Qualifications Required : 

  • Strong concept design skills with understanding of construction details, ecology, planting, blue-green infrastructure, and integration with masterplan vision.

  • Demonstrated experience in design development and construction drawings including planting plans, irrigation plans and waterfront open spaces.

Ministry of Skill Development & Entrepreneurship

 Inspired by the visionary leadership of the Prime Minister Shri Narendra Modi, the Ministry of Skill Development & Entrepreneurship initiated Special Campaign 3.0 from October 2nd to October 31st, 2023. The primary objectives of this campaign were centered around expeditious disposal of pending matters, efficient space management, and the promotion of a clean and green environment.

The successful culmination of Special Campaign 3.0 on Swachhata is a testament to the Ministry’s commitment. This comprehensive initiative spanned across the Ministry itself, as well as its attached/subordinate offices and Autonomous Bodies dispersed across various regions of the country. The preparatory phase, commencing on September 15th, 2023, played a pivotal role in identifying specific targets for cleaning during the campaign period.

The campaign emphasized not only the disposal of pending matters but also gave special attention to optimizing space utilization and enhancing the overall workplace experience in offices. Throughout the preparatory phase and the campaign itself, 8354 cleanliness sites were meticulously identified across the nation. The anticipated outcome was the clearing of approximately 660 square feet of space, with over 4579 physical files earmarked for thorough review. Also, total revenue generated from disposal of scrap was Rs. 20,94,013/- . Daily progress was diligently monitored by a dedicated team and consistently updated on the SCPDM portal hosted by the Department of Administrative Reforms and Public Grievances.

Furthermore, Shri Atul Kumar Tiwari, Secretary, Ministry of Skill Development and Entrepreneurship, took proactive measures by conducting visits to different divisions and hosting regular review meetings to assess the progress made during Special Campaign 3.0. With his insightful guidance, specialized teams were strategically organized to visit regional institutions as part of the campaign, ensuring its effective implementation and impact. “In the spirit of Prime Minister Modi’s vision for a cleaner and more efficient governance, Special Campaign 3.0 reflects our commitment to excellence. Through strategic planning, surprise visits, and dedicated teamwork, we have not only cleared space but also advanced the cause of cleanliness and efficiency. This initiative is a testament to our resolve for transformative change, fostering a workplace that aligns with the ideals of Swachhata and operational excellence,” said Shri Atul Kumar Tiwari, Secretary, Ministry of Skill Development and Entrepreneurship.

Highlighted among the commendable practices acknowledged by MSDE is the initiation of constructing artificial recharge pits in 25 varied locations across the campus of the Government Model Industrial Training Institute on Hosur Road in Bangalore. These pits exhibit an impressively combined capacity of around 12 million litres of rainwater, equivalent to approximately 10% of the annual rainfall. This endeavor will result in the establishment of 25 percolation wells within the ITI, capable of conserving approximately 3.2 million litres of rainwater, thus making a significant contribution to sustainable water management initiatives.

On October 1, Government ITI Behrampur, Odisha also marked the Swachhta Abhiyaan with an innovative and sustainable idea. The celebration took a creative and environmentally conscious turn with the unveiling of a 23-foot-tall scrap elephant structure. This unique installation was crafted using 30,000 used plastic water bottles, a collection effort spearheaded by 3000 Behrampur trainees who diligently gathered these bottles from various locations in the city. The initiative not only showcased a commitment to cleanliness but also demonstrated an innovative approach to recycling and repurposing materials for a visually impactful and eco-friendly celebration.

National Campaign against Gender-based Violence – ‘Nayi Chetna – 2.0’

 In an inter-ministerial meeting which saw participation of nine line ministries, DAY-NRLM(Deendayal Antyodaya Yojana – National Rural Livelihoods Mission), Ministry of Rural Development announced its plans for the second year of its National Campaign Against Gender-Based Violence – ‘Nayi Chetna – 2.0’. The meeting held yesterday, was chaired by the Additional Secretary, MoRD Charanjit Singh. The Joint Secretary, Rural Livelihoods, Smriti Sharan, introduced the campaign to the gathered delegates. It was organized to foster convergence to collectively strengthen redressal mechanisms for survivors of GBV.

The campaign is to be launched on 25 November which is the International Day for the Elimination of Violence against Women. It will be observed across 34 Indian states and UTs till 23 December. The annual campaign will be led by DAY-NRLM’s self-help groups network of over 9.8 crore rural women members with the spirit of a Jan Andolan or people’s movement.

Data from NFHS – 5 show that more than 77% women still do not report or talk about their experience of violence. Such findings, as well as experiences of violence of women SHG members across the country is what encouraged this initiative. The Nayi Chetna Campaign aims to advance the rights of women and gender-diverse individuals, for a life without fear, and gender-based discrimination and violence. Campaign activities will deepen awareness on gender-based violence (GBV) amongst self-help group members and encourage GBV reporting. It will also address social norms which sanction and help such forms of violence to prevail.

Through the deliberations, various ministries shared their interest and highlighted specific areas of support that could be provided. A key activity will be sensitization of service providers on their role in supporting survivors of gender-based violence. This will go a long way in creating a conducive environment for survivors to speak up and seek support and justice. Participating ministries included Ministries of Panchayati Raj, Women and child development, Home Affairs, Law and Justice, Information and Broadcasting, Youth Affairs and Sports, Education and Literacy, Social Justice and Empowerment, as well as Health and Family Welfare.

This campaign will compliment DAY-NRLM’s ongoing programmatic efforts to address GBV. In addition to multiple targeted activities which enhance women’s decision making, and agency, DAY-NRLM has been establishing Gender Resource Centres (GRC) at block level. These are to provide a community managed platform from where inequalities and discrimination on the basis of gender can be protested, and where survivors can seek redressal through the support of other departments and agencies working on those issues. More than 3000 GRCs have been established across the country till date, and measures are being taken to set up more.

This campaign is an attempt to bring together, and give impetus all initiatives aimed at fostering a societal level change with regards to gender-based violence.

ANNUAL NAVY EDUCATION SOCIETY CONFERENCE – 2023

 The Annual Navy Education Society (NES) Conference 2023 was held at Headquarters Gujarat, Daman & Diu Naval Area, Porbandar on 09 – 10 November 2023, chaired by Vice Admiral Krishna Swaminathan, Chief of Personnel & Chairman NES. The conference was also attended by Commodore G Rambabu, Commodore (Naval Education) & Vice Chairman NES and academic as well as administrative leadership of Navy Children Schools across the country. The Executive Committee, Management Advisory Committee and Academic Advisory Committee meetings held as part of the conference deliberated policy framework for Naval Schools with specific impetus to implementation of National Education Policy (NEP) 2020. For the first time ever, representatives of Naval Kindergartens from various Naval Stations also took part in the conference.

On this occasion, Chairman NES presented Rolling Trophies to schools that excelled in academics during the last academic year. Addressing the delegates, Chairman NES appreciated the role played by NCSs in imparting quality education to children of naval personnel. He exhorted all stakeholders to continue investing in state-of-the-art infrastructure and faculty development, to facilitate a conducive learning environment that motivates children to imbibe life skills and excel in academics and co-curricular activities. A guided tour of Navy Children School Porbandar was also organised for the delegates.

Institutionalization of Swachhata and minimizing pendency in the Offices

 Ministry of Culture (MoC), along with its organizations, participated in the Special Campaign 3.0 while focusing mainly on institutionalization of Swachhata and minimizing pendency in Government Offices. 

During implementation phase from 2nd to 31st October,2023, the Ministry achieved 100% targets in carrying out cleanliness drives in all designated 449 sites and   in Record Management: all 15,969 Physical files and 2133 E-files have been reviewed, out of which 4975 Physical Files & 1620 E-Files have been weeded out and closed, respectively. In addition, 138 physical files have also been identified for transfer to National Archives of India (NAI). Revenue to the tune of Rs.42,15,715/- has been generated by disposing of scarps.  A total of 22272 Sq.ft. area has been freed. Besides, other achievements include disposing off 83% Public Grievances; 81.8% PMO References; 67.8% State Govt. References; 64.2% MP References and 51% Parliament Assurances. Ministry has released 8 Press Statements. Further, 173 Tweets have also been made by the Ministry and its various organizations.

 As a part of restorative conservation of records, NAI repaired 21,425 number of sheets, 140 files and binding of 45 volumes of records in its collection. Ministry of Home Affairs, Ministry of Coal and Directorate General CRPF, New Delhi have intimated NAI for appraisal of 452, 572 and 22 files, respectively. NAI has initiated action for joint appraisal of the above files as per provisions of Public Record Act & Rules.

G20 Thematic Workshop on Nari Shakti: Towards Women-Led Development organised by NITI Aayog

 A workshop on the theme of Nari Shakti: Towards Women-led Development, emanating from the New Delhi Leaders’ Declaration 2023 (NDLD 2023), was held on 8 November 2023 at New Delhi.  The workshop was organized by NITI Aayog in collaboration with Institute of What Works to Advance Gender Equality (IWWAGE). This workshop was part of the series of thematic workshops steered and anchored by the NITI Aayog towards action items in the NDLD 2023.

The workshop focused on specific themes for enhancing the role of women in economy through economic and social empowerment. Discussions were held of topics of strengthening women’s collectives like Self-Help Groups (SHGs), Farmer Producer Organizations (FPOs); bridging gender skills gap and promoting women entrepreneurs; and strengthening legal safeguards for women’s empowerment.

The Workshop commenced with inaugural remarks by Dr. V.K Paul, Member NITI Aayog, where he highlighted that women-led development has been emphasized by our Hon’ble Prime Minister through various initiatives and programmes over the last few years. However, he underscored the challenge of low female labour force participation and stressed upon leveraging their social capital by providing them an enabling ecosystem. He called to synergize pathways of G20 priorities and national agendas, and create actionable strategies to achieve the same.

Dr. Preetam B Yashvant, Joint Secretary, Ministry of Women and Child Development, emphasized of the paradigm shift where women are no longer recipients but active participants in the development discourse. He further highlighted that G20 was truly a Peoples’ Presidency where women-led development was showcased through ‘Jan Bhagdari’ activities.

Dr Sandhya Purecha, Chair W20 India, highlighted that Nari Shakti encapsulates the strength that women embody and women-led development is a moral obligation necessary for equitable society.

The theme on Women in the Economy: Enhancing Women’s Economic and Social Empowerment delved into increasing women’s labour force participation to achieve women-led development. Issues like recognizing gender disparity in domestic and care work; and increasing investment in this sector to enable more women to participate meaningfully in the workforce; exploring the potential of gig economy; bridging gender skill gaps and social security for women; enhancing policies to create gender inclusive and supportive workplaces; and role of private sector to enhance and retain female workforce, were discussed.

The theme on Women’s Collectives: Strengthening SHGs, Women led FPOs and Rural Women’s Leadership Abilities focused on sharing the best practices in the women’s collectives’ space and strategies to scale them pan-India. The segment engaged in developing strategies to enable these women’s collectives reach the next stage of economic empowerment through formation of large producer enterprises or collectives and fostering leadership abilities among rural women.

The theme on Women and the Future of Work: Bridging Digital and Skilling Gaps for Access to Jobs and Strengthening Women’s Entrepreneurship concentrated on enhancing women’s access to digital skills and infrastructure, prioritizing quality and safety, to ensure a secure and inclusive digital literacy experience, fostering greater participation in the digital ecosystem. It also focused on incentivizing employers to promote women’s participation in non-traditional sectors by addressing structural issues that shape gender roles, thereby encouraging women’s entrepreneurship and diversification of career aspirations.

In the segment of Legal Safeguards for the Empowerment of Women, discussions focused on creating an enabling ecosystem by prioritizing women’s safety through improved public infrastructure, strengthening the implementation of gender-friendly laws by effective monitoring, evaluation and placing accountability system, and developing gender-disaggregated data for more evidence-based policy for women-led development.

This workshop provided a platform for experts, academics, experts, and civil society and think tank representatives working on gender empowerment to collaborate and design a roadmap for comprehensive gender equality and empowerment.

NITI Aayog organised workshop on Green Development Pact for a Sustainable Future

 NITI Aayog organised a workshop on “Green Development Pact for a Sustainable Future” at hotel Le Meridien, New Delhi today. The workshop was structured around the G20 New Delhi Leaders’ Declaration (NDLD), which includes the Green Development Pact. The Green Development Pact provides pathways for nations in their journey towards achieving the energy, climate, environment and disaster resilience related objectives.

The workshop was aimed at discussing implementation strategies for the Green Development Pact in India, aligning with the G20 NDLD and encouraging India’s leadership role for the global advancement of pathways laid out in the Green Development Pact. The event saw participation from stakeholders from across the country, including think tanks, educational institutions, industry, state governments and central government. Approximately, 4600 participants joined the event online.

Shri Pankaj Agarwal, Secretary, Ministry of Power outlined the policy initiatives taken to advance green development in India such as Production Linked Incentives (PLI) scheme for high efficiency solar PV modules, Renewable Purchase Obligations and Carbon Credit Trading Scheme. He highlighted measures for strengthening the distribution sector like the Revamped Distribution Sector Scheme and also highlighted the role of fossil-based energy in the context of rising electricity demand in particular months.

Shri Amitabh Kant, G20 Sherpa, remarked that India overcame many challenges to evolve a consensus on the Green Development Pact. He emphasized that the Green Development Pact includes key ambitions such as tripling of global renewable capacity by 2030 and rapidly scaling up climate finance from billions to trillions of dollars. He remarked that India had set the agenda for the global discussions on energy transition and climate action.

Prof Ramesh Chand, Member, NITI Aayog said that the workshop reflects seriousness for implementation of the NDLD and India is leading by example in this regard. Further, he remarked that Green development is centered around nature and environment and while clean energy is important, there is also the need for affordable energy and promoting energy efficiency. He emphasized the need for changing lifestyles to find solutions for sustainability concerns.

During the workshop, three separate sessions were held for discussing wide range of issues.

The first session focused on Implementing Clean, Sustainable, Just, Affordable & Inclusive Energy Transition and included issues such as energy security, facilitating technology access, creating enabling environment and encouraging innovation. The participants discussed strategies to address issues such as facilitating low-cost finance and supporting reliable, diversified and responsible supply chains with effective policy instruments.

The second session was oriented on Restoring, Conserving and Sustainably Using Ecosystems and discussions were held on the issues such as mainstreaming lifestyles for sustainable development (LiFE), designing a circular economy and ending plastic pollution. The participants touched upon novel concepts including bio-circular-green economy, scaling up voluntary initiatives and breaking silos for a harmonized approach

The third session on Adaptation and Disaster Resilient Infrastructure was focused on building resilient infrastructure against the climate risks. Topics for discussion under this session included climate forecast, mainstreaming disaster risk and resilience, coastal states/ city-level preparation and financing climate resilience. The participants stressed on the need for data and capacity building, measuring and quantifying risk and the returns on investing in resilience.

NITI Aayog organised a series of ten thematic workshops on key agendas of New Delhi Leader’s Declaration (NDLD) to devise actionable strategies and plans that can be implemented to provide impetus to growth and prosperity of the country.

“Incredible India,” wrapped up its impressive presence at World Travel Market (WTM) 2023 with resounding success, solidifying India’s position as a must-visit global destination. WTM 2023, held from 6 to 8 November 2023 provided “Incredible India” with a unique platform to showcase the country’s diverse tourism products under the theme of ‘Visit India 2023’ with a dedicated focus on promoting sustainable tourism.

The Incredible India pavilion was inaugurated by H.E. Shri Vikram Doraiswami, High Commissioner of India to the UK and Ms. V. Vidyavathi, Secretary Tourism, Government of India in the presence of Shri Rohan Khaunte, Minister of Tourism, Government of Goa and other distinguished delegates.

Ms. V. Vidyavathi, Secretary, Ministry of Tourism actively participated in the UNWTO – WTTC Tourism Ministers Summit on ‘Transforming Tourism through Youth and Education’ held at Elevate Stage on the first day. On the second day, the Secretary Tourism contributed to a panel discussion ‘Engaging Communities in the Business of Tourism.’ Emphasing the significance of local communities in the tourism industry. The panel was skilfully moderated by Harold Goodwin, WTM Responsible Tourism Advisor, Responsible Tourism Partnership.

Ministry of Tourism hosted a spectacular India Evening at a five-star hotel in London on the second day of the event which was attended by more than 200 tour operators, travel agents, media, other prominent stakeholders from the hospitality and tourism industry based in the UK. The Secretaries of various State Governments and other delegates from India participated in WTM 2023 were also present.

Ms. V. Vidyavathi, Secretary, Tourism introduced the Ministry’s  latest campaign, “Travel for LiFE,” with a primary objective to mainstream sustainability in the Indian tourism sector. This campaign aims to create more resilient, inclusive, carbon-neutral, and resource-efficient tourism while safeguarding natural and cultural resources.

“Travel for LiFE’ program will encourage tourists to take simple actions that result in conservation of the environment, biodiversity, improvement in the local economy and preservation of the socio-cultural integrity of the local communities. It aims to create mindful and deliberate utilization of resources by the stakeholders in the tourism value chain,” remarked Ms. V. Vidyavathi, Secretary Tourism.

Guests were treated to a showcase of Incredible India films, the Travel for LiFE video, as well as films from the state tourism boards of Madhya Pradesh, Bihar, Karnataka, and Rajasthan. Throughout the evening, attendees enjoyed delicious Indian cuisine and were delighted by performances of traditional Indian folk dances of Garba and Bhangra. Furthermore, lucky guests won prizes generously provided by Narain Niwas Palace, Taj Group of Hotels, and Antara river cruise.

India Tourism at WTM 2023

The Indian Delegation to WTM from 6-8 November 2023 is headed by Ms. V. Vidyavathi, Secretary, Ministry of Tourism, Government of India. This year, the Incredible India Pavilion saw the participation of 47 individuals, representing a diverse range of entities, including tour operating companies, destination management companies (DMCs), and State Tourism Departments from Delhi, Uttarakhand, Jammu & Kashmir, Bihar, Meghalaya, Arunachal Pradesh, Odisha, Assam, and the Indian Railways Catering and Tourism Corporation (IRCTC). The State Tourism Departments of Kerala, Karnataka, Ladakh, Rajasthan, Madhya Pradesh, Goa, Uttar Pradesh, Maharashtra, took their own pavilions to showcase their products and services and connect with potential clients and partners. Throughout the three days, the Indian delegation, led by Ms. V. Deendayal Antyodaya Yojana – National Rural Livelihood Mission

 DeendayalAntyodayaYojana – National Rural Livelihood Mission (DAY-NRLM) under the Ministry of Rural Development and the Small Industries Development Bank of India (SIDBI) signed a historic Memorandum of Understanding (MOU) that marks a significant milestone in the journey of women-led enterprises in India. The MoU, which is set to span two years, was inked today by DAY-NRLM and SIDBI in the presence of Secretary Rural Development Shri Shailesh Kumar Singh and Chairman & Managing Director SIDBI Shri Sivasubramanian Ramann. Additonal Secretary Rural Livelihoods Shri Charanjit Singh signed the document on behalf of DAY-NRLM while SIDBI was represented by their Chief General Manager Dr. S. S. Acharya. Other dignitaries present during the event were Smt Smriti Sharan and Smt Swati Sharma Joint Secretaries Rural Livelihoods, Director Rural Livelihoods Shri Raghevendra Pratap Singh and Dy. General Manager SIDBI Shri Saurav Bajpai.

This strategic partnership brings together the expertise of DAY-NRLM and SIDBI to create a transformative initiative aimed at promoting women-led enterprises among experienced members of Self Help Groups (SHGs). The primary focus of this collaboration is to demonstrate on-the-ground activities that establish a reliable and sensitive support structure for the capacity enhancement of women entrepreneurs (WEs). Furthermore, it aims to institutionalize standard protocols, systems, and procedures for streamlined access to formal finance, as well as the development of a comprehensive framework for new financial products and schemes.

Key outcomes expected from this collaboration are:

  • Enhanced capacity and ability of State Rural Livelihood Missions (SRLM) teams to promote the graduation of seasoned SHG members into micro-entrepreneurs
  • The establishment of a reliable and sensitive support architecture for women-led enterprises, involving a network of field cadres, mentors, and experts
  • The implementation of standardized protocols within DAY-NRLM to support women-led enterprises
  • The formation of partnerships with financial institutions and a network of financiers
  • The design and implementation of new financial schemes, such as credit guarantees and interest subventions
  • The creation of clear, scalable models for promoting women-led enterprises which can be replicated nationwide

This strategic partnership reflects the Government’s commitment to women’s economic empowerment and entrepreneurship, focusing on making the entrepreneurial landscape more inclusive and supportive of women-led businesses. By combining the strengths of DAY-NRLMand SIDBI, this initiative seeks to open up new avenues for women entrepreneurs, ultimately contributing to the economic growth and prosperity of the nation.

Women for Water, Water for Women” – Jal Diwali Campaign

 The “Women for Water, Water for Women” campaign, a pioneering initiative by the Ministry of Housing and Urban Affairs (MoHUA) in partnership with the National Urban Livelihood Mission (NULM) and Odisha Urban Academy, concluded with resounding success on its third day, 9th November, 2023. The transformative campaign, under the flagship scheme Atal Mission for Rejuvenation and Urban Transformation (AMRUT), was aimed at fostering inclusion of women in water governance.

The campaign spread across three days, witnessed participation of over 14,000 women from various parts of the country (excluding poll-bound States), who actively engaged in “Jal Diwali”. During the campaign, these empowered women embarked on visits to over 530 Water Treatment Plants (WTPs) nationwide and gained invaluable firsthand knowledge of the intricate processes involved in delivering clean and safe drinking water to households.

State officials extended a warm welcome to the SHG women, emphasizing their crucial role in the campaign’s success. Field visit kits, including essentials such as training manual, water bottles, sippers, eco-friendly bags, and badges, were presented to all participants.

Throughout the campaign, women delved deeper into the sphere of water infrastructure, receiving expert guidance on water quality testing protocols, and performed these tests themselves. This knowledge will further empower them to ensure the highest standards of water purity for their communities, reflecting a profound sense of ownership and responsibility towards water infrastructure.

The focus areas of “Jal Diwali” included familiarizing and educating women about the AMRUT scheme and its widespread impact, providing comprehensive exposure to Water Treatment Plants, and promoting inclusivity through souvenirs and articles crafted by Women Self-Help Groups (SHGs). Additionally, participants committed to conserve and utilize water resources judiciously, a crucial step towards sustainable water management.

The collective efforts of SHGs and State officials from 29 States/ UTs have made a significant stride towards inclusivity and women empowerment in the critical domain of water infrastructure.
