69% drop in wildlife population globally in 50 years: Living Planet Report 2022

 There has been a 69 per cent decline in the wildlife populations of mammals, birds, amphibians,

reptiles and fish, across the globe in the last 50 years, according to the latest Living Planet Report

by World Wide Fund for Nature (WWF).

 Biodiversity loss and climate crisis should be dealt with as one instead of two different issues as

they are intertwined, the international wildlife conservation organisation said in the report,

highlighting the link between the two issues for the first time. The highest decline (94 per cent)

was in the Latin America and the Caribbean region, the report released October 13, 2022

showed. Africa recorded a 66 per cent fall in its wildlife populations from 1970-2018 and the

Asia Pacific 55 per cent, according to the WWF report. Freshwater species populations globally

reduced by 83 per cent, confirming that the planet is experiencing a “biodiversity and climate

crisis”, the organisation found. Habitat loss and barriers to migration routes were responsible for

about half of the threats to monitored migratory fish species, it noted.

 WWF identified six key threats to biodiversity — agriculture, hunting, logging, pollution, invasive

species and climate change — to highlight ‘threat hotspots’ for terrestrial vertebrates.

 The Living Planet Index (LPI), featuring about 32,000 populations of 5,230 species across the

world, showed that vertebrate wildlife populations are plummeting at a particularly staggering

rate in tropical regions of the world. Mangroves continue to be lost to aquaculture, agriculture

and coastal development at a rate of 0.13 per cent per year, according to the findings.

RBI norms on unhedged Fx exposure unlikely to impact banks much

 The Reserve Bank of India (RBI) tweaked guidelines for banks on incremental capital and

provisioning requirements in relation to unhedged foreign currency exposures, amid the

weakness in the rupee vis-a-vis the US dollar. The rupee has depreciated about 10 per cent

against the US dollar thus far in 2022, and as a result there has been greater scrutiny of firms’

unhedged exposure through borrowings in foreign currencies.

 “Entities which do not hedge their foreign currency exposures can incur significant losses during

the period of heightened volatility in foreign exchange rates. These losses may reduce their

capacity to service the loans taken from the banking system and increase their probability of

default thereby affecting the health of the banking system,” the RBI said. The revised rules will

come into force from January 1, 2023.

 The incremental provisioning requirement is in the range of 20 basis points (bps) to 80 bps. In

cases where banks face a potential loss or hit to earnings before interest and depreciation (Ebid)

of more than 15 per cent but up to 30 per cent, lenders will have to increase provisioning by 20

bps, the RBI said.

BANKING AND ECONOMY

Retail inflation rises to 7.41% in September

 India’s retail inflation accelerated to 7.41 per cent in September from a year ago on higher food

and energy costs, the highest since April and above the upper end of the RBI’s 2-6 per cent

tolerance band in each month this year. Data released by the National Statistics Office showed

consumer price index-based inflation (CPI) in September rising to 7.41 per cent from a year ago,

compared to August’s 7 per cent.

 The latest reading will pressure the RBI to accelerate policy tightening further, even at the cost of

the economy, after raising its key repo rate to a three-year high of 5.9 per cent in four

increments this year to tame surging prices. That suggests the central bank would need to act

more aggressively and mirror the policy path of major central banks in the West — fight inflation

at any cost, including a recession — despite RBI Governor Shaktikanta Das’ statement that the

policy was aimed to control inflation while minimising any impact on economic growth.

World Bank extends unconditional loan of $250 million for SALT project in Andhra Pradesh

encouraging according to Special Chief Secretary B. Rajasekhar (School Education).

 The SALT Project is the first project in the school education sector to be funded by the World

Bank without any precondition.

 Approximately ₹53,000 crores has been spent on school education in the last three years.

 In the academic year 2022-2023, more than 40,31,239 children were studying in government

total outstanding banking assets and less than 1% of the country’s GDP.

 The adoption of end-to-end digitalization would allow IDBI Bank to offer comprehensive digital

solutions to corporate banking and small business clients. The bank already has an established

CMS and e-trade platform. This technology is meant to speed up customer experiences by

cutting down on paperwork and transaction processing time.

 The supply chain finance market in India is currently valued at over 60,000 crore and is

anticipated to expand by 17% annually, according to J Samuel Joseph, deputy managing director

likely to be easier, faster and cheaper. It also has all the transactional benefits of other forms of

digital money.

 The purpose behind the issue of this Concept Note is to create awareness about CBDCs in

general and the planned features of the digital Rupee, in particular. The Note also seeks to

explain Reserve Bank’s approach towards introduction of the digital Rupee.

Biography of Mulayam Singh Yadav

Mulayam Singh Yadav (22 November 1939 – 10 October 2022) was
an Indian politician and the founder-patron of the Samajwadi Party. He served
for three non-consecutive terms as the Chief Minister of Uttar Pradesh, and
also served as the Minister of Defence, Government of India. A long-time
parliamentarian, he was the Member of Parliament, representing the constituency
of Mainpuri in the Lok Sabha, and has also earlier served as the Member of
Parliament from Azamgarh and Sambhal constituencies. He was often referred to
as Netaji (meaning respected leader in Hindi) by party leaders and workers.

Early life and education

Mulayam Singh Yadav was born to Murti Devi and Sughar Singh
Yadav on 22 November 1939 in Saifai village, Etawah district, Uttar Pradesh,
India.

Yadav had three degrees in political science — a B.A. from
Karm Kshetra Post Graduate College in Etawah, a B.T. from A. K. College in
Shikohabad, and an M.A. from B. R. College, Agra University.

Personal life

Yadav has married twice. His first wife, Malti Devi, was in
a vegetative state from 1974 until her death in May 2003 following
complications while giving birth to their only child, Akhilesh Yadav. Akhilesh
was Chief Minister of Uttar Pradesh from 2012 to 2017.

Mulayam had a relationship with Sadhana Gupta while still
married to Malti Devi in the 1990s. Gupta was not well known until February
2007, when the relationship was admitted in India’s Supreme Court. Sadhana
Gupta has a son named Prateek Yadav (born 1988), from her first marriage.

Prateek’s wife Aparna Bisht Yadav (born 1990) joined BJP in
2022. Sadhana Gupta died in July 2022 after a brief illness.

Early political career

Groomed by leaders such as Ram Manohar Lohia and Raj Narain,
Yadav was first elected as a Member of the Legislative Assembly in Legislative
Assembly of Uttar Pradesh in 1967. Yadav served eight terms there In 1975,
during Indira Gandhi’s imposition of the Emergency, Yadav was arrested and kept
in custody for 19 months. He first became a state minister in 1977. Later, in
1980, he became the president of the Lok Dal (People’s Party) in Uttar Pradesh
which became a part of the Janata Dal (People’s Party) afterwards. In 1982, he
was elected leader of the opposition in the Uttar Pradesh Legislative Council
and held that post until 1985. When the Lok Dal party split, Yadav launched the
Krantikari Morcha party.

Chief Minister

First term

Yadav first became Chief Minister of Uttar Pradesh in 1989.

After the collapse of the V. P. Singh national government in
November 1990, Yadav joined Chandra Shekhar’s Janata Dal (Socialist) party and
continued in office as chief minister with the support of the Indian National
Congress (INC). His government fell when the INC withdrew their support in
April 1991 in the aftermath of developments at the national level where it has
earlier withdrawn its support for Chandra Shekhar’s government. Mid-term
elections to Uttar Pradesh assembly were held in mid-1991, in which Mulayam
Singh’s party lost power to the BJP.

Second term

In 1992, Yadav founded his own Samajwadi Party (Socialist
Party). In 1993, he allied with the Bahujan Samaj Party for the elections to
Uttar Pradesh assembly due to be held in November 1993. The alliance between
Samajwadi Party and Bahujan Samaj Party prevented the return of BJP to power in
the state. Yadav became chief minister of Uttar Pradesh with the support of
Congress and Janata Dal. His stand on movement for demanding separate statehood
for Uttarakhand was as much controversial as his stand on Ayodhya movement in
1990 was. There was a firing on Uttarakhand activists at Muzaffarnagar on 2
October 1994, something for which Uttarakhand activists held him responsible.
He continued holding that post until his ally opted into another alliance in
June 1995.

Third term

In 2002, following a fluid post-election situation in Uttar
Pradesh, the Bharatiya Janata Party and Bahujan Samaj Party joined to form a
government under Dalit leader Mayawati, who was considered to be Yadav’s
greatest political rival in the state. The BJP pulled out of the government on
25 August 2003, and enough rebel legislators of the Bahujan Samaj Party left to
allow Yadav to become the Chief Minister, with the support of independents and
small parties. He was sworn in as chief minister of Uttar Pradesh for the third
time in September 2003.

Yadav was still a member of the Lok Sabha when he was sworn
in as chief minister. In order to meet the constitutional requirement of
becoming the member of state legislature within six months of being sworn in,
he contested the assembly by-election from Gunnaur assembly seat in January
2004. Yadav won by a record margin, polling almost 94 per cent of the votes.

With the hope of playing a major role at the centre, Yadav
contested the 2004 Lok Sabha elections from Mainpuri while still Chief Minister
of Uttar Pradesh. He won the seat and his Samajwadi Party won more seats in
Uttar Pradesh than all other parties. However the Congress party, which formed
the coalition government at the centre after the elections, had majority in the
Lok Sabha with the support of the Communist parties. As a result, Yadav could
not play any significant role at the centre, Yadav resigned from the Lok Sabha
and chose to continue as chief minister of Uttar Pradesh until the 2007
elections, when he lost to the BSP.

Cabinet minister

In 1996, Yadav was elected to the eleventh Lok Sabha from
Mainpuri constituency. In the United Front coalition government formed that
year, his party joined and he was named India’s Defence Minister. That
government fell in 1998 as India went in for fresh elections, but he returned
to the Lok Sabha that yearfrom Sambhal parliamentary constituency. After the
fall of Atal Bihari Vajpayee government at the centre in April 1999, he did not
support the Congress party in the formation of the government at the centre. He
contested Lok Sabha elections of 1999 from two seats, Sambhal and Kannauj, and
won from both. He resigned from Kannauj seat for his son Akhilesh in the
by-elections.

Positions held

Mulayam Singh Yadav has been elected 10 times as MLA and 7
times as Lok Sabha MP.

Criticism over comment on rape

The crime of rape became a capital offence in India
following the 2012 Delhi gang rape incident. Yadav has opposed this change in
the law, saying that “Boys will be boys. Boys commit mistakes”. In
response to 2014 Badaun gang rape and Yadav’s comments, UN Secretary-General
Ban Ki-moon said “We say no to the dismissive, destructive attitude of,
‘Boys will be boys'”. On 19 August 2015, Yadav remarked that gang-rapes
are impractical and rape-victims in those cases tend to lie. He was summoned by
the Judicial Magistrate of Mahoba district court in Uttar Pradesh for that
remark.

Support for a sovereign independent Tibet

Yadav has said it is necessary for India to support a
sovereign and independent Tibet. He said that a past government had made a
“big mistake” on the issue and noted that he had spoken against it at
the time.He believed that Tibet was a traditional buffer between China and
India and that India should support the Dalai Lama and Tibetan independence. Claiming
that China had secreted nuclear weapons in Pakistan, he cautioned that
“China is our enemy, not Pakistan. Pakistan can do us no damage”.

Family feud

Since the young Akhilesh Yadav became Chief Minister of
Uttar Pradesh in 2012, surpassing Mulayam’s brother Shivpal Singh Yadav, the
Yadav family was divided into two feuding groups. One of the groups, led by
Akhilesh, enjoyed the support of his father’s cousin and National General
Secretary Ram Gopal Yadav. The rival group was led by Mulayam Singh and
supported by his brother and State Chief of Party, Shivpal Yadav, and a friend,
former MP Amar Singh. Akhilesh had fired his uncle twice from his cabinet as it
was seen by many as a direct challenge to his father, who has steadily
supported Shivpal over Akhilesh. On 30 December 2016, Mulayam Yadav expelled
his son Akhilesh and his cousin Ram Gopal from the party for six years on the
grounds of indiscipline, only to revoke the decision 24 hours later. Akhilesh,
in response, stripped his father off the party presidency and instead named him
the chief patron of the party following the national convention of the party on
1 January 2017. Mulayam termed the national convention as illegal and directly
expelled his cousin, Ram Gopal Yadav, who had convened the national executive
convention. But the Election commission of India ruled that Ram Gopal Yadav had
the right to convene that executive convention, and reversed Mulayam’s order.
Hence Akhilesh Yadav officially became the new national leader of the party.

Protest in Chandigarh University.

At Chandigarh University in Mohali, there is a sizable demonstration. Giving justice to those girls who are the victims of this popular video is the motivation behind this protest. One of Chandigarh University’s dorm roommates takes 60 recordings of the females bathing. Although it sounds shameful and horrible, this is the reality. The female sends the lad those videos. The lad is from Shimla, the girl claims, and he asked him to shoot those movies. That boy sent those videos around via MMS. It’s terrible.

The girl was speechless as the Warden questioned her again. That establishes her errors. There are some YouTube videos where the girl tries to respond to those queries. Social internet is rife with allegations that a few girls have committed suicide. The fact check and police comments, however, make it very evident that no girl has actually committed suicide. But why were the ambulances sent to the institution, one could wonder? According to the police officer, a couple girls experienced panic attacks and required hospitalization. But they are now fine.

The police team is thoroughly investigating this matter and an FIR has been filed against the female. Soon after this tragedy was made public, the students began protesting, displaying their sense of oneness. Several students are traveling the path to justice. Now, the situation is a social problem. Because the pupils in that age group are active, they must learn how to use that energy effectively. This matter is being looked into more thoroughly because it involves sensitive information. The search for that boy is urgent for the police. This cannot continue. The students there have received precise instructions from the cops. The experts are discussing this case.

This can’t happen. This was a silly thing to do. The university’s reputation will suffer as a result of this. And because this behavior was inappropriate, the parent will feel humiliated by her daughter. The girl is expelled from the university, and the police are given custody of her.

The rising burden of E- waste

E- waste or electronic waste refers to the waste created by discarding the electronic devices which is rather caused due to its end of useful life, high repair cost , outdated technologies etc. which makes it underrated for further use. These waste includes TV, mobile phones, computer/ desktop, electronic items, wires, machineries etc. This is one of the fastest waste generated.

Everyday lakhs and lakhs of e-waste is generated. The country’s e-waste output is growing at over 30 per cent year on year, and stood at over 10 lakh tonnes in 2019-20, according to government data, comparable to about one lakh six-wheeled truckloads of waste.

It is the third largest in volume globally and growing at a rate ten times faster than its plastic waste output.

Mountains of e-waste pile up, which are as much a threat to the environment as they are to the health of their handlers .It proves vulnerable as people are sifting and processing the waste of the privileged without knowing that it could cause them cancer, reproductive disorders, endocrine disruption and other health complications.

Problems:

The most alarming aspect of e-waste is that less than a quarter of it is being processed. It possess hazardous metals and can contaminate soil, air, water, posing significant risk to human health by entering the food chain.

Unsafe disposal of e waste: About 95% of e waste is recycled by informal sectors and scrap developers without knowing the hazardous effect and use of safe handling practice.

Concern : Majority of e waste are imported to developing countries like India, China, Ghana etc from developed countries for recycling purpose.

With advancement in technologies, standard of living people are more inclined towards use of more gadgets, phones and tend to change them more frequently.

Way forward

E waste clinics for proper segregation, processing and disposal of e waste. Effective ways to implement proper and safe handling of waste.

Initiative taken by government includes: Prime Minister Narendra Modi launched the LiFE or Lifestyle for Environment movement in June—a concept that he said is borrowed from the past and focuses on the future.

The right to repair is introduced to reduce the e waste and it’s proper management as it is environmental friendly too. But this also concerns the major industries involved in sector as it could lead to their loss and some technologies can’t be added to existing devices .

Operation Cactus, led by the Indian Armed Forces in 1988, to stop a group of Maldives mercenaries led by businessman Abdullah Rutufi, and armed mercenaries of the Tamil Elam People’s Liberation Organization (PLOTE), a separatist Tamil organization in Sri Lanka. It’s strategy was to overthrow the government in the Maldivian island republic.

Thier were two coup attempr done before 1988.The 1980 and 1983 coup attempts against President Maumoon Abdul Game were not considered serious, but the third coup attempt in November 1988 surprised the international community. About 80 armed PLOTE mercenaries boarded a speedboat from a Sri Lankan cargo ship hijacked in the capital Male before dawn. A similar number has previously invaded Male in the guise of a visitor. The mercenaries soon gained control of the capital. This includes major government buildings, airports, ports, television and radio stations. The mercenaries then marched to the presidential residence, where President Gayoom lived with his family. However, before they arrived at the presidential residence, President Gayoom was escorted to the Defense Minister’s house by a Maldivian national security forces. The Secretary of Defense then took the president to a safe home.

Meanwhile, the mercenaries occupied the presidential residence and managed to take the Maldivian Minister of Education hostage. President Gayoom called on Sri Lanka and Pakistan government to intervene in the military, but both refused to help because of lack of military power. The president then demanded Singapore’s intervention, but Singapore refused for the same reason. He then contacted the United States and was told that it would take a couple of days for the US military to reach the Maldives from the nearest military base in Diego Garcia, which was almost 1000 km away. The president then contacted Britain and who advised them to seek help from India. After that, President Gayoom sought help from the Indian government. India soon accepted their request and an emergency meeting was convened at the Secretariat Building in New Delhi. Within 16 hours of SOS, India was ready for thier missions.

Rejaul Karim Laskar, a member of India’s then ruling party, the Indian National Congress, said that intervention of India in coup d’etat was necessary because without India’s intervention, outsiders powers were tempted to intervene and establish base in the Maldives. . Therefore, India intervened through “Operation Cactus”. On the night of November 3, 1988, the Ilyushin Il-76 aircraft of the Indian Air Force took elements of the 50th Independent Parachute Regiment, the 6th Parachute Regiment Battalion, and the 17th Parachute Field Paratrooper Regiment under Brigadier General Farsala from Agra Air. He flew non-stop for over 2,000 kilometers (1,240 miles) and landed at Male International Airport on Hulhule Island. Indian Army paratroopers arrived in Hulhule nine hours after President Gayoom proceedings.

Indian paratroopers quickly secured an airfield and sailed to Male on a confiscated boat to rescue President Gayoom . Paratroopers handed over control of the capital to President Gayoom ‘s government within hours. Some of the mercenaries fled to Sri Lanka on a hijacked cargo ship. Those who could not arrive at the ship in time were immediately rounded up and handed over to the Maldivian armed Forces and government. According to reports, 19 people died in battle, most of them mercenaries. The dead included two hostages killed by mercenaries. And Operation Cactus took 18 hours for Indian Armed Forces from start to finish. Indian Navy frigate Godavari and Betwa intercepted a cargo ship off Sri Lanka and captured mercenaries. The swift intervention and accurate intelligence of the Indian Army was able to successfully subdue the coup attempted in the island nation.

Foucus on Regional /Mother Tongue Language:
As you know, young children learn new things as soon as they teach in their own language, not in another language they are unfamiliar with. This policy is aware of it, so children will be taught in their native language until the age of 5, but it can change to 8th grade .

NEW CURRICULUM STRUCTURE:
•) Rebuild the school curriculum and teaching methods into new 5 = 3 + 3 + 4 patterns.

Noble Queen of the Maratha Empire Rani Ahilyabai.

Ahilya Bai was born write to Mankoji Shinde and Sushila Shinde in the village of Chaundi (now Ahmednagar district) in Maharashtra, and was born in the Marathi Hindu family. His father, Mankoji Shinde, a descendant of the magnificent Dhangar family, served as a patil. At that time, the woman were not allowed to attend school , but her father taught her how to read and write.

According to one legend, Ahiliya once stopped by Chaundi on her way to Pune, where Bajirao I, commander of the Maratha army, and Marhar Rao Holker, the ruler of Malwa, saw eight-year-old Ahilya in a temple worship service. Impressed by her devotion and her personality, Marhar, on the advice of Peshwa, married Ahilya and his son Khande Rao. She married Khande Rao in 1733. Ahilya accompanied Khande Rao on many campaigns. Throughout her marriage, she was raised by her mother-in-law, Gautama Bai. Gautama Bai is believed to have played an important role in bringing out the values that she had planted in Ahiliya. She trained them in administration, accounting, politics, etc. and finally delivered their Khasgi Jagir in 1759.

In 1754, Candelao, along with his father Marharla O’Holker, besieged Fort Kumar in Jatrajas Rajimar in Bharatpur at the request of Imadulmark and General Mirbakshi of Mugar Emperor Ahmadsha Bahadur. Suraj Mal supported Emperor Mugar’s rebellious Wajir Safdar Jang. Khande Rao was inspecting his army with an open litter when a shell fired by the Jat army during the battle hit him and died.
After the death of her husband, Ahilya Bye was prevented from playing sati by her father-in-law. After the death of her husband, she received military training by Malhar Rao Holker. After the death of Khande Rao.Ahilya Bai gave up all the desires of life and decided to perform a sati to accompany her husband’s funeral cremation. Her people urged her not to commit sati, but she said her husband promised to accompany her for the rest of her life, and now he walked in the middle of her. Finally, when she decided to play Sati and did not forgive her, it was her father-in-law, Malhar Rao, who made a fervent emotional plea to stop her from doing suicide. .

Marhar Rao Holker died in 1766, twelve years after his son Khande Rao died. Male Rao,the grandson of Marhar Rao and the only son of Khande Rao became the ruler of Indole under the rule of Ahilya Bai in 1766, but he also died within a few months in April 1767.

Ahiliya Bai died on August 13, 1795, at the age of 70. The reign of the modern woman Ahiliya Bai is remembered as a golden age in the history of the Maratha Empire. Ahiliya Bai was taken over by her nephew Tucozy Rao Holker, her commander-in-chief. He immediately abandoned the throne in 1797 in support of his son Kashi Rao Holker.

Ahiliya Bai was a great pioneer and builder of Hindu temples and built hundreds of temples and Dharmashala throughout India. Especially well known for the refurbishment and re-dedication of some of the most sacred sites of Hindu pilgrimages that were desecrated and destroyed by Emperor Aurangzeb in the last century.

Child Labour in India.

Child labor is the deprivation of children’s childhood, affecting their ability to attend regular school and exploiting them through all forms of work that are mentally, physically, socially and morally harmful.

After gaining independence from colonial rule, India enacted many constitutional protections and child labor laws. The Constitution of India in the principles of basic rights and public policy prohibits child labor under the age of 14 in factories, mines, castles or other dangerous occupations (Article 24). The Constitution also stipulated that by 1960 India would provide all children aged 6 to 14 with the infrastructure and resources for compulsory free of charge education . (Articles 21-A and 45).
In 2011, the Indian Census found that of the 259.64 million children in this age group, the total number of child laborers [ages 5-14] was 10.1 million. The problem of child labor is not unique to India. Approximately 217 million children work worldwide, many of whom work full-time.

In India child labour is defined as the involvement of children under the age of 17 in economically productive activities, with or without compensation and wages . Such participation can be physical, mental, or both. This work includes part-time or unpaid work on farms, family businesses, or other economic activities such as cultivation or milk production for sale or personal consumption. The Government of India divides child labor into two groups. The main workers are those who work more than 6 months a year. And marginal child laborers are workers who work all year round, but less than six months a year. In 1979, the Government of India established the Gurupadswamy Commission to learn about child labor and how to fight it. The Child Labor Probation and Regulation Act was enacted in 1986 on the recommendation of the Commission. A national child labor policy was developed in 1987 focusing on the rehabilitation of children working in dangerous professions. Since 1988, the Ministry of Labor and Employment has established approximately 100 industry-specific national child labor projects to rehabilitate child laborers.

The Government of India has enacted numerous laws, organizations and institutions to combat the issue of child labor. Some initiatives include child labor bans and regulations, laws prohibiting the employment of children in certain occupation and regulating the working conditions of children. The National Child Labor Policy attempts to take a sequential approach with a primary focus on the rehabilitation of children working in dangerous professions and processes of works. The Ministry of Labor and Employment is responsible for providing and supervising a range of child labor policies in India. In addition, as Osment reported, NGOs such as Care India, Child Rights and You, and Global March Against Child Labor were implemented to tackle child labor through access to education and resources. However, these efforts were of little success.

Non-governmental organisations:
Bachpan Bachao Andolan, Child Rights and You, ChildFund, CARE India, GoodWeave India,Talaash Association, Global March for Child Labor, and many other NGOs are campaigning to eliminate child labor in India. increase.

Shortage in Indias Power Supply.

India has the fourth largest coal deposit in the world. It is the second largest fossil fuel producer after China and is home to Coal India, the world’s largest coal mining mine, which accounts for 80% of domestic production. Already allocated coal block mining capacity exceeds expected demand in 2030 by approximately 15% to 20%.

So why are India’s power plants facing coal shortages each year, leading to widespread power outages, exposing parts of the country to darkness and endangering industry?
There are several factors. India has a long time policy of minimizing coal imports. In February 2020, Coal Minister Pralhad Joshi announced that the country would stop importing steam coal from 2023 to 2024.
Mr Joshi said the Ministry of Coal will work with the Ministry of Railways and the Ministry of Shipping to allow Coal India, prisoners and commercial miners to discharge more coal from their supply by 2030. And the coal supply at power plants is running out at an alarming rate. The Department of Energy is currently blaming the decline in coal imports due to the current crisis. In 2018-19, 21.4 million tonnes of coal were imported for mixing, down to 23.8 million tonnes in 2019-20 and 8.3 million tonnes in 2021-22.

Power plant coal inventories have fallen by about 13% since April, reaching pre-summer lows. And for the first time since 2015, Coal India will import fuels used by state-owned and private power companies. The Ministry of Energy said almost all states showed that multiple state bids for coal imports would cause confusion and that the decision was made after calling for centralized procurement by Coal India.
Imported coal costs five times as much as domestic mining, so the center is being pushed back by the state.
Recently, the government has also pressured utilities to increase imports to mix with local coal. Last year, after a two-year break, three tranches of coal auctions were held and nine blocks were successfully awarded.

In September 2021, the Ministry of Coal issued a strict warning to owners of confined coal blocks, stating that their mines should increase production or face restrictions on coal supply by the CIL.
The ministry has discovered that these mines are producing below target.

Of the 43 coal mines outsourced to private companies in the energy, steel and metals sectors, none have met their annual production targets.
On May 6, Coal India announced that it would provide the private sector with 20 closed and abandoned underground coal mines and reopen and operate its revenue sharing model.

According to journalist Shreya Jai the current power supply chain does not seem ready to handle periods of high growth and state discos cannot pay gencos, but the power supply chain starts with state discos and needs repairs. Railroads, on the other hand, are struggling to align the thermal power industry’s demands for faster coal supply with those from other industries. Rakes must be prepared to meet the growing demand for almost all other bulk commodities, from cement and steel to sand and edible grains. By strengthening the value chain of the electric power sector, it is possible to resolve the coal supply-demand mismatch in the long run.
