1.               
Objective

To provide financial assistance to meritorious students from poor
families to meet a part of their
day-to-day expenses while pursuing
higher studies.

 

2.               
Scope

The scholarships are awarded by Ministry of Education, Government of
India on the basis of results of
Higher Secondary / Class XII Board Examination. A maximum of 82,000 fresh scholarships per annum are provided for pursuing graduate
/ postgraduate degree in
colleges and universities and for professional courses, such as Medical,
Engineering etc.

 

3.               
Allocation of Scholarship

The total number of scholarships are divided amongst the State Education
Boards based on the State’s
population in the age group of 18-25 years, after segregating share of CBSE and ICSE on the basis of
number of students passing out from various Boards
in the country. 50% of the
scholarships are earmarked for girls. Out
of the total scholarship slots
earmarked for UTs of Jammu & Kashmir and Ladakh, 3% slots shall be earmarked
for the students from the UT of Ladakh. The number of scholarships allotted
to a State Education Board is distributed amongst pass outs of the Humanities, Science and Commerce
streams in the ratio of 3:3:1. In case of shortfall
in the number of applications, the scholarship slots shall be interoperable among categories (Gen, OBC, SC & ST),
gender (Female, Male) and State Quota to maximize
use of slots for fresh scholarships with effect from academic year 2022-23, subject
to the condition that guidelines of Ministry of Finance
and NITI Aayog regarding SC/ST fund allocation of the
schemes are adhered to.

 

4.               
Eligibility for Scholarship

i.            
Students who are above 80th percentile of
successful candidates in the relevant stream
from the respective Board of Examination in Class XII of 10+2 pattern or equivalent;


ii.           
Pursuing regular degree courses and not
correspondence or distance
mode or pursuing Diploma courses;

iii.            
Pursuing courses at colleges/institutions recognized by All India Council for Technical Education and respective Regulatory Bodies concerned;

iv.            
Not availing benefit
of any other scholarship schemes
including State run scholarship schemes/
fee waiver & reimbursement scheme;

v.           
Students with gross parental/family income upto Rs. 4.5 lakh per annum are eligible for scholarship under the scheme.
Income certificate will be required only for the fresh applicants;

vi.            
Student changing his/ her college/institute of study will be allowed
to continue/renew the
scholarship provided the course of study and the institution is having valid AISHE Code; The AISHE code can be checked in the portal
https://aishe.gov.in/aishe/aisheCode

vii.           
Students who missed to apply for renewal of
application online on NSP will be allowed
to apply for renewal of scholarship for subsequent year on NSP, if he/she fulfils
eligibility condition for renewal;

viii.            
For renewal of scholarship in each year of study,
besides getting at least 50% marks in
the Annual Examination, maintenance of adequate attendance of at least 75%, will also be the criteria. Complaints
against the student regarding any in disciplined
or criminal behaviour including any complaints of having indulged in ragging,
will lead to forfeiture of scholarship;

ix.            
Beneficiaries/ Applicants under the scheme must apply
online in the National Scholarships
Portal (www.scholarships.gov.in) for the fresh/ renewal scholarships. Fresh/Renewal applications sent directly
to the Ministry of Education shall not be accepted.

 

5.           
Reservation

Students belonging to reserved categories/weaker sections /minorities
etc. are eligible to get benefit of reservation on the basis of merit, subject to Central
Reservation Policy [i.e. 15% seats
are earmarked for SCs, 7.5% for STs and 27 % for OBCs and 5% horizontal
reservation for Persons with Disabilities (PwDs) in all the categories]. The Central Reservation Policy will be
applicable in filling the slots against each
year’s target. If slots under a specific group is not filled after
considering all the States/UTs, the
vacant slots will be allocated to other categories so that maximum number
of eligible students
can get the benefit, subject to overall ceiling of slots.


6.               
Procedure for Application

i.            
The applications are received online only. Verification of credentials of the students
like caste, educational qualifications etc. are done through DIGILOCKER facility of the MeITY, Govt. of India.

ii.           
National Scholarships Portal (NSP)
(www.scholarships.gov.in) will provide the timelines
for opening & closing of the portal.

iii.            
The Guidelines for application, verification, selection and disbursement of scholarship will be as per the NSP.

iv.            
Selection list would be generated/displayed on NSP.

v.           
Online applications will be verified at two levels i.e
by the Institute, where the student is studying and thereafter by the concerned
State Higher Education
Department or any other Agency/ Official nominated by the State as State
Nodal Agency (both for fresh and
renewal applicants).

vi.            
Latest guideline on Timelines
will be made available on NSP.

vii.           
Students will not be permanently debarred for
scholarships due to delay to renew or
verification. However, students will have to submit renewal applications within a cut-off date. Renewal for that year will
not be allowed if an applicant misses this
deadline.

 

7.      Rate and Duration
of Scholarship (from financial year 2022-23)

The rate of scholarship is Rs.12,000/-per annum at Graduation level for
first three years of College and University courses
and Rs.20,000/-per annum at Post- Graduation
level. Students pursuing professional
courses, in case, where the duration of course
is five (5) years/Integrated course
will get Rs. 20,000/-per annum in the 4th
and 5th year. However,
students pursuing technical
courses such as B.Tech, B.Engg.
will get scholarship up to graduation level only i.e. Rs. 12,000
p.a. for 1st, 2nd and 3rd year and Rs. 20,000 in the 4th year.

Note: The rate of scholarship
is Rs.10,000/-per annum for first three years of fresh/ renewal scholarships with respect to academic year 2021-22, even
if the actual release happens in FY
2022-23.

 

8.      Payment of Scholarship

Students are required to have the bank accounts opened, especially, in
their name for availing the benefits
under the scheme. The scholarship will be disbursed directly into the savings bank accounts of the beneficiaries through Direct Benefit Transfer (DBT)


mode. The student can track
their payment status from the template “Know Your Payment”    in    the  
 Public  
 Financial    Management    System  
 (PFMS)  
 portal
[ https://pfms.nic.in/Users/LoginDetails/Login.aspx%5D either by indicating Aadhaar number or bank 
account number or NSP
Application ID.

 

9.      For Colleges/Universities

College and Universities will apprise the students about the “PM-USP
CSSS” during admission. Aadhaar based authentication of Institute Nodal Officer (INO)/ State Nodal Officer (SNO) is mandatory for every Institution/State before verification of the applications. INO/SNO should be a regular employee.

 

10.  For State Government/State Boards

Adequate publicity of the scheme may be initiated through the Schools/
Colleges/ Institutions to create
awareness and to facilitate/ assist the applicants in rural area to apply for
scholarship online on NSP.

Chief Minister’s Urban Leaders Fellowship (CMULF) programme

 The present government of NCT of Delhi came to power in February 2015 on the basis of a manifesto crafted through an extensive series of ‘Delhi Dialogues’ with all sections of society. With an innate belief that the process of dialogue should be carried forth even after the formation of government, the Aam Aadmi Party-led Delhi Government constituted the Delhi Dialogue Commission vide its Cabinet Decision no. 2131 dated 27th February 2015.

The Commission was formed with the aim of providing a unique model of collaborative and inclusive development in Delhi. It was set up to bridge the knowledge and capacity deficit in the government, and to take advantage of the vast pool of domain expertise that lies outside the government. The Commission was tasked with the role of considering ideas, identifying the best practices and policies from around the world, and translating these into concrete recommendations to the Government of NCT of Delhi.

Since its formation, the Commission has submitted a number of policy reports and recommendations to the Government of NCT of Delhi on a wide array of development issues. These issues include an infant health insurance scheme, establishment of a Health Care Corporation in Delhi, Delhi Solar Policy, leveraging technology for dengue vector surveillance, piloting of battery electric buses etc.

The Dialogue and Development Commission of Delhi is envisioned as a think-tank of the Government of National Capital Territory of Delhi advising the government in finding sustainable, people centric solutions to the critical development challenges facing Delhi.

DDC Delhi has the following four broad functions:

1) Policy Design: Consider ideas, innovations, best practices nationally and globally, evidence of impact in a core set of policy areas and translate them into concrete policy recommendations for the Government of National Capital Territory of Delhi.

2) Support Policy Implementation: Support expeditious implementation of critical reforms by developing innovative models of contracting, model RFPs, leveraging technology and by actively bridging knowledge and capacity gaps, if any.

3) Promote Participatory Governance: Establish platforms that bridge the gap between government and external stakeholders such as the private sector, civil society, academia and communities in effective design and implementation of policies and government schemes.

4) Monitoring, Evaluation and Learning: Promote the use of data, evidence and modern monitoring and evaluation techniques for improved policy-making and better delivery of public services. Further, document the impact of reforms and policy innovations of the Government of National Capital Territory of Delhi to facilitate internal and external learning.

To fulfill its mandate, the Dialogue and Development Commission of Delhi’s work is organized around the following six sectors/verticals:

1) Social Sector: The Social Sector team advises and assists the government’s work in following areas:

  • a. Provide world-class education to every child, from early childhood education and higher education with a particular focus on outcomes of quality education.
  • b. Provide affordable and accessible healthcare facilities for all within the framework of a three-tiered universal healthcare system comprising of Mohalla Clinics, polyclinics and hospitals for tertiary care.
  • c. Ensure the welfare, social security and safety of all vulnerable sections such as children, women, elderly, SCs/STs, transgender, unorganized workers etc.

2) Environment: The Environment team advises and assists the government’s work in the following areas:

  • a. Reduce air pollution and carbon emissions substantially from current levels by forming a scientific understanding of underlying sources, and implementing innovative, evidence-backed mitigation measures.
  • b. Clean-up Yamuna by ensuring no untreated water flows into the Yamuna and develop a beautiful
  •  river side on the Yamuna, which will play a big role in maintaining the Yamuna  Eco system and creating a new tourist destination.
  • c. Make Delhi among India’s cleanest cities by working in close coordination with Municipal Corporations to get rid of open dhalavs and institute modern practices for collection, transportation & disposal of solid waste.

3) Transport and Infrastructure: The Transport and Infrastructure team advises and assists the
 government’s work in the following areas:

  • a. Create a world-class and affordable public transportation system comprising of buses, metro and efficient last-mile connectivity that gives priority to electric vehicles and non-motorized modes of transport.
  • b. Build well-designed, beautifully landscaped and safe roads that cater to the needs of all its users – the essential hallmark of a world-class city.
  • c. Provide dignified housing and essential services to all residents of Delhi with a focus on the needs of slum dwellers and residents of unauthorized colonies.

4) Economy: The Economy team advises and assists the government’s work in the following areas:

  • a. Undertake reform measures for the continued growth of Delhi’s economy including modernization of market and industrial areas, furthering the ease of doing business, nurturing the growth of culture and creative economy and establishing Delhi as the nation’s hub for start-ups.
  • b. Promote the growth of quality jobs and employment opportunities by investing in world-class skill training and better industry-government collaboration in labor-intensive sectors.
  • c. Undertake all possible steps to increase the participation of women in Delhi’s economy, including initiatives that connect housewives with job and business opportunities from or near their homes.

5) Governance: The Governance team advises and assists the government’s work in the following areas:

  • a. Establish and nurture platforms of participatory governance that bridge the gap between government and external stakeholders such as the private sector, civil society, academia and communities ineffective design and implementation of government schemes and policies.
  • b. Undertake appropriate administrative and institutional reforms to ensure that public institutions and governance in Delhi is capable of serving the needs and aspirations of the national capital of 21st century India.
  • c. Encourage the usage of modern IT and e-governance tools for transparent and efficient administration.
  • d. Promote a culture of research and innovation to address the most critical development challenges facing Delhi.

6) Monitoring, Evaluation & Learning: This team advises and assists the government’s work in the following areas:

  • a. Strengthen the use of data and modern monitoring tools such as Outcome budgeting, performance dashboards, 
  • high-frequency monitoring etc. for timely course corrections and improved policy implementation.
  • b. Conduct independent surveys and rigorous evaluations of government schemes and policies, either internally (for small/rapid assessments) or in collaboration with external organizations to generate insights on which programmed work and why.
  • c. Act as a knowledge hub on policy innovations and impact of various reforms of Government of National Capital Territory of Delhi and facilitate internal and external learning by publishing policy briefs, case studies, white papers etc. and hosting seminars and conferences.

Scholarship scheme under AICTE to encourage girls students

 To encourage girl students to pursue Technical Education, the All India Council for Technical Education (AICTE) has been implementing scholarship scheme namely AICTE Pragati Scholarship Scheme since 2014-15. Under the scheme, a sum of Rs. 50,000/- per annum is disbursed to selected girl students as per the following criteria.

  • Students admitted in AICTE approved institutions in 1st year of Degree/ Diploma level course or 2nd year of Degree/ Diploma level course through lateral entry.
  • Maximum two girls per family.
  • Total income of the family less than Rs. 8 lakh per annum.
  • 10,000 scholarships per annum from 23 States/UTs (5000 for Diploma and 5000 for Degree).
  • All eligible girl students from remaining 13 States/UTs (including North Eastern Region, Jammu &Kashmir etc.)
  • Reservation-7.5% for ST, 15% for SC, and 27% for OBC candidates/applicants.

Pre-matric Scholarship for Students with Disabilities

About theProgram

The Department of Empowerment of Persons with Disabilities, Government of India invites applications for NSP Pre-Matric Scholarship for Students with Disabilities 2020-21 from physically challenged students of Class 9 and 10. The key objective of the scholarship is to support the students with disabilities for their studies and prepare them to earn their livelihood and find a dignified place for themselves in society.

Step 2: Read the guidelines carefully, select the undertaking and ‘Continue’.
Step 3: Select the state of domicile, scholarship category (Pre Matric), scheme type (scholarship scheme), gender, write the applicant’s name, date of birth, mobile number, email ID.
Step 4: Provide the bank details (Bank name, IFSC Code, Account Number)
Step 5: Select Aadhaar or Bank Account Number as identification detail and click on the ‘Register’ button.
Step 6: The mobile number will be verified and an OTP will be generated.
Step 7: Now, log in using OTP and fill the form.
Step 8: An application ID and password will be generated. Use that for future references.
Note: All the applicants are advised to fill the form correctly, no changes can be made once submitted. The applicants are also advised to fill only one application as multiple applications will lead to the cancellation of the form.

The following factors will be taken into consideration for selecting the scholars –

Note: In case of a tie in marks obtained by the students, the selection will be based on the percentage of disability. Furthermore, if a tie still prevails, the age will be taken into consideration and the older candidate will get the preference.

Terms and Conditions
50% of the total scholarships are reserved for the female candidates. However, in case of the adequate number of female students are not available, the unutilised slots can be utilised by the suitable male candidates.
Not more than two children with disabilities of the same parents can avail benefits under this scheme.
The final selection of the candidates will be done by the Department of Empowerment of Persons with Disabilities based on the recommendations of the concerned state government department.
The amount of scholarship will be directly transferred into the bank account of the beneficiary through PFMS.

Step 3: Select the state of domicile, scholarship category (Post Matric), scheme type (scholarship scheme), gender, write the applicant’s name, date of birth, mobile number, email ID.
Step 4: Provide the bank details (Bank name, IFSC Code, Account Number)
Step 5: Select Aadhaar or Bank Account Number as identification detail and click on the ‘Register’ button.
Step 6: The mobile number will be verified and an OTP will be generated.
Step 7: Now, log in using OTP and fill the form.
Step 8: An application ID and password will be generated. Use that for future references.
Note: All the applicants are advised to fill the form correctly, no changes can be made once submitted. The applicants are also advised to fill only one application as multiple applications will lead to the cancellation of the form.

Selection Criteria

The selection of the candidates will be based on the following criteria:
Percentage of marks obtained in the last qualifying examination
Fulfillment of eligibility conditions
Number of scholarship slots available to the state
Percentage of disability will be taken into consideration if there is a tie for the percentage of marks

Terms and Conditions
Candidate who after passing one stage of education are studying in the same stage of education in a different subject is not eligible.
The scholarships are not awarded for training courses like Aircrafts Maintenance Engineer’s course and private pilot license course.

The Department of Empowerment of Persons with Disabilities, Government of India is offering Scholarships for Top Class Education for Students with Disabilities 2019-20 to promote quality education among students who are pursuing studies at graduate/post graduate/diploma level. The key objective of the scholarship is to recognise and promote quality education amongst students with disabilities by providing them with full financial support.

To be eligible, an applicant must:
Be pursuing studies at graduate/postgraduate degree/diploma level in notified institutions of excellence in education
Have more than 40% disability and a valid certificate for the same
Have an annual family income of less than INR 6,00,000Benefits

A total of 300 scholarships are given under this scheme. The selected candidates receive the following benefits:
Reimbursement of tuition fees and non-refundable charges paid/payable to the institute: Up to INR 2 Lakhs per annum (subject to actual amount)
Reimbursement of expenses for the purchase of a computer with accessories: INR 30,000 (one-time grant)
Reimbursement of expenses for the purchase of Aids and Assistive Devices: INR 30,000 (one-time grant)
Maintenance allowance for hostellers: INR 3,000 per month
Maintenance allowance for day scholars: INR 1,500 per month
Book grant (Hostellers and Day Scholars): INR 5,000 per annum
Special allowances: INR 2,000 per monthDocuments

Terms and Conditions
The scholarship can be given to a maximum of two children of the same family (admissible if the second child is a twin)
Scholarship for studying in any class will be given only for one year. On repeating the class, the scholarship will be withdrawn.
50% of the total scholarships will be reserved for girl candidates.
