Ladakh Achieves Full Functional Literacy

 Lieutenant Governor of Ladakh, Dr. B.D. Mishra, on 24 June 2024 declared Ladakh as the administrative unit to achieve Full Functional Literacy under the ULLAS – Nav Bharat Saaksharta Karyakram, after having achieved more than 97% literacy. This milestone reflects Ladakh’s commitment to empowering its citizens through Foundational Literacy and Numeracy, and Critical Life Skills for all. Dr. Mishra informed this in a celebration at Sindhu Sanskritik Kendra (SSK), Leh.

 

The declaration was made in the presence of Shri Sanjay Kumar, Secretary, Department of School Education and Literacy, Ministry of Education, Government of India; Smt. Archana Sharma Awasthi, Joint Secretary; Dr. Mohd. Jaffer Akhoon, Chairman, LAHDC, Kargil; Shri Sanjeev Khirwar, Principal Secretary, School Education, Ladakh; and more than 500 new literates and volunteers.

The ceremony included the felicitation of neo-literates and volunteer teachers and the launch of the Annual Achievement Report 2023 of the school department. dignitaries visited the ULLAS Mela.

While addressing the event Dr. Mishra motivated the new learners and volunteers to continue on the path of learning throughout their life. He said it is the parent’s responsibility to send their children to school. He also exhorted the students to not only look for jobs but also think of creating jobs. Praising Prime Minister Shri Narendra Modi for introducing the NEP 2020, he said that the policy paves the way for the future growth of the country.

While addressing the audience, Shri Sanjay Kumar congratulated the people of Ladakh on this momentous achievement and assured that the Ministry of Education will extend all possible support to improve the school education system of Ladakh. He reiterated that education has the power to change the world. As the name ULLAS suggests, it can bring immense joy to new learners, he said. He also highlighted that the entire ULLAS model is based on volunteerism in which volunteers register through the ULLAS Mobile App without any expectation of reward and simply teach the non-literates, which is the true beauty of this program. He also mentioned the inspiring stories of perseverance, such as taking exams in snowy conditions, underscore Ladakh’s passion for literacy. This achievement sets the stage for lasting positive change and endless opportunities in Ladakh, Shri Sanjay Kumar added.

ULLAS – Nav Bharat Saaksharta Karyakram or New India Literacy Programme (NILP) is a centrally sponsored scheme implemented from 2022-2027. The scheme aligns with the recommendations of the National Education Policy (NEP) 2020 and aims to empower those adults aged 15 years and above from all backgrounds who could not get due schooling and mainstream them with society to be able to contribute more to the growth story of the country. The scheme consists of five components – Foundational Literacy and Numeracy, Critical Life Skills, Basic Education, Vocational Skills, and Continuing Education. The vision of the ULLAS Scheme is to make Bharat – Jan Jan Saakshar and is based on the spirit of Kartvya Bodh and is being implemented on volunteerism. The scheme has benefitted more than 77 Lakhs people till now across the country. The ULLAS Mobile App has more than 1.29 Crore learners and 35 lakh volunteer teachers.

IAF CONCLUDES 3RD 'WARFARE & AEROSPACE STRATEGY PROGRAM' (WASP) WITH A CAPSTONE SEMINAR

 Indian Air Force today conducted a capstone seminar marking the culmination of the No. 3 Warfare & Aerospace Strategy Program (WASP) at the Air Force Auditorium, New Delhi. The seminar with the theme “India’s Strategic Culture and Imperative for Contemporary National Security’ was conducted under the aegis of the College of Air Warfare and Centre for Air Power Studies.

 WASP is a strategic education programme of 15 weeks duration which was started in 2022 to provide the participants with a deep understanding of geo-politics, grand strategy and Comprehensive National Power. The broader aim is to nurture critical thinkers who can blend cross-domain knowledge to generate policy-driving ideas at the strategic level.

This edition of WASP saw tri-services participation for the first time. The participants comprised fourteen officers from Indian Air Force, two officers from the Indian Navy, one officer from the Indian Army and a research scholar. The participants underwent intensive training in the fields of Strategy, Military History, Civil-Military relations, Higher Defence Organisation, Aerospace Power, Information Warfare, Technology and Hybrid Warfare. The program was guided by an external faculty consisting of accomplished practitioner-scholars with extensive teaching and research experience. The graduates of the program were awarded a PG diploma in Strategic Studies by Rashtriya Raksha University.

Air Chief Marshal VR Chaudhari, Chief of the Air Staff (CAS), delivered the keynote address of the seminar which was attended by Gen Anil Chauhan, Chief of the Defence Staff, Gen Manoj Pande, Chief of the Army Staff, senior officers from all three services, aerospace power scholars, academia and established defence correspondents. He highlighted that the dynamic environment of modern warfare demanded that military leaders not only be adept at combat, but also possess strategic thinking ability and grasp of the evolving geo-political landscape. The CAS congratulated the course participants for successfully completing the rigorous program. While concluding, the CAS complimented the mentors who guided the participants through the programme and urged them to continue with the same zeal in the forthcoming editions of the WASP.

In the first session of the Seminar, the participants presented their papers on the topics of ‘Examining International Relations through India’s Strategic Culture’ and ‘Military Outlook through Strategic Partnerships’. This was followed by the second session, which saw them discussing ‘Evolution of Civil-Military Relations in India’ and ‘Imperatives of Evolving Security Environment on Future Contours of Civil-Military Fusion (CMF).

CCRAS Hosts National Consultative Meet on Traditional Medicine

 Fostering a pioneering effort in aligning traditional medicine research with global standards and priorities the Central Council for Research in Ayurvedic Sciences (CCRAS), an apex autonomous organization under the Ministry of Ayush, has signed two MoU’s with Shri Krishna Ayush University, Kurukshetra & Dabur, a leading Ayurvedic company in India.  CCRAS also launched its new and updated website.

The first of its kind consultative meet brought together representatives from diverse domains of Traditional Medicine (TM) in India, including policymakers, academic institutions, researchers, patients, and industry stakeholders. The aim is to identify and prioritize key research areas across various traditional medicine systems such as Ayurveda, Siddha, Unani, and Homeopathy.

These announcements were made during the one-day National Consultative Meet on “Research Priority Settings in Traditional Medicine” on June 24, 2024, at the India Habitat Center, New Delhi, held in collaboration with the WHO-SEARO (World Health Organisation – South East Asia Region office) office and WHO-GTMC (World Health Organisation – Global Traditional Medicine Centre)

On this occasion,Vaidya, Secretary, Ministry of Ayush Rajesh Kotecha  said “The objective is to ensure effective utilization of funds and address critical areas of need within traditional medicine, including medicinal plant research, quality, safety, and efficacy studies, pre-clinical validations, rational use of traditional medicines, clinical trial monitoring, medical anthropology, and the digitalization of ancient medical literature and thereby supporting its global acceptance and integration”.

Director General, CCRAS, Prof. (Vaidya) Rabinarayan Acharya, said “We wanted to chart a research roadmap for the next decade and lay the groundwork for a decade-long research strategy in traditional medicine and align efforts with WHO guidelines. These two Mou’s with

Vice Chancellor of Sri Krishna Ayush University, Kurukshetra, Haryana, Prof.  Kartar Singh Dhiman, emphasized the importance of MoU and under its ambit both parties will look at fostering the path for academic and research collaborations that provides opportunity to researchers and scientists for exchange of ideas through workshops, seminars. Setting research priorities is a critical endeavor that guides the allocation of resources, shapes scientific agendas, and influences the direction of innovation and discovery. Setting research priorities in traditional medicine is need of the hour as increase in demand and the global accessibility and acceptability of systems fosters the need for same. The identified areas will shape the roadmap of policies for traditional medicine at regional or global level.

Around 150 stakeholders representing Ministry of Ayush, NITI Aayog, Heads of Research Councils from different streams of traditional medicine and homeopathy in India, Vice-chancellors of various reputed universities, Directors of National Institutes under ministry of Ayush, ICMR- NITM, CSIR, RIS-FITM, JNU New Delhi, WHO-SEARO, WHO-GTMC, policy makers, pharmacy representatives and media persons. The Round table discussions among Expert working groups shaped the prioritization exercise followed by a plenary session including the way forward. Dr. G P Prasad, Assistant Director (In-charge) of National Institute of Indian Medical heritage (NIIMH), a recently designated WHO Collaborating Center for Traditional Medicine in India and a co-organizer of this event points out that prioritization fosters the preservation and documentation of traditional knowledge, protecting cultural heritage and biodiversity associated with medicinal plants and indigenous healing practices.

 India’s Nuclear Power generation capacity is to increase by around 70 percent in the next 5 years”, says Union Minister Dr. Jitendra Singh while convening a high-level meeting to review the 100 days Action Plan of the Department of Atomic Energy here today.

This is the first Atomic Energy related meeting convened by Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh after he reassumed charge as Minister in the Modi Govt 3.0.

Highlighting India’s progress in nuclear energy and renewable energy in the energy landscape, Dr Jitendra Singh said “Installed capacity of 7.48 GWe will become 13.08 GWe by 2029, which is over 70 percent increase with addition of 7 new reactors. He also took stock of the already operational projects and gave directions for upcoming plans.

Dr. Jitendra Singh directed the department to integrate and collaborate to harness full potential, by capacity building and sharing of knowledge, resources and expertise. The Minister emphasized on indigenous development of technology. He said, “Indigenous technology development and promoting energy security should be our priority.” He recalled that this government has allowed Joint Ventures with public sector units, increasing budget through collaboration, use of next generation technologies, and increasing cooperation. Speaking on the ease of doing research and scaling up activities he said we are giving single point approval to promote ease of science and promote ease of living for citizens by application of nuclear technology.

Dr. Jitendra Singh informed that the department is suitably designing the 220MW Pressurized Heavy Water Reactor (PHWR) to use a Bharat Small Reactor (BSR) for captive nuclear power generation. He also informed that DAE is also working on Bharat Small Modular Reactor (BSMR) 220 MW to use light water-based reactors by replacing Calandria by pressure vessel.

According to Dr, Jitendra Singh, BHAVINI, a public sector undertaking is in progress to complete initial fuel loading of Prototype Fast Breeder reactor and its 1st approach to criticality is expected in the coming months. This is the 1st fast breeder reactor to produce more fuel than it consumes.

The minister emphasized that along with energy security, health and food security, Radiopharmaceuticals & nuclear medicine, agriculture, and food preservation should also be focused. Adding further he said, development in radiation technology will lead to economic and societal benefit of common citizens and promote ease of living and promote research in basic, applied and translational sciences using subatomic particles.

Dr. Ajit Kumar Mohanty, Chairman, Atomic Energy Commission and Secretary, Department of Atomic Energy along with senior officials of the department were present for the review meeting.

Dr. Ajay Kumar Sood, PSA to Government of India along with Prof. Abhay Karandikar, secretary, DST ; Dr. Rajesh Gokhale, Secretary,DBT along with senior scientists of ISRO and CSIR were also present.

Dr. Jitendra Singh sensitized senior officials on the PM’s plan for 100 days. He also discussed plans to revamp CSIR to increase its efficiency and contribution in the country’s progress.

Union Minister Shri Shivraj Singh Chouhan officially takes charge of Ministry of Rural Development

 Union Minister Shri Shivraj Singh Chouhan today took charge of the Ministry of Rural Development. Addressing the media after taking charge, the Minister said that rural development is the priority of Prime Minister Narendra Modi and several schemes are being implemented in this direction. Shri Chauhan said that schemes like Pradhan Mantri Gram Sadak Yojana (PMGSY) has changed the rural landscape of the nation. Talking about the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), he said that it is a huge employment generator and there is now an emphasis on creating assets under the scheme. He said there has been revolutionary progress in rural development under leadership of PM Modi and empowering three crore lakhpati didis is a dream for him. Shri Chauhan said the scheme is very close to his heart and his government is committed to ensure justice for the female population of the country. The minister said woman empowerment is a mission for the government and self – help groups are playing an important role for it. The rural development minister also said that his Ministry will work to achieve the tasks set up in the 100-days plan of the government.  He also mentioned the decision taken by the union cabinet to construct three crore more houses under the Pradhan Mantri Awas Yojana.

 

Later, he held a meeting of senior officials of the Ministry and underscored the need for transparency in Ministry functioning. He also handed government manifesto for rural development and called upon everyone to work towards its fulfilment.

 

Minister of State in Rural Development Shri Kamlesh Paswan also took charge of his portfolio today. The hon’ble Ministers were welcomed by department Secretaries and other senior officials of the Ministries.
