Women’s empowerment can be defined to promoting women’s sense of self-worth, their ability to determine their own choices, and their right to influence social change for themselves and others.

‘There should be gender equality’ —a familiar line uttered repeatedly by many self-claimed modern era intellectuals .I think I will use the term that ‘men and women are complementary to each other’. Neither can survive without the other. Nature has created women and men in such a way that mankind will only survive if both genders coexist. Thus, the genders complement each other. I think this definition makes more sense .My argument is that gender equality means equal respect and equal remuneration in the same performance in their exclusive domain.

               Not all girls are made of sugar               and spice and all things nice.            There are girls made of dark lace         and witchcraft and a little bit of vice.          There are daughters made claw-first        and story-mad, tiger roar and wolf-bad.     There are women made of terrible tempests    and savage storms and the untamed unwanted.   These are damsels made of flawless fearlessness made of more bravery than knights have ever seen.These are princesses made of valour and poison alike and they are here to hold court as your queens.                             -Nikita gill
  • Why should the men’s championship get more sponsorship than women’s, and why should the winner be paid more? Why is it that men cricketers get paid more, receive more appreciation and more respect than their women counterparts? Why is Sachin Tendulkar treated as the God of cricket but Mithali Raj simply a good Indian woman cricketer? Why do male hockey players get more money and respect than women players?
  • The bottom line is, and I repeat myself here, nature has made men and women differently. They compliment each other but can’t be equal physically and cannot compete with each other in every area. But gender equality can be achieved if we can extend the same respect, offer the same pay scale and the same status to champions of both genders in their domain. Personally, I respect Sachin Tendulkar and Mithali Raj equally. I do watch women cricket matches with the same enthusiasm as I watch men’s cricket. Are you ready to do that? If yes, then you are encouraging gender equality. Else, you are going down a darker path, with no respect and no equality.
  • Also, being called “beautiful” is nice, don’t get me wrong. But hearing the words, “You’re brilliant” means so much more. Because beauty won’t get me a college diploma. Curves won’t get me a secure job and a sufficient salary. Being pretty won’t get me respect.
  • Beauty doesn’t encompass the person you are. All women have natural beauty, but beauty can only take you so far. When I am most insecure, I don’t want confirmations of my physical appearance. I want confirmation that my work, mind and strength are recognized. We grow up thinking beauty and male validation was the ultimate goal. Now, as a young woman, my greatest goal is to be successful in my career. I strive for knowledge, not perfect hair. I want respect, not a skinny waist. Being educated and opinionated will get you so much farther than just a pretty face. “Screw beautiful. I’m brilliant. If you really want to appease me, compliment my brain.”

WHAT CAUSES DANDRUFF?

Dandruff is a common condition that causes the skin on the scalp to flake. It isn’t contagious or serious. But it can be embarrassing at times and difficult to treat and get rid of permanently. Mild dandruff can be treated with a gentle daily shampoo.

Dandruff is considered to be a mild form of Seborrheic dermatitis. It is a common skin condition that mainly affects the scalp and causes scaly patches, red skin and stubborn dandruff. It can also affect oily areas of the body such as face, sides of the nose, eyebrows, ears, eyelids and chest. In babies, Seborrheic dermatitis is called Cradle Cap. This condition is more common in infants within the first three months after they are born. In adults, between 1% and 10% people are affected. Males are more often affected than female. The cause of Seborrheic dermatitis has not been fully clarified. The condition is thought to be due to a local inflammatory response to over-colonization by Malassezia fungi species in sebum-producing skin areas including the scalp, face, chest, back, underarms and groin.

CAUSES OF DANDRUFF:-

Dandruff may have several causes including:-

  • irritated, oily skin.
  • not using shampoo frequently.
  • an yeast-like fungus Malassezia that feeds on oils on the scalps of most adults.
  • dry skin.
  • sensitivity to hair care products.
  • other skin conditions such as psoriasis and eczema.

WHAT IS MALASSEZIA?

In about half of the human population, it’s activity causes dandruff. Our skin hosts billions of microbes. Malassezia yeasts make themselves at home on our skin shortly after we are born. Follicles, the tiny cavities that grow hairs all over our body, make for especially popular living quarters for these. Malassezia are found in these follicles because they contain glands that secrete an oil called sebum, that’s thought to lubricate and strengthen our hair. Malassezia evolved to consume our skin’s proteins and oils and because of it’s many sebum-secreting follicles our scalp is one of the oiliest places on our body and consequently one of the yeastiest.

As these fungi feast on our scalp’s oils, dandruff may form. This is because sebum is composed of both saturated and unsaturated fatty acids. Saturated fats perfectly pack together whereas unsaturated fats contain double bonds that create an irregular twist or curl in their structure. Malassezia eat sebum by secreting an enzyme that releases all of the oil’s fatty acids but they only consume the saturated fats, leaving the unsaturated ones behind. These unsaturated fats(irregularly shaped) soak into the skin and pry it’s barrier open allowing water to escape. The body detects these breaches and responds defensively causing the inflammation that gives dandruff it’s itch. It also makes the skin cells proliferate to repair the damaged barrier.

TREATMENT:-

Usually our skin’s outer surface, or epidermis completely renews itself every two to three weeks. Epidermal cells divide, move outwards, die and form the skin’s tough outer layer which gradually sheds off in single cells far too small to see. But with dandruff cells churn out quickly to correct the broken barrier, meaning they don’t mature and differentiate properly. Instead they form large, greasy clumps around the hair follicle that are shed as visible flakes. Currently the most effective way to get rid of dandruff is by using Antifungal shampoos or as recommended by the Dermatologist.

The festival Raja is being talked here and the name of the festival itself means menstruation .The term ‘Raja’ came from the Sanskrit word ‘Rajaswala’ meaning a menstruating woman. Raja celebrates a girl’s onset of womanhood as well as arrival of maturity in the form of menstruation. Raja Sankranti or Mithuna Sankranti is a three day long festival celebrated in Odisha. The second day of the celebration indicates the start of the solar month of Mithuna which starts as the rain starts. A notion is followed that the mother Goddess Earth or the divine wife of Lord Vishnu is undergoing with menstruation which will go for three day rest. The fourth day is called the Vasumati snana or the ceremonial bath of the Bhudevi.  In the medieval times this festival became more popular as an agricultural holiday marking the worship of Bhudevi, who is the wife of Lord Jagannath. A silver idol of Bhudevi is still to be found in the Puri temple beside the idle of Lord Jagannath. It is believed that land goes through regeneration during this period, an act synonymous to menstrual cycle of an unmarried girl or woman, which should not be ‘disturbed’. In the festival all the women and unmarried girls of the place are encouraged to look at their best way by wear new cloths and decorate them with alatha. Almost every other household adorns a swing, for the recreation of women and girls to be enjoyed during the festival. 
A general belief is that if a woman menstruates it is a sign of fertility, and same goes in case of mother earth too i.e., menstruates. So all three days are considered to be menstruating period of mother earth. During the menstruating period all the agricultural activities remains suspended. As a mark of respect towards the mother earth on her menstruating days all the agricultural work comes to a standstill during these days. Significantly this is the festival of the unmarried girls, the potential mothers. They all observe the restrictions prescribed for menstruating women. As the very first day begins they make their hairs; they rub their bodies with turmeric paste and oil and then take the bath which is considered as the pure one in the river or tank. Peculiarly bathing for next two days is prohibited. They do not walk bare foot, do not scratch the earth, do not grind, do not tear anything apart, do not cut and do not cook. During all three days they are seen in their best dresses and decorations, eating cake and the rich food at the house of relatives and friends, spending long cherry periods, moving up as well as down and swinging, rending the village sky with their joyous spontaneous songs. With breaking all the taboo of menstruations Odisha pays a tribute to our mother earth’s menstrual cycle.

  1. In comparison to other ecosystems, urban ecosystems are more warm because of high built up areas which reduces the infiltration of rainwater and show high amount of surface run off.
  2. The amount of chemicals, pollutants and heavy metals and other man made organic compounds is also more concentrated in these areas.
  3. The biological community found in different urban areas and urban ecosystems is similar, which is mainly attributed to the structural similarities in urban areas like infrastructures, buildings etc. and due to introduction of different types of activities and characteristics in urban areas for satisfying the needs of the population.

As the percentage of people residing in the cities is increasing, the need of understanding the human – nature interactions and the evolution of their interaction and relationship also increases. With increasing urbanization, the complexities, adversities and nature of this relationship increases and keeps on changing.

Urban Sustainability is the approach that aims to reduce the reliance of cities on other means and modes for satisfying its need and to power itself by making best use of the available renewable sources of energy. By this practice, the carbon footprint, ecological footprint and extent of pollution caused by the cities and urban areas can be reduced. This can be done by efficiently using the land, using the compost obtained from material, by switching to zero waste strategy and waste – to – energy concept. By this the cities impact on micro and global climate change will be reduced.

Abortion : Life or Choice?

Introduction:
Abortion is ending of the pregnancy by killing the embryo. This could take place for many reasons, the mother may not be ready to take responsibility of the child yet or it could be due to the sex of the child or it could be as there may be abnormalities in the child.

Pro-life v/s Pro choice :
People who choose not to end the pregnancy by getting an abortion are pro-life. People who choose to end their pregnancy for a number of reasons, valid or not, are pro-choice. Free will is definitely a factor in both of these choices. For many reasons, it could be considered ethically and morally wrong but there are equal number of reasons why it should not be a judge of character and there should be an understanding as to why it is done.
Abortion could take place due to a medical issue. There are two ways of aborting a child, namely, non-surgical and surgical methods. Non-surgical methods include abortion pills and morning after pills. Some people may not find this morally right as according to them a life holds a lot of importance. But, what they don’t understand is sometimes it is necessary to get an abortion so that the mothers life is not In danger and everything cannot be morally correct.
Selective abortion sometimes takes place when the parents find out the gender of the child. Sex selective abortion, even though, illegal is still practiced in many places due to the preference for the male child.
Many a times, a child is aborted as it poses a threat to the mothers life. Sometimes, parents don’t want to have a child with an abnormality as it might affect the child later in life and they might have problems coping with it. People argue that it is better to at least give them a chance to shape their life instead of just ending their life.
Sometimes, pregnancy is unintentional and the woman might be using contraception but it may have failed as a measure. When this happens, the parents cannot be blamed for the abortion as they never wanted the child in the first place.
Ethically, people still believe that if the parents weren’t ready for a child then maybe they shouldn’t have been having sexual relations.
The mother could get an abortion as it might affect their lifestyle. The child could be an obstacle for achieving their dream or it was very sudden and it doesn’t exactly work out with what they have planned for their future. Though, people argue that the child has rights of its own and it had the right to live and it should at least be given a chance to have their own life, it still depends on the parents.
Some people think that abortion is a way to punish the man but it is not a fact at all. The mother could be having her own problems or complications with the pregnancy and the man just doesn’t want to accept that as for some men, family means everything. If people think it doesn’t affect the woman at all, they are absolutely wrong. It affects her mentally and physically. So, we just cannot blame the woman without getting to know the root of the problem.
Sometimes, a woman gets an abortion as she mislead the father about the fact that she actually wanted a child or wanted a family. Usually, the man is blamed but in some cases, it isn’t true.

Conclusion:
Personally, I support abortion. Pro-choice is what I believe in. There are many reasons a woman would want to abort a child and it should be up to her to make that decision as free will plays an important role in my life and therefore, I would like to know that every other person, at least, has the choice of their own. People usually look down on women who get an abortion but that shouldn’t be the situation at all. We need to understand their needs and think about all the reasons why they wouldn’t want the child and we should also respect their decision and support them.

OLIGOPOLY MARKET

Oligopoly is a market situation in which there are a few firms selling homogeneous or differenti­ated products. It is difficult to pinpoint the number of firms in ‘competition among the few.’ With only a few firms in the market, the action of one firm is likely to affect the others. An oligopoly industry produces either a homogeneous product or heterogeneous products.

The former is called pure or per­fect oligopoly and the latter is called imperfect or differentiated oligopoly. Pure oligopoly is found primarily among producers of such industrial products as aluminium, cement, copper, steel, zinc, etc. Imperfect oligopoly is found among producers of such consumer goods as automobiles, cigarettes, soaps and detergents, TVs, rubber tyres, refrigerators, typewriters, etc.

CHARACTERISTICS OF OLIGOPOLY

  • Interdependence

There is recognised interdependence among the sellers in the oligopolistic market. Each oligopolist firm knows that changes in its price, advertising, product characteristics, etc. may lead to counter-moves by rivals. When the sellers are a few, each produces a considerable fraction of the total output of the industry and can have a noticeable effect on market conditions.He can reduce or increase the price for the whole oligopolist market by selling more quantity or less and affect the profits of the other sellers. It implies that each seller is aware of the price-moves of the other sellers and their impact on his profit and of the influence of his price-move on the actions of rivals.

Thus there is complete interdependence among the sellers with regard to their price-output policies. Each seller has direct and ascertainable influences upon every other seller in the industry. Thus, every move by one seller leads to counter-moves by the others.

  • Advertisement

The main reason for this mutual interdependence in decision making is that one producer’s fortunes are dependent on the policies and fortunes of the other producers in the indus­try. It is for this reason that oligopolist firms spend much on advertisement and customer services.As pointed out by Prof. Baumol, “Under oligopoly advertising can become a life-and-death matter.” For example, if all oligopolists continue to spend a lot on advertising their products and one seller does not match up with them he will find his customers gradually going in for his rival’s product. If, on the other hand, one oligopolist advertises his product, others have to follow him to keep up their sales.

  • Competition

This leads to another feature of the oligopolistic market, the presence of com­petition. Since under oligopoly, there are a few sellers, a move by one seller immediately affects the rivals. So each seller is always on the alert and keeps a close watch over the moves of its rivals in order to have a counter-move. This is true competition.

  • Barriers to Entry of Firms

As there is keen competition in an oligopolistic industry, there are no barriers to entry into or exit from it. However, in the long run, there are some types of barriers to entry which tend to restraint new firms from entering the industry.

They may be:

(a) Economies of scale enjoyed by a few large firms

 (b) control over essential and specialised inputs

(c) high capital requirements due to plant costs, advertising costs, etc.

 (d) exclusive patents and licenses; and

(e) the existence of unused capacity which makes the industry unattractive. When entry is restricted or blocked by such natural and artificial barriers, the oligopolistic industry can earn long-run super normal profits.

  • Lack of Uniformity

Another feature of oligopoly market is the lack of uniformity in the size of firms. Finns differ considerably in size. Some may be small, others very large. Such a situation is asymmetrical. This is very common in the American economy. A symmetrical situation with firms of a uniform size is rare.

  • Demand Curve

It is not easy to trace the demand curve for the product of an oligopolist. Since under oligopoly the exact behaviour pattern of a producer cannot be ascertained with certainty, his demand curve cannot be drawn accurately, and with definiteness. How does an individual seller s de­mand curve look like in oligopoly is most uncertain because a seller’s price or output moves lead to unpredictable reactions on price-output policies of his rivals, which may have further repercussions on his price and output.The chain of action reaction as a result of an initial change in price or output, is all a guess-work. Thus a complex system of crossed conjectures emerges as a result of the interdependence­ among the rival oligopolists which is the main cause of the indeterminateness of the demand curve.

  • No Unique Pattern of Pricing Behaviour

The rivalry arising from interdependence among the oligopolists leads to two conflicting motives. Each wants to remain independent and to get the maximum possible profit. Towards this end, they act and react on the price-output movements of one another in a continuous element of uncertainty.On the other hand, again motivated by profit maximisation each seller wishes to cooperate with his rivals to reduce or eliminate the element of uncertainty. All rivals enter into a tacit or formal agreement with regard to price-output changes. It leads to a sort of monopoly within oligopoly.They may even recognise one seller as a leader at whose initiative all the other sellers raise or lower the price. In this case, the individual seller’s demand curve is a part of the industry demand curve, having the elasticity of the latter. Given these conflicting attitudes, it is not possible to predict any unique pattern of pricing behaviour in oligopoly markets.

Learning at the school garden

India Requires All Schools to Have Kitchen Gardens
  • A one of its kind initiative, Edible Schools has been launched by MS Swaminathan Research Foundation (MSSRF) in Kalpetta, Kerala in association with Botanical Garden Conservation International (BGCI) to familiarize school children with food crops and family farming. 
  • The aim of this program is to engage the children in food production and farming activities under the guidance of trained and caring leaders, who lead the children into discovery and exploration of soil, water, biodiversity and the science of agriculture production and consumption.

Teaching gardening in schools

  • This project was launched in 2 schools of Waynad – Hill Blooms School, Mananthavady and Government High School, Thrikaipetta, in January, 2021 and it is a huge success till date. The programme was initiated by developing a nutrition garden and fruit garden at both schools following COVID 19 protocols. 
  • These gardens were designed on approximately 870Sq.ft land and fruit trees were planted as part of the campus greening. The nutrition garden has been cultivated with mostly leafy greens such as Amaranthus, Spinach, Curry leaves and Moringa and the commonly consumed vegetables such as Brinjal, Okra, Beans and Cow peas as well as medicinal plants , fruit trees, wild food plants and larval hosts have also been planted. 
  • The first harvesting from the nutrition gardens at the edible schools was done by the students and they were guided by their leaders. They were very excited to see their produce as well as fruit garden saplings of Guava, Custard Apple and Mango seeds growing into healthy trees. 

Although during pandemic the students couldn’t visit the school campuses much, the nutrition gardens have been extended to their homesteads. Training was given to the students for the collection and multiplication of the seeds of wild native trees like Venga, Njaval, Athi etc.  The seedlings planted by the students will be handed over to MSSRF and hence, the students will be a part of the reforestation programme

History Of Animation

Moving pictures are eye-catching. When this technique was used in developing characters with a story, it was known to be the greatest innovation of all time. Animation has artistically brought millions of smiles on the faces of children and adults. The power it possesses to transport you to an unimaginable world has changed people’s outlook towards its ability to create optical illusion. The evolution in animation with the growing technology has been remarkable and it’s still expanding. It has significantly attracted children of all age groups across the world. Adults are finding it fascinating too. History of animation is diverse and revolutionizing.

It all began in 1834 when Joseph Plateau from Belgium tried his hand at classical animation. He created a cardboard disc that had images. When it was spun and viewed in the mirror, it gave an illusion of movement.

Silent era was a phase from 1900’s -1920’s where the films had moving pictures with no audio. J. Staurt Blackton founded Vitagraph Studios in 1897 and created first ever animated video was created by J. Stuart Blackton in 1900, called “The Enchanted Drawing”. In this video, a drawing was made by J. Stuart Blackton which has a face reacting in different motions. He experimented with stop-motion techniques in his videos. He was considered to be the ‘Father of American Animation’.

Emile Cohl tried creating a similar video. Cohl had created first ever hand-drawn video. One of his creations was “Haunted Hotel”. He used stick figures in his videos.

Later, the animation industry outsourced services of artists to create animations like Mutt and Jeff.

Another well known animation artists in the animation industry was Windsor McCay. He created genius animated videos like Little Nemo in Slumberland and The Sinking of Lusitania. It was later developed by Pat Sullivan.

Walt Disney, an esteemed cartoonist, had given the world most unique and loved characters of all time. Oswald the Lucky Rabbit was his early creation followed by Mickey Mouse which went on to become the most beloved show. Steamboat Willie was the first sound synchronized show. The sound techniques Disney adopted in creating these cartoons brought life to the characters. Snow White and the Seven Dwarfs was the first hand written animated feature film that smashed the Hollywood box office. Pinocchio, Dumbo, Bambi and many others were iconic feature films that made Walt Disney the legend of animation. His achievements were phenomenal that entirely changed animation industry.

Animation industry was rapidly growing and people felt it had more to offer. Two brothers from New York took this opportunity and created even more sophisticated animation characters with more advanced technologies. They were the Fleischer Brothers. They worked on an unknown technique of rotoscoping. This technique was further introduced in their series “Out of the Inkwell”. Fleischer Brothers animation was more urban and adult.

Warner Bros. cartoon studios created even more edgy cartoons. Warner Bros. had the most talented artists like Chuck Jones, Bob Cannon, Tex Avery. The characters they had created were different and had a bit of quirkiness to them. Metro-Goldwyn-Mayer’s animation studio was later joined by Tex Avery. Red Hot Riding Hood was the first ‘Red’ cartoon.

Animation industry is flourishing with advancement in technology and has become more prevalent in today’s entertainment industry. All these years, animation has given us classic shows and movies that are still being adapted in designing characters and developing fresh stories.

Ban On Inter State Bus Transportation

Without leaving even a scintilla of doubt, the Madhya Pradesh High Court Bench at Indore has in a latest, landmark, laudable and learned judgment titled MP Bus Operator Association vs State of MP & others in Writ Petition No. 8597 of 2021 that was delivered on June 29, 2021 has maintained without mincing any words that in the extraordinary situation of a pandemic or disaster involving loss of life and human suffering, the Central Government as well as the State Government are empowered to put any restriction in the larger public interest under the Disaster Management Act, including restriction of movement of public by inter-state bus transportation. It must be apprised here that a Single Judge Bench of Indore Bench of Madhya Pradesh High Court comprising of Justice Vivek Rusia who authored this notable judgment was dealing with a petition filed by MP Bus Operator Association challenging various Government orders restricting inter State bus transportation between State of Madhya Pradesh and Maharashtra owing to the rising number of Covid 19 cases. It was the case of the petitioner association that despite having valid permit to ply inter state buses, the government had restricted them in wake of the second Covid wave. 

To start with, the Single Judge Bench of Justice Vivek Rusia first and foremost puts forth in para 1 that, “Petitioner / M.P Bus Operator Association has filed the present petition being aggrieved by the orders dated 21.03.2021, 31.3.2021 and 22.06.2021 issued by respondent No.3 whereby the inter-State bus transportation between State of Madhya Pradesh and Maharashtra has been restricted from 21.03.2021 to 31.03.2021 and thereafter up to 15.04.2021 and again extended up to 30.06.2021 due to Covid -19 pandemic.” 
While elaborating on the facts of the case, the Bench then lays bare in para 2 that, “The petitioner is an association registered under the Madhya Pradesh Society Registrikaran Adhiniyam, 1973 having its registered office at C-14, Vikas Tower, Navlakha, Indore. The society has authorized its President Mr. Arun Gupta to file the present petition by way of resolution dated 05.04.2021. The members of the petitioner/association are having permit to ply inter-State transport passengers buses. In the second phase of Covid-19 the government has restricted various commercial activities in order to control the spread of Covid virus. Since large number of Covid cases were reported in the State of Maharashtra, therefore, the State Transport Department of M.P. has decided to stop operating buses from the territory of Madhya Pradesh to the territory of Maharashtra and vice versa. According to the petitioner, the Central Government, Ministry of Home Affairs vide order dated 23.03.2021 has issued guidelines to the States and UTs for issuing necessary norms for regulating travel in other modes of public transport like buses etc. and to ensure that same are strictly complied with. All the activities are permitted outside the containment zones and SOPs have been prescribed for various activities including movement of passengers, rail, air travel, metro train, schools etc. It is further submitted that there is no restriction on the movement of passengers by way of air service and trains between these two States, therefore, the Government of M.P. cannot discriminate with the petitioner by way banning the inter-State bus service facility between these two States which is in gross violation of Article 19(1)(g) of the Constitution of India. The members of the association are having fundamental right to practice any profession or to carry on any occupation, trade or business which cannot be restricted by the State Govt. It is further submitted that the State has a right under Article 19(6) of the Constitution to put a reasonable restriction on the fundamental right but that should not be arbitrary or excessive in nature. The movement of public between Madhya Pradesh and Maharashtra is permissible through air, train, cab, taxi and through private vehicles but movement only through buses are restricted without any valid justification. The members of the petitioner are ready to follow any conditions to be put by the State Govt. for operating the buses in order to prevent spread of corona virus. They will not permit any passenger to travel in the buses without negative RT-PCR report, therefore, with certain restrictions the petitioner be permitted to ply buses between these two States.”
In addition, the Bench then also points out in para 3 that, “In support of the above contentions Mr. Manu Maheshwari, learned counsel for the petitioner has placed reliance over the judgments passed by the Apex Court in the case of Chintaman Rao vs. State of M.P- AIR 1951 SC 118; Saghir Ahmad vs. State of U.P & others- AIR 1954 SC 728; Subramanian Swamy vs. Director, Central Bureau of Investigation and another- (2014) 8 SCC 682 & Narinder S.Chadha and others vs. Municipal Corporation of Greater Mumbai and others – (2014) 15 SCC 689.”
As a corollary, the Bench then brings out in para 4 that, “The respondents have filed the reply by submitting that in the second wave of the Covid-19 most of the cases came in the State of Maharashtra and being a neighboring State of M.P, in order to protect the inhabitants of M.P, the State Govt. has restricted the transportation of public by way of buses. The State Govt. has passed the order looking to the public health in exercise of the powers conferred u/s 24 of the Disaster Management Act, 2005 (for short ‘the Act of 2005’). The transportation of the buses cannot be compared with the transportation by trains and airways because trains and airways are under the jurisdiction and control of the Central Govt. and the State Transport is within the jurisdiction of M.P State.”
Furthermore, the Bench then also brings out in para 5 that, “Shri Garg, learned GA appearing for the State has submitted that impugned restriction is temporary in nature and after the things are normalized the government is bound to lift the ban, but as on today there is a forecast of third wave of Covid delta plus coming up in the State of Maharashtra, therefore, the government may extend the period of ban which is going to expire tomorrow i.e. on 30.06.2021. It is further submitted that any tough decision taken in the public interest the interest of individuals are bound to be overlooked . The members of the petitioner society are not only restricted to do their business but other trade and business are being totally shut down like theaters, gym, restaurant, tourism etc. In order to provide essential items, the government is relaxing the restrictions . The petitioner’s members are restricted to operate the buses only to Maharashtra State where the large number of cases of Covid are reported but they are free to operate the buses in other States, hence there is no complete restriction on the right of trade and business, hence the petition kindly be dismissed.”
What’s more, the Bench then observes in para 6 that, “In rejoinder Shri Manu Maheshwari, learned counsel submits that the impugned order has not been issued u/s 24 of the Act of 2005, and only after filing of this petition the respondents came up with the plea that the impugned order has been issued under section 24 of the Act of 2005. The petitioner has filed the list of the trains and flights operating between Madhya Pradesh and Maharashtra in which there is no such restriction by the Central Govt. and submit that the petitioner be also permitted to ply the buses between Maharashtra and Madhya Pradesh and vice versa. It is further submitted that Government of Maharashtra has not imposed such restriction on transportation of passenger buses. Even the railways and airways are not demanding Covid report from the passengers and only on the basis of self-declaration they are permitting public to travel to any part of the country. The petitioner’s members are also ready to abide by all the conditions which are being followed by the rail and airways operators. I have heard the learned counsel for the parties and perused the record.”
Of course, the Bench then states in para 7 that, “It is not in dispute that the second wave of Covid -19 started from the State of Maharashtra and being a neighboring State there is a frequent movement of public between M.P and Maharashtra by all means of transport. Accordingly to the petitioner there is no restriction on transportation by railways and airways. The railways and airways are under the domain of the Central Government and on which the State Government cannot put any restriction. The transportation by stage carriages is under the control of the State Government, therefore, the State Govt. is competent to put restriction or conditions in which there is no discrimination by the State Government.”
Quite significantly, the Bench then holds in para 8 that, “Even otherwise, in transportation through airways and railways the entry and exit points of passengers are fixed and known from where the passengers can be checked about their health conditions but it is not possible in the transportation by buses. The buses can be stopped anywhere and collect the passengers which is not possible in the railways and airways, therefore, both are different classes of transportation. The State Government has put restriction only for the limited period subject to the reduction of cases of Covid. There is no permanent restriction for transportation through buses from Madhya Pradesh to Maharashtra and vice versa. The Government is reviewing the situation after the interval of 10-15 days and extending the restriction for limited period. Except Maharashtra the petitioners are permitted to ply the buses in other part of the country, therefore, there is no 100% restriction on the right of trade and business. In the larger public interest, the individual interest is bound to suffer.”
Most remarkably, the Bench then minces no words to hold in para 9 that, “So far as the applicability of section 24 of the Act of 2005 is concerned, the government has decided to enact a law on disaster management to provide for requisite institutional mechanisms for drawing up and monitoring the implementation of the disaster management plans, ensuring measures by various wings of Government for prevention and mitigating effects of disasters and for undertaking a holistic, coordinated and prompt response to any disaster situation. Section 2(d) defines the word ‘disaster’ and 2(e) defines ‘disaster management’ which means a continuous and integrated process of planning, organizing, coordinating and implementing measures which are necessary or expedient for prevention of danger or threat of any disaster or mitigation or reduction of risk of any disaster. Section 14 authorizes the State Govt. to establish State Disaster Management Authority for the State by way of notification. Section 24(l) gives power to the Central Govt. or the State Govt. to take such steps as are required or warranted by the form of any threatening disaster situation or disaster, therefore, in exercise of the aforesaid powers the State Govt. has decided to restrict or minimize the movement from Maharashtra to Madhya Pradesh. In normal situation the action of the State Government can be examined in respect of putting restriction on any trade and business but in the case of disaster or pandemic where the loss of life or human suffering or damages are in large scale then the Central Government or the State Government is empowered to put any restriction in the larger public interest in exercise of power under section 24 of the Act of 2005. Section 72 gives overriding effect to the provisions of the Act of 2005 over the other Act. The High Court in exercise of powers under Article 226 of the Constitution of India should not interfere in the policy decisions taken by the State Government looking to the interest of public at large.”
Quite rationally, the Bench then holds in para 10 that, “It is expected from the State Government that further extension or restriction of movement of public by inter-State transportation by buses shall not be in mechanical manner but after assessing the facts and figures of Covid -19 cases in the State of Maharashtra.” 
Finally, the last para 11 concludes this brief, brilliant and balanced judgment by holding that, “In view of the foregoing discussion, the petition is disposed of.”
To sum up, this cogent, commendable and convincing judgment by a Single Judge Bench of Justice Vivek Rusia of Indore Bench of Madhya Pradesh High Court sets the record straight by holding that in the extraordinary situation of a pandemic or disaster involving loss of life and human suffering, the Central Government as well as the State Government are empowered to put any restriction in the larger public interest under the Disaster Management Act, including restriction of movement of public by inter-state bus transportation. So such restrictions are valid and cannot be objected to by citizens at the drop of a hat. All citizens are bound to comply accordingly as has been clearly pointed out in this notable case also!

11 People Die Of Hunger Every Minute 

Countries such as Afghanistan, Ethiopia, South Sudan, Syria, Yemen and Lebanon are living in excruciating conditions. 11 people lost their lives each minute due to starvation outpacing the covid fertility rate according to a report of Oxfam. 
The report also pointed out that around half a million people are living in famine conditions. In 2021, the fresh numbers of people who have been facing severe food security are 20 million, making a total of 155 million people in 55 countries. 
Since the pandemic was declared, trade and market have hit the lowest of the decade. Economic activity slowed down by 3.5 per cent notwithstanding poverty, which increased by 16 per cent according to the report. 
Around the world, prices of food have increased by 40 per cent, which is also associated with stuck trades and lockdowns that have disrupted food flaws.
Mulu Gebre, 26, who forcedly fled from her home in Tigray told Oxfam: “I came to Mekele because I heard that food and milk were offered for infants. When I arrived here, I couldn’t find food even for myself. I need food especially for my child, who is only four months old and was born underweight.”
The situation has indeed worsened in the last two years. Lifting people out of their destination should be the primary concern for the countries around the world. Political parties, governments, various economic cooperation groups and the UN have to come together to save human suffering.
Lebanon is the fittest example who is facing political sectarianism. As there is no stable government. Parliament’s 128 seats are divided evenly between Christians and Muslims. Which makes them serve their interests only.

In the end, there is hope that the situation will be great again. It reminds me of this quote of Buzz Aldrin
If we can conquer space, we can conquer childhood hunger.
