91 Nations vulnerable to new strain due to Indian vaccine export ban

91 Nations are vulnerable to the B1.617.2 strain after India has stopped export of vaccines claimed WHO: After being hit by the deadly and life taking second wave, New Delhi has banned all exports and started redirecting supplies for domestic use. India’s decision to ban exports and redirect supplies for domestic use has made a severe impact on those 91 Nations who were totally dependent on products of Serum Institute of India (SII), Covishield or AstraZeneca and the upcoming Novavax.

Without sufficient stocks these counties which are majorly African will remain Susceptible to the deadly B1.617.2 variant which was primarily found in India, said WHO . As per a chief scientist of World Health Organization, “91 countries are impacted by the shortage of supplies, particularly since the AstraZeneca parent company has not been able to compensate for the doses which have not come from Serum,” . The scientist stated that these nations are very vulnerable to new and more Transmissible strains including the B1.617.2 variant also.

The scientist added, “not just B.1.617.2, but other variants will emerge in other countries and spread around the world…We know that these variants spread very quickly. Even before they can be recognised, they are already spreading around the world. The same thing happened with the 117 [variant], now dominant“. As per an agreement signed between AstraZeneca and Serum Institute of India(SII) , SII was expected to supply a billion doses for low and middle income countries, with a commitment to provide 400 million doses by 2020 i.e. last year. All of this was to be delivered by Gavi, an international vaccine alliance.

The scientist also said that “most African countries, unfortunately, have vaccinated less than 0.5 per cent of their populations and haven’t even vaccinated all their healthcare workers,“.She also added that “if we continue having this inequitable distribution of available vaccines, we will see some countries going back to some degree of normalcy in their life, while other countries are hit very hard and continue to be hit hard by subsequent waves,“.

But after being hit heavily by the second wave, India stopped exports of it’s vaccines and redirected those for domestic use for vaccinating the natives. In this process, the nations which were dependent on Gavi and on Indian vaccines were left amid. As per some data, rich nations like US, UK, Israel, Canada and the European Union already ordered millions of vaccines from multiple vendors even before the vaccines were approved.

Now when there are no more options for the other countries, WHO has said that it hopes India will continue it’s exports again maybe somewhere at last of this year so that the other nations could also be vaccinated. The institution is “really going out with a plea to all countries to share their doses so that vulnerable groups can be protected before we start expanding to other groups such as children“. By the end of May, India has vaccinated about 3.5% of it’s total population. Indian government has also estimated that by the end of 2021 it will vaccinate every Indian.


Government plans to deliver one crore vaccine doses per day from July

The increase of vaccinations against covid 19 on a mission mode is planned by the centre. An average of around one crore vaccines per day is going to be the target implementation around mid of July and August. The local production and supplies of Sputnik v are likely to start along with the improvement of vaccine supplies in Bharat Biotech and Serum Institute of India. Only around 2 months left, once the supplies got improved there will be a huge raise in the number of vaccinations per day. While, the present estimates that in the month of July around 20 crore doses are likely to be supplied and it may increase further if vaccines from Pfizer and Moderna are imported and enter the market. The chairperson of the National Task Force, N K Arora stated that they are aiming to give one crore vaccinations every single day and will have 20 to 25 crore of vaccine doses by the end of August. To have more number of covid 19 vaccinations sites with the usage of entire network of one lakh child immunisation centres especially in the remote areas has planned by the government. The states of India were asked by the government centre to schedule vaccination slots and publish them accordingly with whole safety measures.

Bengal CM refuses to release chief secretary; request PM to rescind transfer order

The West Bengal Government requested the centre to rescind the latest order regarding transfer of its Chief Secretary Alapan Bandyopadhyay on the normal date of his superannuation. In a letter sent to the Prime Minister this morning, Chief Minister Mamata Banerjee informed that the state government cannot release its Chief Secretary at this critical hour.

Maharashtra deputy CM virtually inaugurates drive-in vaccination centre in Hadapsar area of Pune

Maharashtra, a drive-in vaccination centre in Hadapsar area of Pune was virtually inaugurated by deputy chief minister Ajit Pawar. The drive-in vaccination centre will cater to elderly and divyangs. Pune leads in the vaccination drive in the state. Kolhapur guardian minister, Satej Patil has asked the concerned authorities to prepare the list of students below 18 years having co-morbidities in eight days.

Mr. Patil also said that one hour counselling sessions of students should be done by teachers online to allay fear among them. He said to fight the possible third wave of COVID-19 teachers, parents and health machinery should come together, adding that a protocol will be prepared in the next four days listing out the measures to take care of kids and students. The Maharashtra Government has facilitated walk-in vaccination of students studying abroad. Accordingly, arrangements have been made at three vaccination centres of the Mumbai civic body. Meanwhile, borders of districts and corporations having more than 20 percent positivity L will be totally closed and no person will be allowed to enter or exit from such districts.

Nashik district authority to take help of local dialects of tribals to facilitate COVID-19 vaccination drive

In Maharashtra’s Nashik, the district authority has been taking help of local dialects of the tribals to clear apprehensions and to facilitate the COVID-19 vaccination drive.

Nashik zilla parishad’s chief executive officer, Leena Bansod said that there have been  certain misconceptions among tribals regarding the vaccination drive. Hence, she said, the district authority has been making use of local dialects of the tribals to create awareness on the benefits of taking the vaccine against COVID-19.

Ms. Bansod further said that audio-video clips have been made in these local dialects to create awareness

Meghalaya records 408 new COVID19 cases

In Meghalaya, the number of active cases is on a steady decline as the State recorded 408 fresh new cases against 977 recoveries in the last 24 hours. Directorate of Health Services in a statement said that the number of total active cases stands at 6913 while that of recovered cases has reached 28,107. In the last 24 hours, 14 deaths were reported; nine from East Khasi Hills district, two from Ri Bhoi district and one each from South West Garo Hills, South West Khasi Hills and West Jaintia Hills districts. The total number of COVID 19 fatalities in Meghalaya has reached 578 out of which the maximum number of deaths has been recorded from East Khasi Hills district with 469 deaths followed by West Jaintia Hills district with 38 fatalities and West Garo Hills district with 26 deaths.

Gujarat records 1871 new cases of COVID-19 in last 24 hours

Gujarat has recorded 1871 new cases of COVID 19 yesterday. According to the state health department, 5146 patients recovered during the last 24 hours and were discharged from the hospitals.

Total 7 lakh 62 thousand 670 patients have recovered from Covid19 in Gujarat till now. The recovery rate further improved and reached up to 94.40 percent. Maximum 237 new cases of Covid19 reported from Ahmedabad. Vadodara recorded 216 new cases, while Surat recorded 139 new cases. 25 patients lost their lives yesterday. With these, the death toll due to Covid19 in the state has reached up to 9815.  Gujarat has now 35 thousand 403 active cases at present, out of which 521 patients are on ventilator. 1 lakh 83 thousand 70 persons have been vaccinated in the state yesterday.

Government to Establish National Mission on use of Biomass

The power ministry has agreed on to set up a National Mission on the practice of Biomass in coal-based thermal power plants. The Power Ministry’s mission will aid in dealing with the case of air pollution as well as lessening the carbon footprints. This would further promote the energy shift in the country and its target to move towards cleaner and better energy sources, the Ministry of Power told in a statement. 

 The National Mission will have motives including improving the level of co-firing from the current 5 per cent to loftier levels to have a larger share of carbon-neutral power generation from thermal power plants. It would also take up research and development activity in boiler design to deal with the huger amount of silica, alkalis in the biomass pellets. The Mission would also stimulate overcoming the regulations in the supply chain of biomass pellets and agro-residue and its conveyance up to the power plants, the statement said. It would also analyze regulatory issues in biomass co-firing. The modalities of the system and pattern of the Nation Mission are under finalization. It is being envisaged that the Mission would have a Steering Committee headed by a power secretary comprising all stakeholders comprising representatives from the Ministry of Petroleum & Natural Gas, Ministry of New & Renewable Energy etc. The Executive Committee would be bossed by Member (Thermal), CEA (Central Electricity Authority). The minimum extent of the proposed National Mission would be 5 years. A total of five sub-groups is also formulated to be shaped under the Mission that would be assigned with various tasks. The Mission would also contribute to the National Clean Air Programme, it added. 

The “National Mission on use of biomass in thermal power plants” will have the following objectives; 

  (a) To increase the level of co-firing from present 5% to higher levels to have a larger share of carbon neutral power generation from the thermal power plants.   

(b) To take up R&D activity in boiler design to handle the higher amount of silica, alkalis in the biomass pellets. 

 (c) To facilitate overcoming the constraints in supply chain of bio mass pellets and agro- residue and its transport upto to the power plants. 

 (d) To consider regulatory issues in biomass co-firing.

Fiscal Deficit and its adverse implications-

What is fiscal deficit ? 

Fiscal deficit is the difference between Government’s total expenditure and non-debt capital reciepts. Revenue receipts, recoveries of loans and other receipts are all non-debt capital recipts. We subtract these from Total expenditure incurred by government to find out Fiscal deficit. 
 
When does Fiscal deficit arise ? 
Fiscal deficit arises when the government has expenditure higher than the revenue it generates. To bridge this expenditure – revenue deficit, the government resorts to borrowing, This borrowing is called Fiscal deficit. In short, Fiscal deficit is the total borrowing of the government to fund the allocations and expenditures listed in the Union Budget. 
 
What are the adverse consequences of high Fiscal deficit ? 
A high fiscal deficit is bad for state of the economy, trade balance and currency exchange rate. 
 
Rising Interest rates– A high fiscal deficit would mean the government’s borrowings are high. When the government borrows moeny from the general public, it creates demand for money. Lending to government carries zero risk, as the government does not default on repayment. However, greater government borrowing would mean less money would be available for lending to industrial and other sectors of the economy. This would push up the interest rates for the borrowers of the industry. 
 
Reduced business and economic activity- Higher interest rates would add to overall, cost of production, thereby increasing cost of operations. This in turn would render business activity like increased production and expanding operations, unviable. Hence, a lot of businesspersons would then opt out of such economic activity as they no longer find it profitable. 
 
Reduced income and employment generation- If due to higher interest rates businesspersons opt out of economic activity or close down plants, it would also lead to fall in employment. This would in turn mean that the unemployed don’t earn income and hence it would reduce their purchasing power. This implies fall in aggregate demand for goods and services. This would reduce investment and industrial activity, thereby depressing the overall economic scenario. 
 
Lowers exchange rate and increases trade deficit- Sometimes, government of India would borrow from foreign sources. When the government borrows foreign exchanges comes into the economy. This would increase the supply of foreign currency, which can in turn be exchanged for domestic currency. The rise in demand for Domestic currency would increase its value. The value of Indian rupee will increase. If exports go down and imports rise the trade deficit will also widen which in turn increases the current account deficit. High borrowing and increase in current account deficit would mean country’s financial position becomes precarious as it piles higher debt and greater interest burden on future generation.   
 
In short, a higher fiscal deficit is dangerous in every way possible for economic activities, trade balance, exchange rate and employment act.

TRANSFER OF PROPERTY TO AN UNBORN PERSON

Unborn person means a person who has not come into existence.

As a general rule, a property can be transferred between the two living persons that means persons should be in existence at the time of the transfer of the property.

Section 5 of the Transfer of Property Act,1882 defines the Transfer of property as :

Transfer of Property” means an act by which a living person conveys property, in present or in future, to one or more other living persons, or to himself, 1[or to himself] and one or more other living persons; and “to transfer property” is to perform such act.

But, Section 13 of the TRANSFER OF PROPERTY ACT provides for remedy by which a property can be transferred or an interest can be created in the property in favor of an unborn person. This is not an exception for the general rule, in fact it is an extension of the general rule which widens the scope to make the transfer of the property.

Where on a transfer of property, an interest therein is created for the benefit of a person not in existence at the date of the transfer, subject to a prior interest created by the same transfer, the interest created for the benefit of such person shall not take effect unless it extends to the remaining interest of the transferor in the property.

FOLLOWING ARE THE ELEMENTS KEPT TO BE IN  MIND WHILE CREATING AN INTEREST IN FAVOR OF AN UNBORN PERSON :

  1. Transfer for the unborn must be preceded by a life interest created in favor of a person in existence at the date of the transfer.
  2. Absolute interest must be transferred that is the whole remainder.
  3. The unborn person must come into existence.
  4. enjoyment of interest may be postponed.
  5. Transfer must not be in perpetuity.
  6. No direct transfer.

EXAMPLE : A transfers property of which is the owner to B, in trust for A and his intended wife successively for their lives and after the death tog the survivor, for the eldest son of the intended marriage for life, and after his death for A’s second son. The interest so created for the benefit of the eldest son does not take effect, because it does not extend to the whole of A’s remaining interest in the property.

LEGAL CONSEQUENCES 

The transfer in favor of unborn person must be preceded by a life interest and that only absolute may be given to the unborn has following legal consequences :

  1. The intermediary person living at the date of the transfer is to be given only life interest. It means giving him only the right to enjoyment and possession. He has to preserve the property like a trustee during his life-time on behalf of the unborn.
  2. The unborn must come into existence before the death of the person holding property for life. If the unborn comes into existence say, after month after the death of the last living person, the property shall revert back to the transferor or his heirs.

POSTPONEMENT OF ENJOYMENT

The enjoyment of the property transferred for an unborn person can be postponed for some future date. Section 14 of the Transfer Of Property act,1882 makes rule against perpetuity which means the postponement cannot be for unlimited period.

INTEREST AT THE TIME OF BIRTH

Section 20 of the Transfer of Property Act, where on a transfer of property, an interest therein is created for the benefit of unborn person not then living, he acquires upon his birth, unless a contrary intention appears from the terms of the transfer, a vested interest, although he may not be entitled to the enjoyment thereof immediately on his birth.

 

CONCLUSION

A property can not be directly transferred to an unborn person but if prior life interest has been created and the absolute interest has been made that is the whole of the remainder to unborn, then a property can be transferred in favor of an unborn person.

One fathomless longing of the human is for security, peace, and stability. And the possession of a nuclear weapon or other weapons of mass destruction is the greatest menace for humanity.

Nuclear weapons are the most lethal and indiscriminately inhumane weapons ever existed. It’s the only thing present on this planet to be capable of wiping out life.

We have already seen the catastrophic damage it brought upon Japan in 1945. And as time passed by we humans have found out other more deadly and fatal weapons.
Since the Japan bombings, we have not seen any other full-magnitude international war situations not just because there are no serious diplomatic tensions but because many of the nations possess nuclear weapons.

Nuclear disarmament and non-proliferation is not just a global security issue but one in a class of its own, having profound urgency.

The gravest danger today is the existing stockpile of nuclear weaponry. There are at least 23,000 existing nuclear warheads with a combined destructive capability of around 150000 Hiroshima or Nagasaki-sized bombs.

In 1963, Saint John XXIII urged the prohibition of an atomic weapon and stated that authentic and lasting international peace cannot rest on a balance of military power, but only upon mutual trust.

Experts say that when a nuclear bomb will explode the surface will become hotter than the sun causing mass destruction, thus bringing annihilation.
The Bulletin of the Atomic Scientists advanced the symbolic Doomsday Clock by 30 seconds in February, which indicates how the world leaders are failing in maintaining peace.

Countries like the USA and Russia have High-alert nuclear weapon(s) whose launch can be ordered (through the National Command Authority) and executed (via a nuclear command and control system) within 15 minutes or less. The USA has 6450 nuclear bombs in hand while Russia holds 6850 of them. With so high a degree of hazard in existence, the threat seems to be present above our head like a dangling sword.

Apart from this, Nuclear Terrorism is undeniable insecurity. Many terrorist organizations are trying hard to obtain nuclear weapons and THE BLACK MARKETING OF NUCLEAR WEAPON MATERIAL IS A GLOBAL THREAT. And if in unfortunate times they got hold of it, the holocaust it would create is beyond imagination.
Even if according to some experts the probability of terrorists having hold of a nuclear weapon is very small due to the weapon’s high security, we should not underestimate their capability as they have tried before and will try again in the future.

In July 2014, after the fall of Mosul(a city in Iraq)
, ISIS militants captured nuclear materials from Mosul University. Later nuclear experts confirmed the material to be of “low grade”.
Till now terrorists are unsuccessful in acquiring nuclear materials but that does not mean they will not in the future.

Japan to extend virus emergency with safe Olympics at stake

Japan is set to extend a corona virus state of emergency in Tokyo and other areas with infections not yet slowing to levels it can safely host the Olympics opening in the next 50 days. The extension is needed as people are increasingly roaming in public, especially in Tokyo and Osaka, when they should be doing the opposite, and it’s feared that lifting the emergency would cause an instant rebound in infection. The Olympics are scheduled to start on July 23 after a one year postponement due to the pandemic, and worries about the new variants and Japan’s slow vaccination rollouts have triggered calls from the public and medical experts to cancel the games. We humans cannot forget the unpleasant emotion or feeling unless we let it go. Compressing our emotions and feelings leads us to mental depression. It is always good to express our emotions. When we are in control with our emotions that means we are emotionally intelligent. When emotion controls you, then it means you are emotionally slaved. Once when you are familiar with your emotion, then hidden messages, action signals even unpleasant emotion becomes your ally. Mostly we are aware of messages hidden behind pleasant emotion, but we are not aware of the hidden message behind unpleasant emotion. All the negative emotion contains positive message and instructions that help us to grow into a better human being.

HURT
Hurt is a painful emotion that comes when we experience loss. It may be a loss of trust or expectation from the person we love. When we face betrayal or ignored by the person we care about, that feeling leads us to this unpleasant emotion hurt. There is always a way to get hold of ourselves from the unpleasant emotion. Always we expect something from our loved one, but we all know that expectation kills. So communicate with your loved ones explain yourself to them, explain your need and expectation to them. ANGER
Anger is another unpleasant emotion every one of us faces in this fast-growing world. Anger is a physiological sensation due to a biochemical reaction in your body. Anger is a secondary emotion where frustration is the primary emotion. We feel frustrated when we don’t get what we want. An explosive study claimed that Chinese scientists created virus in lab: Amid all the studies and research, an explosive new study has found that Chinese scientists were responsible for Corona virus. The study has found that Chinese scientists created the virus in a laboratory in Wuhan, and later they tried to hide their tracks by some reverse engineering versions of the virus so that it may look like it has evolved naturally and it is not created by some artificial means.

As per a report by The Daily Mail on sunday, the novel coronavirus SARS-CoV-2 virus is not having any “credible natural ancestor” and was created by Chinese scientists who were working on a ‘Gain of Function‘ project in a Wuhan lab. The report was citing a new research paper by British professor Angus Dalgleish and Norwegian scientist Dr Birger Sorensen. As per the research, it is claimed that scientists took a natural coronavirus backbone which is usually present in Chinese cave bats. They later spliced onto it a new spike, which turned it into the deadly and rapidly transmissible Covid 19.

As per the report from The Daily Mail, researchers even found some unique fingerprints in some Covid 19 samples and it is evident that such fingerprints could have only arisen due to some manipulation in laboratory. It also claimed deliberate destruction, concealment or contamination of data at Chinese labs and the mysterious disappearing of many Chinese scientists who used to spoke about such activities. It is estimated that this research study is going to affect a lot to the current Covid issue and also intensify all the debates related to this.

In this 22 paged research, Dalgleish and Sorensen pieced together how Chinese scientists, some even working with American universities, allegedly built the tools to create the deadly coronavirus. In an exclusive interview with The Daily Mail, Sorensen told that there is positive charge on four amino acids on the spike, which makes this virus more infectious as the positive charge sticks to the negatively charged parts of human. Also since these positively charged amino acids repel each other, it is rare to find three in organisms. While, four amino acids are not natural for sure.

Dalgeish told that “the laws of physics mean that you cannot have four positively charged amino acids in a row. The only way you can get this is if you artificially manufacture it,” . He further added that “We think that there have been retro-engineered viruses created. They’ve changed the virus, then tried to make out it was in a sequence years ago,“. He also emphasised on the fact that the scientists who tried to throw some light on this issue were mysteriously disappeared. He estimated that the virus escaped from some low security areas where he believes Gain of Function research was performed.

He further also said “We have seen lab leaks and we know it’s happening. We also know from the reports we’ve seen, that coronavirus is worked on in Biosafety Level 2 or 3 labs. If they do Gain of Function in such labs, what do you expect?” Before this an Australian daily has also estimated the same. And now US has also announced that it will check on this issue.
