Under Section 375 of IPC, Rape is defined as “Sexual intercourse with a woman against her will, without her consent, by coercion, misrepresentation or fraud or at a time when she has been intoxicated or duped, or is of unsound mental health and in any case she is less than 18 years of age.” It is important to note down in this regard that in the definition of rape, woman word is mentioned which can be inferred as that the act will only amount to rape when it will be committed against the women. It does not recognize the rape committed against the men as well as against the transgender. That is why there is no explicit law in IPC for them and that further makes the situation worse and vulnerable.


Prison is a institution in the society which is known to be a reformative institution where people are placed because they did not abide by the laws of the society and caused disruption and distress in that. And since it is the part of the society, crimes exist here also. To be more specific, rape culture and sexual violence do exist in the institution of prison.


Touching the private parts of the inmates in order to have a sexual intercourse with them is a common and rigorous practice which is seen in the prison whether it be willfully or forcefully. It doesn’t matter that how the act is happening. It is immaterial. According to the research, the new inmates which come to the prison are more vulnerable because they are not aware of the prison culture where everything be it the laws, policies, staffs, rules and regulations are stringent because of the reason that it is made to make a non law abiding citizen into a law abiding citizen. It is often seen that because of all these things the inmates already residing in the prison for a long time, become so strong and powerful that they commit acts against new inmates and the new ones are unable to do anything. They can’t even complain to the authorities and staffs because they are not sympathetic towards them. All they see is that they are criminals and since they have caused so much sufferings to the victim they are getting in return and for that matter, it’s their karma and punishment forgetting the fact that they are sent here for transformation and not for the sole purpose of punishment. That is why, they do not pay any heed towards the sexual assaults and violence happening in the prison.


Adding to this, it is basically done for the favors. In a layman’s language, men believe that they are homosexuals. They need to fulfill their sexual desires. If a woman is there for that fulfillment, it is good but if they are not present there then it can be fulfilled against men also. Fulfillment matters. For this very reason, it is done. In the case of willful consent, it is not a free consent. It’s the consent merely given because the weaker is not able to resist more or will be benefitted if he complies with hiS stronger counterpart. He will get benefits like luxury and in some case essentials also which in the normal circumstances, he wouldn’t get. And in the case of force, there is nothing to say about. It is done forcefully.


Lastly, I want to conclude with the opinion that it is not that only women are vulnerable for the crime of rape. Men and LGBTQ+ community are also facing that and in the prison rape culture is now a common practice. For that matter, authorities should take this in account and make laws for that purpose because after all, JUSTICE IS FOR ALL AND ALL SHOULD HAVE ACCESS TO JUSTICE. It should not be forgotten that prisons are reformative institutions and not a punishment institution.

Shashi Tharoor and his ideology on British rule in India

An author, politician and former International civil servant, Shashi Tharoor, once said – ” India matters to me and i would like to matter to India.”
He is currently a third-term Lok Sabha MP representing the Thiruvananthapuram constituency. People mostly regard him as “Oxford dictionary”, because of his impeccable knowledge of English Literature. Shashi Tharoor, in his book named An Era of Darkness: The British empire in India that was published in the year 2016 talked about colonization and the
disastrous effects it had on Indians. In his book, he explained about the evils of British rule and how it affected us Indians, deeply explaining how we were being trampled upon by the Britishers and treated as animals without any freedom. Tharoor wrote in details how the Britishers looted India off of it’s rich resources, culture and wealth. In one of the most famous lines from the book, he writes:

“They (the British) basked in the Indian sun and yearned for their cold and fog-ridden homeland; they sent the money they had taken off the perspiring brow of the Indian worker to England; and whatever little they did for India, they ensured India paid for it in excess. And at the end of it all, they went home to enjoy their retirements in damp little cottages with Indian names, their alien rest cushioned by generous pensions supplied by Indian taxpayers.” Tharoor has remarked that every single thing or development that occured in British India such as establisment of Railways, parliamentary democracy, rule of law and others were simply done for their own benefits and luxury and not for Indians or for India’s progress and betterment. Tharoor explains that though some British legacies proves to be useful today, however they were just mere side effects that came along with colonial authoritarianism.
Tharoor genuinely believes that after 200 years of immense brutality and injustice to Indians, Britain owes an apology to India and Indians. Some of the most outrageous events in history of India took place under British reign. For instance, according to recent studies, the Bengal Famine of 1943 that costed millions of lives was caused not only by drought but also by the complete failure of the policy of British India under the Ministry of Winston Churchill, who is remembered as the man who caused the Bengal famine. Furthermore, the horrendous Jallianwala Bagh massacre was a heinous crime committed under British Raj. Today, Indian society is divided along lines of caste, creed, religion and culture but it is little known fact that the Colonial Government ignited such divides and pitted one community against the other. Shashi Tharoor did a marvellous job with the book and made us realise what we had forgotten with passage of time.

linking of OTPRMS certificates with DigiLocker with complete waiver of registration fees

 Union Education Minister Shri Ramesh Pokhriyal ‘Nishank’ announced that in order to ensure hassle free access to verified Online Teacher Pupil Registration Management System (OTPRMS) Certificates, the Ministry of Education has decided to link the certificates with DigiLocker. The issued certificates will automatically be transferred to DigiLocker and the same may be traced at the website of National Council for Teacher Education (NCTE) at https://ncte.gov.in/website/DigiLocker.aspx and DigiLocker at https://digilocker.gov.in/ . DigiLocker App may be downloaded from for Android phone and for iPhone.

 The Minister also informed that the registration fee of Rs. 200/-, payable for obtaining OTPRMS Certificates, issued by NCTE has been waived off. This will enable all stakeholders across India to be digitally empowered facilitating ease of doing busines.

India’s First “District Good Governance Index”

 The Union Minister of Home and Cooperation Shri Amit Shah will virtually release India’s First “District Good Governance Index”, prepared by DARPG in collaboration with Government of Jammu & Kashmir in the august presence of Minister of State for PMO, Personnel, PG and Pensions Dr. Jitendra Singh and the Lieutenant Governor of Jammu & Kashmir Shri Manoj Sinha at Convention Centre Jammu today. 

The collaboration received from Chief Secretary Government of Jammu & Kashmir, Shri Arun Kumar Mehta, enabled the conceptualization and formulation of an index that measures the diversity of governance model in the Union Territory of Jammu and Kashmir. It provides a roadmap for similar benchmarking of Governance at District level for all States and Union Territories of India.

The Union Minister of Home and Cooperation Shri Amit Shah had released the National Good Governance Index on December 25, 2021. The Good Governance Index 2021 indicated that Jammu and Kashmir had registered an increase of 3.7 percent in Good Governance Indicators over the 2019 to 2021 period. Strong performances were witnessed in Commerce and Industry, Agriculture and Allied Sectors, Public Infrastructure & Utilities, Judiciary and Public Safety Sectors. Significant improvements were reported in Ease of Doing Business, Tax collection, Skill trainings imparted, Connectivity to rural habitations, Economic empowerment of women, Health insurance coverage and Housing for all. There were improvements in conviction rates, disposal of court cases and proportion of women police personnel. Citizen Centric Governance sector witnessed a strong performance.

 In this backdrop of strong governance performance at National level, the Government of Jammu & Kashmir’s initiative of benchmarking governance at District level assumes considerable significance. The District Good Governance Index has helped identify the impact of various governance interventions at district level and provide a futuristic roadmap for improving district level governance with targeted interventions. The stakeholder consultations necessitated 10 rounds of meetings at Government of India level including meetings with Chief Secretary J&K, District Collectors, Directorate of Economics and Statistics, consultations with Academia and Sector Specialists from other States all of which were coordinated by DG IMPARD.

Some of the key highlights of the results the DGGI has presented are

    1. In Agriculture and Allied Sector – Universal coverage has been achieved in Kisan Credit Card scheme, Soil Health Card Scheme and Animal Vaccination. Most Districts of Jammu & Kashmir witnessed growth of Food Grain Production, Horticulture produce, Milk and Meat production, poultry production, agriculture credit.
    2. Commerce and Industry Sector – improvement is seen in GST registration, MSME units registered online, Credit to Handicrafts and Credit for Self-Employment. There is a 109 percent increase in credit to handicrafts in 2019-2021 period.
    3. Human Resources Development Sector – The percentage of Schools with Drinking Water, Separate Toilets and Electricity Facilities have shown an increase as also the percentage of schools with access to computers and number of children served mid-day meals. In 10 districts 100 percent skill trainings have been imparted to registered students.
    4. Public Health Sector – Full Immunization represents a significant success story, percentage of PHC/ Sub-Centers converted to Health & Wellness Centers, proportion of Anganwadis with own buildings have shown improvements.
    5. Public Infrastructure and Utilities Sector – Housing for all scheme indicates more than 50 percent of sanctioned houses being grounded in 12 districts, Ganderbal and Srinagar achieving 100 percent access to safe drinking water, 18 districts achieving 100 percent access to sanitation facilities, improvements in households electrified and construction of all-weather roads.
    6. Social Welfare and Development Sector – 80 percent Aadhar seeding of ration cards represents a major milestone.
    7. Financial Inclusion Sector – Financial inclusion under Jan Dhan Yojana has achieved universal coverage, financial support under self-employment schemes has also registered double digit growth.
    8. Judicial and Public Safety Sector – disposal of court cases has gone up significantly.
    9. Citizen Centric Governance Sector – tremendous momentum in government offices converted to e-Office, almost 100 percent progress in grievance redressal and significant increases in government services provided online.

The Prime Minister has said “In the Amrit period of Independence, we are marching ahead rapidly to create a transparent system, efficient process and smooth governance to make development all-round and all-inclusive. The Government is committed to strengthening good governance that is pro-people and proactive governance. Guided by the ‘citizen-first’ approach, we remain untiring in our efforts to further deepen the outreach of our service delivery mechanisms and make them more effective.”

Over the past 2 years, the DARPG has under the leadership of Dr. Jitendra Singh successfully collaborated with Government of Jammu & Kashmir in adoption of e-Office, capacity building programs for J&KAS, JK-IGRAMS integration with District Portals, conduct 3 regional conferences on replication of good governance practices.  The District Good Governance Index of Jammu & Kashmir represents a significant milestone in realizing this vision of Prime Minister for Next Generation Administrative Reforms during the Amrit Kaal period.

His focus is not present there and this is because that thought occupies his mind so strongly that he is unable to think anything else. He is so delved in that situation that even if he tries to come out from that very place, it will worsen the situation.


The official mark of the overthinking is that it is unproductive. It is nowhere useful in building any personality trait or behavior. It just strangles the current personality of the person involving so many disorders. It just disturbs the mental functioning of the person. Thinking over the same decision and situation for hours and hours by ignoring the sleep and missing on the deadline is not something construction to a person’s life. It is not same as the stress and worry because that lasts for a short span of time but overthinking makes a person feel stuck where he is unable to act or take up any action. It is really very unhealthy for an individual.


The root cause for overthinking is that we try everything to be perfect. We want that everything to be in our full control because that is what will make us confident. And for that we analyze everything so deeply that it captures our whole mind. It occupies its place so effectively that there is no place for some other thought. It is also ironic that after overthinking we are unable to take up any action regarding that. Whenever a solution pops up, another worry question comes in the mind and the cycle continues. Later, we end up doing nothing.


All this while overthinking is considered as bad, unhealthy and much more but the question which pops up in everybody’s mind after reading it is, Is it a disorder? The answer is Yes. It is a mental disorder. It is associated with other mental health conditions like:
a) Depression
b) Anxiety Disorders
c) Obsessive Compulsive Disorder
d) Post traumatic Stress Disorder


Lastly, I want to conclude with my opinion that overthinking destroys our mental health. It also disturbs a person emotionally. In a nutshell, it creates a situation of imbalance in the body which can take a good amount to recover. So, to keep away from this kind of disorder, the individual should be always ready to challenge his thoughts. The reaction should be so strong that whenever any thought or situation tries to capture his mind or make him anxious, the person is ready to challenge it.

The reason I am calling it an article and not diary writing is because a diary is very you put your feeling, emotions, and happenings of your life into paper. However, article writing is channelizing your thoughts, feelings, and emotions to things happening around you and using words to put out your opinions and perspective into it.

If you think, your article is not going to make a difference you are wrong. Every small thing that we do has an impact not just on ourselves but also on the people living around us. I would want all my readers to remember that if you are writing an article and putting it out in the public, which makes you think that it will not make a difference or an impact then it is high time you think otherwise. When you do the job of writing an article with all your might and hard work then the article will do its job and does not necessarily be out for the public.

Factors that make writing an article a joy

So many factors make writing an article a joy. The factors that I am going to mention are the ones that are always the ones that make me want to keep up with my writing abilities as much as I can.

Learning something new: One of the most important things that keep me going and writing as much as I can is because I always learn something new. Even though I am aware of that topic, there are so many nuances that I learn every time I about topics I am already aware of. Apart from that, new topics give me so much information about things that are happening which makes me more aware and knowledgeable that it brings about a sense of satisfaction about myself.

Makes me more aware of my society, surrounding, environment: I used to think every day about what is my article going to be about today. To find an answer to that I made sure to see things happening around me small or big. Things that are often brushed off. Social media usage helped me read so many things that exist in a society, which was good and bad. Writing an article every day about something relevant to society made me more alert and brought about so many different opinions and perspectives about things for me.

A sense of responsibility: When we know that the things we write and the things we feel play an impact, at least to some extent we become more responsible while writing our articles. This sense of responsibility made me write about topics that cover different issues that exist in society and the urge to be responsible in some way to bring about change that is much required. I believe when people read my article it should create an impact on them. Therefore, I should write with complete responsibility so that a positive impact and effect can be seen in the readers.

A major self-impact: Writing articles also comes from a place of it being able to create a positive impact on me. By writing articles, I feel much more confident, valued, respected, and have a sense of power about myself, which is the most fruitful thing for me. The best part is that it makes me feel good about myself, which matters so much in creating a positive and pleasing environment for me.

 The rush of my thoughts, opinions, and imagination: This happens to me every time I think of a topic and it is the best part of writing an article for me. My thoughts, opinions, perspectives, and imagination all work together simultaneously and brings about an abundant amount of information to my head, and putting all of these down into words is what makes it so special for me. The amount of happiness I get by the flow of my words into the document is what makes my life interesting every day.

I can go on and on about several other factors that play an important role in making the process of writing an article a joy. However, bringing out each factor that brings out the beauty of writing an article for me spoils the essence. It is something I believe that people should experience on their own. Of course, some things might not be factor for me but will surely be a factor for someone else and that is completely okay. What is important is that factors should be important for you and should not be because of any external factor that is playing a role in it.

My article is not going to be very long today. It is not going to tell what one should do or how one should do things. It is because I believe everybody can write and every writing is beautiful as long as the writer loves their work

They should be treated as equals and no one has the right to discriminate against them from any aspect in any phase of their life. And for this two methods which were taken into the consideration by the feminists are:
a) Raising Consciousness: To fight for the rights, one has to know what his/her rights are. It is the stepping stone. With this approach, feminists try to raise consciousness of women present out there that it is their right to be treated as equals. It is not a privilege that can only be enjoyed by few. If they are denied, they should fight for that. Not only that, its relation with the political and economical issues should also be taken into account apart from the personal struggles. Awareness of the root cause of their problems will initiate the need to be empowered.
b) Building Relationships with the women participants and their external oppressors: According to the scholars, bridging the gap between the relationships will reduce the power gap which is already prevailing in the society. The balance between the relationships is very important.


But still there are barriers present in women’s empowerment and equality because of the existent cultural norms prevailing in the society. Many of them have become accustomed to it. They have accepted the fact that they are lesser than men and happy with that only. And many men also don’t want to break or disrupt the already formed social structure. They themselves have accepted the societal norms and further inculcate in others also.


Lastly, I want to conclude with the fact that the movement of women empowerment still has to go on. It is not a project which can be achieved in 10-15 years. It will not stop unless this society change its mindset and changing of the mindset will take time. In this, the education and internet has to play a very important role in imparting consciousness and making them aware of the fact that women are equal as men’s. Nothing less and Nothing more.
