by a rally on March 24, where around 3,000 residents demanded the shutdown of the plant, emphasizing its proximity to habitation. Vinayak Malik, secretary of Sukhdev Vihar Welfare Association, asserts that the deviations mentioned in the MoEF notice align with the grievances raised by the local community over an extended period.
