A Ministry of Co-operation has been newly setup by the Central Government realizing the vision of ‘Sahkar se Samriddhi’ (Prosperity through Cooperation) and to give a new push and to strengthen the cooperative movement.

The Government has signaled its deep commitment to community based developmental partnership. It also fulfils the budget announcement made by the Finance Minister in 2021.

Ministry of Co-operation – The right step in the right time!

  • It will provide a separate administrative, legal and policy framework for strengthening the cooperative movement in the country.
  • It will work to streamline processes for ‘Ease of doing business’ for co-operatives and enable development of Multi-State Co-operatives (MSCS).

  • Since the country is going through a deadly second wave of the pandemic, which has led to millions losing their means of food, this initiative comes as the right step to reform the co-operatives and help strengthen it from the grassroots.

What is a co-operative

  • According to the International Labour Organisation (ILO), a cooperative is an autonomous association of persons united voluntarily to meet their common economic, social and cultural needs and aspirations through a jointly owned and democratically controlled enterprise.
  • The cooperative society ensures benefit for its members and serves for the wider interest of the community as well .
  • In India, a Co-operative based economic development model is very relevant where each member works with a spirit of responsibility.
  • India is an agricultural country and laid the foundation of World’s biggest cooperative movement in the world.

Cooperatives and the Indian Constitution

  • The word “cooperatives” was added after “unions and associations” in Article 19(1)(c) under Part III of the Constitution. This enables all the citizens to form cooperatives by giving it the status of fundamental right of citizens.
  • A new Article 43B was added in the Directive Principles of State Policy (Part IV) regarding the “promotion of cooperative societies”.
  • The Constitution (97th Amendment) Act, 2011 added a new Part IXB right after Part IXA (Municipals) regarding the cooperatives working in India.

STRUCTURE OF ANDREW MARVELL’S TO HIS COY MISTRESS

The worms will violate her chastity in the grave, her honour will be turned to dust and the desire of the sexual intercourse is impossible there: “The Grave’s a fine and private place,/ But none I think do there embrace.”

Tidal Volume (TV)

Tidal Volume is the amount of air inspired or expired with each normal breath. It is approximately 500 ml., i.e. a normal human adult can inspire or expire approximately 6000 to 8000 ml of air per minute. During vigorous exercise, the tidal volume is about 4-10 times higher.

Inspiratory Reserve Volume (IRV)

Additional volume of air a person can inspire by forceful inspiration is called Inspiration Reserve Volume. The normal value is 2500 – 3000 ml.

Vital Capacity (VC)

The maximum volume of air that can be moved out during a single breath following a maximal inspiration. A person first inspires maximally then expires maximally. VC = ERV + TV + IRV

Inspiratory Capacity (IC)

The total volume of air a person can inhale after normal expiration. It includes tidal volume and inspiratory reserve volume. IC = TV + IRV

Expiratory Capacity (EC)

The total volume of air a person can exhale after normal inspiration. It includes tidal volume and expiratory reserve volume. EC = TV + ERV

Total Lung Capacity (TLC)

The total volume of air which the lungs can accommodate after forced inspiration is called Total Lung Capacity. This includes the vital capacity and the residual volume. It is approximately 6000ml. TLC = VC + RV

Minute Respiratory Volume

The amount of air that moves into the respiratory passage per minute is called minute respiratory volume.
Normal TV = 500ml ; Normal respiratory rate = 12 times / minute
Therefore, minute respiratory volume = 6 Litres/minute (for a normal healthy man).

Dead Space

Some of the inspired air never reaches the gas exchange areas but fills the respiratory passages where exchange of gases does not occur. This air space is called dead space.

Dead Space is not involved in gaseous exchange. It amounts to approximately 150ml.

UP Population Control Bill 2021, Yogi Govt’s 2 Child Policy

Those having more than two children will be debarred from contesting local bodies polls, applying for government jobs or receiving any kind of subsidy, says a draft of a population control bill put up on the UP Law Commission website.

The draft bill, for which suggestions have been invited from the public till July 19, also debars people from getting promotion in government job.

The move has drawn flak from the opposition parties, with the Congress describing it as a “political agenda” ahead of the Assembly elections next year. The Samajwadi Party said the move meant the “murder of democracy”.

The UPSLC website says, “The State Law Commission, UP, is working on control, stabilisation and welfare of the population of the state and has prepared a draft bill.”

If implemented, the provisions of the draft titled The Uttar Pradesh Population (Control, Stabilization and Welfare) Bill, 2021 will come into force after one year from the date of publication in the Gazette.

The provision of this Act shall apply to a married couple where the boy is not less than 21 years of age and the girl is not less than 18.

Suggestions have been invited from the public to improve the draft bill and July 19 is the last date for it.

Listing incentives, the draft bill says, “Public servants who adopt the two-child norm will get two additional increments during the entire service, maternity or as the case may be, paternity leave of 12 months, with full salary and allowances and three per cent increase in the employer’s contribution fund under the National Pension Scheme.”

A state population fund will be constituted for its implementation. Listing the government duties, the draft bill says that maternity centres will be set up at all primary health centres.
