ECI mourns passing away of Sh Pranab Mukherjee

Election Commission of India deeply mourns the passing away of Former President Sh Pranab Mukherjee.

Expressing grief, Chief Election Commissioner Sh Sunil Arora said “In his demise, the nation has lost a widely respected savant and a Rajrishi known for his encyclopaedic knowledge of economic, constitutional and historical affairs.” 

Recalling Sh Pranab Mukherjee’s specific association with Election Commission of India, CEC Sh Arora said despite failing health Shri Pranab Mukherjee had graciously accepted ECI’s invitation and delivered the first Sukumar Sen Memorial Lecture, organised by ECI on 23rd January 2020. Shri Mukherjee, as President of the republic, had addressed ECI’s National Voters Day event twice in 2016 and 2017.

 “May God give his family the strength to bear this irreparable loss”, Sh Arora added.

PM condoles the passing away of former President Bharat Ratna Shri Pranab Mukherjee

The Prime Minister, Shri Narendra Modi has condoled the passing away of former President Bharat Ratna Shri Pranab Mukherjee.

The Prime Minister said, “India grieves the passing away of Bharat Ratna Shri Pranab Mukherjee. He has left an indelible mark on the development trajectory of our nation. A scholar par excellence, a towering statesman, he was admired across the political spectrum and by all sections of society. 

During his political career that spanned decades, Shri Pranab Mukherjee made long-lasting contributions in key economic and strategic ministries. He was an outstanding Parliamentarian, always well-prepared, extremely articulate as well as witty.

As India’s President, Shri Pranab Mukherjee made Rashtrapati Bhavan even more accessible to common citizens. He made the President’s house a centre of learning, innovation, culture, science and literature. His wise counsel on key policy matters will never be forgotten by me.

I was new to Delhi in 2014. From Day 1, I was blessed to have the guidance, support and blessings of Shri Pranab Mukherjee. I will always cherish my interactions with him. Condolences to his family, friends, admirers and supporters across India. Om Shanti. 

Dr. Saroj Ghose: The Father of Science Centre Movement in India turns 85

Dr. Saroj Ghose, the Father of Science Centre Movement in India turns 85 on September 1, 2020. The doyen of science popularization movement not only in India but acclaimed internationally, Dr. Ghose is known as museum maker. Way back in 1960s, he dreamt of taking science to the millions in the country through Science Museums and Science Centres and played a pivotal role in establishing National Council of Science Museums (NCSM) in 1978, which resulted in setting up of Science Centres in different parts of the country, including the Nehru Science Centre in Mumbai. Science Museums and Science Centres are institutions that popularize science and technology in a non-formal way.

Dr. Ghose graduated from Jadavpur University in Electrical and Communication Engineering, and joined the upcoming Birla Industrial & Technological Museum (BITM), in Kolkata, under the aegis of CSIR, as a Technical Officer in 1958. BITM was opened in 1959 and Dr. Ghose soon became an indispensable part of it.

In 1965, Dr. Ghose took charge of BITM. In the same year, BITM launched ‘Mobile Science Museum’ (now called Mobile Science Exhibition) at Ramakrishna Ashram School, Narendrapur, near Kolkata. The exhibition was on the theme ‘Our Familiar Electricity’ which had 30 exhibits mounted on portable stands, and carried by a bus. The philosophy behind this travelling exhibition was, “If children cannot come to Science Museum, Science Museum will go to them”. NCSM now operates 48 Mobile Science Exhibition buses throughout the country. Limca Book of Records recognized this programme as the largest and the longest running Non-Formal Science Education Programme in India.

In the early 1970s, Dr. Ghose went to USA for higher studies where he earned an M.S. degree in ‘Control Engineering’ from Harvard University and was subsequently engaged with research in the history of science and technology at the Smithsonian Institution, Washington DC. After his return to India, in 1974, he submitted a thesis on ‘The Introduction and Development of the Electric Telegraph in India’ with Jadavpur University and earned a PhD degree in Engineering. While in the USA, he noticed how the world famous The Exploratorium, San Francisco, was changing the very concept of how children should learn science with the help of interactive exhibits to explore the rudiments of scientific principles. Dr. Ghose introduced this concept in India and Nehru Science Centre at Mumbai became the first Science Centre in India fully equipped with interactive exhibits. The centre was opened in 1985. Later on, in 1992, National Science Centre, Delhi was opened in the same format but with interactive historical perspectives.

Prior to this in 1979, the International Year of the Child, he turned a municipal garbage ground at Worli in Mumbai into the world’s first science park, where children could explore the basics of science while playing with the exhibits, set up in the lush green ambience of the park. The model was globally followed by large numbers of science centres and is considered as an original contribution by NCSM. In 1985, this became the Nehru Science Centre, considered as the largest interactive science centre in India.

In 1978, the Govt of India delinked the two existing Science Museums and one Science Centre from CSIR and National Council of Science Museums (NCSM) was formed. Dr. Ghose took over as Director of NCSM in 1979 and in 1986 as the Director General. Motivated with the zeal of popularizing science, creating a scientific awareness in the country and nurturing creativity and scientific temper in the children through science centre activities, Dr. Ghose spearheaded the Science Centre movement in India. Under his leadership, 18 Science Centres (2 National Level, 7 at Regional Level and 8 at Sub-Regional/District Level) were set up across India. These Science Centres continue to play a vital role in spreading the message of Science in the country since their inceptions. Dr. Ghose retired from NCSM’s service in 1997, but NCSM continued his good work by setting up large numbers of science centres across the country. This was possible because of the visionary outlook of Dr. Ghose, who always emphasized on building a dedicated, motivated and trained manpower of Scientific, Technical and Administrative staff who would take his legacy forward.

In the mid ‘80s, Dr Ghose masterminded the concept of international mega travelling exhibition titled “India: a Heritage of Science”. The exhibition was hugely popular in the USA, France, Soviet Union, Bulgaria, China, Bangladesh, Trinidad & Tobago, Guyana etc. The exhibition earned NCSM an international recognition for its contribution to the science popularization activities.

After retirement from NCSM in 1997, Dr Ghose kept himself busy with the development of Kolkata Panorama for Kolkata Museum Society, Parliament Museum, Rashtrapati Bhavan Museum etc. He was also the Museum Advisor to the President of India. He also played a key role in the development of Gujarat Science City, Ahmedabad.

The illustrious career of Dr. Saroj Ghose is studded with many national and international recognitions. He was awarded ‘Indira Gandhi Prize’ from the Indian National Science Academy as well as ‘Hari Om Trust Award’ from University Grants Commission for Popularization of Science in 1988. In 2001, NCSTC, Govt. of India, awarded him ‘National Award’ for the best effort in science popularization amongst children. He was conferred with ‘Padma Shri’ (1989) and ‘Padma Bhushan’ (2007) by the Government of India. In 1996, he received ‘Primo Rovis International Prize’ from the Trieste International Foundation, ‘ASTC Fellow’ [Association of Science and Technology Centers, USA] in 1997.

Dr. Saroj Ghose had held several important positions in the Paris based International Council of Museums (ICOM) between 1974 and 1998 and twice became its President (1992-95 and 1995-98). He was also the President, Second Science Centre World Congress, 1999.

India aims to achieve 100 MT coal gasification target by 2030: Pralhad Joshi

India aims for 100 million tonnes (MT) coal gasification by 2030 with investments worth over Rs. 4 lakh crores, said Shri Pralhad Joshi, Union Minister of Coal and Mines. Addressing a webinar on Coal Gasification and Liquefaction, Shri Joshi said that Coal Gasification and Liquefaction is no more an aspiration, but a requirement. He added that for encouraging use of clean sources of fuel, government has provided for a concession of 20% on revenue share of coal used for gasification. He emphasized that this will boost production of synthetic natural gas, energy fuel, urea for fertilisers and production of other chemicals. The webinar was organised by Ministry of Coal (MoC) in New Delhi for discussing the road map for achieving the target. The webinar was attended by around 700 delegates from Government of India, CIL and the coal sector.

Reiterating on government’s commitments for green initiatives in the coal sector, Shri Joshi said that Coal Gasification and Liquefaction are well in the government’s agenda and various actions have been taken for development of Surface Coal Gasification in India. A Steering Committee has been constituted in this regard under the chairmanship of Dr. V.K. Saraswat, Member, NITI Aayog comprising of members from the Ministry of Coal. CIL has also planned to set up at least 3 gasification plants (besides Dankuni) on BOO basis through global tendering and has signed an MOU with GAIL for marketing synthetic natural gas.

Shri Joshi urged the attendees of the session to explore more about technologies & other aspects in Coal Gasification sector, in line with our country’s SWOT analysis. He added that this will help in harnessing nation’s reserves for maximum utilisation while heading on the path to sustainability, as per global standards.

Seven day State Mourning to be observed in memory of former President Shri Pranab Mukherjee

The Government of India announces with profound sorrow the death of ShriPranab Mukherjee, former President of India at Army Research & Referral Hospital, New Delhi on 31stAugust, 2020.

As a mark of respect to the departed dignitary, seven days State Mourning will be observed throughout India from 31.08.2020 to 06.09.2020, both days inclusive. During the period of State Mourning the National Flag will fly at halfmaston all buildings throughout India, where it is flown regularly and there will be no official entertainment.

The date, time and venue of the State Funeral will be intimated later.

Union Home Minister, Shri Amit Shah has mourned the passing away of former President of India, Bharat Ratna Shri Pranab Mukherjee. In a tweet, Shri Amit Shah said, “Deeply anguished on the passing away of former President of India, Bharat Ratna Shri Pranab Mukherjee ji.”

The Union Home Minister said, “He was a vastly experienced leader who served the nation with utmost devotion. Pranab da’s distinguished career is a matter of great pride for the entire country.”

Shri Amit Shah said, “Pranab Da’s life will always be cherished for his impeccable service and indelible contribution to our motherland. His demise has left a huge void in Indian polity. My sincerest condolences are with his family and followers on this irreparable loss. Om Shanti Shanti Shanti.”

CSIR-CMERI develops World’s Largest Solar Tree

CSIR-CMERI has developed the World’s Largest Solar Tree, which is installed at CSIR-CMERI Residential Colony, Durgapur. Prof.(Dr.) Harish Hirani, Director, CSIR-CMERI, while elaborating about the technology stated that, “The installed capacity of the Solar Tree is above 11.5 kWp. It has the annual capacity to generate 12,000-14,000 units of Clean and Green Power”.

The Solar Tree has been designed in a manner to ensure maximum exposure of each Solar PV Panel to Sunlight and also creation of the least amount of shadow area beneath. There are a total of 35 Solar PV Panels in each tree with a capacity of 330 wp each. The inclination of the arms holding the Solar PV Panels are flexible and can be adjusted as per requirement, this feature is not available in Roof-Mounted Solar facilities. The energy generation data can be monitored either real-time or on daily basis.

Prof.(Dr.) Harish Hirani explained, “The CSIR-CMERI developed Solar Tree besides being the World’s Largest Solar Tree also has certain customizable features for application at diverse sites. The Solar Trees were designed in a manner to ensure minimum Shadow Area, thus potentially making these Solar Trees available for widespread usage in Agricultural activities such as High Capacity Pumps, e-Tractors and e-Power Tillers.

TheseSolar Trees can be aligned with Agriculture for substituting price-volatile fossil fuels. Each Solar Tree has the potential to save 10-12 tons of COemissions being released into the atmosphere as Greenhouse Gases when compared with fossil fuel fired energy generation.Besides, the surplus generated power can be fed into an Energy Grid.

This Agricultural Model can provide a consistent economic return and help the farmers counter the effects of the uncertain variations in Agriculture related activities, thus, making farming an Economic and Energy Sustainable practice.”

Each Solar Tree will cost Rs 7.5 lakhs and the interested MSMEs can align their Business Model with the Pradhan Mantri Kisan Urja Suraksha evem Utthan Mahabhiyan (PM KUSUM) Scheme for farmers, for developing a Renewable Energy based Energy Grid.

The solar tree has the capability to incorporate IOT based features, i.e. round-the-clock CCTV surveillance in agricultural fields, real-time humidity, wind speed, rainfall prediction and soil analytics sensors.  The CSIR-CMERI developed solar powered e-Suvidha Kiosks may also be connected to the Solar Trees for real-time access to the vast majority of agricultural database as well as to the eNAM i.e. National Agricultural MarketPlace for instant and real-time access to an unified online market.This Solar Tree is a Quantum Leap towards making an Energy Reliant and Carbon Negative India.

Country has lost one of its finest sons: Union Minister Prakash Javadekar mourns demise of former President Shri Pranab Mukherjee

Union Minister for Information and Broadcasting Shri Prakash Javadekar has mourned the passing away of former President of India Shri Pranab Mukherjee.

In his condolence message the Minister said “India has lost one of its great sons, Bharat Ratna Shri Pranab Mukherjee. Shri Mukherjee was not only an intellectual but a decision maker, a strategist and the backbone of Parliament for many years. He has left his mark on governance and administration. As President of India he has performed with clear understanding and with dignity.”

Shri Javadekar reminisced the time he sought permission from Shri Mukherjee for publishing his speeches, which the former President was kind enough to permit.

Auction for Sale (Re-issue) of ‘5.22% GS 2025’, Auction for Sale (Re-issue) of ‘6.19% GS 2034’, and Auction for Sale (Re-issue) of ‘7.16% GS 2050’

The Government of India has announced the Sale (Re-issue) of (i) ‘5.22 percent Government Stock, 2025’ for a notified amount of Rs 12,000 crore (nominal) through price based auction, (ii) ‘6.19 percent Government Stock, 2034’ for a notified amount of Rs 11,000 crore (nominal) through price based auction, and (iii) ‘7.16 per cent Government Stock, 2050’ for a notified amount of Rs 7,000 crore (nominal) through price based auction. GoI will have the option to retain additional subscription up to Rs 2,000 crore against each of the above securities. The auctions will be conducted by the Reserve Bank of India, Mumbai Office, Fort, Mumbai on September 04, 2020 (Friday) using multiple price method.

Up to 5% of the notified amount of the sale of the stockswill be allotted to eligible individuals and Institutions as per the Scheme for Non-Competitive Bidding Facility in the Auction of Government Securities.

Both competitive and non-competitive bids for the auction should be submitted in electronic format on the Reserve Bank of India Core Banking Solution (E-Kuber) system on September 04, 2020. The non-competitive bids should be submitted between 10.30 a.m. and 11.00 a.m.and the competitive bids should be submitted between 10.30 a.m. and 11.30 a.m.

The result of the auctions will be announced on September 04, 2020 (Friday) and payment by successful bidders will be on September 07, 2020 (Monday).

The Stocks will be eligible for “When Issued” trading in accordance with the guidelines on ‘When Issued transactions in Central Government Securities’ issued by the Reserve Bank of India vide circular No. RBI/2018-19/25 dated July 24, 2018 as amended from time to time.

Raksha Mantri Shri Rajnath Singh Condoles demise of Former President Shri Pranab Mukherjee

Raksha Mantri Shri Rajnath Singh has expressed his deep anguish over  the demise of   former president of India, Shri Pranab Mukhejee. In a Twitter message Shri Singh said, “He was widely respected by the people across all sections of society. His demise is a personal loss. He had tremendous knowledge of India’s history, diplomacy, public policy and also defence.” Remembering his persona, Shri Singh said “ Pranabda epitomised simplicity, honesty and strength of character. He served our country with diligence and dedication. His contribution to public life was invaluable.”

Raksha Mantri expressed deepest condolences to his bereaved family.

The former President of India Shri Pranab Mukherjee, breathed his last today, the 31st August in New Delhi. He has been senior minister in various central government ministries, including the Ministry of Defence during 2004-06. 

Ancient Egyptian Gods

Ancient Egyptian Society had many different deities which were an important part of the people’s belief system. There were about 2000 deities in the Egyptian pantheon which were an integral part of the culture. The most famous gods were considered as State Deities while others were a part of the rituals of a specific region. Some of the most popular Deities are – Isis, Osiris, Horus, Ra, Bastet, Set, Nephthys, Anubis.

Isis

Isis was the goddess of magic and was a clever and ambitious woman. She was the wife of Osiris and the patron of magicians. She loved her husband very much and encouraged their son to take vengeance on the evil god Set who had Osiris. She is shown as a beautiful woman with colourful wings.

Osiris

Osiris was a wise and good pharaoh and the husband of Isis. He taught men about farming and is said to have built the first cities of Egypt. His brother Set tricked him into getting inside a coffin and made it into pieces and then hid the pieces all over Egypt. Isis spent years searching for him and eventually put all the pieces together when he partially came back to life. He was the god of the underworld and he sat in judgement over the souls of the dead.

Horus

Horus was called as the Avenger and the son of Isis and Osiris. When he grew up, he defeated Set and became the new pharaoh of Egypt. All mortal pharaohs are considered as descendants of him. Falcon is his symbol and he is often pictured as the man with a falcon’s head.

Ra

Ra was the first pharaoh of the world and the God of the Sun. The Egyptians celebrated as Ra would emerge victoriously after sailing the golden sun ship across the sky. After many centuries Ra became old and went back to the heaven after giving his throne to Osiris.

Bastet

Bastet was the goddess of cats and extremely popular in Egypt. She was a protective goddess and people used to wear amulets with her likeness for good luck. She is pictured as a cat fighting with a knife with the serpent Apep. She was the faithful cat of Ra.

Set

He was the god of desert, storms and evil. He is very tricky and the strongest of all the gods. He became the pharaoh after killing his brother Osiris and was later defeated by his nephew Horus. After that he fled into the desert and controlled the harsh lands outside of the Nile valley. In his old age he spent his days sailing Ra’s boat and defending her from the armies of the serpent Apep. He is pictured as a red skinned god with the head of an unknown animal demon.

Nephthys

Nephthys is the kind and gentle river goddess. She is the wife of Set and the sister of Isis. She didn’t like Set and helped Isis to find the pieces of Osiris and put him together. Her son was Anubis.

Anubis

Anubis is the god of funerals and the most important god. He helped Isis make Osiris into the first mummy. He is pictured as a man with a jackal’s head.

Veganism

Over the past few years, the concept of veganism has become largely popular. Many famous personalities have also started switching into veganism. According to Wikipedia, “Veganism is the practice of abstaining from the use of animal products, particularly in diet, and an associated philosophy that rejects the commodity status of animals.” There is a specific pattern of eating involved in it which includes only plant-based food items. Vegan people replace dairy products with plant based milks like soy, scrambled eggs with scrambled tofu, honey with maple syrup and similar other options. They also refrain from using other animal products like clothing from animal products and leather. It is a lifestyle which attempts to decrease animal exploitation as much as possible.

The term “vegan” was first coined by Donald Watson in 1944 when he founded the Vegan Society with a small group of vegetarians, who broke away from the Leicester Vegetarian Society in England. It is said that the term “vegan” was constructed by combining the first and last letters of “vegetarian.” At first it was used to mean “non-dairy vegetarian” and by May 1945 vegans started abstaining from “eggs, honey; and animals’ milk, butter and cheese”. They chose to not consume dairy or any other product of animal origin along with abstaining from meat like vegetarians. In 1951, the Society changed its definition to “the doctrine that man should live without exploiting animals”. It is currently defined as “a way of living that attempts to exclude all forms of animal exploitation and cruelty, be it from food, clothing, or any other purpose.” Interest in Veganism started from the latter part of 2010s as more and more vegan stores opened increasing vegan options. These have started to be increasingly available in supermarkets and restaurants across the world.

Reason behind going Vegan

Vegans generally choose to avoid animal products for reasons like Ethics, Health and Environment.

People who support the ethics of the practice are called Ethical Vegans who strongly agree to the belief that all creatures have the right to life and freedom. So, they oppose killing a conscious being to simply consume its flesh, drink its milk, or wear its skin — especially when alternatives are available. They also oppose the psychological and physical stress that animals may endure as a result of modern farming practices. For instance, the small pens and cages in which many livestock animals are forced to live between birth and slaughter, the farming industry’s practices of the grinding of live male chicks by the egg industry or the force-feeding of ducks and geese for the foie gras market. Ethical vegans also protest against animal cruelty and raise awareness about ending all forms of cruelty towards animals.

Some also choose veganism due to its health benefits. Plant-based diets may reduce the risk of heart disease, type 2 diabetes, cancer, and premature death. Lowering the intake of animal products may likewise reduce the risk of Alzheimer’s disease or dying from cancer or heart disease. One can also avoid the side effects linked to the antibiotics and hormones which are used in modern animal agriculture. Studies show that there is a relation between vegan diets and lower body weight and body mass index (BMI).

Vegan diets are high in dietary fiber, magnesium, folic acid, vitamin C, vitamin E, iron, and phytochemicals; and low in dietary energy, saturated fat, cholesterol, long-chain omega-3 fatty acids, vitamin D, calcium, zinc, and vitamin B12. There is also the possibility of nutrition deficiency because elimination of all animal products may lead to nutritional deficiencies. Some of these can only be prevented through the choice of fortified foods or the regular intake of dietary supplements. Vitamin B12 supplementation is considered to be very important in some cases.

Some people avoid animal products and shift to veganism for the environmental impacts. It is widely known that animal agriculture is a very water intensive process. The UN report of 2010 suggests that animal products need more resources and produce a higher percentage of greenhouse gas emissions than plant-based options.

India’s contraction of GDP could be worst among the G-20 countries.

As it is known to everyone about the UK’s slowdown of economy which was the worst hit since 11 years.UK went into the deepest recession of this time.Now,what the analysis says according to that India will be facing worst contraction of GDP in the June quarter which will be worst including G-20 countries.

The contraction which India is going to face will be worst due to the pandemic hit situation all around the country due to which everything was at standstill.Today the National Statistical Office is going to release the data from April-June period for FY21.It is said that it is going to be worst since 1996.As India’s lockdown started on 25th March and ended in May end.From June not a complete unlock was done but partial lifting was started.But for the businesses in the month of April and May were complete washouts.

Abheek Barua,chief economist at HDFC bank said that he expects GDP growth to contract 21% in June quarter compared with a growth of 3.1% in the March quarter.However,State Bank of India released a report it stated that Q1 FY21 real GDP de-growth would be now around 16.5%.Frequency indicators like Index of Industrial Production,PMI manufacturing,auto sales and many more.IIP contracted to around 36% and commercial vehicle sale contracted to around 84.8%.In this period if we check only the positive sign would be of farm sector which will grow around 3-4%.

NSO has to still predict many numbers into this,till now they have given a less number of data.They gave the reason of not providing data is due to glitch because there were many sectors which were not operating in this period.Chief India Economist of HSBC Pranjul Bhandari has said that there can be an overestimation of data by the NSO due to the lockdown situation,”The statistics office could announce GDP contraction to 17.5% without including the informal sector,if the sector is added than it would be almost 25% contraction when proper survey is included.

I remember, I was on Mangalore station with my family, waiting for our train to arrive ; we were returning to Mumbai. I didn’t have a phone at that time, and the thought of spending 24hrs in train without having anything to do troubled my brain. So my dad decided to buy me a book, luckily of my choice or else I would have ended up reading a book on some random sport or some religious book I have no interest in. That was my first book ever, I was enthusiastic as holding the novel in my hand instantly made me feel like an adult. Sounds stupid but for a 11years old, it made sense.

When you sit down with readers and ask them about their childhood memories of reading a book; they will always tell you there was a book they loved that introduced them to the love of reading, or they had a book they loved and lost it along the way. They will be so emotional while telling you this because those books had an enormous effect in their lives. They will pay top dollar to read it again or they would love their children to read it too. So, why not save the day and buy these special books for your loved ones?Don’t you agree that books are the best thing to gift someone? And also to receive? Or a best thing in general?
I know it sounds vague but you have lived with your loved ones and you know what their interests are and what they want to achieve in their lives, help them accelerate the process by buying them books in that area. For example, your friend loves to cook, and you see them on you tube everyday trying new cooking classes. Even if they do not read, they will appreciate and read a special cook book that will enhance their love for cooking.
Icelanders have a beautiful tradition of giving books to each other on Christmas Eve and then spending the night reading. This custom is so deeply ingrained in the culture that it is the reason for the Jolabokaflod, or “Christmas Book Flood,” when the majority of books in Iceland are sold between September and December in preparation for Christmas giving.

Exchanging books with a friend, or buying second hand book is a whole different experience as a reader. When you open a second hand book and notice the markings, random sentences underlined by the previous reader, little notes ; you can feel the ghost of all the previous readers while reading that book. Sharing books feels like sharing a piece of yourself with someone and isn’t that a beautiful feeling? Unless that person isn’t a book person, goodness that’s like a knife being twisted in your chest.
While reading a second hand book or an exchanged book, you can almost feel the previous readers’ soul imprinted on the book just like an old flower inside a book. Also to mention, we need to be aware of this weird, dangerous breed of people out there : people who don’t return our books. They’ll soon be decalred ‘vicious’.

From reading tinkle as a kid in school to reading book thief during lectures in college ; reading while in local train is a different reading experience in itself because 98% of the time the person next to you is reading with you even if they understand nothing. I am glad they don’t turn the page themselves or else one day am sure I’ll end up making the compartment a WWE ring. (which it already is) Let’s not forget about books as a companion. They make you travel without even moving you in 3D.

So grab a book and how about a trip during this quarantine? 

Muharram Procession Of Only 5 Persons With One Videographer

Considering the dangerous, dreaded and deadly corona virus impact especially in Maharashtra and in Bombay in particular, the Bombay High Court most recently on August 28, 2020 in a noteworthy case titled All India Idara-E-Tahafuz-E-Hussainiyat Vs The State of Maharashtra & Ors. in AD-HOC No. WP-LD-VC-350 of 2020 has in a significant order allowed only five persons with a videographer to carry Tazia, replica of the tomb of Husain who was the martyred grandson of Prophet Muhammad in processions during Muharram on August 30 from 4.30 pm to 5.30 pm from Zanabia Bhendi Bazar to the Shia Cemetry at Mazgaon. The Bombay High Court in this notable case also clarified that it will be the only Tazia to be carried in the entire State of Maharashtra! This restriction has been made primarily to ensure that this Covid-19 pandemic does not spread rapidly due to contact among many people! Very rightly so!

                                   To start with, the ball is set rolling by  a two Judge Bench of  Justice SJ Kathawalla and Justice Madhav J Jamdar of the Bombay High Court in para 1 wherein it is observed that, “The Petitioner All India Idara-E-Tahafuz-E-Hussainiyat through its General Secretary Shri Habib Nasir has stated in the above Petition that they are one of the oldest organization of the Shia Community.”

                              While stating the purpose of the petition, it is then pointed out in para 2 that, “By the above Writ Petition, the Petitioner is seeking appropriate writ, order or direction to allow the rituals of Muharram to be performed during the present pandemic from 27th August, 2020 till 30th August, 2020 daily for two hours.”

                             To put things in perspective, it is then enunciated in para 3 that, “In the above Petition, this Court passed an order in the present matter on 27th August, 2020 whereby the Principal Secretary, Home Department and Secretary, Disaster Management Department were directed to hear the President and the General Secretary of the Petitioner Organization at 5.00 p.m. yesterday itself. Both the aforesaid Secretaries were directed to submit their decision with reasons to this Court by 11.00 a.m. today.” 

                           As a corollary, it is then stated in para 4 that, “Accordingly, the parties have been heard by both the aforesaid Secretaries and they have taken a decision with detailed reasons today i.e. on 28th August, 2020. The same has been submitted with this Court at 11.00 a.m. as directed. A copy thereof, has also been served on the learned Advocates for the Petitioner.”

                                  To be sure, it is then stated in para 5 that, “We have perused the aforesaid decision dated 28th August, 2020 and we have heard the learned Senior Advocate for the Petitioner, as also the learned Advocate General for the State of Maharashtra, who was requested to appear in the matter for the State, along with the learned Government Pleader and Additional Government Pleader.”

                              For the sake of clarification, it is then made clear in para 6 that, “Both the parties have agreed that in view of the limited order, that is being passed hereunder, no reasons in support of this Order be recorded, especially since this Order is being passed as and by way of as exception, which is not intended to be used as a Precedent by other persons, to seek permissions, to hold any festival/festivities, which would involve by their very nature congregation of people.”

                                          Be it noted, it is then stated in para 7 that, “On behalf of the Petitioner, the General Secretary Shri Habib Nasir, has attended the hearing and we have heard him personally via Video Conferencing, though limited to the extent mentioned hereunder.”

                                 Most significantly, the Bench then makes it known in para 8 that, “The said General Secretary, Mr. Habib Nasir has given following undertakings to this Court, which are hereby accepted:

i.                  In a representative capacity for and on behalf of the entire Shia community residing in the State, there will be only one Taziya, which will be carried from Zainabia (Bhendi Bazar) Mumbai to Byculla Mazgaon, Shia Cemetry, situated at Mumbai, in the entire State. No other Taziya other than the one mentioned hereinabove, will be carried anywhere in the State.  

ii.               The aforesaid one Taziya will be carried/transported from Zainabia (Bhendi Bazar) Mumbai to Byculla Mazgaon, Shia Cemetry, situated at Mumbai, via J.J. Hospital, Prince Ali Khan Hospital, Sales Tax Office circle in a trust i.e. transport vehicle large enough to accommodate it. These will not be any procession as such, for carrying the said one Taziya, in the aforesaid manner.

iii.             In no case whatsoever, any congregation of people at any point from the beginning till the end of the said journey of aforesaid one Taziya will be allowed.

iv.            The aforesaid one Taziya will be carried along strictly aforesaid one route.

v.               The aforesaid one Taziya will be carried along the aforesaid route on Sunday 30th August, 2020 from 4:30 p.m. to 5.30 p.m.

vi.            Not more than five persons will carry the aforesaid one Taziya on a truck, as aforesaid along with one videographer. However, after taking the aforesaid one Taziya down near the graveyard, it will be carried on foot, for a distance of not more than hundred meter. The names, ages and addressed of these five persons will be submitted with the office of the Commissioner of Police, Mumbai by 5.00 p.m., on 29th August, 2020.

vii.         The Petitioner and all its members will strictly abide by the rest of the guidelines issued by the Home Department, State of Maharashtra, regarding Muharram-2020, dated 19th August, 2020, a copy of which is annexed to the above Writ Petition as Exhibit-A.”

                                   In addition to what has been stated above, it is then also added further in para 9 that, “The State Government shall, if not already imposed, impose a restriction over gathering of people at the appropriate places, by issuing appropriate orders, including the point where aforesaid one Taziya is to start its journey, up to and including the graveyard, where its aforesaid journey will and, by passing appropriate orders under Section 144 of the Code of Criminal Procedure, 1973. The State shall also provide an escort as also a pilot car for the aforesaid truck, carrying aforesaid one Taziya and will take appropriate measures to keep the traffic away and the road clear along the aforesaid route, which is hereinabove prescribed as a route for carrying aforesaid one Taziya.” 

                                          Needless to say, it is then observed in para 10 that, “The Writ Petition is accordingly disposed of.”

                                       Finally, this notable judgment is concluded in para 11 wherein it is stated that, “This order will be digitally signed by the Personal Assistant of this Court. All concerned will act on production by fax or email of a digitally signed copy of this order.”

                                        To sum up, we thus see that when corona pandemic has hit worst Bombay and the State of Maharashtra in particular, the Bombay High Court Bench of  Justice SJ Kathawalla and Justice Madhav J Jamdar of the Bombay High Court has permitted one Taziya to be carried out in the entire State of Maharashtra and Muharram procession of only 5 persons with one videographer! This is certainly a right step in the right direction also! The religious sentiments of Shia Muslims have been taken into account but simultaneously many terms and conditions have also been imposed which the petitioner “All India Idara-E-Tahafuz-E-Hussainiyat” through its General Secretary “Shri Habib Nasir” has accepted also as has already been discussed also hereinabove! Very rightly so!
