 Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres / institutes under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including the State of Maharashtra and Uttar Pradesh. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. The brief of these schemes is as under:

Pradhan Mantri Kaushal Vikas Yojana (PMKVY): PMKVY Scheme is for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country including rural areas.

Jan Shikshan Sansthan (JSS) Scheme: The main target of the JSS is to impart vocational skills to the non-literates, neo-literates and the persons having rudimentary level of education and school dropouts upto 12th standard in the age group of 15-45 years, with due age relaxation in case of “Divyangjan” and other deserving cases. Priority is given to Women, SC, ST, OBC and Minorities in the rural areas and urban low-income areas.

National Apprenticeship Promotion Scheme (NAPS): This Scheme is for promoting apprenticeship training and increasing the engagement of apprentices by providing financial support for payment of stipend to apprentices. Training consists of Basic Training and On-the-Job Training / Practical Training at workplace in the industry.

Craftsmen Training Scheme (CTS): This scheme is for providing long-term training through Industrial Training Institutes (ITIs) across the country. The ITIs offer a range of vocational/skill training courses covering a large number of economic sectors with an objective to provide skilled workforce to the industry as well as self-employment of youth.

District-wise number of candidates trained under the schemes of MSDE during last three years (2021-22 to 2023-24) in the States of Maharashtra, Uttar Pradesh and Bihar is placed at Annexure-I.

Further, placements were tracked in the STT component of PMKVY in the first three versions of the scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Placement is delinked from PMKVY 4.0, the current version of the scheme under implementation from FY 2022-23, onwards. A robust and comprehensive assessment system is in place to accurately evaluate the skills and knowledge gained by candidates during the training process. After completing the training program, the candidate undergoes a meticulous assessment conducted with fairness and objectivity by accredited Assessment Agencies. These agencies are recognized by National Council for Vocational Education and Training (NCVET). Upon successfully passing the assessments, the candidate is awarded a certificate by an Awarding Body approved by the National Council for Vocational Education and Training (NCVET).

Imparting computer training is an integral part of the various schemes under Skill India Mission (SIM). All the courses and qualification packs developed and imparted to trainees under SIM are National Skills Qualification Framework (NSQF) aligned and have dedicated modules to impart digital and soft skills imbedded in the course. Presently, under PMKVY 4.0, the training is imparted in 17 computer related job roles like Web Developer, Software Programmer, Database Administrator, Ai- Data Scientist, AI-Data Engineer, etc. Under JSS scheme, the training is provided for the job roles like Computer Application, Domestic Data Entry Operator, Assistant Computer Operator, etc. All courses under PMKVY give over thirty hours of training on digital literacy. Also, the digital literacy is an integral part of the curriculum of the CTS training programs. Training is imparted in computer related trades like Computer Operator and Programming Assistant, Database System Assistant, Software Testing Assistant, etc. Under NAPS, apprentices can opt for the designated trades like ICT System Maintenance, CAD-CAM Operator cum Programmer, etc.

Further, the Ministry in partnership with industry is enhancing the knowledge and exposure of students in emerging technologies like Artificial Intelligence and Virtual Reality through Skill Hub Initiative (SHI), in which utilizing the existing infrastructure of schools and other educational institutions, advance vocational courses in Computer Science, AI, digital technologies etc. are imparted across the country to students of class IX to XII.

Funds released under PMKVY to the State of Gujarat is Rs. 13.08 Crore during FY 2023-24. Funds are being released under JSS scheme to Non-Governmental Organizations (NGOs) directly. The funds released to the NGOs in the State of Gujarat is Rs. 4.48 Crore during FY 2023-24. Funds are not released directly to the districts. Day to day administration as well as financial control in respect of ITIs lies with the respective State Government/ UT Administration. Under NAPS, the establishments are incentivized by way of stipend support.

Skill Development in India

 India’s education policies and skill policies should adopt a laser-like focus on learning and skilling outcomes and need to be aligned with each other, as well. This is one of the six major pillars for realizing the collective goal of ViksitBharat@2047 in the medium term, as stated in the Economic Survey 2023-24, tabled by Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman in Parliament today. Terming that the NEP (New Education Policy) 2020 provides a good framework to realise this objective, the Survey says new skilling initiatives and revamping the existing skilling initiatives should continue to be of high priority to the Government.

Skills are acquired on the foundations built by the education system, especially at the schools. Therefore, schooling should focus on the basic requirement of foundational literacy and numeracy and the realisation of grade-appropriate learning outcomes, adds the Survey. The Survey also calls upon the industry to take lead in skill creation saying it has much to gain from taking the initiative with academic institutions rather than leaving it only up to the governments to do the heavy lifting. Indeed, it should be the other way around, says the Survey.

The Economic Survey 2023-24 states that the government is taking measures to create the job and entrepreneurial opportunities that are in sync with the aspirations and abilities of India’s youth. Highlighting the significant improvement in the proportion of skilled people across all socio-economic classifications, the Survey mentions that 4.4 per cent of the youth in the age cohort of 15-29 years have received formal vocational/technical training, while another 16.6 per cent received training through informal sources.

 

The Economic Survey says that the skill development is at the centre of changes happening in education and labour markets amid the global megatrends, such as automation, action against climate change, the digitalisation of products and services, which are changing the nature of work and skills demands. It says that with one of the youngest populations, a median age of 28, India can harness its demographic dividend by nurturing a workforce that is equipped with employable skills and prepared for the needs of the industry.

The Survey mentions that India has not only recognised the potential of its young workforce but also the issues associated with skilling such a vast population. It says the National Policy on Skill Development & Entrepreneurship (NPSDE) focuses on bridging gaps, improving industry engagement, establishing a quality assurance framework, leveraging technology, and expanding apprenticeship opportunities. This, in combination with the National Education Policy (NEP), holds tremendous potential for bridging the education-employment gap in India, adds the Survey.

The Survey mentions that sixty-five per cent of India’s fast-growing population is under 35, and estimates show that about 51.25 per cent of the youth is deemed employable. However, it must be noted that the percentage has improved from around 34 per cent to 51.3 per cent in the last decade, the Survey adds.

Noting that productive jobs are vital for growth and inclusion, the survey says India’s workforce is estimated to be nearly 56.5 Crore and will continue to grow until 2044. It estimates that the Indian economy needs to generate nearly 78.51 lakh jobs annually in the non-farm sector to cater to the rising workforce. However, to create these many jobs, there is a need to create the conditions for faster growth of productive jobs outside of agriculture, especially in organized manufacturing and services, even while improving productivity in agriculture, the Survey adds.

The Survey calls for maximizing the outcomes from various skilling initiatives through convergence, and utilization of synergies with other employment-centric programmes which can further mutually benefit the two verticals. Linking skill development with Production Linked Incentive (PLI) scheme and employment-linked incentive schemes in high growth potential sectors like toy, apparel, tourism, logistics, textiles, leather sector etc. would aid upgrading of skills as production moves up the value chain. On the apprenticeship promotion front also, there remains considerable scope to add flexibility to the regulatory framework, the Survey noted.

 Shri Jayant Chaudhary assumed charge as Minister of State (Independent Charge) for Ministry of Skill Development & Entrepreneurship (MSDE) at Kaushal Bhawan, New Delhi, today. On his arrival , Shri Chaudhary was received by the Secretary, MSDE, Shri Atul Kumar Tiwari, and other senior officials of the Ministry.

Loneliness – Not a depression

We feel happy when we are surrounded by our loved one and that makes us comfortable around them and sometimes we get used to that comfort zone. Imagine being get used to it and suddenly they’re not near you or with you. You’ll not feel yourself and you get lonely all by yourself. This can make you to think different things and there may be multiple thoughts. As it is said “An idol mind is the devil’s workshop”.

Especially in these pandemic times there have been many cases of suicide due to depression and loneliness. Inspite of the death due to covid, people have died unable to control their emotions. This made us to think if loneliness is more dangerous than the disease. Recently there was a case where a 45 year old man and 42 year Old women lived in a village. They don’t have any child and lived all by themselves. Recently her husband was suffering from Covid and the wife couldn’t take that thinking what will she do when he died. Thinking about all the loneliness that’s gonna happen future the wife died committing suicide. However husband lived but after knowing about his Wife death he drank poison and died.

This made me devoted for their love but made me sad for their death. They could’ve waited but loneliness made them to do the drastic step. Not every loneliness can lead to death but some can change a person’s life. Loneliness is not a dangerous thing but a life changing thing where one can analyse themselves. If you don’t have anyone to talk, it is better to talk to yourself rather than depend on someone. Loneliness can make a person self-independent and self- survivor. It can improve a individual skill where one can explore and develop their talents. Everything doesn’t come easy to everyone. One has to struggle to get things done.

Ministry of Skill Development & Entrepreneurship

 Inspired by the visionary leadership of the Prime Minister Shri Narendra Modi, the Ministry of Skill Development & Entrepreneurship initiated Special Campaign 3.0 from October 2nd to October 31st, 2023. The primary objectives of this campaign were centered around expeditious disposal of pending matters, efficient space management, and the promotion of a clean and green environment.

The successful culmination of Special Campaign 3.0 on Swachhata is a testament to the Ministry’s commitment. This comprehensive initiative spanned across the Ministry itself, as well as its attached/subordinate offices and Autonomous Bodies dispersed across various regions of the country. The preparatory phase, commencing on September 15th, 2023, played a pivotal role in identifying specific targets for cleaning during the campaign period.

The campaign emphasized not only the disposal of pending matters but also gave special attention to optimizing space utilization and enhancing the overall workplace experience in offices. Throughout the preparatory phase and the campaign itself, 8354 cleanliness sites were meticulously identified across the nation. The anticipated outcome was the clearing of approximately 660 square feet of space, with over 4579 physical files earmarked for thorough review. Also, total revenue generated from disposal of scrap was Rs. 20,94,013/- . Daily progress was diligently monitored by a dedicated team and consistently updated on the SCPDM portal hosted by the Department of Administrative Reforms and Public Grievances.

Furthermore, Shri Atul Kumar Tiwari, Secretary, Ministry of Skill Development and Entrepreneurship, took proactive measures by conducting visits to different divisions and hosting regular review meetings to assess the progress made during Special Campaign 3.0. With his insightful guidance, specialized teams were strategically organized to visit regional institutions as part of the campaign, ensuring its effective implementation and impact. “In the spirit of Prime Minister Modi’s vision for a cleaner and more efficient governance, Special Campaign 3.0 reflects our commitment to excellence. Through strategic planning, surprise visits, and dedicated teamwork, we have not only cleared space but also advanced the cause of cleanliness and efficiency. This initiative is a testament to our resolve for transformative change, fostering a workplace that aligns with the ideals of Swachhata and operational excellence,” said Shri Atul Kumar Tiwari, Secretary, Ministry of Skill Development and Entrepreneurship.

Highlighted among the commendable practices acknowledged by MSDE is the initiation of constructing artificial recharge pits in 25 varied locations across the campus of the Government Model Industrial Training Institute on Hosur Road in Bangalore. These pits exhibit an impressively combined capacity of around 12 million litres of rainwater, equivalent to approximately 10% of the annual rainfall. This endeavor will result in the establishment of 25 percolation wells within the ITI, capable of conserving approximately 3.2 million litres of rainwater, thus making a significant contribution to sustainable water management initiatives.

On October 1, Government ITI Behrampur, Odisha also marked the Swachhta Abhiyaan with an innovative and sustainable idea. The celebration took a creative and environmentally conscious turn with the unveiling of a 23-foot-tall scrap elephant structure. This unique installation was crafted using 30,000 used plastic water bottles, a collection effort spearheaded by 3000 Behrampur trainees who diligently gathered these bottles from various locations in the city. The initiative not only showcased a commitment to cleanliness but also demonstrated an innovative approach to recycling and repurposing materials for a visually impactful and eco-friendly celebration.

Global IndiaAI 2023

 Ministry of Electronics and Information Technology will be organizing the Global IndiaAI 2023, scheduled for October this year. There will be participation from leading AI players, researchers, startups, and investors in India and worldwide.

The conference is poised to cover a wide spectrum of topics, including Next Generation Learning and Foundational AI models, AI’s applications in healthcare, governance, and next-gen electric vehicles, future AI research trends, AI computing systems, investment opportunities, and nurturing AI talent.

Union Minister of State for Skill Development & Entrepreneurship and Electronics & IT, Shri Rajeev Chandrasekhar chairs the conference’s steering committee which is entrusted with the task of shaping the contours of the Global IndiaAI 2023. It draws members from MeitY’s Digital Economy Advisory group and other prominent leaders in the field of AI.

Speaking about the conference, MoS Shri Rajeev Chandrasekhar emphasized that the Government’s vision is to gather the world’s best and brightest minds under one roof to deliberate the future of AI and its impact in several sectors.

“The Global IndiaAI 2023 conference is tentatively planned for October 14/15 and it will bring together the best and brightest in AI from India and around the world. This summit is expected to evolve and become a must attend event on the annual calendar of the Global AI industry, startups, practitioners, researchers and students. The huge success of the past two editions of the SemiconIndia conference by Prime Minister Shri Narendra Modi ji firmly put India on the global semicon map. This enabled India to become a catalyst for investments and growth within the sector. The Global IndiaAI summit will also catalyze India’s AI landscape and innovation ecosystem,” the Minister said.

The conference will also serve as a showcase for the vibrant IndiaAI ecosystem that comprises key initiatives such as DI Bhashini, India Datasets Program, IndiaAI Futuredesign program for startups, and IndiaAI FutureSkills program dedicated to nurturing world-class AI talent.

Highlighting the comprehensive groundwork behind IndiaAI, MoS Shri Rajeev Chandrasekhar pointed out the pivotal role of the working groups that collaborated closely with industry, Startups & academia partners. These groups have presented a holistic framework for the IndiaAI initiative, which revolves around  pillars: AI in Governance, AI Computing & Systems, Data for AI, AI IP & Innovation and Skilling in AI. These pillars will form an integral part of the upcoming conference’s agenda.

“What makes India so attractive for AI is the diversity of it. Our diversity will be an addition to the quality of data sets for any large language model or any AI learning model. What we want is that AI should be responsible so that user harm is curbed and innovation is encouraged. Our primary aim is to ensure a collaborative and participatory approach, steering AI to enhance governance and transforming lives while building global partnerships and actively shaping the world’s technology landscape,” the Minister added.

Two-day training programme for chefs/cooks serving at various paramilitary and other government canteens

 Department of Agriculture and Farmers’ Welfare is organizing an immersive two-day training programme inviting more than 200 chefs/cooks serving at various paramilitary and other government canteens, focusing on millet-based recipes. The training programme commencing today, aims at encouraging the participant chefs to include simple yet nutritious millet-based items in their respective menus and promote the consumption of millets across wider population. It will familiarize the participants to a variety of millet-based recipes, ranging from simple snacks to wholesome meals, and will encourage them to include it in respective canteens that they work with.

Additional Secretary, Shri Faiz Ahmed Kidwai, Additional Secretary, Smt. Maninder Kaur Dwivedi, and JS (Crops) DA&FW, Smt. Shubha Thakur, along with the other officials attended the event and encouraged the participants to adopt millets in their daily diet and join the ‘millet movement’ of the nation for the benefit of consumer, cultivator and climate.

A culinary training session for more than 200 chefs and cooks working with the paramilitary forces, namely, Assam Rifles, Border Security Force (BSF), Central Industrial Security Force (CISF), Central Reserve Police Force (CRPF), Indo-Tibetan Border Police, National Security Guard, Sashastra Seema Bal, and various government canteens is being organized at the Institute of Hotel Management (IHM), PUSA, by the Department of Agriculture and Farmers’ Welfare (DA&FW), Ministry of Agriculture and Farmers’ Welfare.

Shri K.K. Pant, Principal, IHM welcomed dignitaries and participants in the auditorium and emphasized millets’ role in meeting holistic nutritional demands of the paramilitary forces. This training has been designed to cater to more than 100 participants each day. After the momentous decision taken by the Ministry of Home Affairs’ (MHA) to introduce Millets (Shree Anna) in the meals of all the forces, the training session will further amplify the overall ‘millet movement’ of India. The decision by MHA to introduce 30% Millets in the meals was taken to champion Millets as an energy-dense food option for paramilitary personnel and aid their physically strenuous routine. Millets are collectively considered to be a ‘superfood’, packed with fibre, minerals, antioxidants, and other essential nutrients critical to human health. The participation of chefs/cooks from the paramilitary forces will ensure that millets become a regular, healthy and delicious component of their diet.

The participants learnt many interesting recipes, including Bajra Bisi belle Bhaat, Foxtail Millet Poori, Proso Millet Kofta Curry, Brown top Millet Pulao and Ragi Halwa. The training is also being attended by FPOs that displayed the samples of their various millet-based ready-to-cook and ready-to-eat items. It will further expose those present to the versatility of millets as a kitchen ingredient and the ways in which they can be put to culinary use.

The training is a part of the ongoing series of events that align with the celebration of 2023 as the International Year of Millets (IYM), undertaken by DA&FW. Millets thrive with minimal intervention, even in water scarce regions, making them a reliable ‘climate-friendly’ alternative to conventional crops. India is trying to encourage the consumption of millets in the country, integrating it with the regular diet of people.
