Padma Awards 2020 Announced

Padma Awards – one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines/ fields of activities, viz.- art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field. The awards are announced on the occasion of Republic Day every year.

These awards are conferred by the President of India at ceremonial functions which are held at Rashtrapati Bhawan usually around March/ April every year. This year the President has approved conferment of 141 Padma Awards including 4 duo cases (in a duo case, the Award is counted as one) as per list below. The list comprises of 7 Padma Vibhushan, 16 Padma Bhushan and 118 Padma Shri Awards. 33 of the awardees are women and the list also includes 18 persons from the category of Foreigners/NRI/PIO/OCI and 12 Posthumous awardees.

Dr. Harsh Vardhan reviews the preparedness regarding nCoV

Dr. Harsh Vardhan, Union Minister of Health & Family Welfare held a high level review meeting with senior officers of the Health Ministry, ICMR and NCDC, here today, to analyse the current situation, preparedness and steps being taken for prevention and management of Novel Coronavirus (nCoV) in India. “The situation is being closely monitored at the highest level for adequate preparedness. All the officials of my Ministry, concerned departments and States/UTs have been put on high alert for Novel Coronavirus. We are taking all required possible precautions to manage all possible scenarios”, Dr. Harsh Vardhan stated.

The Union Health Minister is personally reviewing and monitoring the preparedness on a daily basis. He is also in regular contact with Dr Poonam Khetrapal Singh, Regional Director, WHO SEARO for technical support and guidance in the matter.

Dr Harsh Vardhan has spoken to Chief Minister of Uttarakhand today and assured all support for screening at the border with Nepal, where a confirmed nCoV case has been reported.  He is also writing to the Chief Ministers of States requesting for their personal intervention to review the State preparedness for control and management of nCoV.

The Union Health Minister has directed for multidisciplinary central teams to be formed and sent to the seven states where thermal screening is being done at the seven designated airports (New Delhi, Kolkata, Mumbai, Chennai, Bengaluru, Hyderabad and Kochi). The central team shall consist of a public health expert, a clinician and a microbiologist. The teams shall reach the respective states tomorrow. They shall review the end-to-end preparedness for management and control of nCoV in the states including that at the airports, for thermal screening and transferring of patients to hospitals for isolation, and shall also visit the tertiary hospitals attached to the airports for reviewing the isolation wards and availability of Personal Protective Equipment (PPE) and masks etc. They shall also review whether the infection control, surveillance and other guidelines are being followed. The teams shall coordinate with the State Health Secretaries to explore all avenues for further supporting and strengthening the states’ preparedness.

Under directions by Dr Harsh Vardhan, a 24×7 NCDC Call Centre (+91-11-23978046) has been made operational. The said Call Centre will monitor the list of contacts furnished by MEA; provide details of district and state surveillance officers to those who seek them; and in case of any clinical query, direct the concerned to the relevant Integrated Disease Surveillance Programme (IDSP) officer. The Union Health Minister has urged the passengers who have a travel history to China since 1st January 2020 to come forward for self-reporting to the nearest health facility if they experience any symptoms such as fever, cough, respiratory distress etc., and also inform their treating doctor.

Dr Harsh Vardhan stated that no nCoV case has been detected in the country so far. However, eleven (11) persons have been put under observation; out of samples taken from these 11 individuals, samples of four passengers have been confirmed to be negative for nCoV by the ICMR-NIV Pune lab. He added that timely measures and promptness of the officials of Union Health Ministry has resulted into vigilant actions. He also commended the media for creating awareness among the people.

Dr. Harsh Vardhan said that various steps have been taken up and continual efforts are being made by Health Ministry in close coordination with Ministry of Civil Aviation, MEA, State Governments and WHO. Close monitoring is being undertaken for all the passengers who are arriving from China and Hong Kong across 7 International Airports in India. All the passengers are undergoing thermal screening. Travel advisory/signages has been extended to 12 more airports in addition to the current seven. Advisory has also been issued to all States/UTs for Severe Acute Respiratory Infection (SARI) surveillance to pick up any travel related case reported in the community and follow up contacts of suspect/confirmed cases. He added that the Ministry has issued guidelines for Surveillance and Contact Tracing; Infection Control; Lab Sample Testing and Clinical Care.

Dr. Harsh Vardhan added that National Institute of Virology (NIV), Pune is fully geared up to test samples of nCoV. Ten other laboratories under Indian Council of Medical Research (ICMR)’s Viral Research and Diagnostics Laboratories (VRDL) network are also equipped to test such samples, if a need arises. Adequate stock of PPE is being maintained by Medical Stores Organization for airports, hospitals and laboratory use.

Curtain Raiser – Republic Day Celebrations 2020

India’s military might, cultural diversity, social and economic progress will be on display during the 71st Republic Day celebrations at the majestic Rajpath, here tomorrow. Anti-satellite weapon – Mission Shakthi developed by Defence Research and Development Organisation (DRDO), Army’s battle tank Bhishma, infantry combat vehicles, Air Forces’ newly inducted Chinook and Apache helicopters, in addition to tableaux depicting Akash and Astra missiles and Navy’s prowess will be showcased during the 90-minute long parade. Twenty tableaux – 16 from States and Union Territories and six from various Ministries/Departments depicting the nation’s rich cultural heritage and economic progress will roll down the Rajpath.School children will convey age old message of yoga and spiritual values through dance and music and Indian Air Force aircraft will thunder in the sky projecting the air power.

President Shri Ram Nath Kovind will host this year’s chief guest President of the Federative Republic of Brazil Mr Jair MessiasBolsonaro. The 38th President of Brazil, President Bolsonaro assumed office on January 01, 2019. Under his leadership, Brazil has successfully completed the pro-tempore presidency of the association of five major emerging national economies known as BRICS (Brazil, Russia, India, China and South Africa).

The relations between India and Brazil are based on a common global vision, shared democratic values and a commitment to foster inclusive economic growth for the welfare of the people of both countries. Brazil was the first Latin American nation to establish diplomatic relations with India in 1948. The ties were elevated to a strategic partnership in 2006, opening a new phase in the bilateral relations.

The Republic Day Parade ceremony will commence with Prime Minister Shri Narendra Modi visiting the National War Memorial near India Gate. He will lead the nation in paying solemn tributes to the martyrs by laying a wreath. This is for the first time that the Prime Minister will pay homage to martyrs at the National War Memorial instead of Amar Jawan Jyoti. Thereafter, the Prime Minister and other dignitaries will head to the saluting dais at Rajpath to witness the parade.

As per tradition, the National Flag will be unfurled followed by the National Anthem with a booming 21-gun salute. The parade will commence with President Shri Ram Nath Kovind taking the salute. The parade will be commanded by Parade Commander, Lieutenant General Asit Mistry, General Officer Commanding, Headquarters Delhi Area. Major General Alok Kacker, Chief of Staff, Delhi Area will be the Parade Second-in-Command.

The proud winners of the highest gallantry awards will follow. They include the winners of the Param Vir Chakra and the Ashok Chakra. Param Vir Chakra winners Subedar Major & Honorary Captain Bana Singh (Retd), Subedar Yogendra Singh Yadav, 18 Grenadiers and Subedar Sanjay Kumar, 13 JAK Rifles and Ashok Chakra winners Major General Cyrus APithawalla (Retd), Lieutenant Colonel Jas Ram Singh (Retd), Lieutenant Colonel D Sreeram Kumar and Naib Subedar (Honorary) ChheringMutup (Retd) will follow the Deputy Parade Commander on Jeeps. The Param Vir Chakra is awarded for the most conspicuous act of bravery and self-sacrifice in the face of the enemy. The Ashok Chakra is awarded for similar acts of valour and self-sacrifice but, other than, in the face of the enemy.

The first contingent in the uniform of the erstwhile Gwalior Lancers will be 61 Cavalry led by Captain Deepanshu Sheoran. The 61 Cavalry is the only active serving horse cavalry regiment in the world. It was raised on August 01, 1953 with the amalgamation of six state forces’ cavalry units.

The Indian Army will be represented by a Mounted Column of 61 Cavalry, eight mechanised columns, six marching contingents and fly-past by Rudra and Dhruv Advanced Light Helicopters of the Army Aviation.

Indigenously-developed Main Battle Tank of the Indian Army, T-90 Bhishma, Infantry Combat Vehicle (ICV) Ballway Machine Pikate (BMP)-II, K-9 VAJRA-T, Dhanush Gun System, newly-inducted five-metre Short Span Bridging System, Sarvatra Bridge System, Transportable Satellite Terminal and Akash weapon system will be the main attraction in the mechanised columns.

The other marching contingents of the Army will include the Parachute Regiment, the Grenadiers Regiment, the Sikh Light Infantry Regiment, the Kumaon Regiment and the Corps of Signals. The Combined Band of the Armoured Corps Centre & School, Madras Engineers Group & Centre and Artillery Regimental Centre, the Combined Band of 11 Gorkha Rifles Regimental Centre, 39 Gorkha Training Centre, Kumaon Regimental Centre and Garhwal Rifles Regimental Centre will also march past the saluting dais.

Marching for the first time on Republic Day will be the contingent of the Corps of Army Air Defence. It will be followed by The Combined Band of Combined Band of Bengal Engineers Group & Centre, Brigade OF Guards Training Centre, 3 Electronics & Mechanical Engineers Centre and Madras Regimental Centre.

The Naval contingent will comprise of 144 young sailors led by Lieutenant JitinMalkat as Contingent Commander. It will be followed by the Naval Tableau titled ‘Indian Navy – Silent, Strong, and Swift’. The fore part of the tableau showcases the might and fire power of Navy in all three dimensions, while the next part exhibits the Navy’s commitment to nation building.

The Air Force contingent, comprising of 144 air warriors, will be led by Flight Lieutenant Shrikant Sharma. The Air Force tableau showcases scaled down models of the Rafale aircraft, the Tejas aircraft, the Light Combat Helicopter, the Akash Missiles System and the Astra Missiles.

The Veterans’ tableau, marking the recognition and respect to the soldiers’ selfless service to the nation, will showcase the theme ‘Force behind the Force’.

One of the main highlights will be the marching contingent of DRDO that will showcase Anti-Satellite Weapons (ASAT) – Mission Shakti. ASAT (Anti-Satellite) weapons play a critical role in providing the necessary strategic deterrence. Mission Shakti, India’s first Anti-Satellite (ASAT) mission, was a major breakthrough in demonstrating the nation’s Anti-Satellite technology. The second equipment of DRDO will be the Air Defence Tactical Control Radar (ADTCR) used for volumetric surveillance, detection, tracking and friend/foe identification of aerial targets of different types and transmission of prioritised target data to multiple command posts/weapon systems.

The Indian Coast Guard marching contingent will be led by Deputy Commandant Gaurav Sharma. The motto of the Indian Coast Guard is ‘VayamRakshamah’ meaning ‘We Protect’.

The contingents of Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP), Central Industrial Security Force (CISF), Delhi Police and Border Security Force (BSF) will also march past the saluting dais. The National Cadet Corps (NCC) Boys Marching contingent will be led by Commander Junior Under-Officer Charandeep Singh Bhaduria, NCC Directorate Uttar Pradesh, while the Girls contingent will be headed by Senior Under-Officer Shreeshma Hegde, NCC Directorate, Karnataka & Goa. The National Service Scheme (NSS) contingent comprising 148 volunteers will also take part. The Massed Pipes and Drums Band of the Indian Army will also be on display.

Sixteen tableaux from various states/union territories will be showcased during the parade, depicting the geographical and rich cultural diversity of the country. Six tableaux from different ministries/departments will also be on display, showcasing various far-reaching reforms of the Government including ‘Startup India’, ‘Pradhan Mantri Jan DhanYojna’ and ‘Jal Jeevan Mission’. The glorious past and vibrant future of the Kolkata Port Trust is the theme of the tableau of Ministry of Shipping.

The proud winners of Pradhan Mantri Rashtriya Bal Puraskar will follow in Jeeps. The children were conferred the award for exceptional achievements in the fields of bravery, social service, art and culture, sports, innovation and scholastic. It will be followed by children’s pageant comprising over 600 participants. The cultural show will be led by Arvind Gupta DAV Centenary Public School, Model Town, Delhi on the theme ‘Yog – Vishwa Shakti ki Ore’. ‘The Baul’, a group of mystic minstrels from the historical Bengal region, is the theme of Vinay Nagar Bengali Senior Secondary School, Sarojini Nagar, Delhi. The children from Sarvodaya Kanya Vidyalaya B-Block, JanakPuri, New Delhi will perform on the theme ‘Mharo Rang Rangilo Rajasthan’. West Zone Cultural Centre, Udaipur will present ‘Garba – the folk dance of Gujarat’.

For the first time, a contingent of women bikers of CRPF will perform daredevil stunts. The contingent will be led by Inspector Seema Nag who will be seen saluting while standing atop a moving motorcycle. The bikers will perform several daring acts on moving bikes before a human pyramid on multiple motorcycles bring up the rear.

The grand finale and the most keenly awaited segment of the parade, the Fly Past will comprise of the ‘Trishul’ formation by three ALH helicopters. It is for the first time that a “Tri-service Formation” is taking part in the Republic Day Parade. It will be followed by the ‘Vic’ formation of Chinook helicopters, used for airlifting diverse loads to remote locations. Apache helicopters, Dornier aircraft, C-130J Super Hercules aircraft, Netra, an Airborne Early Warning and Control System aircraft and the ‘Globe’ formation comprising three C-17 Globemasters are some of the other highlights. Five Jaguar Deep penetration strike aircraft and five MiG-29 Upgrade Air Superiority Fighters in ‘Arrowhead’ formation will enthral the audience before the exhilarating Trishul manoeuvre by Su-30 MKIs. The parade will culminate with a Su-30 MKI splitting the sky with a breath taking ‘Vertical Charlie’ aerobatic manoeuvre.

The ceremony will culminate with the national anthem and the release of balloons.

10th National Voters’ Day celebrated to mark the Foundation Day of ECI

The 10th National Voters’ Day (NVD) was celebrated across the country today. President of India Shri Ram Nath Kovind presided over the national level event held at New Delhi. Shri Ravi Shankar Prasad, Union Minister for Law & Justice, Communications and Electronics and Information Technology also graced the event as the Guest of Honour. The Chief Election Commissioner Shri Sunil Arora, Election Commissioners Shri Ashok Lavasa and Shri Sushil Chandra, Secretary General Shri Umesh Sinha and Director General Shri Dharmendra Sharma received the dignitaries on the occasion.

The theme for NVD 2020 was ‘Electoral Literacy for Stronger Democracy’ reiterating the commitment of Election Commission of India (ECI) towards electoral literacy for all to ensure maximum participation and informed & ethical voting. This year marks an important milestone in the history of Indian democracy as Election Commission of India (ECI) completes 70 years of its journey.

President Sh. Ram Nath Kovind hailed the varied interventions taken up by ECI for the successful conduct of the 17th Lok Sabha Election in a free, fair and transparent manner. The President particularly appreciated the initiatives for reaching out to voters in the remotest corner to include their names in the electoral roll and to encourage them to exercise the Right to Vote, resulting in the historic voter turnout of 67.47%.He congratulated the new six new voters particularly who were given the Electoral Photo Identity Cards today. The President also particularly mentioned the Universal Adult Suffrage principle which helped all Indian eligible citizens to vote from the very beginning of the journey of Indian republic. Shri Kovind also took note of the special efforts undertaken by Election Commission of India to ensure that the gender gap was reduced to less than 0.1% in the last Lok Sabha General Election. He particularly lauded the Electoral Literacy Clubs’ efforts and use of vernacular language in reaching out to even in the remotest areas.

On this occasion, the President gave away the National Awards for the Best Electoral Practices to Officers for their outstanding performance in the conduct of elections in different spheres. The district administrative and Security Officers were lauded for their efforts to ensure enrollment of new eligible voters with sustained efforts, launch of SVEEP Apps to facilitate polling experience, conduct of elections with innovative means, facilitating Persons with Disabilities at polling booths as also working amidst challenging circumstances such as severe cyclonic storm or coordinating security grid mechanisms. In addition, awards were also conferred on CSOs, Govt. Departments and Media Houses for their outstanding contribution in the field of voter awareness and outreach.

Two books were launched by Union Minister Shri Ravi Shankar Prasad and presented to the Hon’ble President. The first book was Belief in the Ballot-II, an anthology of 101 human stories from across the nation about Indian elections. An amalgamation of daring, interesting and inspiring stories of both election officers and voters, this anthology presents experiences of courage, sacrifice and dedication of the election personnel as well as the enthusiasm and commitment of the voters.

The second book launched was The Centenarian Voters: Sentinels of Our Democracy. This collection enumerates the stories and experiences of 51 centenarians across India, who braved difficult terrain, poor health and other challenges to come out and vote.

Chief Election Commissioners and senior officials from Afghanistan, Bangladesh, Bhutan, Kazakhstan, Kyrgyz Republic, Maldives, Mauritius, Nepal, Sri Lanka and Tunisia graced the occasion. Reputed international organisations working in elections such as A-WEB, IFES and International IDEA were also a part of the occasion. Members of Political Parties, Members of Parliament besides Diplomats from various countries and representatives from national and international organizations working in the area of democracy and elections also attended the national function.

The National Voters’ Day (NVD) is celebrated all over the country on January 25 every year since 2011 to mark the Foundation day of Election Commission of India, which was established on this day in the year 1950. This year, the celebrations were spread over three days to mark the 70 illustrious years of ECI establishment. On 23rd January, the Commission organized the first ever annual lecture series in memory of the first Chief Election Commissioner of India, Shri Sukumar Sen. Hon’ble former President of India Shri Pranab Mukherjee, delivered the keynote lecture. On 24th January, an International Conference on “Strengthening Institutional Capacity” was organised.

The main purpose of the NVD celebration is to encourage, facilitate and maximize the enrollment, especially for the new voters. Dedicated to the voters of the country, the Day is utilized to spread awareness among voters for promoting informed participation in the electoral process.

Ministry of AYUSH Issues Notice of Caution to AYUSH Professionals on “Recruitment Fraud”

The public in general and AYUSH professionals in particular are hereby cautioned that in recent past, some fraudulent/ suspicious advertisements for recruitment of AYUSH professionals have come up in the electronic media which seek to draw out payment in the form of “Registration Fees” etc. from gullible individuals. Such fraudulent/ suspicious notices are issued typically by agencies with misleading names that sound like government bodies, and seek to elicit payments (described as “fees” of various types) through online payment methods.

One such fraudulent/ suspicious advertisement that has come to the notice of the Ministry of AYUSH, Government of India appeared on the blog-publishing platform “Blogspot” in the name of AYUSHGRAM BHARAT, which claims to be the NRHM WELLNESS CENTER INDIA. While the Ministry of AYUSH will seek appropriate administrative and legal action in the matter, the public in general and AYUSH professionals in particular are hereby requested to note that the recruitment process followed by the Ministry of AYUSH and its subordinate organisations always follow the formal procedures prescribed by the Government of India, and are accompanied by formal announcements in the official websites (which are hosted on the NIC/ gov.in platform) of the respective organisations.

The Ministry hereby cautions all concerned that the Ministry of AYUSH has no connection whatsoever to the aforesaid recruitment announcement by individuals / recruitment agencies who are misguiding job-seekers by promising them government positions. Further, they are also seen to be un-authorisedly using logo/ images belonging to the Government of India as well as fake address similar to that of the Ministry to mislead the people.

The public in general and AYUSH professionals in particular are hereby advised to kindly cross-check the facts stated in such advertisements and verify the identity/ authenticity of individuals / recruitment agencies who issue such advertisements, before responding to them.
