UNDER PM VISHWAKARMA SCHEME, as on 15th July, 2024, a total of 5,03,161 candidates have been certified after basic training on pan India basis

 The PM Vishwakarma Scheme was launched on 17.09.2023. The Scheme aims to provide end-to-end support to artisans and craftspeople who work with their hands and tools. The Scheme components include recognition through PM Vishwakarma Certificate and ID Card, Skill Upgradation, Toolkit Incentive, Credit Support, Incentive for Digital Transactions and Marketing Support. Under the skilling component, the scheme aims to help artisans enhance their traditional skills, acquire new techniques and produce improved products.

The scheme covers 18 trades. These artisans and craftspeople are usually self-employed and are generally considered a part of the informal or unorganized sector of the economy. The beneficiaries under the scheme are also registered on the Udyam Assist Platform (UAP) which makes them eligible to be considered for Priority Sector Lending.

The contours of the Scheme were finalized based on extensive consultations held with stakeholders, including artisans, craftspeople, Central Government Ministries and Departments, State/UT Governments, MSMEs, Industry Associations, NGOs, Banks, etc.

As on 18.07.2024, a total of 20,46,805 applications have been received from the State of Andhra Pradesh, out of which 83,378 applications are successfully registered under the PM Vishwakarma Scheme.

Beneficiaries under PM Vishwakarma Scheme are eligible for advance training only after the completion of basic training under the Scheme. As on date, advance training is yet to commence under the PM Vishwakarma Scheme. Further, as on 15th July, 2024, a total of 5,03,161 candidates have been certified after basic training on pan India basis while 46,726 candidates have been certified in the State of Andhra Pradesh. The State wise details of Basic Training conducted is given in Annexure I.

Marketing support under PM Vishwakarma includes creating physical and online presence for the products and services of the Vishwakarmas, listing products on e-commerce portals, brand building, connecting Vishwakarmas to exporters and traders, participation in trade fairs and exhibition, support for ensuring quality of products, packaging support and other common use facilities, design and development support, providing support for identifying Government infrastructure which can be used as retail space for display of products.

Rs. 23.02 Crores were allocated and utilized for promotional/awareness campaign during FY 2023-24. The details of promotional/awareness campaigns which were organized is given below:

  2. Placement of permanent hoardings/ standees in field offices and District Industries Centers (State Government Offices).
  3. Television commercials/Advertisements (TVC) in 14 languages.
  4. Short films on PM Vishwakarma.
  5. ⁠Print advertisement in newspapers.
  6. Dissemination through Radio Jingles at Community Radio, Private FM and All India Radio.
  7. Outdoor publicity through Hoardings, Billboards, Bus wraps, Flex, etc.

Awareness Campaign and Training of Trainers for the Elimination of Sickle Cell Anaemia

 Union Minister of Tribal Affairs, Shri Arjun Munda  launched the ‘Awareness Campaign and Training of Trainers’ as a part of the ‘Mission for Elimination of Sickle Cell Anaemia’ in New Delhi today. The programme envisages training of grassroot level functionaries so as to create awareness in this direction among the masses, especially in tribal regions.

In a recent announcement, the Government declared a Mission to eliminate Sickle Cell Anaemia by 2047 in the budget of 2023-24. This Mission will entail awareness creation, universal screening of 7 crore people in the age group of 0-40 years in affected tribal areas, and counselling through collaborative efforts of central ministries and state governments. The Mission was formally launched by the Prime Minister Shri Narendra Modi, on 1st July, 2023 in Shahdol District of Madhya Pradesh. 

Speaking to the media after the launch, the Minister said that the initiative would take forward Prime Minister, Shri Narendra Modi’s vision of a sickle cell disease free India by ensuring community participation. Under his inspirational leadership, the Ministries of Health and Family Welfare and Tribal Affairs are collaborating to launch awareness generation initiatives for the Mission for the Elimination of SCD, Shri Munda added.

 

The Minister further identified the challenges and opportunities in making this initiative a success. The fundamental challenge, he said, would be to make the mission a grassroot level movement by ensuring Jan Bhagidari. It would require countering misconceptions among masses and bring them on board to develop a truly participative ecosystem for eliminating the disease. The Minister cited the importance of creating a healthcare database of the affected population, which in turn would help in research and finding a lasting solution. Only then it would be possible to stop the transmission of this disease and save the coming generations, he added.

Shri Munda expressed happiness to note the response of the State Governments in nominating a large number of tertiary care medical practitioners as the master trainers at the State level. Medical professionals are working with tribal communities to promote understanding of the disease, its symptoms, and its agony while preventing misinformation about the illness and eradicating its stigma. As a result, he said, in order to guarantee that the correct information is sent to the public, the Ministry of Tribal Affairs constituted a Committee of experts, including medical professionals, patient support organisations, and other stakeholders, to publish a module on awareness generation and on counselling of the stakeholders. He added that these modules were released at the launch event of the Mission.

The Minister explained that the mammoth initiative of awareness generation is being undertaken and training module at various levels is being planned to reach the last mile. The Minister informed that it is planned to engage the leaders at community level who would further ensure wide participation of the masses in the mission. He further added that in an unprecedented step, the awareness campaigns are being translated into tribal languages so as to ensure deep penetration of the message at the grassroots level.

Speaking on the occasion, Secretary (Tribal Affairs), Shri Anil Kumar Jha informed that to ensure that the people are motivated enough to approach us for diagnostic testing, we are implementing a three-layer training programme at the State, District, and Village levels.Additionally, state governments have designated tertiary care physicians as master trainers at the state level, with district-level trainers training local influencers and opinion makers.

Ms. R Jaya, Additional Secretary, stated that the event marked the commencement of the awareness campaign. Further, she stated that the Ministry was engaging with all the stakeholders in the sector, so as to ensure that the Mission becomes a people’s movement. She requested the master trainers to ensure that they take the training forward and train district- level master trainers who would in turn take the message to the local- village level. There is a necessity to involve all stakeholders at all levels so as to reach the last mile. Further, the Ministry also intends to conduct regional workshops and promotional campaigns to raise awareness, and utilize online resources like Swasthya and Sickle Cell Corner.

Three technical sessions were held on (i) ‘Awareness modules and its importance as a preventive measure’ by Dr Deepti Jain, Rtd. Professor, Nagpur Medical College, Maharashtra and Chairperson of the Committee; (ii) ‘Diagnosis in Sickle Cell is critical’ by Dr Anupam Sachdeva, Head of Department, Pediatric Hematology and Oncology, Sir Ganga Ram Hospital, Delhi and the (iii) ‘Role of health workers in the prevention and management of the Sickle Cell Disease by Dr Nita Radhakrishnan, Associate Professor, SSPGI, Noida.

Dr. Naveen Thacker, President at The International Pediatric Association (IPA), Dr Saurabh Varshney, Director AIIMS Deoghar, other medical experts, various other stakeholders and all Committee Members shared their views on the occasion. 

Shri Asit Gopal, Commissioner- NESTS, Dr. Naval Jit Kapoor, Joint Secretary, Shri Biswajeet Das, DDG, Smt. Vineeta Srivastava, Health Advisor and other officials of the Ministry of Tribal Affairs were also present in the event.

Two-day training programme for chefs/cooks serving at various paramilitary and other government canteens

 Department of Agriculture and Farmers’ Welfare is organizing an immersive two-day training programme inviting more than 200 chefs/cooks serving at various paramilitary and other government canteens, focusing on millet-based recipes. The training programme commencing today, aims at encouraging the participant chefs to include simple yet nutritious millet-based items in their respective menus and promote the consumption of millets across wider population. It will familiarize the participants to a variety of millet-based recipes, ranging from simple snacks to wholesome meals, and will encourage them to include it in respective canteens that they work with.

Additional Secretary, Shri Faiz Ahmed Kidwai, Additional Secretary, Smt. Maninder Kaur Dwivedi, and JS (Crops) DA&FW, Smt. Shubha Thakur, along with the other officials attended the event and encouraged the participants to adopt millets in their daily diet and join the ‘millet movement’ of the nation for the benefit of consumer, cultivator and climate.

A culinary training session for more than 200 chefs and cooks working with the paramilitary forces, namely, Assam Rifles, Border Security Force (BSF), Central Industrial Security Force (CISF), Central Reserve Police Force (CRPF), Indo-Tibetan Border Police, National Security Guard, Sashastra Seema Bal, and various government canteens is being organized at the Institute of Hotel Management (IHM), PUSA, by the Department of Agriculture and Farmers’ Welfare (DA&FW), Ministry of Agriculture and Farmers’ Welfare.

Shri K.K. Pant, Principal, IHM welcomed dignitaries and participants in the auditorium and emphasized millets’ role in meeting holistic nutritional demands of the paramilitary forces. This training has been designed to cater to more than 100 participants each day. After the momentous decision taken by the Ministry of Home Affairs’ (MHA) to introduce Millets (Shree Anna) in the meals of all the forces, the training session will further amplify the overall ‘millet movement’ of India. The decision by MHA to introduce 30% Millets in the meals was taken to champion Millets as an energy-dense food option for paramilitary personnel and aid their physically strenuous routine. Millets are collectively considered to be a ‘superfood’, packed with fibre, minerals, antioxidants, and other essential nutrients critical to human health. The participation of chefs/cooks from the paramilitary forces will ensure that millets become a regular, healthy and delicious component of their diet.

The participants learnt many interesting recipes, including Bajra Bisi belle Bhaat, Foxtail Millet Poori, Proso Millet Kofta Curry, Brown top Millet Pulao and Ragi Halwa. The training is also being attended by FPOs that displayed the samples of their various millet-based ready-to-cook and ready-to-eat items. It will further expose those present to the versatility of millets as a kitchen ingredient and the ways in which they can be put to culinary use.

The training is a part of the ongoing series of events that align with the celebration of 2023 as the International Year of Millets (IYM), undertaken by DA&FW. Millets thrive with minimal intervention, even in water scarce regions, making them a reliable ‘climate-friendly’ alternative to conventional crops. 'Yuva Sangam' program

 A group of 45 youths from the State of Punjab visiting Maharashtra as part of ‘Yuva Sangam’ initiative started by Prime Minister, interacted with Maharashtra Governor Shri Ramesh Bais at Raj Bhavan Mumbai today (May 9, 2023). 

Welcoming the students to Maharashtra, the Governor said, Maharashtra and Punjab have shared a long tradition of spiritual and cultural exchanges and close cooperation during the nation’s freedom movement.  He said, even though the two States are separated geographically by a distance of more than 1500 kms, Maharashtra and Punjab are sister states.

Maharashtra Governor Shri Ramesh Bais stated to the visiting student delegation that Sant Namdev travelled to Punjab from Maharashtra, while Guru Gobind Singh, the tenth Sikh Guru spent some years of his life in Maharashtra’s Nanded. 

The Governor said Maharashtra and Punjab have given the nation great warriors and revolutionaries like Bhagat Singh and Rajguru. He said many youths from Maharashtra and Punjab serve the nation by joining the armed forces. The Governor called upon the youths from Punjab to acquire modern education and skills, stay away from addictions and serve the nation through their chosen fields.

The Governor asked the youths to visit the country and appreciate the diversity of cuisine, language and culture of the various States. He said that in the present age of mobiles and laptops, people are moving away from their families. He urged the youth to visit different regions of the country as that will increase communication and they will learn a lot.

The youths visiting Maharashtra told the Governor about their experiences and how they liked the cuisine and culture of the State.

 

The visit of the youths from Punjab to Maharashtra is being coordinated by IIT Bombay. The exposure tour is aimed at providing the youths an immersive, multidimensional experience in the areas of Tourism, Tradition, Development, Technology and People to People contact.

Chairman of All India Council of Technical Education Prof. T G Sitharam, Director of IIT Bombay Subhasis Choudhury, ‘Yuva Sangam’ coordinator Prof. Manjesh Hanaval, Prof. Surendra Naik, IIT Registrar Ganesh Bhorkade, Faculty Members of NIT Jalandhar were also present.

Thirty-five youths from Maharashtra and ten from Dadra Nagar Haveli, Daman-Diu are also travelling to NIT Jalandhar as part of the ‘Yuva Sangam’ Programme launched by Prime Minister Shri Narendra Modi. The programme envisages participation of 1000 youngsters from 23 States and Union Territories of India.

National Skill Development Corporation (NSDC)

 National Skill Development Corporation (NSDC) is a not-for-profit public limited company incorporated on July 31, 2008 under section 25 of the Companies Act, 1956 (corresponding to section 8 of the Companies Act, 2013). NSDC was set up by Ministry of Finance as Public Private Partnership (PPP) model. The Government of India through Ministry of Skill Development & Entrepreneurship (MSDE) holds 49% of the share capital of NSDC, while the private sector has the balance 51% of the share capital.

NSDC aims to promote skill development by catalyzing creation of large, quality and for-profit vocational institutions. Further, the organisation provides funding to build scalable and profitable vocational training initiatives. Its mandate is also to enable support system which focuses on quality assurance, information systems and train the trainer academies either directly or through partnerships. What a filibuster is.

Traditionally, the Senate filibuster was reserved for only the most controversial issues, but its use has escalated in recent years, often slowing business in the chamber to a halt. Some lawmakers acknowledge that the filibuster, which has effectively set a 60-vote super­majority requirement for passing legis­la­tion in the Senate, could doom many of the propos­als they have cham­pioned, including meaningful reforms on issues ranging from health care to climate change to gun control. Behind this dysfunc­tion, the filibuster also has a troubling legacy: it has often been used to block civil rights legislation intended to combat racial discrimination.

As advocates push for pro-democracy legislation, calls for eliminating the filibuster have grown louder. In his remarks at the funeral of civil rights hero and congressman John Lewis in July 2020, former President Barack Obama called the filibuster a “Jim Crow relic,” arguing that the procedure should be eliminated if it is used to block voting reforms. Others note that certain types of legislation are already exempt from the fili­buster’s super­majority require­ment and argue that a similar exemp­tion should be made for voting rights.The stakes were raised in March 2021, when the For the People Act — a comprehensive democracy reform bill — was passed by the House of Representatives and introduced in the Senate, where the filibuster may determine its fate. Whether through elimination or reform, the filibuster cannot be allowed to impede the expansion of Ameican democracy or the rights of all eligible voters.

What is the filibuster?

The filibuster is a 19th-century procedural rule in the Senate that allows any one senator to block or delay action on a bill or other matter by extending debate. While a final vote in the Senate requires a simple majority of 51 votes, a supermajority, or 60 votes, is needed to start or end debate on legislation so it can proceed to a final vote. Therefore, even if a party has a slim majority in the Senate, it still needs a supermajority to even move forward with legislation a tall task for a hyper-partisan Washington. The House of Representatives does not use the filibuster. Instead, a simple majority can end debate.

How can the filibuster rule be changed?

Senators have carved out exceptions to the filibuster rule before.One option to do so is called “going nuclear” — when senators override an existing rule, such as the number of votes needed to end debate. This is usually done by lowering the threshold needed to end a filibuster to 50 votes.In 2017, then-Senate Majority Leader Mitch McConnell, R-Ky., eliminated the filibuster for Supreme Court nominees, clearing the way for then-President Donald Trump’s first nominee to be confirmed.

Why a call for change now?

In the last 50 years, the filibuster has been used more and more to kill major legislation. And with Biden’s agenda stalled, Democrats are calling for a carve out to pass voting rights legislation. In the last year, at least 19 states passed 34 laws restricting access to voting, according to the Brennan Center for Justice. If the threshold to end debate on a bill is lowered to 50 votes, for instance, Democrats could end debate on their voting reform bill and eventually move to a final vote, with Vice President Kamala Harris serving as a tie-breaking vote in the 50-50 Senate to pass the legislation. Incidentally, Harris, as president of the Senate, would play a key role in any potential rules change. She would be expected to occupy the chair and preside over any rule change action.

What’s the differ­ence between “talking” and “silent” fili­busters?

Filibusters traditionally involved long speeches in which a senator attempted to block a vote from proceeding by refusing to yield the floor. To stage such a “talking” fili­buster, a senator would hold the floor by stand­ing and talking for as long as they could, sometimes overnight. This was popularized in the 1939 film Mr. Smith Goes to Wash­ing­ton. The longest filibuster ever recor­ded, by South Caro­lina Sen. Strom Thur­mond in opposition to the Civil Rights Act of 1957, lasted for more than 24 hours. But since the early 1970s, senators have been able to use a “silent” filibuster. Anytime a group of 41 or more senators simply threatens a filibuster, the Senate majority leader can refuse to call a vote.

How has the fili­buster changed over time?

The use of the filibuster, once reserved for only the most controversial issues, has increased dramat­ic­ally in recent years along­side grow­ing polar­iz­a­tion in Wash­ing­ton. There have been more than 2,000 fili­busters since 1917; about half have been in just the last 12 years. Crit­ics argue that this increased use has slowed busi­ness in the Senate to a halt, often entangling the cham­ber in proced­ural maneuv­er­ing instead of substant­ive debate and, ulti­mately, lawmak­ing.
