Sec 3 empowers central government to take measures to protect and improve environment, subject to the provisions of this act the central government shall have the power to take all such measures as to deem necessary for the purpose of protecting and improve the the quality of the environment and preventing controlling and adopting environmental protection. Sec 4 and power central government for appointment offices with their power and function for successful implementation of the act, the central government may appoint offices with such designation as to think fit for the purpose of this act and may entrust to them such of the powers and functions under this act it may deem fit. Sec 5 empowers central government to give directions, the closer provision or regulation of any industry operation or process. Sec 6 empowers central government to formulate rules or regulate environmental protection, the central government may be notification in official gazette make rules in respect of all or any of the matters referred to in section 3. Sec 7 States that the industry persons carrying industrial operations and not allowed a meeting or discharging environmental pollutants more than the established standards, no person carrying on any industry operation all process shell discharge or a meat or permit to be discharged or admitted any for environmental pollutants in excess of such as may be prescribed. Sec 8 States that persons and living as other substance need to compile with procedure safeguard. Sec 9 describes furnishing of information to authorities and agencies in certain cases where the discharge of any environmental pollutants in excess of the prescribed standards the person responsible shall be bound to prevent or mitigate the environment and intimate the fact of such a occurance and the bound to render all assistance to such authorities. Sec 13 as provisions for appointing government analyst for the purpose of analysis of samples of air water soil or other substance send to any established or approved environmental laboratory. Sec 14 refers to the report of government analysis as evidence of facts. sec 15 as provision of penalty for the contravention of the provisions of the act and rules orders and directions. Sec 16 describe offences by companies. And finally sec 17 describes offences by government departments.

The first premise attains a climatic point with the poet’s use of metaphysical conceit in his lines : “My vegetable Love should grow/ Vaster than Empires, and more slow.” The “vegetable love” is a curious attribution to love. In short, the first stanza begins with a suppositious and the rest of it offers a series of hooks upon which Marvell hangs his hyperboles, conceits and wit to complement the premise.

The indispensable “But” with which the second strophe opens is just too sufficient not to repudiate or disown the make-believe condition the first strophe helps the poet build. Tidal Volume (TV)

Tidal Volume is the amount of air inspired or expired with each normal breath. It is approximately 500 ml., i.e. a normal human adult can inspire or expire approximately 6000 to 8000 ml of air per minute. During vigorous exercise, the tidal volume is about 4-10 times higher.

Inspiratory Reserve Volume (IRV)

Additional volume of air a person can inspire by forceful inspiration is called Inspiration Reserve Volume. The normal value is 2500 – 3000 ml.

Expiratory Reserve Volume ( ERV)

Additional volume of air a person can forceful expiration is called Expiratory Reserve Volume. The normal value is 1000 – 1100 ml.

Residual Volume (RV)

The volume of air remaining in the lungs after a forceful expiration. It is approximately 1100 – 1200 ml.

Respiratory Capacities

Vital Capacity (VC)

The maximum volume of air that can be moved out during a single breath following a maximal inspiration. A person first inspires maximally then expires maximally. VC = ERV + TV + IRV

Inspiratory Capacity (IC)

The total volume of air a person can inhale after normal expiration. It includes tidal volume and inspiratory reserve volume. IC = TV + IRV

Expiratory Capacity (EC)

The total volume of air a person can exhale after normal inspiration. It includes tidal volume and expiratory reserve volume. EC = TV + ERV

Total Lung Capacity (TLC)

The total volume of air which the lungs can accommodate after forced inspiration is called Total Lung Capacity. This includes the vital capacity and the residual volume. It is approximately 6000ml. TLC = VC + RV

Minute Respiratory Volume

The amount of air that moves into the respiratory passage per minute is called minute respiratory volume.
Normal TV = 500ml ; Normal respiratory rate = 12 times / minute
Therefore, minute respiratory volume = 6 Litres/minute (for a normal healthy man).

Dead Space

Some of the inspired air never reaches the gas exchange areas but fills the respiratory passages where exchange of gases does not occur. This air space is called dead space.

Dead Space is not involved in gaseous exchange. It amounts to approximately 150ml.

UP Population Control Bill 2021, Yogi Govt’s 2 Child Policy

Those having more than two children will be debarred from contesting local bodies polls, applying for government jobs or receiving any kind of subsidy, says a draft of a population control bill put up on the UP Law Commission website.

The draft bill, for which suggestions have been invited from the public till July 19, also debars people from getting promotion in government job.

The move has drawn flak from the opposition parties, with the Congress describing it as a “political agenda” ahead of the Assembly elections next year. The Samajwadi Party said the move meant the “murder of democracy”.

The UPSLC website says, “The State Law Commission, UP, is working on control, stabilisation and welfare of the population of the state and has prepared a draft bill.”

If implemented, the provisions of the draft titled The Uttar Pradesh Population (Control, Stabilization and Welfare) Bill, 2021 will come into force after one year from the date of publication in the Gazette.

The provision of this Act shall apply to a married couple where the boy is not less than 21 years of age and the girl is not less than 18.

Suggestions have been invited from the public to improve the draft bill and July 19 is the last date for it.

Listing incentives, the draft bill says, “Public servants who adopt the two-child norm will get two additional increments during the entire service, maternity or as the case may be, paternity leave of 12 months, with full salary and allowances and three per cent increase in the employer’s contribution fund under the National Pension Scheme.”

A state population fund will be constituted for its implementation. Listing the government duties, the draft bill says that maternity centres will be set up at all primary health centres.

Parliament Of India

The Parliament is the supreme legislative body of the country. It comprises the President and 2 houses: the Rajya Sabha and the Lok Sabha.

The Lok Sabha

It is the lower house consisting of 545 members in which 530 represent States, 13 represent Union Territories and 2 are nominated by the President from Anglo-Indian Community. The other 543 members are directly elected by the people from the constituencies of the states and their term is of 5 years. A speaker is elected among 543 members. Any Indian citizen above 18 years of age can vote for them. The maximum strength limit is 552 members. Smt. Sumitra Mahajan is the present speaker of the Lok Sabha.

The Rajya Sabha

Also, know as the upper house, it consists of 245 members with a maximum limit of 250. 232 members are indirectly elected by members of legislative bodies of the states. The other 12 members are nominated by the President. These 12 members can be from different stratum of the society in the fields of arts, social science, literature, etc. They are elected for 6 years and the new members are appointed in the place of one-third members after every 2 years. For a bill to be passed it has to be approved by both houses. The present Chairperson of Rajya Sabha is Mr. Venkaiah Naidu and The Deputy Chairperson of Rajya Sabha is Harivansh Narayan Singh

The President

He is elected by the elected members of Parliament of India and the state legislatures and serves for a tenure of 5 years. The present president of India is Mr. Ram Nath Govind. By the constitution, he is bound to act on the advice of the Prime minister and cabinet as long as the advice is not violating the constitution. A bill can be formed into law only when the president signs it. The main duty of the president is to protect and preserve the constitution. The Chief Justice of India and other judges are also appointed by him. He is the Supreme Commander of the Indian Armed Forces.  

COPA AMERICA 2021 : A MONTH TO CHERISH

The 47th edition of the international men’s football championship organised by South America’s football ruling body CONMEBOL. The tournament was hosted in Brazil from 13 June to 10 July 2021. Originally the tournament was scheduled to be hosted in Argentina and Colombia from 12June to 12 July but due to the outbreak of COVID 19 the game was relocated in Brazil. On 20 May 2021, Colombia was removed as co-host amid ongoing protests against President Iván Duque Márquez, and Argentina was then removed on 30 May due to COVID-19 issues. CONMEBOL confirmed Brazil as the new host of the tournament.

Hosts Brazil were the title holders, having won their ninth title in 2019, which they also hosted. Argentina won their fifteenth title by defeating the host, Brazil, 1–0 in the final. It was Argentina’s first senior title since 1993.Argentina also equalled Uruguay’s record for winning the Copa America title on the most number of occasions.Colombia won the third place.

VENUES.

1 June 2021, the cities of Brasília, Goiânia, Cuiabá and Rio de Janeiro as the hosts of the competition,with the following stadiums for the matches: Maracanã, Mané Garrincha, Pantanal and the Olímpico. On 2 June, the CBF decided to use the Nilton Santos as the second stadium in Rio de Janeiro.The government will also allocate resources in the federal budget to provide the necessary support for the CONMEBOL’s tournament logistics and security. Mané Garrincha will host the opening on 13 June,the final will be in Maracanã on 10 July.

ZIKA VIRUS

At present India slowly returns back to a state of normalcy and the implications of the second wave of coronavirus decreased. On Thursday, Kerala reported 13 cases of mosquito-borne viral infection called Zika virus for the first time.

As per the reports, the first case of Zika virus involves a 24-year-old pregnant woman in Thiruvananthapuram,Kerala. Samples from 13 persons are collected, suspected to be positive for Zika virus, have been sent to the National Institute of Virology in Pune. 

Zika virus spreads by the bite of an infected Aedes species mosquito. The mosquitoes bite both during the day and night. The Aedes mosquito also known as Ae. 

According to the Centre for Disease Control and Prevention, Zika can be passed from a pregnant woman to her fetus and infection during pregnancy can cause certain birth defects.

Centre for Disease Control also suggested that people infected with the Zika virus can transmit it to their sex partners.

symptoms of Zika virus are mild. Most common symptoms include fever, rash, headache, red eyes, muscle pain and joint pain.

While the incubation period is said to be between 3–14 days, the symptoms can last for 2–7 days. However, according to the World Health Organization (WHO), individuals infected with Zika virus do not develop symptoms. The CDC believes that infected people usually don’t get sick enough to be hospitalised and very rarely do they die of Zika.

There is no specific vaccine or medicine for Zika virus, depending on symptoms effected people will be treated with related medication available.

As Zika virus spreads through the bite of an infected mosquito. We should opt clean surroundings, mosquito-ridden areas and avoid mosquito bites using mosquito and insect repellents. Clean the areas that could become a possible hub for mosquito breeding.
