Date: 12th February 2025
Venue: Vivekanand Conference Hall, MANIT Bhopal

Bhopal, 12th February 2025 – An interactive session between the Director, esteemed experts, and PhD scholars of MANIT was conducted at the Vivekanand Conference Hall. The session focused on providing guidance on crucial aspects of research, including research metrics, journal selection, societal and industrial relevance of research, and the importance of timely completion of PhD programs.

Fig. Research Publication Trends of MANIT indexed in Scopus

The session began with a discussion on the basics of research metrics, where the significance of impact factor, h-index, citation index, and other evaluation parameters was highlighted. Scholars were advised to focus on the quality and novelty of their research rather than solely on numerical metrics. Following this, scholars presented their research progress and received constructive feedback from the experts. The importance of structured research planning and setting regular milestones was emphasized to ensure timely completion.

Experts then provided guidance on selecting reputable journals based on indexing, peer-review standards, and relevance to the research domain. Scholars were encouraged to avoid predatory journals and aim for Scopus, Web of Science, and UGC-CARE-listed journals. The discussion also underscored the need to align research with real-world problems and societal needs. Opportunities for collaboration with industries and governmental bodies were explored to enhance practical applications, and scholars were encouraged to explore patents, technology transfers, and start-up ideas arising from their research.

One of the key concerns addressed was the timely completion of PhD programs and avoiding the ‘slow poison’ of prolonged stipend dependency. The adverse effects of extended PhD durations and over-reliance on stipends were highlighted, and scholars were motivated to complete their research within the stipulated timeframe to contribute effectively to academia, industry, or policy-making. The importance of skill development and networking for post-PhD career opportunities was also stressed.

The session was highly interactive and insightful, offering scholars valuable perspectives from the Director and experts. The discussion reinforced the importance of quality research, timely completion, and the broader impact of scholarly work on society and industry. Scholars were encouraged to remain dedicated, innovative, and socially responsible in their research endeavors.

United Service Institution of India to organise Annual UN Forum 2023 on ‘International Humanitarian Law & Peacekeeping’ in New Delhi

 United Service Institution of India (USI), the country’s oldest think-tank established in 1870 for research and debate on national security and military affairs, is organising its Annual UN Forum 2023 in New Delhi in November 21-22, 2023. The forum on ‘International Humanitarian Law and Peacekeeping’ is being organised in collaboration with the International Committee of the Red Cross and the Centre for UN Peacekeeping Operations.

With contemporary UN peacekeeping missions increasingly being deployed in volatile environments characterised by asymmetric warfare, ensuring adherence to International Humanitarian Law (IHL) principles has become critical. However, applying IHL norms presents challenges arising from the complexity of modern conflicts, actions by non-state actors and blurred lines between combatants and civilians in urban battlespaces.

Against this background, the forum aims to discuss the applicability and limitations of implementing IHL frameworks in UN peace operations through an interactive, multi-stakeholder approach. The sessions will enable a deeper examination of some of the contemporary issues like the protection of civilians, accountability for crimes against peacekeepers, the role of women in peacekeeping operations, and leveraging technology for more effective operations.

The forum will involve insightful perspectives presented by both academicians and practitioners who have first-hand experience of peacekeeping challenges. Keynote addresses will be delivered by senior officials from the Indian Armed Forces and the Ministry of External Affairs. The forum will be held over two days as under:

  • Session 1 will discuss application of IHL principles to peacekeeping given situations involving non-state actors and urban warfare.
  • Session 2 will analyse constraints to protection of civilian mandates and overcoming them by integrating IHL norms.
  • Session 3 will examine legal frameworks to ensure accountability when peacekeepers are targeted, and measures to enhance their protection.
  • Session 4 will focus on the importance of gender-inclusive peacekeeping and challenges for women peacekeepers.
  • Session 5 will discuss utilising technology for more effective peacekeeping through data analytics, AI and advanced surveillance.

The event will conclude with a plenary session aimed at consolidating takeaways for peacekeeping practitioners and providing recommendations to further informed discourse on IHL and its integration into UN peace operations. The dialogues during the forum can contribute to developing training modules and policy frameworks to make peacekeeping more effective while ensuring the rights and safety of peacekeepers and civilians.

36th Annual Conference and Literary Festival of All India Santali Writers’ Association at Baripada, Odisha

 The President of India, Smt Droupadi Murmu graced the inaugural session of the 36th Annual Conference and Literary Festival of All India Santali Writers’ Association at Baripada, Odisha today (November 20, 2023).

Speaking on the occasion, the President appreciated writers and researchers who are contributing to the Santhali language and literature. She appreciated that All India Santali Writers’ Association has been promoting Santhali language since its establishment in 1988. She noted that use of Santhali language has been increased in government and non-government sectors, after its inclusion in the Eighth Schedule of the Constitution on 22 December, 2003. She remembered former Prime Minister, Shri Atal Bihari Vajpayee, on the occasion, during whose tenure Santhali language was included in the Eighth Schedule.

The President said that most of the Santhali literature was available in the oral tradition. Pandit Raghunath Murmu has not only invented the Ol Chiki script, but he has also further enriched the Santhali language by composing plays like ‘Bidu Chandan’, ‘Kherwal Bir’, ‘Darege Dhan’, ‘Sido- Kanhu – Santhal Hool’. She highlighted that many Santhali writers are enriching Santhali literature with their works. She said that it is a matter of pride that Damayanti Besra and Kali Pada Saren – popularly known as Kherwal Saren – have been honoured with Padma Shri in 2020 and 2022 respectively for education and literature.

The President said that authors are vigilant watchdogs of society. They make society aware and guide it through their work. Many litterateurs showed path to our national movement during the freedom struggle. She urged writers to continuously create awareness in the society through their writings. She stressed that creating awareness among the people of tribal communities is an important task. She said that building a strong and vigilant society is possible only through continuous awareness.

The President said that literature is a mirror of the culture of a community. She said that natural co-existence of humans with nature is seen in the tribal lifestyle. She added that the tribal communities believe that the forest does not belong to them but they belong to the forest. She highlighted that today climate change is a huge problem and nature-friendly living is very important to tackle this issue. She urged writers to write about the lifestyles of tribal communities so that other people could know about the life values of tribal society.

The President said that India is a beautiful garden of different languages and literatures. She added that language and literature are the subtle threads that bind the nation together and literature is enriched by extensive exchange between different languages which is possible through translations. She said that readers of Santhali language should also be introduced to the literature of other languages through translation. She underlined the need for similar efforts to make Santhali literature reach the readers of other languages.

The President said that there is a need to keep children engaged in self-study right from the beginning. She added that that anyone can become a good reader by doing self-study since childhood. She highlighted the need to create entertaining and comprehensible children’s literature. She stated that emphasis should be laid on creating interesting children’s literature not only in Santhali literature but in all Indian languages.

International Conference of the Indian Navy – the Indo-Pacific Regional Dialogue (IPRD

 The annual apex-level international conference of the Indian Navy – the Indo-Pacific Regional Dialogue (IPRD) – will be held in New Delhi from 15 to 17 November 2023. The event will include a Keynote Address by Shri Jagdeep Dhankhar, the Hon’ble Vice President of India on 15 Nov 23, and a series of Special Addresses by Union Ministers and senior officers of the Government of India, designed to provide overarching guidance to the deliberations of this mega conference (https://maritimeindia.org/indo-pacific-regional-dialogue-2023/)

The IPRD follows hard on the heels of the Goa Maritime Conclave 2023, which had been conducted by the Indian Navy from 29 to 31 Oct 2023 in Goa (https://www.pib.gov.in/PressReleasePage.aspx?PRID=1973395). In terms of conceptual positioning, the Goa Maritime Conclave seeks to project the Indian Navy’s cooperative engagement at the strategic-operational level, by providing a forum for the Chiefs-of-Navy and Heads of Maritime Agencies in the Indian Ocean Region.   The IPRD, on the other hand, is the principal manifestation of the Navy’s international engagement at the strategic-level, addressing ‘holistic’ maritime security issues across the Indo-Pacific

The first two editions of IPRD were held in 2018 and 2019 respectively at New Delhi.  IPRD 2020 was cancelled due to the Covid-19 outbreak. The third edition of IPRD was held in 2021 in online mode and the fourth edition was conducted, reverting to a physical format, at New Delhi in 2022.

The National Maritime Foundation (NMF) is the Indian Navy’s knowledge partner and chief organiser of each edition of the IPRDwhich aims to review various maritime trends within the Indo-Pacific region, the regional opportunities and challenges that arise therefrom, and foster the exchange of solution-oriented dialogue amongst key stakeholders.

Theme of IPRD-2023

The overarching theme of IPRD-2023 is “Geopolitical Impacts upon Indo-Pacific Maritime Trade and Connectivity”.   This year’s edition of the IPRD builds upon the previous one, which focussed upon ‘Operationalising the Indo-Pacific Oceans Initiative (IPOI)’, by specifically addressing the ‘Trade, Connectivity and Maritime Transport’ pillar of the IPOI.  Both ‘Trade’ and ‘Maritime Transport’ are, of course, segments of maritime connectivity.

The Hon’ble Prime Minister of India, Shri Narendra Modi, had espoused the principle of “responsible maritime connectivity” in his remarks at the UNSC high-level open debate on “Enhancing Maritime Security: A Case for International Cooperation” on 09 August 2021, in which he specifically emphasised three key aspects in marine infrastructure creation, namely,  the physical sustainability of such projects, the absorption capacity of the countries where such infrastructure is proposed to be developed, and  appropriate global norms and standards for the creation of marine infrastructure.  However, geopolitical disturbances, wherever they might occur, pose significant maritime challenges, including adverse impacts upon trade and maritime connectivity.  These challenges have been evident in the events that have occurred in recent years — from the COVID-19 pandemic to the maritime manifestations of the rash of escalating tensions, as also armed conflicts, that are breaking-out across a world increasingly embroiled in geopolitical contestations.

Therefore, IPRD-2023 will, through the agency of a series of globally renowned subject-matter experts and eminent speakers, explore geopolitical impacts upon Indo-Pacific maritime trade and connectivity through six professional sessions spread over a three-day period.  The sessions are:

(1) Nodes of Maritime Connectivity;

(2) China’s Impact vis-à-vis Maritime Connectivity across the Indo-Pacific;

(3) Maritime Connectivity through Shipping and Trade;

(4) Maritime Connectivity through Shipping and Trade (Part 2);

(5) Private Industry in the Safety and Security of Indo-Pacific Maritime Trade and             Shipping; and

(6) Maintaining a Rules-based, Safe, and Secure Indo-Pacific.

Practitioners and domain-experts from within the Government of India, Indian defence industry, and Indian academia will also enrich the conference by their presence and contributions.

International participation in IPRD 2023 will be through eminent speakers from 16 countries, who are expected to offer diverse regional perspectives on the subject, as also through the presence of representatives of the various embassies and high commissions in New Delhi.

As with previous editions of the IPRD, participation of the vibrant student community and scholars, eminent citizens, military practitioners, members of the diplomatic corps, and think-tanks from India and abroad will add effervescence to this event.

Climate Change Narrative from Total Emissions to Per Capita Emissions of each country

The Union Minister for Power and New & Renewable Energy Shri R. K. Singh has called for a change in the global climate change discourse and narrative, shifting from a focus on total emissions to per capita emissions of each country. “India’s per capita emissions are one third of global average, one of the lowest in the world; despite that, the developed countries until recently had been putting pressure on large countries like India, to reduce emissions. Their per capita emissions remained 3 – 4 times the global average. The narrative was on total emissions of each country.”

“Point of comparison should be Per Capita Emissions”

The Minister asserted that the narrative and discourse should not be about total emissions. “If we talk about total emissions, the country with minimum emissions could be an island nation with small population, even though they may be consuming huge amounts of energy and emitting huge quantities of carbon dioxide per person. Hence, the point of comparison has to be per capita emissions. This is the change in discourse which is needed, and I want institutions like TERI to talk about this.”

The Minister said this, during his Presidential Address at the Twenty-Second Darbari Seth Memorial Lecture, held in New Delhi today, August 25, 2023, in memory of Late Shri Darbari Seth, the founder of TERI.

Noting that developed countries would talk about phasing out of coal, but not about phasing out of natural gas or other fossil fuels, the Minister exhorted TERI to come out with studies on climate actions by various countries. Once the global South starts controlling the narrative, the world will be a much fairer place, said the Minister, adding that India has been insisting on phasing out of all fossil fuels.

Speaking about India’s actions towards reducing carbon emissions, the Union Minister said that India has achieved its NDC target of 40% of our installed electricity capacity coming from non-fossil energy sources nine years ahead of schedule, in 2021 itself. “Today, 43% of our capacity is from non-fossil fuel sources. No other country has added renewable energy capacity at a rate at which we have done. We pledged at COP-21 in 2015, that we will reduce our emissions intensity by 33% by 2030; we did this by 2022, eight years in advance. So, in Glasgow, we have said that by 2030, we will have 50% of our capacity coming from renewables and that we will reduce our emission intensity by 45%. We will achieve that too well before time.”

“The truth needs to be told, developing countries need space to grow”

Shri Singh said that the developed countries have reached their peak of development; so, their emissions will either remain static or come down. “However, the building stock of developing countries will multiply, since we are developing; we will need more cement, steel and aluminium to construct those buildings and plants. This will lead to more emissions. So, we need space to grow. This point needs to be made by think tanks like TERI, that this is the space which is required by developing countries to grow.”

The Minister said that the nation is not going to compromise on the availability of energy for our growth, adding that the country is responsible for only 4% of legacy carbon dioxide load in the environment, whereas our population is around 17% of world population.

The Minister said that this discourse needs to be changed not at only at the level of world leaders, but also among the people around the world in the developed countries. “The truth needs to be told, I want institutions like TERI to step up and change the discourse.”

“Can you imagine someone thinking about climate change in the year 1974?”

Paying tribute to Shri Darbari Seth, the founder of The Energy and Resources Institute (TERI), the Union Power and New & Renewable Energy Minister asked the gathering, “can you imagine someone thinking about climate change in the year 1974?” The Minister said that this occasion serves to honour Shri Seth’s unwavering determination, entrepreneurial spirit, and strength of mind. “As a towering figure of his era, Shri Seth moulded Tata enterprises’ destiny, dedicating his time and effort fervently to the noble cause of sustainable development. This commitment steered TERI’s journey, propelling it toward a future committed to fostering a greener world and a safer planet.”

The Minister said that the organization which Shri Seth founded has grown and spans the total spectrum of issues which affect sustainability. “TERI has done well. It has earned reputation for probity and publications which we can rely upon.”

The 22nd Darbari Seth Memorial Lecture

He said that men like him leave behind enduring legacies and uplift the generations that follow.”

Shri Sharma said that TERI has grown from humble beginnings into a globally renowned institution at the forefront of sustainable development and environmental research and that the institute has taken pioneering steps in addressing climate change. He said that the institution must continue to push the boundaries of knowledge, drive transformative change and advocate for policies which promote sustainable development.

“Tata Group has committed to Net Zero aspiration by 2045”

Speaking of the need for a just energy transition and recounting India’s climate action commitments including climate justice and sustainable lifestyles, the speaker said that the Tata Group as a responsible partner in national development has committed to a Net Zero aspiration by the year 2045, riding on the pillars of deep decarbonization, circular economies and preserving nature and biodiversity.

“Citizens need to come together and build new frameworks to address the climate crisis”

Speaking of the climate crisis, Shri Sharma pointed out that markets have a critical role in shaping the future of India’s economy, highlighting the need for cross-sectoral collaboration among academia, civil society, private sector and the state. “India’s response to climate change has major repercussions, both domestically and globally. While India has become a world leader in promoting policies and practices for addressing climate change, mitigation of risks cannot rest with the state alone.”

The speaker said that citizens need to come together and build new frameworks to respond to the crisis. Here, institutions like TERI can not only find solutions for the nation but also influence global responses based on India’s learnings, he added.

The Tata Trusts CEO spoke also of the philosophy of the Tata Group and the contribution of the Group to nation building over its long history since 1868. He said that the Tatas represent one of the finest examples of a distributive model of wealth, where a substantial portion of the profits of businesses are shared with the communities from which they are derived, in the form of welfare initiatives.
