On Liberty

The word liberty is derived from the Latin word ‘liber’(free from all restraints). There are two views of liberty – positive and negative. Positive approach views liberty as the freedom to do anything. Negative approach views liberty as the freedom to be not forced to do anything.

Some definitions of liberty are:

Seeley:

 “Liberty is the opposite of over-government”. 

McKechnie: 

“Freedom is not the absence of all restraints but rather the substitution of irrational ones for the rational”.

According to this definition, absolute freedom cannot exist in practice and liberty can exist only with certain restrictions on freedom. This is a practical perspective of liberty. 

Burns: 

“Liberty means the liberty to grow to one’s natural height to develop one’s abilities.”

According to this definition, the end of liberty is an opportunity for the individual to develop himself personally and become better. 

Gettell: 

“Liberty is the positive power of enjoying and doing those things which are worthy of enjoyment and work”.

There are certain types of liberty. One type is natural liberty which is the absolute, unrestricted freedom to do anything at all. People enjoyed this kind of liberty in a “state of nature”(life of people before societies came into existence without any social or political institutions and laws). According to the social contract theory, people enjoyed natural liberty in the state of nature. It is to be noted that, natural liberty is inapplicable in a civil society. Practically speaking, natural liberty does not exist. Therefore, it is necessary to restrict absolute liberty with certain reasonable restrictions to ensure an orderly and harmonious existence. Civil liberty answers this need and grants a reasonable degree of freedom to every person forming the society without any discrimination. The obvious problem here is the determination of how much liberty to allow without any arbitrariness and selfishness. According to jurist Dicey, Rule of Law, referring to the restriction of the arbitrary exercise of power by subjecting it to established, well-defined rules applicable to everyone or laws, is the solution . 

 The third type of liberty is political liberty. Scholars soon realised that mere recognition of civil rights alone was not sufficient as it did not guarantee protection against tyrannical and despotic authority. Even the Rule of Law, seemingly a proper guarantee against arbitrariness of rulers, was not a complete guarantee against rulers imposing unpopular measures against the citizens. This led to the perspective that people must also possess the power to convince the government to recognize their views and problems and replace the plans. This was the origin of politcal liberty. Political liberty, in its core, refers to the freedom of an individual to play an active part in the politics and governance of the State. According to Laski, political liberty is “the power to be active in the affairs of the State”. Practically, political liberty includes freedoms and rights like the right ot vote, free and fair elections, right to dissent etc. Civil liberty and political liberty combined was a severe blow to the arbitrariness and despotism of rulers, a major problem in the past. Another type of liberty is economic liberty. It refers to the freedom of individual to be involved in economic action and make economic choices. 

The next type of liberty is personal liberty. Personal liberty refers to the freedom of the individual to make personal choices. For example, decisions regarding clothing, food, religion etc. Just like an individual even the State yearns for liberty. National liberty refers to a position where the State has external sovereignty which means freedom from external control from other states and external pressure. 

 Apart from this, there are certain safeguards to protect liberty from denigration and ensure it is practised properly. One such safeguard is the Rule of Law developed by the English jurist Dicey. It refers to imposing check on the arbitrary usage of power by subjecting it laws. At its core, lie the ideas of society ruled by law, equality before law and obligations. It acts as a check against arbitrary restrictions on liberty by those in power. Next important safeguard is the Independence of the Judiciary. All the states in the modern era are built on the idea of separation of powers amongst the Legislature, Executive, and Judiciary. Independence of the judiciary is necessary for it act without being influenced by fear from the executive. This acts as a check on the executive and prevents arbitrary usage of power. The next safeguard is democracy. Liberty is possible only in a democratic set up. It is unimaginable in a monarchic or authoritative state. Democracy is sine qua non for liberty to exist. Liberty is also safeguarded by the Constitution. The Constitution forms the supreme law to which everyone in the State is subject. It reigns supreme even over everyone and even the most powerful in the State. This makes it an effective check on despotism and arbitrariness in the exercise of power, thus protecting liberty. Then, liberty is safeguarded by rights sanctioned, guarded and enforced by law form the basis for liberty in practice. Another important safeguard in economic security. When people’s basic needs are unfulfilled they can think about higher causes like liberty. This makes it an important condition to exercise liberty.

Dr. Ambedkar’s philosophy of caste in India

In India Caste System consists of two different concepts that are Varna and
Jati, the real concept of Varna has almost disappeared in the present
context and has changed into Jati. Caste is such a deep-rooted and pervasive
concept, it is a rigid form of stratification system, in which mobility of rank
and status is not allowed. The members of backward classes are not a part
of Hindu society even then, they had started observing untouchability
towards Dalits- who themselves have a caste hierarchy.
During his lifetime Dr. Ambedkar had played three roles: caste leader,
untouchable spokesman, and that of a national statesman. He was a guide,
guru, and decision-maker for his caste, the Mahars of Maharashtra.

According to him, no civilized society other than Indian one practices rituals
of the remote past even today. Its religion is essentially primitive, and its
tribal code, despite the advancement of time and civilization, operates with
all its pristine vigor even today. The prevalence of exogamy was well-known
in the primitive world. The caste system has made Hindu society stagnant
which creates hurdles in integration with outsiders. Even internally, Hindu
society fails to satisfy the test of a homogeneous society, as it is just a
conglomeration of different castes. The caste system does not allow lower
castes to prosper which led to moral degradation. The battle for the removal
of untouchability becomes the battle for human rights and justice.
Dr. Ambedkar criticized old Law books like Manusmriti and Arthshastras
who showed the inferiority and bitterness towards the suppressed class. He
also criticized the higher standard of Brahmans who are category above of
all. The Brahmans are somehow responsible for social exploitation and the
backwardness of untouchables.

Season 1

Part 3 of the series follows the Professor and Berlin’s plans to rob the Royal Mint of Spain three years after the last heist. The Professor is captured by Europol, but escapes with a new gang led by Mónica. Part 3 concludes by showing Lisbon alive and in custody, and Tokyo narrating that the Professor had fallen for his own trap and that “the war had begun”. The Professor and Marseille deduce that Lisbon must still be alive and being interrogated by Sierra in a tent outside of the bank. They persuade Tamayo’s assistant, Antoñanzas, to help them, and the Professor can establish a 48-hour truce with the police. Part 4 concludes with Lisbon rejoining the gang within the bank, and with Sierra finding the Professor’s hideout, holding him at gunpoint, and exposing the torture of Rio and the holding of Lisbon to the public.

In Malayalam and Sanskrit the word Lakshadweep means ‘a hundred thousand islands.’ When some of the beaches in the country are swamped with air pollution, plastics and wastes, it is pertinent to mention that the natural landscapes, the heavenly atmosphere, the glittering sea, the peace living people, the sandy shores, abundance of flora and fauna and the deprivation of a rushed and hasty lifestyle enhances the charisma of Lakshadweep. It certainly holds the the least position in crime rate of the country and one of the lowest, globally as well. As per the national crime records bureau (2019) report the island had zero cases of major crimes such as rape, murder, kidnapping and dacoity. The inhabitants take pride in their traditional culture while maintaining prominent environmental measure to safeguard the island. We can describe it as a small heaven on earth for its resources and wealth. It is a restricted territory and one requires an entry permit issued by the Lakshadweep Administration to visit the islands because 94% of the population are scheduled tribes.

The islands are protected under special provisions where alcohol and liquor sales are not permitted, and the non residents cannot buy any land. As Lakshadweep is a union Territory it doesn’t have a formal Chief Minister as other states do but for the administration and monitorization an administrator like an IAS or IPS officer would be appointed by the President. The trouble began after the death of Dineshwar Sharma, the former Administrator of Lakshadweep and once Praful Khoda Patel took over charge as the new administrator. He was a former BJP leader and the former Home Minister of Gujarat. After Praful Khoda Patel took charge, he came up with many drafts of several reforms such as the Lakshadweep Animal preservation regulation that bans slaughter of cows,bulls and bullocks( This proposal was fiercely opposed alleging that Patel is implementing the RSS’s agenda of beef ban) Lakshadweep prevention of Anti-Social Activities Regulation, Lakshadweep Development Authority Regulation( The draft bill is been widely resented with protestors alleging this law is aimed at serving ”Real estate interests” and usurping the small land holdings of the people) and amendment to the Lakshadweep Panchayat Staff rules(The draft proposed that if a resident has more than two children he/she cannot contest a panchayat election). The draft regulation defines development as the carrying out of building, mining, quarrying or other operations so it becomes apparent that the regulations make it very easy for the government to take over land of any person in the garb of development. When the nurses and health care workers protested for the salary hike everybody were refrained form their jobs and arrested. The Muslim majority island territory has remained a non alcoholic zone for decades but there was another draft framed that allowed sale of liquor at hotels and resorts in the name of tourist promotion.

The development authority regulation appears to be quite a controversial reform and hundreds of the islands’ residents have written to the administration opposing it. They expressed their intimidation that Patel’s motive was to destroy traditional and the cultural diversity of the people of Lakshadweep. Praful Patel was involved in many controversial circumstances. To everyone’s astonishment, when the whole world was inflicted by corona, Lakshadweep had no cases of Corona till last December. But after Patel took charge he pronounced that the people who tested negative for Corona within 48 hours can arrive to Lakshadweep and opened the gate for outsiders. But today Lakshadweep has over 7000 cases of covid-19 and corona is been spreading. Services of hundreds of contract laborers working under various departments of the Union Territory have been terminated and workers of various government offices have been dismissed. These are some of the woeful situations that the Lakshadweep is into and has got trapped in a contentious and autocratic administration. Development of a territory is most welcomed by the people but it should not ruin the resources and the wealth of the space.

In these modern days about half of the population of any country is addicted to smoking the worst part in it is even youngsters including girls are dependent on these cigars. These cigarettes play a vital role when their emotions are to be expressed more aggressively. People are unable to accept the fact that smoking is not a reason for cancer it is the cause for it. Cigar smoking also increases the risk of several cancers, including cancer of the oral cavity (lip, tongue, mouth, throat), oesophagus, larynx, and lung associated by pancreas.   When a cigarette is smoked, about one-half of the smoke generated is side stream smoke that comes from the burning cigarette between puffs. This side stream smoke contains many of the same carcinogenic (cancer-causing) and toxic agents that have been identified in the main smoke inhaled by the smoker.

ACIDIFICATION OF THE OCEANS AND ITS CONSEQUENCES

Ocean acidification is defined as a drop in the pH of the ocean over time, largely due to the uptake of carbon dioxide (CO2) from the atmosphere. Defining it simply, as we all know human activities releases CO2 into the atmosphere which leads to atmospheric warming and climate change. The seas absorb around a third to half of the CO2 produced by human activities. While this serves to slow atmospheric warming and climate change, it also has a direct chemical impact on seawater, which we refer to as ocean acidification.

pH as mentioned above is frequently used to describe ocean acidification. The pH scale measures acidity and alkalinity. A pH of less than 7 is acidic, whereas a pH of higher than 7 is alkaline, or basic. 

Currently, the average pH of ocean water is 8.1. Because the pH scale is logarithmic, a one-point change in concentration corresponds to a tenfold change in concentration. Carbon dioxide (CO2) levels in the atmosphere have been rising for more than 200 years, or since the industrial revolution, mainly to the combustion of fossil fuels and changes in land use. The ocean absorbs roughly 30% of the CO2 that is emitted into the atmosphere, and as atmospheric CO2 levels rise, so do ocean CO2 levels. 

As a consequence, the median pH of ocean surface waters has dropped somewhat, from 8.2 to 8.1. This translates to a 26% increase in ocean acidity, which is about 10 times quicker than any other period in the previous 55 million years.

But now, the question arises why the seawater becomes acidic. So to answer this we must understand that When co2 is consumed by seawater, it triggers a chain of chemical processes that result in an increase in hydrogen ion concentration. As a result of this rise, saltwater becomes more acidic and carbonate ions become less prevalent. Carbonate ions are essential mainly for marine shells and carol skeletons because these ions  are the building components of it. Reduced carbonate ions can make it difficult for calcifying animals including oysters, sea urchins, shallow water corals, deep sea corals, and calcareous plankton to develop and maintain shells and other calcium carbonate structures.

Due to such increased acidification, whole world’s seas especially coastal estuaries and rivers, are being affected by ocean acidification and it eventually affects the ocean chemistry because In more acidic environments, certain fish’s ability to detect predators is harmed. And when these creatures feel threatened, the entire food web feel threatened as well.

Taking the future world in view, due to the increase in atmospheric co2 , it will have a direct impact on the degree of future ocean acidification. So if, current greenhouse gas emissions continue, ocean acidity might rise by 0.4 units by the end of the century. However, Ocean acidification will not be consistent throughout the planet. Polar waters and upwelling zones, which are frequently located along continents’ west coastlines, are predicted to acidify more quickly than temperate or tropical regions. Depending on the environment, the pH will vary substantially. 

Therefore, While the ultimate answer to lessen the ocean acidification is to reduce global greenhouse gas emissions. It can be done by  adopting certain difficult decisions and activities which can help us prepare for the negative impacts of ocean acidification. On a smaller scale, Water quality improvements, Development of fisheries management methods that are sustainable, New technology implementation such as development of aquaculture industry and  protecting Marine ecosystems that are very fragile and endangered may assist marine ecosystems adapt better with changing environmental circumstances by mitigating the negative impacts of other local factors.

“Music helps to bring people together.”

Many people are of the opinion that music often connects people of various ages and cultures. I highly disagree with this opinion as every individual is different and feels forced if asked to do something that they do not like.

To embark on, there are many forms of music and different people have different choices some people like slow songs whereas, others like songs that are fast. Cultural difference and language are one of the main reasons of people having clash of choices. For an instance, if we compare people of Punjab and people of Bengal, most of the resident of Punjab listen to Punjabi songs whereas people living in Bengal cannot understand them. Therefore, it creates a wedge between them and drives them further away.

Furthermore, age has a significant impact on the choice of songs. People of various age groups like different songs. For example, people who are old mostly like to listen to old songs or religious songs whereas, the young generation likes to listen to latest songs. Very young children who are under the age of eight might also have different opinion, they often like to listen to poems or songs that are related to cartoons. Hence, it becomes difficult for people different ages to bond over music and it results in keeping them away.

According to me the statement is completely wrong as music does not bring people together but, creates distance between them due to conflict of choices.

To encapsulate people should not consider music as a factor that brings people together as the significant difference in choices results in quite the opposite.

NON-CONVENTIONAL (ALTERNATIVE) ENERGY RESOURCES

The energy crises has shown that for sustainable development in energy sector we must conserve the non-renewable conventional resources from its rapid depletion and replace them by non-polluting, renewable sources which are environmentally clean.

Efforts are made to develop new sources of energy which is called non-conventional sources of energy. It would provide greater initiative to local people who could assess their needs and resources and plan a strategy that could be useful to them.

Solar Energy

Solar energy is the energy obtained from the sun. The sun gives out vast amount of light and heat. It is only a little less than half ( 47%) of solar energy which falls on the atmosphere reaches the earth’s surface. If we could use just a small part of this energy it would fulfill all the country’s need for power. Solar energy has advantages and also certain limitations.

Solar Energy Devices

The energy from the sun can be harnessed to provide power. The various devices used for harnessing sun’s energy are called solar energy devices.

Solar Panel

Arrangement of many solar cells side by side connected to each other is called solar panel. The capacity to provide electric current is much increased in the solar panel. But the process of manufacture is very expensive.

Solar Cooker

It consist of an insulated metal box or wooden box which painted from inside so as to absorb maximum solar radiations. A thick glass sheet forms the cover over the box. The reflector is the plane mirror which is attached to the box. The food is cooked by energy radiated by the sun.

Biogas

Biogas is the mixture of methane (nearly 75%), hydrogen sulphide, carbon dioxide and hydrogen. It is produced by the decomposition of animal wastes (cow dung) and plant wastes in the absence of oxygen. It is also commonly called as ‘Gobar gas’ since the starting material used is cow dung which means gobar in Hindi.

Uses of biogas

✓It is used as fuel for cooking.
✓It is used to run motors and pump sets.
✓It is used to generate electricity.

Advantages of biogas

✓It burns without smoke and therefore causes less pollution.
✓An excellent way to get rid of organic wastes like bio-waste and sewage material.
✓Left over slurry is a good manure rich in nitrogen and phosphorus.
✓It is safe and convenient to use.
✓It can reduce the amount of greenhouse gases emitted.

Shale gas

Shale refers to the soft finely stratified sedimentary rock that is formed from the compaction of small old rocks containing mud and minerals – such as quartz and calcite, trapped beneath earth’s surface. These rocks contain fossil fuels like oil and gas in their pores.

Environmental concerns of shale gas

✓Shale drilling could affect groundwater reserves, which can contaminate the drinking water resources and also affect the fertility of the soil.
✓Million gallons of water is needed to break and release the shale gas, which inturn can affect the water table.

Wind Energy

The Kinetic energy possessed by the wind is due to its high speed, that can be converted into mechanical power by wind turbines. The rotatory motion of wind mill produces wind energy. It can be used for generating electricity, run water pumps, flour mills, draw water from wells etc.,

Windmill

Windmill is a machine that converts the energy of wind into rotational energy by broad blade attached to the rotating axis. When the blowing air strikes the blades of the windmill, it exerts force and causes the blades to rotate. The rotational movement of the blades operate the generator and the electricity is produced. The energy output from each windmill is coupled together to get electricity on a commercial scale.

Water Energy

Earth’s surface is covered with nearly 71% of water. Harnessing the energy from the flowing water can be used to produce electricity. The technique to harness the water energy is called Hydropower.

The electrical energy is derived from water flow, water falling from a height. Hilly areas are suitable for this purpose where there is continous flow of water in large amounts falling from high slopes. It does not cause environmental pollution or waste generation.

Hydropower plants converts the kinetic energy of flowing water into electricity. This is called hydroelectricity.

Tidal Energy

Tidal energy is the energy obtained from the movement of water due to ocean tides. Tides are the rise and fall of sea levels caused by the combined effects of the gravitational forces exerted on the oceans of the earth.

A tidal stream is a fast flowing body of water created by tides. Turbines are placed in tidal streams. When the tides hit the turbine, the turbine rotates and converts the tidal energy into electric energy.

Advantages of tidal energy

✓It does not use any fuel and does not produce any waste.
✓Tides are predictable, so tidal energy can be produced at any time.

UNEMPLOYED: CURSE FOR A NATION

Unemployment is India’s serious predicament. Millions of educated people are without a job. Even skilled and professional like engineers and technicians are collecting unemployment benefits. A horde of labourers who search jobs every day. If we neglect this problem then it will become the reason for the doom of the nation.

There are various types of unemployment. The most common unemployment that is found in India are seasonal unemployment, under unemployment and disguised unemployment.

There are many causes which have led the country to this state of unemployment in India. The first cause is the enormous increase in population. According to UNICEF 67,385 babies are born in India, that’s one sixth of the world’s child births. This means excess in the supply of labor than its demand ultimate leading to jobless population.

In addition is the low purchasing power of the people. It means the people have low income and wages but the prices are sky-high. Consequently the people are not capable to buy. This leads to retrenchment of labour leading to unemployment.

The biggest cause of unemployment among the educated is the flawed system of education. Graduates and post graduates are being turned out every year. They demand ‘white collar jobs’. They loathe work involving physical labour. But the situation has become so drastic that highly educated are ready to do menial jobs.

Another cause is the industrial bashfulness of our country. Pace of economic development is slow. Therefore, our industries cannot provide employment to the increasing numbers. Apart from all these, a large portion of the population is engaged in the agricultural sector which only provides employment in harvest or plantation time.

Unemployment is becoming a serious problem. It is major economic and social problem. Unless this problem is solved, even political freedom would become meaningless. It brings starvation and misery. It encourages dishonesty and corruption. It, thus, produces antisocial elements.

But this problem cannot be solved so easily. It can be solved only if the government and public make a determined effort. The government is taking many steps. Family planning is the first measure. People should lean to limit the number of children to two. Some of the scheme issued by the government are IRDP (Integrated Rural Development Programme), JawaharRozgarYojana, Employment Assurance Scheme, Training for self-Employment. Secondly, the system of education is also being overhauled. Those fit for technical education should be sent for training in respective fields. There should be more emphasis on vocational and technical training and accordingly the curriculum should be altered in schools and universities. The government is trying to set up industries based on agriculture. It is trying to set up cottage industries like carpet-making, mat-making, soap-making and many more to provide employment to the needy.

To conclude, the problem of unemployment in India has reached a critical stage and it has persisted for long. But the government and other authorities have taken the responsibility and working on it. Also, to completely tackle the issue of unemployment we have to find the solution of the main issue that is the enormous population of India. Together we can overcome this hurdle.
