Dhakis of West Bengal: Where They Come From and Where They Go

Introduction

India is a country of rich cultural diversity and the essence of festivity for each Indian state is unique on its own. The main festival of the Indian state of West Bengal is Durga Puja, which is held during the auspicious Aashwin Durga Navtras in the months of September-October. During the festival the Mother Goddess is welcomed to her home on Earth with 9 long days of celebrations and joy. As a ritual of the festivity both her arrival and departure are rung by hundreds of thousands of “Dhaks” played by the professional drummers, locally called as “Dhakis”.

What “Dhaks” Are: How They Are Made

The word “Dhak” comes from the Austric word “Dhaka” included in the Sanskrit language. The word later became a part of the Bengali script. The dhak is a big membranophone instrument that originally belongs to South Asia. The dhak has become an integral aspect of the widely loved Bengali festival of Durga Puja, other Bengali rituals and festivities. It would have no festive aura if not for the maddening rhythm of the dhak. The dhak is beaten with two sticks loudly to infuse the frenzied beats into the listeners. These beats are enough to raise the spirits and conjure up the feel of the Durga Puja. Without the instrument, the heavily celebrated festival would have felt sombre.

The sound of the dhak depends on a lot of factors like the shape. The shape varies from almost cylindrical to barrel-like. On one hand, the outer portion of the wood is shaved off and carved to create the barrel shaped instrument. On the other hand, the inner side of it is made to be absolutely hollow.The two ends of the dhak are wrapped up with goat skin on the top and calf skin at the bottom. It is said that using these two types of hides bring out the perfect sound texture of the dhak. The manner of stretching the skin over the mouth of the dhak and lacing it is also an important factor in the kind of sound that will be produced. The more the strings on the side of the dhak are pulled the higher the pitch of the dhak gets. The two sticks that are used to beat the dhak are carefully chiseled and formed out of thin cane or bamboo. Because of the drying session of the wooden structure and the intricate handwork and decoration, it takes around one month to reach the perfection in making the instrument.

Who “Dhakis” Are: The Heritage follows

‘‘Dhakis’’ are integral to almost all festivities in Bengal but the art of playing the huge barrel-shaped membranophone instrument is considered as a staple of Bengal’s most celebrated Durga Puja. Most of the ‘dhakis’ or men who play the ‘dhak’ hail from humble rural backgrounds of Murshidabad, Hooghly, Malda, Bankura and Purulia districts of the state. Just like playing any other instrument that is highly associated with a centuries-old cultural heritage, the art of playing dhak, or the business of dhakis are often found to be ancestral and moving in the families since ages. The art of playing such instrument is considered as a living witness, bearing the tradition of the state of West Bengal. The art of playing dhak is passed on from one generation to the next though this art is gradually dying out and losing its focus. One of the reasons for this is the uncertain informal nature of this profession. They still teach the children to play the dhak is to preserve the culture and heritage.

Each part of Durga Puja rituals has a different and unique tune and beat of the dhak right from the arrival of the idols till their immersion. It is played when the idol enters the pandal and even when it exits the pandal on the last day of puja, Dashami. In fact, it is the deafening sound of the dhak that fills the air of immense celebration during the ‘Sandhya Arati’ on Ashtami. This ceremony is absolutely incomplete without the beats of the dhak. Along with that, the ‘Dhunuchi Nach’ is also an essential part where the dhak provides the musical rhythm to which people dance with the ‘dhunuchi’. Another popular tradition is the ‘Dhaker Lorai’ or ‘Fight between Dhaks’ where the grandeur is revealed the best when dhakis play in groups. It is usually a fascinating experience for the audience to see the feathered drums being played by the dhakis dancing to the music produced. Finally, on Dashami, the majestic beats of the dhak helps lift the air of sadness and gloom during the vermilion ritual and ultimately, the immersion.

Female artists too have now taken up the responsibility to revive the age old art of playing the dhak. In such a male-dominated profession where carrying the dhak is a major issue, women have proved themselves to be no less than their male counterparts. Teams of women dhakis are finding fame and getting established slowly in their fields.

COVID-19 and The Livelihood of Dhakis

The Impact The drop in the number of Durga Pujas in and outside Bengal amid the novel coronavirus outbreak has taken the rhythm out of the lives of many dhakis (traditional drummers) who look forward to this festive season as their main source of earnings in the year. Every year, the dhakis from different districts and villages of Bengal use to appear at Sealdah station premises before Durga puja. The dhakis used to play the drums in front of Sealdah station every year before puja. From there, various puja committees used to take them in the puja pandals to play the ‘dhak’. But for the past two years the situation is very different, as Puja Committees and Organizers are tight in budget and have to follow a lot of restrictions . Moreover, thousands of dhakis from Bengal districts like East Burdwan, Birbhum, Purulia, Bankura and Hooghly would in other years travel to states such as Assam, Maharashtra, Delhi, Uttar Pradesh to perform at Durga Puja pandals and get higher pay than what they would have got in their home state. But, COVID-19 has restricted that option too for these drummers in past years.

Where Are They At Now: How We Can Help

Acknowledging the fact that, playing dhak couldn’t be considered as a stable profession and is more inclined to be an occasional source of performing art and earning money, most of the dhakis are often associated with other rural jobs like farming, weaving, fishing to support their livelihood. During Pandemic, the dhakis hope that though they could not travel outside Bengal, they were still lucky if they got calls from Bengal puja organisers. When budgets are low, organisers play recorded beats of the dhaki in pandals. However, several organisers in Bengal have decided to go ahead with dhakis to add the traditional fervour to festivities with the state government offering a dole of Rs 50,000 to each puja committee.

Conclusion

Just like of everyday’s, MachhBhaat, Bengal ’s essence of festivity is incomplete without the rhythmic beats of Dhaks. Along with everyone one of us, they are also looking forward for a better situation in the upcoming years, while we can celebrate together the joys of life without fearing for the safety of our health . With the constant effort of the Government and the citizens together , hope we are going to reach that phase very soon.

Mizoram- the happiest Indian state

In the recently released India Happiness Report 2020 Mizoram has been announced as the happiest Indian state followed by Andaman and Nicobar Islands and Punjab among the top three. It was the first time that all the union territories were surveyed along with the states.

The Happiness Survey was conducted between March and July 2020. The parameters of happiness index were:

>Personal relationships- family and friends

>Work related issues- income level, work pressure and growth

>Physical and mental health

>Social issues

>Impact of COVID-19

Further, it was observed that the above mentioned parameters are positively related to happiness.

No matter what life you are living, where you are living, how you are living..
Try to keep that smile on you, not because it make you look good and neither because everybody ask for it..
But, try it as a trick which works on every situation.. Note, that when some one leave you, it’s obvious that you are gonna cry, maybe not infront of them but you will.. at that Moment try this trick or at this moment smile because there are many more about to come or already arrived, who will leave you.

So smile man! Because it is just a trick. That’s it. No more Hopes from smile because it is just a trick. And that’s it.

P.S:- You know a moment where you are throwing your hands and legs at your desired place to get some.. yeah! There’s two possibility of it, either you are gonna get that or your legs are going to feel some pain or probably getting hit by something. And at that particular moment, just smile because it’s a trick and nothing else. The pain is still there, eyes are still wet, invisible tears are still Rolling out, and yet you smile.. what a beautiful scene it will be or it is..

Don’t let that kid die inside you, please.

I know you must be thinking about abortion or something related to parenting thing, but, no. Don’t get yourself wrong, as we say “Don’t judge a book by its cover” the same applies here, don’t judge a blog by its title. Then why title is there, huh!

Hello fellows, don’t be so rude that I called you a fellow. I called you because you didn’t even tried to think what title is saying about. There’s a kid in every one, in every gender, in every person. Some of them just forgot about it like time forces them to forget. No! Time always take test, but, how to pass it and how to live after passing the test is always on you. You planned to forget that kid for sake of your future. So, did you got that future?? I guess not, then atleast have one thing for life time.

You are also aware of it that keep the child alive will always keep you interesting, creative and more importantly happy. And do you know why I added happy in the last, because that’s true. Happiness comes from the mysterious ways. And a child can only enjoy that other wise you may have seen an adult asking questions from where this happiness arrived.

There’s one more reason why I ask you keep that child alive, it is because I personally think that child represent your whole life. That child remains in you from starting till end of your life. No Matter how hard your life gets or how strong you become, if you couldn’t save that kid inside you. You technically failed in this life.

So, think and start saving that child inside you.

How & What Mindset build a better world?.

As a general rule, it’s more profitable to leverage your strengths than it is to fix your weaknesses.

This is especially true when we are talking about skills: focus on what you do well, and let someone else do the stuff that you struggle with.

There’s one huge exception to this general rule however: bad mindsets.

A bad mindset is not just any ordinary weakness, it is a criticalweakness that will hamstring your effectiveness if you don’t address it.

One example of an unhealthy mindset is the scarcity mindset. The scarcity mindset views things like wealth, success, and fame as something like a pie. There’s only so much to go around and if one person takes too big of a slice, everyone else gets less.

In this worldview, Bill Gates is inherently evil, regardless of how much good that he has done for society, regardless of how much he has helped others, both through his products and through his foundation. He’s evil because he took too big of a slice and didn’t leave enough for the rest of us.

To whatever extent you find yourself resenting rich and successful people, you have a scarcity mindset.

To whatever extent you find it difficult to be truly, genuinely happy for the success of others, you have a scarcity mindset.

The alternative to a scarcity mindset is an abundance mindset . The abundance mindset says that we can create more value for everyone. Instead of viewing wealth and success as a zero-sum game, we can create win-win situations where everyone comes out better than they were before.

If you have a scarcity mindset, you will find it hard to collaborate with others because their gains are your losses. If you have an abundance mindset you will readily collaborate with others because you recognize that you can create more value that way.

That phrase “create value” is crucial to the abundance mindset. Value, and thus wealth, doesn’t just exist, it can be created. We’re not limited to dividing up the pie we currently have. We can make the pie bigger. We can make new pieces.

In fact, if you really want to get ahead, the way to do so is not by looking out only for your interests, but the interests of others.

Instead of suspiciously hoarding all you have to offer until you see an opportunity to leverage it for profit, the best strategy is to be generous. Generous with your time, generous with your knowledge, generous with your skills.

If you really think hard about how exactly the people who are making a full-time living online are doing it, the simplest answer is generosity. They pour their time and energy into creating valuable content that helps people and they build a following of true fans — people who trust them and are grateful for their contributions. When they finally release a product, they have legions of eager customers.

I once heard Darren Rowse, the blogger behind Digital Photography school and a ProBlogger , describe his first product. It was an ebook called “31 Days to Build a Better Blog.” It wasn’t new material. He had already done a series on his blog called “31 Ways to Build a Better Blog” and just added a few things and repackaged it as an ebook.

Why would anyone want to buy something that was available online for free? One reason might be that they value the efficiency of having it all in one place so they don’t have to search through his archives when they want the info. One reason might be that people just like the thought of owning something.

But a surprising reason was revealed through several people who emailed him saying that they knew they could get the info for free, but bought the ebook anyway because it was the first opportunity they had to thank Darren for all he had done for them.

Think about that for a second. His product offered little in the way of new value, but customers happily bought because Darren had created such a surplus of value for them.

Counter-intuitiviley, one of the best strategies for getting ahead is to give generously.

The scarcity mindset is forced to always ask “what do I get from this transaction?” The abundance mindset is free to ask “what can I give in this transaction?”

A really interesting book that I read recently was called Secrets of The Millionaire Mind . This book very closely ties your ability to get rich to your mindset. The idea is that your thoughts and your feelings drive your actions, and your actions determine your results.

He says that people have a “financial thermostat.” Just like a house is set for a certain temperature, each person is programmed for a certain level of wealth. Just like the temperature in a house can fluctuate even with the thermostat on (the temperature outside the house might change rapidly or maybe someone leaves a window open), a persons level of wealth can fluctuate based on external circumstances. But as long as the thermostat is set to a certain level, that is where they will default back to in the long run.

The only way to become truly wealthy in his view is to reprogram the thermostat — to change your mindset as it relates to money.

You need to ditch the ways of thinking that are holding you back and embrace the ways of thinking that can move you forward.


So, have a abundance mindset and go forward in your life. Remember, it always the giver who gets benefits more then who charge for there givings.

How Indian culture proves that Old is gold?

“If any individual is judged by his character and morality, society is judged by its culture and tradition” said Dr S. Radhakrishnan.   Culture means the way of life followed by a community that consists of custom, tradition, religious practices and the human values. Every culture has its distinct positive features.  The culture of a community never remains same.  It is evolved over a period and is always in the process of reforming itself.   

Even from very ancient time, the Indian civilization was highly developed.  Many factors have contributed to the cultural formation.  Our scriptures like Vedas and Upanishads are considered as immense treasure of knowledge.  There are various other scriptures like Ithihas, Purana etc.  Bhagawad Gita, Ramayana and Mahabharata have taught us how we should conduct ourselves.   We have developed very good art like Music, dance, paintings, sculpture etc.  While the temples like Ramanathapuram on the southern corner of India are noted for their workmanship, novelty and sculpture, temples like Rishikesh and Badrinath in north are considered as the very abodes of God.  Hinduism is one of the oldest religions of the world and great saints like Adi Sankara, Ramanuja, Sri Ramakrishna Paramahamsa and Swami Vivekananda have enriched our religion by their interpretations.  From the day Swamy Vivekananda addressed the Parliament of Religions at Chicago; many people have turned towards India for spiritual knowledge.  Though Adi Sankara and other saints have set Self-realisation as the ultimate goal, it was Sri Ramana Maharshi who highlighted its importance and showed the way for achieving that goal.    All these developments have contributed to India a rich cultural heritage and tradition.  India has thus inherited a great tradition and a way of life which formed the basis of its culture. 

Though Mughals came and then the British came and ruled over the land, they could not destroy the culture.  The Indian culture has now become universal and it has become a land where different religions and culture survive, co-exist peacefully and flourish.  Now there are different communities and nationals in India pursuing their own beliefs and faiths.  Though India presented a picture of diversity, India has grown as a national that welcomes all ideas, philosophies and doctrines.  It is a land where people of different faith live in peace and harmony, like a family bound in mutual love and affection. 

Indians have adopted and assimilated the foreign culture and yet they have retained what is good for their own culture.   They may be communicating in English, traveling in Mercedes, dressing in western style but they never deviate from their basic tradition and culture. The car symbolizes the modern trend but its name, Maruti, symbolizes the legendary past.  Those who migrate to foreign countries adopt the culture of the country to which they migrated without deviating from their own culture. Like , I f you ever met any family who use to live in USA and still touches feet of elders. Wherever Indians go, whether USA or Dubai, along with their spouses, children and belongings, they make it a point to carry the Indian culture also with them.   This is evident from the various cultural programmes being regularly organized in foreign countries like USA, Dubai or Singapore.  Music Festival is a regular annual feature in Cleveland, USA and leading Indian artists take active part in them.  Indian temples are seen in most of the States in America, the Venkatachalapathi temple at Petersburg being the biggest among them.

Cinemas, the computer, air linkage, information technology have all brought the inhabitants of the world closer.   The world which remained unreachable and wide apart before has become a global village now.  As the geographical boundaries became mere symbols, people to people contact became more frequent.  As people mingled with each other, we find a cultural synthesis taking place in India now. 

Some adverse changes have also come in the Indian family tradition.  Previously, the wife used to be the home maker, attending to house hold duties, managing the children, attending to religious practices etc. Now, according to the modern trend more and more house-wives are going beyond their home-making avocation and take up responsibilities in business undertakings. “Now, for women, there is life even after marriage” commented a friend in a lighter vein.  Women are well educated and became partners with men in bringing about progress and prosperity.  Thanks to the winds of change blowing over and thanks to the free and liberal outlook created by modern era, India now finds itself free from its outmoded customs and practices. Though woman has proved her enormous power as a contributor for nation building, it cannot be denied that she has left a vacuum at the home front.   We need to bring up a system where our culture and tradition should be passed on to our children also.  Woman has a higher responsibility in this sphere.        

It would be pertinent to conclude this essay with the quotation of Swami Ranganathananda, the late President of Ramakrishna Mission, Kolkata:  “Change is the order of the day.  Everyday, we witness changes occurring all around us and even within us.  Society may change in infinite ways in response to historical necessities but that is no reason why cultural values underlying all human endeavors should change.”  Let us all be proud of our culture and cherish it for ever.  

So, we not only say that we are proud of being and Indian but we really are. It is always indian culture which gave us a different definition or identity infront of whole world. Like, only by seeing a Foreigner you can’t say from where he/she belongs from, but, any Foreigner can easily say that he/she belongs from india. Jai hind.

Should commercial surrogacy be banned in India?

Commercial surrogacy is the process by which an individual or couple pays a fee to a woman in exchange for her carrying and delivering a baby. At birth the child, homo-sexual couples, and single people who wish to be parents are the most common types of people who seek surrogate mothers.

Commercial surrogacy has been legal in India from 2002 onwards but due to unethical practices, a bill has been approved by the Union Cabinet in August 2016. This one lapsed when Parliament adjourned without taking the measure for a vote.

The new proposal came in 2019 that is to ban commercial surrogacy. The Indian minister of health has called the 2019 bill a “need of the hour” citing a rough estimate that between 2000 to 3000 unregulated clinics currently operate in the country. Under the new law anyone who performs or promotes this would be punished with up to 10 year of imprisonment and a fine up to one million rupees. The surrogacy bill’s provision restricting surrogacy to married heterosexual couples within strict age ranges also discriminates against members of L G B T community, older couples and unmarried people who might seek to have a child. The bill goes against the principles of equality provided under Article 14 of the Indian constitution.

Regulation, not ban, is needed. The commercial surrogacy in India needs a regulation and stricter rules that could ensure good care and pay to the woman alone and not agents or others. Good clinical facilities for the surrogate mother and a healthy environment where she could stay safely before and after delivery could lessen exploitation. There is no provision in the law about the custody of the child if the couple later refuse to accept it if the child is mentally challenged or born with a defect. People who hire surrogates have a need to do so due to medical reasons. It is not their choice. Regulation on this practice is very much needed and must be done to close loopholes due to which exploitation of surrogate mothers is taking place.

Indian society is yet to progress so much as to accept surrogate motherhood. The woman who rents her womb even if for the cause of humanity towards an unfortunate couple will never be accepted in society when she goes back to her normal life. People will look down on her and she may probably not be able to find a husband, if she was unmarried at the time of surrogacy. We need to be broad-minded and accept these women and respect their choice of renting their wombs.

Giving women a safe and free environment for surrogacy can help in curbing the evils attached and the industry could do well along with giving good money to such poor women so that they can make their lives better as well as give prosperity to their families.

Staying single forever by choice

A relatively large number of people in Western societies are single; that is, they are not involved in any romantic relationship. That actually couldn’t be further from the truth, however. There’s so much value in being single that people often overlook, when we should be embracing and appreciating it instead. When you’re not legally bound to another person, you have the freedom to learn, grow, and explore, without any of the guilt associated with taking time for selfcare. And the payoff there is that if you do decide you’d like to pair off with someone, you know exactly who you are and what you want.

More specifically, men were more likely than women to indicate that they were single in order to be free to flirt around, and because they were not into family making; while women were more likely to indicate that they were single in order to avoid getting hurt, and because they have considered themselves not to be desirable as mates. Older people were more likely to indicate that they were single in order to be free to do what they have wanted. 

I think it is the right of the individual whether men or women to be in a relationship or to do marriage.The society do not have a right on this take .Everyone makes their own opinions that now a days women gets freedom and misuse this by making these types of decisions .But why everyone women do according to this society want them to do,it’s her choice .As it is famously said that “ALL FINGERS ARE NOT SAME”,so why we think every girl wants to marry in future ,it’s her choice and priority what to do in future.The society thinks its not safe for a women to live single in the society as anyone can take advantage of this status of her.

Maybe, counterintuitively, women are the ones who are especially likely to want to live alone. In our cultural imaginations, men are supposed to be the rugged individualists, the solo explorers, and the swaggering cowboys. But maybe, in fact, they are the ones pining for a live-in partner.

In a heartwarming essay from the upcoming book, Single by Choice, sports journalist Sharda Ugra recounts a scene from more than 10 years ago. A male friend, upon walking into her Delhi apartment (where she lived alone), asked astonished, “Who did all this?”“What provoked this question perhaps, was its sheer normalcy,” Ugra writes. And possibly the assumption that unmarried women lead dark, forlorn, depressing lives. But the writer goes on to remind us that singlehood is, in fact, a normal experience.

Recent Tax Announcements made and Regulatory Reliefs given due to the COVID-19 Effect : An Indian Context

As the world battles the COVID-19 pandemic, countries are moving to stringent measures like lockdowns and curfews. With markets crashing, the global economy is staring at a deep distress.

Entire world is fighting against epidemic COVID 19 outbreak and Hon’ble Prime Minister of India Sh. Narendra Damodardas Modi has taken much need precautionary step of complete lockdown from midnight 12’o clock of 24th March, 2020 onwards for next 21 days and again extended to 3rd May, 2020 for another 19 days.

In this difficult environment, each regulatory body is releasing relief measures and guidelines for easing out the impact of COVID 19. On the financial and compliance front, announcements have been flowing from the Government authorities in the form of deferment of statutory due dates or relaxation in payment terms to overcome the financial crisis being faced due to lock-down.

Similar to several countries, the Government of India has begun working on an economic package to deal with the impact of the pandemic. Realising the hardships faced by its citizens, the Union Finance & Corporate Affairs Minister Smt. Niramla Sitharaman has announced several important relief measures on tax and regulatory aspects.

The Finance Minister also announced that necessary legal circulars and legislative amendments for giving effect to these relief measures will be issued by the concerned Authority.

Following is the summarised form of the key announcements made by the Finance Minister here below:

Direct Taxes

1. Extension of tax return filing deadline

The deadline for the following types of tax return have been extended from 31 March 2020 to 30 June 2020

  1. Belated income-tax return for tax year 2018-19
  2. Revised income-tax return for tax year 2018-19

2. The timeline for linking Aadhaar with PAN has been extended to 30 June 2020

3. Relief with regards to delay in payment of taxes

  • Interest at the reduced rate of 9% (i.e. 0.75% per month instead of 1/1.5 percent per month) will be charged on delay in respect of following payments made between 20 March 2020 and 30 June 2020:
    1. Advanced tax
    2. Self-assessment tax
    3. Regular tax
    4. Taxes withheld or collected at source
    5. Equalization levy
    6. Securities Transaction Tax and
    7. Commodities Transaction Tax
  • Penalty and late fees in relation to the above mentioned payments are to be waived off

4. Extension of compliance due dates

In respect of the following, where the due dates fall between 20 March 2020 and 29 June 2020, the revised due dates shall be 30 June 2020:

  • Issue of notice
  • Intimation
  • Notification
  • Approval order
  • Sanction order
  • Filing of appeal
  • Furnishing of return, statements, applications, reports, any other documents
  • Completion of proceedings by the authority and
  • Any compliance by the taxpayer including investment in saving instruments or investments for roll over benefit of capital gains

5. The Direct Tax Vivad se Vishwas Act, 2020:

The timeline for payment of disputed arrears without attracting additional 10% amount under the Vivad se Vishwas Scheme extended from 31 March 2020 to 30 June 2020.

Indirect Taxes

1. Extension of GST return filing deadlines:

  • The last date for filing the forms GSTR-3B due in months of March, April and May 2020 (i.e. returns of February, March and April 2020) will be extended till 30 June 2020 (in staggered manner)
  • Date for filing GST annual returns of FY 18-19, which is due on 31 March 2020 is extended till the last week of June 2020

2. Relief in respect of payment of taxes

  • For those having aggregate annual turnover less than INR 50mn, no interest, late fee, and penalty will be charged for the period
  • However, for those having an aggregate annual turnover of more than INR 50mn, a reduced rate of interest @ 9% per annum will be charged from 15 days after due date (current interest rate is 18 % per annum) for the delayed payment between 20 March 2020 and 30 June 2020, but no late fee and penalty will be charged if complied before 30 June 2020
  • Last date for making payments by the Composition dealers for the quarter ending 31 March 2020 will be extended till the last week of June 2020
  • Payment under Sabka Vishwas Scheme shall be made without interest till 30 June 2020

3. Extension of compliances due dates

  • Minimum amount of default required to initiate insolvency and liquidation on corporate debtors raised from INR 1 lakh to INR 1 crore, effective immediately, in order to prevent admission of MSMEs defaulting due to economic conditions in lieu of COVID-19
  • Proposed Suspension of new initiations of Corporate Insolvency Resolution Process under Sections 7, 9 and 10 of IBC for 6 months, contingent upon scenario beyond 30 April 2020 as a safeguard companies from defaults attributable to financial downturn pursuant to the COVID-19 pandemic

Among the measures announced late on Tuesday, the government extended the e-way bill validity for the second time since the lockdown was imposed. The e-way bill generated on or before March 24 and expiring during the March 20-April 15 period would now be valid till May 31. This is likely to help trucks stuck en route to reach their destinations.

Further, the notification extended by three months the deadline for furnishing the annual return and GST audit for financial year 2018-19 to September 30. Additionally, a taxpayer can now furnish monthly return GSTR-3B showing nil sales through SMS using the registered mobile number. This return would be verified by a registered mobile number based one-time password (OTP) facility, the notification said.

Honor killing


Honour killing is seen as a dirty behaviour by the member of the family thinking to bring purity to the family. It is an act of murder by the family on the family members to bring honour to the family to eradicate the shame and dishonour brought by the family member. The male member of the family kills the female member who has violated the wishes and honour of the family. This is a kind of pre-planned murder by the members of the family against the member who had bought shame to the family. Mostly these acts are caused due to trigger done by the relatives, society, neighbours by whom the accused feels dishonoured and gets provoked. Mostly these occur against the female who are assumed for sexual and marital offences. In situation where the members should be a support for the female are against them and brings a situation where they should not exist. India is a democratic country as every citizen has their rights and freedom to do acts which does not violate law. In a society where the citizens are equal without any discrimination, honour killing brings discrimination where the family member is considered to bring dishonour by choosing a person of a different caste.(Keane 2016) Caste and status are the main reasons for honour killing in the present world as the caste and status changes for a girl when she goes to her husband house.

HONOUR KILLING IN INDIA


Honour killing is an act of shame caused to the family for which it is otherwise called as shame killing. It is an act of killing when the person does not accept for arranged marriage, marrying a person disapproved by the family, doing inter-caste marriage which is against the wish and will of the family. In India, this type of killing is been carried over since many centuries. From the olden days this has become a practice. It has become a common practice for our country. Supreme Court had brought a decision based on honour killing that, „killing or physical assault being made over young men/women who marries against the wish of the family is illegal.‟(Ercan 2014) This type of killing is a brutal and barbaric activity made by the member of the family. However, in our country, honour killing has been made a separate provision having severe punishment. In India, mostly in places of Punjab, Uttar Pradesh, Haryana and Rajasthan practice of honour killing is more. Due to
the complex socio-cultural problems the crime of honour killing is divulging more and more. The prime factors of honour killing is the high caste members do not accept inter caste marriage to maintain their caste and in case if anything occurs to bring their status down, they would feel such thing need not exist and in that case if the female /male gets married to that person of low status they feel the person need not exist instead of leaving down their status. Even in case the status and gotra is the same, the parents do not accept if the victim wants to go for love marriage. This killing is done to restore their honour which would be reduced due to the act of the young male/woman. In India, honour killing is practiced due to merciful act also. The parties who had committed the act of honour killing ca plea on the circumstance of grave and sudden provocation. Such an idea was been indulged when the act was formed as the act of honour killing is prevailing since ages. Honour killing is a crime which has become predominantly equal to other rigorous crimes. Culture is important for a family but still the young male/female that had been brought up by the family since years are also to be considered by the family. The level of importance given to the culture and status is not given to the members of the family. They think about the society and neighbors and the allegations and news spreading about the victim and get triggered to commit honour killing but does not seek remedy to safeguard the victim. This has become a spreading crime in our country.


EFFECTS OF HONOUR KILLING


Honour killing is not constrained to one gender. Men are also brought as a victim of honour killing. It is inappropriate that the victim is a man or a woman, if they had violated or brought down the name of the family, they are subjected to be killed by the members of the family. However, honour killing are focused on the women, it is not restricted so. It extends to men too. When the men violate the customs, the family members of the women or the male family members tend to join hands to kill him. For the execution of honour killing, the role of male is more. In case to commit the crime, the male descendants of the family form a group to kill the victim and especially if the victim is a girl, the male members would kill the victim. It does not matter about how close and love they had on the victim, they kill the victim if they cross the limits of the family. In certain cases, women also play a part in commission of honour killing. They join hands with the male descendants in executing the crime. They play a role in ensuring the limits of sexual regulations and plan to kill the victim, if the victim is her daughter.

SPECIFIC TRIGGERS OF HONOUR KILLING


Following are the specific reasons for which honour killing is been made(Reddy 2014; Singh 2013):


● Refusal of an arranged marriage: The member of the family be it a male or female member of the family, if refuses to accept the marriage arranged by the family, they would be triggered to be killed for the welfare of the family. It is a kind of shame the family members feel when the person does not accept the marriage arranged by the family.


● Seeking a divorce: The victim of honor killing would be a married party and would have been divorced due to family issues in their marital life. Seeking divorce by the member would bring down the prestige of the family where they feel the victim would rather die than being alive and they themselves kill the person.


● Allegations and rumors about family members: The victim may be subjected to allegations or wrong talks by the neighbors or other members in the society. In that case knowing the true fact or not, the members of the family for their status and prestige would kill the member. Killing the victim according to them brings an additional prestige and status to the family.


● Homo-sexuality: It has become natural where love comes between the people of the same sex. When a couple of the same sex wants to live together the family or the society does not permit it and in turn creates more and more allegations and triggers the members of the family.


● Victims of rape: In a society where women should be protected, they are being raped. In that case it is the duty of the family to accept such victims but the family feels it as a shame and feels the life of the girl is gone and she is completely useless to the society and the family and thus she would be killed by them.


● Inter-caste marriage: Marriage done by the victim with another person of the different caste brings down the caste of the party who seek their caste as their soul and important than their member of the family. In such case, the member who is of higher caste would kill the victim than living by lowering their caste. In case where the victim is of lower caste, and the caste is the heart and soul of their prestige, they do not care about the victim and would kill them despite of the fact that they belong to their family. Not only their family members become the victim the other party with whom they want to live also becomes a victim.

Honor killing is definitely a serious and heinous crime.
